W opracowaniu poruszono zagadnienia bezpieczeństwa imprez masowych w epoce starożytnej, podstaw prawnych organizacji takich przedsięwzięć w antycznym Rzymie. Przedstawiono w nim także kalendarium imprez masowych w Imperium Rzymskim, kwestie kolejności zajmowania miejsc na widowni oraz problem odpowiedzialności pomysłodawców wydarzeń społecznych, a także źródła finansowania. W dalszej części przedstawiono aktualny stan bezpieczeństwa imprez masowych i wskazano tragedie na stadionach, które doprowadziły do obecnego stanu systemów prewencji.
The publication discusses the security issues of mass events in the ancient era, the legal basis for the organization of such ventures in ancient Rome. It also shows the calendar of mass events in the Roman Empire, the issues of the order of occupying seats in the audience and the problem of the responsibility of the originators of social events, as well as the sources of financing. The next part presents the current state of safety of mass events and shows the tragedies in stadiums that led to the current state of prevention systems.

Opis:
W artykule przedstawiono przegląd konstrukcji penetrometrów otworowych stosowanych w polskim górnictwie węglowym wraz z formułami pozwalającymi na wyznaczanie parametrów mechanicznych skał. Zwrócono uwagę na mankament dotychczasowych rozwiązań polegający na tym, że można badać skały o wytrzymałości do około 100 MPa. W związku z tym opracowano i wykonano badania za pomocą nowego naciskacza o średnicy 3,5 mm. Uzyskane wyniki pozwalają stwierdzić, że wprowadzona modyfikacja konstrukcji naciskacza pozwala na badanie skał o wytrzymałości powyżej 100 MPa.
This paper gives an overview of the downhole penetrometers design used in the Polish coal mining industry, along with formulas for determination of mechanical parameters of rock. Attention was paid to the shortcoming of the existing solutions which allow to explore the rocks of strength up to about 100 MPa. Consequently, a study was developed and performed using a new press-spire with a diameter of 3,5 mm. The obtained results indicate that the modification introduced to the press-spire design allows to test the strength of the rocks above 100 MPa.

Navigational charts were, are and will probably be the most important aid to navigation on the ship's bridge. Paper charts have already been used for decades and now electronic ones are joined with the help of modern computer technology. The paper presents different types of navigational charts, electronic charts systems, their importance for safety of navigation, and the type of charts navigators can or should carry on board their ships.
Mapy nawigacyjne są i zawsze będą najważniejszym źródłem pomocy w nawigacji na mostku kapitańskim. Papierowe mapy nawigacyjne były używane przez wiele dekad, a obecnie elektroniczne formy nawigacyjnych map są wprowadzane z pomocą nowoczesnych technologii komputerowych. Artykuł prezentuje różne typy map nawigacyjnych, elektroniczne systemy map, rolę, którą pełnią dla bezpieczeństwa nawigacji oraz typy map, które powinny być używane i zabierane na pokład statków przez nawigujących.

Opis:
Heterocyclic aromatic compounds containing various derivatives of five or six-membered nitrogen-containing rings, viz. triazoles, tetrazoles, furazans, triazines, and tetrazines, and some of their salts have been studied. High nitrogen content and a large positive heat of formation are two important properties of these compounds. Two new models are introduced for the reliable prediction of the thermal stability of these compounds through the thermal decomposition temperature (onset). The reported data for 181 compounds have been used to derive and test the new models. For a training set containing 132 heterocyclic aromatic compounds, the values of the average absolute deviation (AAD) and the coefficient of determination (R2) of the improved correlation were 9.72 K and 0.959, respectively. For triazoles, tetrazoles, furazans, triazines, and tetrazines, the predicted results of ADD and R2 for the external test data set for this model containing 41 compounds were 23.03 K and 0.664, respectively, which are closer to experimental data than those obtained by the core correlation, i.e. 26.49 K and 0.653, respectively. The correlation coefficients of cross-validation for leave-one-out (Q2LOO) and 5-fold (Q25CV) of the improved correlation were 0.955 and 0.951, respectively, which confirm that it is not an over-fitted model, robust and well-behaved.

Opis:
The Constitution of the Republic of Poland guarantees each person the freedom to organise and to participate in peaceful assemblies. This liberty may be restricted by a dedicated act. The principles of conduct in the case of gatherings are regulated by the Act on Assemblies of 5 July 1990. In view of the above, the assumption that public gatherings are a special case of public congregation was adopted as the basis for the considerations presented in this article. The paper outlines a number of determinants affecting the safety of participants of public meetings, which will be both positive and pejorative in nature. The research conducted indicates that the participants of these assemblies will be subject to the influence of the assembly and aforementioned assembly will be influenced by them. All the more so since a public meeting is a gathering of people with a high power of interaction. The analyses and assessments carried out point to the significant role of state institutions in ensuring the security of public assemblies, which, in addition to their organisers, carry a huge burden of responsibility on their shoulders.

