In the aftermath of the Iraq crisis, the North Atlantic Alliance faced its most serious predicament since the ColdWar. Its mission in Afghanistan revealed growing discrepancies between the member states. The Georgian crisis of 2008, the missile defence project and the enlargement showed a lack of coherence. NATO has split up into two or more factions. A crucial question arose as to NATO’s ability to resolve the three main strategic dilemmas which have grown more pressing since the end of the ColdWar: (1) the choice between collective defence as the key role of NATO (Art. 5) and its out-of-area role of combating the proliferation of weapons of mass destruction and international terrorism; (2) the choice between the transatlantic nature of NATO and its global partnerships; (3) the choice between the concept of the global military engagement of NATO and the so called comprehensive approach involving the cooperation of NATO with other security organizations such as the UN, the EU and the OSCE in reconstructing post-conflict regions. NATO’s performance in managing these challenges will bear critically on its future. The Strategic Concept from Lisbon 2010 has helped to clarify many controversial issues within the organization. NATO has managed to mitigate the risk of developing into a multi-tier organization. Relations between the factions have relaxed although interests appear to remain as diverse as they were before.

The paper presents a comparative analysis of two documents forming the political basis for the concept of civil-military cooperation (CIMIC) in the North Atlantic Treaty Organisation, namely NATO Military Policy on Civil-Military Cooperation (CIMIC) and Civil-Military Interaction (CMI) no. MC 0411/2, approved on 5 May 2014, and its predecessor entitled NATO Military Policy on Civil-Military Co-operation (CIMIC) no. MC 0411/1, published on 6 July 2001. The analysis of the structure of both documents, their substance and thematic scope as well as their origin and background made it possible to identify the principal directions in the transformation of the CIMIC concept since its beginnings and to present its new elements, mainly the issue of civil-military interaction. The article discusses also the further anticipated directions of changes arising from the assumptions of the new NATO policy for CIMIC and CMI and the progress made so far in operationalising the strategic assumptions contained in MC 0411/2, including in particular the works on a new NATO doctrine concerning CIMIC and CMI.

Wskazuje konieczność opracowania dalszych rozwiązań z zakresu logistyki i transportu, szczególnie w czasie kryzysu i wojny. W artykule przedstawiono aktualne środowisko bezpieczeństwa, analizę zadań transportu cywilnego NATO, struktur, procedur i procesów umożliwiających wsparcie transportu cywilnego w sytuacjach kryzysowych i podczas wojny, a także opisano sposoby działania cywilnych agencji NATO na czas wojny. Artykuł powstał w związku z badaniem prowadzonym przez Instytut Systemów Bezpieczeństwa i Obrony Wydziału Logistyki Wojskowej Akademii Technicznej w Warszawie – „Wyzwania i zagrożenia bezpieczeństwa i obrony Rzeczypospolitej Polskiej w XXI wieku”.

The objective of the work is to determine the periodicity and trends of change in air temperature in Warsaw and in Lviv during the 18th-20thcenturies, together with the forecast for the years 2000-2100. There are interesting diagrams of temporal changes of the North Atlantic Oscillation (NAO) indicator and air temperature, with the forecast reaching the year 2100. The forecasts were obtained on the basis of interpretations of the Sun activity and the NAO indicator cycles, determined with the method of ”regression sinusoids”. The fluctuations of air temperature and North Atlantic Oscillation during winter in Warsaw and in Lviv are closely correlated.

The article presents the complex issue of threats faced by NATO. Changes in the international security environment result in many dangers NATO cannot ignore, including conventional threats. In the globalized world, non-state organizations and structures pose a potential threat to transportation, energy supply networks and critical infrastructure. In this situation, one should not exclude the potential threat of conventional armed conflict. NATO continues to see growth in the proliferation of weapons and their means of delivery as asource of threat. Terrorism and cyberattacks pose the specific type of modern asymmetric threats to NATO. The development of new technologies and the use of space for military purposes is also very important for the security of NATO. Multi-faceted issue of threat is presented from the perspective of a number of examples illustrating the complexity of the problem.