Celem artykułu jest pokazanie demokratycznej wartości zgromadzeń spontanicznych oraz problematyki związanej z ich rozwiązywaniem. Do rozważań nad przedmiotową problematyką dołączona zostanie analiza kazusu spontanicznego protestu przed Sejmem w grudniu 2017 r. pod kątem legalności jego rozwiązania. Brak w polskim porządku prawnym regulacji prawnych w zakresie kontroli nad rozwiązaniem zgromadzenia spontanicznego skłania do refleksji de lege ferenda. W ostatniej części prezentowane są rozwiązania niemieckie, które skutecznie funkcjonują w Niemczech już od kilkudziesięciu lat.
The aim of the paper is to present the democratic value of spontaneous assemblies and the problematic of their dismantling. It contains the legal analysis case of the spontaneous assembly dismantling legality at the parliament sit in December 2016. Lack of legal supervision over the spontaneous assembly dismantling in Polish law encourages de lege ferenda reflection. Due to that German legal solutions in this field were presented.

Jedną z podstawowych wartości prawnie chronionych jest bezpieczeństwo. Ze względu na jego charakter prawodawca zabezpiecza je nie tylko w drodze przepisów ustawowych, ale też w Konstytucji RP, w związku z czym uzyskało ono wymiar ustrojowy. W aspekcie personalnym chronione jest bezpieczeństwo obywateli, instytucjonalnym – bezpieczeństwo państwa, materialnym – bezpieczeństwo publiczne, ekologiczne, ekonomiczne, społeczne itp. Z punktu widzenia bezpieczeństwa i jego znaczenia dla społeczeństwa i państwa, dopuszcza się ochronę tej wartości kosztem wolności i praw człowieka i obywatela. Ingerencja w te swobody konstytucyjne nie może jednak naruszać ich istoty, jest dopuszczalna jeżeli w inny sposób nie da się zapewnić bezpieczeństwa, a przy tym nie może być nadmierna. Ustrojodawca wyraźnie przewiduje, że ograniczenia w zakresie korzystania z konstytucyjnych wolności i praw mogą być ustanawiane tylko w ustawie i tylko wtedy, gdy są konieczne w demokratycznym państwie dla jego bezpieczeństwa lub porządku publicznego, bądź dla ochrony środowiska, zdrowia i moralności publicznej, albo wolności i praw innych osób. Podobnie w przypadku stanowienia przepisów porządkowych, bezpieczeństwo jest jedną z kluczowych przesłanek ich stanowienia. W zakresie nieuregulowanym w ustawach lub innych przepisach powszechnie obowiązujących rada gminy może wydawać przepisy porządkowe, jeżeli jest to niezbędne dla ochrony życia lub zdrowia obywateli oraz dla zapewnienia porządku, spokoju i bezpieczeństwa publicznego. Zbliżone rozwiązania prawne zostały przewidziane dla powiatu i województwa. I tak w zakresie nieuregulowanym w ustawach lub innych przepisach powszechnie obowiązujących, w szczególnie uzasadnionych przypadkach, rada powiatu może wydawać powiatowe przepisy porządkowe, jeżeli jest to niezbędne do ochrony życia, zdrowia lub mienia obywateli, ochrony środowiska naturalnego albo do zapewnienia porządku, spokoju i bezpieczeństwa publicznego, o ile przyczyny te występują na obszarze więcej niż jednej gminy. W zakresie nieuregulowanym w przepisach powszechnie obowiązujących wojewoda może wydawać rozporządzenia porządkowe, jeżeli jest to niezbędne do ochrony życia, zdrowia lub mienia oraz do zapewnienia porządku, spokoju i bezpieczeństwa publicznego. Przepisów porządkowych nie może wydawać samorząd województwa.
One of the basic, legally protected values is safety. Due to its nature, an employer provided protection not only by means of laws and regulations, but also by the Constitution of the Republic of Poland and as such the safety took on a new dimension. In the personal aspect – civil safety is protected, in the institutional aspect – the safety of the country, in the substantive aspect – public, economic, social safety etc. From the point of view of the safety and its importance for the society and the country, the protection of this value is allowed at the expense of the freedom, human and citizen rights. Such interference in the constitutional freedoms cannot however infringe their essence and it is allowed only if the safety cannot be provided by other means, but at the same time it cannot be excessive. The legislator clearly provides that any limitation upon the exercise of constitutional freedoms and rights may be  imposed only by law, and only when necessary in a democratic state for the protection of the state and public order or for the protection of the natural environment, health and public morals or for the protection of freedoms and rights of other people. Similarly to ensuring enforcement regulations, safety is one of the most important premises for their implementation. The municipal council may pass enforcement regulations within a scope not otherwise regulated in acts or other regulations commonly applicable regulations if such is necessary for the protection of human life or health and to assure public order, peace and security. Similar legal measures are meant for the voivodship and poviat.  The municipal council may pass enforcement regulations within a scope not otherwise regulated in acts or other regulations commonly applicable regulations, in duly justified cases, provided that the reasons occur within the area of more than one municipality. The voivode can pass enforcement regulations within a scope not otherwise regulated in acts or other regulations commonly applicable if such is necessary for the protection of human life or health and to assure public order, peace and security. Enforcement regulations cannot be passed by a province government.

Presented article shows current problems regarding the lack of compliance by public authorities of the fundamental principles and values defining the democratic systemic order.Failure to obey the constitutional rules of social life, circumventing the law, and even breaking them, weakening civic institutions, inevitably threats the security of the democratic systemic worked by Poland after 1989.In this context, the right to selfgovernment ceases to be one of the most important, elementary values allowing the fullfilling of the principle of a democratic state of law.
В данной статье представлены актуальные проблемы несоблюдения органами го- сударственной власти основополагающих принципов и ценностей, определяющих демократический системный порядок. Несоблюдение конституционных правил общественной жизни, обход законов и даже нарушение их, ослабление граждан- ских институтов неизбежно ставит под угрозу безопасность демократического системного строя, сложившегося в Польше после 1989 года. В этом контексте право на самоуправление перестаёт быть одной из важнейших элементарных ценностей, позволяющих реализовать принцип демократического правового государства.

Opis:
Zapewnienie bezpieczeństwa i porządku publicznego należy do zadań władzy publicznej mających bardzo długi rodowód. Wiąże się to zapewne z faktem, iż potrzeba bezpieczeństwa jest jedną z fundamentalnych potrzeb człowieka, której zaspokojenie decyduje w dużej mierze o jakości życia. Z tego też względu władza publiczna podejmuje liczne działania, których celem jest ochrona jednostki i społeczeństwa oraz ich mienia przed niebezpieczeństwami grożącymi ze strony gwałtownych czynów ludzi oraz gwałtownych działań sią przyrody (Bolesta 1983, s. 236, Olejniczak-Szałowska 2009). Ochrona ludzi i ich mienia przed wszelką agresją, w tym przed klęskami żywiołowymi, takimi jak powodzie, trzęsienia ziemi, huragany, a także przed agresją ze strony marginesu społecznego, jest też jednym z podstawowych celów gospodarki przestrzennej. Zgodnie z polskimi regulacjami prawnymi zapewnienie bezpieczeństwa oraz porządku publicznego jest jednym z zadań własnych gminy, w tym także miejskiej. W celu jego realizacji władze miejskie organizują funkcjonowanie odpowiednich służb do tego powołanych, takich jak policja, straż pożarna, zespoły ratownictwa medycznego, straże miejskie itp. Bezpieczeństwo mieszkańców oraz niski stopień przestępczości świadczą bowiem nie tylko o poziomie rozwoju cywilizacyjno-kulturowego miasta, ale także o jego atrakcyjnoTmci zarówno dla obecnych, jak i przyszłych mieszkańców i potencjalnych inwestorów. Celem niniejszego opracowania jest określenie roli, jaką odgrywa bezpieczeństwo we współczesnym świecie, a także przeprowadzenie krótkiej analizy bezpieczeństwa ludzi i mienia w Poznaniu oraz zmian, jakie zaszły w tym względzie od początku lat 90. XX w. Badanie polegać będzie jednak nie na określeniu z założenia subiektywnego poczucia bezpieczeństwa mieszkańców, ale na cechach obiektywnych, takich jak liczba popełnianych przestępstw czy liczba i struktura interwencji podejmowanych przez wybrane służby powołane do zapewnienia bezpieczeństwa w Poznaniu.
Securing safety and public order is one of the tasks of public authority that has a very long tradition. This may be due to the fact that safety is one of the fundamental human needs which greatly affects people’s quality of life. That is why the authority in question takes many measures intended to protect society and individuals as well as their property against threats posed by violent acts of people and violent natural forces by setting up such services as the police, the fire brigade, emergency medical teams, city guards, etc. (Bolesta 1983, s. 236, Olejniczak-Szałowska 2009). The feeling of safety of a town’s inhabitants and a low crime rate are indicative of the town’s high level of civilisational and cultural development, but they also make it attractive as a place of residence for both, current and future inhabitants as well as potential investors. The aim of this paper is to establish to what extent the level of safety of people and their property determines the quality of life of an urban population. A short analysis will also be made of the level of safety of Poznañ residents and changes that have taken place in this respect since the early 1990s.

Celem artykułu jest wykazanie, jak istotne znaczenie odgrywa zapewnienie bezpieczeństwa w czasie prowadzenia zbiórek publicznych osobom gromadzącym ofiary oraz przekazującym je. Analiza ustawy z dnia 14 marca 2014 r. o zasadach prowadzenia zbiórek publicznych (Tekst jedn. Dz.U. z 2020 r., poz. 1672) prowadzi do wniosku, że ustawodawca w tym akcie nie odniósł się w żaden sposób do tego zagadnienia. Nie ulega jednak wątpliwości, że uregulowanie tej kwestii jest niezbędne, ponieważ w wyniku przeprowadzenia zbiórek publicznych niejednokrotnie gromadzone są duże sumy pieniędzy czy też dary w naturze o znacznej wartości, a osoby biorące w nich udział są narażone na utratę zdrowia, a nawet życia. Ze względu na to autorka sugeruje wprowadzenie do ustawy o zasadach prowadzenia zbiórek publicznych przepisów regulujących ten problem na wzór rozwiązań zawartych w ustawie z dnia 24 lipca 2015 r. Prawo o zgromadzeniach (Tekst jedn. Dz.U. z 2019 r., poz. 631).
The purpose of the article is to show how significant it is to ensure safety for persons who collect and give donations during public collections. The analysis of the Act of 14 March 2014 on the Principles of Holding Public Collections (Journal of Laws of 2020, item 1672, consolidated text) leads to a conclusion that the legislator did not refer to this issue in the act in any way. However, undoubtedly, the regulation of the issue is necessary because large sums of money or donations in kind of great value are frequently collected as a result of holding public collections, and the participants are exposed to the loss of their health or even lives. In view of this fact, the author suggests introducing provisions that regulate the issue in line with the provisions included in the Act of 24 July 2015 – the Law on Assemblies (Journal of Laws of 2019, item 631, consolidated text) into the Act on the Principles of Holding Public Collections.

Maintaining the railway infrastructure in a condition ensuring safe railway traffic is the basic responsibility of railway infrastructure managers resulting from the Rail Transport Act. Elements of the railway infrastructure are subject to difficult atmospheric conditions as well as changing dynamic loads resulting from the operation of a given part of the infrastructure. The lack of proper maintenance of tracks adversely affects their operation: lowering the permissible speed, reducing driving calm, decreasing the safety of railway traffic, increasing the degradation of aggregate and railway subgrade, as well as increasing the influence of dynamic impacts on the surrounding buildings. The following article presents an analysis of maintenance tasks performed at 5 different locations. For the purposes of the article, data were collected in 2016−2018 on 100 km of track from daily reports performed by qualified supervisors managing maintenance brigades. The aim of the article is to present the results of the collected data, to analyze the most common maintenance tasks, to determine the root causes that result in the need to perform specific tasks and to propose remedies. The aim of the research was to achieve market competitiveness by minimizing costs because today’s performance of duties related to the maintenance of railway infrastructure is characterized by very high costs associated with high workload, repair technology, the need to use specialized equipment, and temporarily exclude a part of the line from traffic. The research was carried out in a company which is a manager of railway infrastructure.

In Poland, access to certain types of weapons, in particular to firearms, is subject to regulation, which involves requirements and procedures relevant to the weapons and ammunition specified in the law. Individual police authorities, as public administration bodies, are entitled to issue (as part of administrative and law-enforcement activities) administrative decisions, including weapon permits. This activity is of great importance to society because of the control over the users of weapons and the weapons themselves possessed by individuals in the country. In recent years, there has been growing interest in weapons in Poland, as evidenced by police statistics. The aspirations and needs of individuals vary in this respect. The aim of the system of regulating access to weapons is therefore to control the holders of weapons within the framework of the generally understood public safety and order.

Opis:
The aim of this paper is to determine the current development status of individual NATO development areas as well as to indicate further research directions. Six research areas in which NATO develops its technologies that influence the high militarization level of the alliance were shown. These include Big Data, Artificial Intelligence, autonomy, quantum technology, space technology and hypersonic capabilities of the alliance, as well as Biotechnology and Human Enhancement. The development of Big Data will significantly increase the alliance’s threat detection, reconnaissance, and identification capabilities and allow for the diagnosis of anomalies and internal threats. Artificial Intelligence can be used for effective military operations (aircraft air combat) and also in intelligence analysis for data collection, processing and search. Autonomy in allied operations will allow the use of unmanned aerial systems and their operations in urbanized terrain and increase situational awareness through continuous monitoring of the combat environment. Quantum technology will allow for increased allied capabilities in the areas of communications, information technology, precision navigation and time delivery systems, and sensing. Space technologies and the acquisition of hypersonic technologies will contribute to reconnaissance and intelligence capabilities, and hypersonic missiles will further provide strategic warfare assets. The research results on biotechnology and Human Enhancement by NATO will provide knowledge for enhancing the psychophysical capabilities of soldiers.