The aim of the article is to analyze NATO’s activities in ensuring security in the Mediterranean and the importance of this basin for security in the region and outside. Therefore, the main research problem in this article boils down to the question: how is the activity of the North Atlantic Alliance in the Mediterranean, and what role does this basin play in the regional and global security systems? The article indicates the multifaceted importance of the Mediterranean Sea for NATO, key challenges and threats generated in this region, as well as actions taken by the Alliance to build safety in this area. During the conducted research, theoretical methods were used primarily, i.e., source analysis, synthesis, abstraction or generalization. Research was carried out based on scientific articles, monographs and websites, in particular the official website of the North Atlantic Alliance. In the course of research, an institutional and legal analysis method was also used, involving the analysis of normative documents issued by NATO.

Background: The 70th anniversary of the North Atlantic Pact became an impulse to write the article – to discuss the manner in which the topic was presented on Russian public television. Objectives: The aim of the article is to reconstruct NATO’s image (the military organization associating twenty-nine countries of Europe and North America) on channel Russia-1 in connection with the seventieth anniversary of the Pact, celebrated on 4 April 2019. Methods: The research materials are analytical programmes and political talk shows broadcast in March and April 2019. A content analysis method was used to examine the programmes. Results: Examination of the programmes showed that Russian public television is a mirror image of the state policy. Conclusions: Russian public state television channel Russia-1 presents a coherent narrative image of NATO regardless of the genre formula of the programme. NATO, in the assessment of selected TV programmes, is clearly viewed as an aggressive organization, encroaching closer on the borders of Russia.

Quaternary paleoclimatic signals from the Levant have been frequently correlated with the most widely used stra- s q tigraphic divisions of high latitudes. In this article, relevant data, underlying concepts and new information are critically reviewed to highlight sources of uncertainty. Comparison between four sites from the Bekaa Valley demonstrate the problem of correlations and paleoenvironmental diversity of the region.

Today's crisis response operations carried out outside the country are located in the dynamic global environment. Their multinational character resulted in a revaluation of views on security and defense, in the context of the use and operation of the armed forces. A large number of crisis response operations also contributed to the number of entities involved in the military and non-military tasks. Changes in the global security environment, the interplay between policy and foreign countries mean that the strategy of the Armed Forces can not be equated only with the art of distribution and use of military means. What's more, there is no one correct way of planning activities of the Armed Forces operating in an alliance or a coalition of multinational operations. Globalization has imposed certain ways of conduct and respond to threats.

In this paper, results of research concerning circulation conditions favouring the occurrence of elear and cloudy days in Poland are presented. An analysis of the mean pressure field over North Atlantic and Europe on such days was performed, differences between the mean pressure on such days and the mean pressure from all the days of the period 1966-2000 were determined. The pressure field was characterised by mean daily values taken from grid nodes from the area with (p 30°-70°N and X 40°W-60°E (NCEP/NCAR database). The relation between the am ount of cloudiness over Poland and pressure was estim ated by means of linear correlation coefficient.

In Polish political strategy, the North Atlantic Treaty Organization plays the role of the guarantor of security and the central institution stabilizing the intemational order. Yet the emergence of new sources of threats to the global security system, and especially the lack of symmetiy in their impact, lead to the individualization of security level assessment. In the Transatlantic dimension, it gives birth to majordivergencesin assessing individual threats to security, and - even more sharply - in forms and principles of countering them. The discords that continue in the Transatlantic family weaken Poland’s position at the sub regional, regional, and global levels. Faced with such a status quo, Polish international activity should focus on attempts to reconstruct the Transatlantic relations, while most of the actual actions undertaken should aim at seeking compromise concerning the scope and forms of reaction that the states of the Transatlantic community should work out to react to negative transformations in the international order.

The North Atlantic Oscillation is a macroscale type of circulation determining climate and hydrological conditions in Europe. The paper presents water level fluctuations in 19 Polish lakes in various phases of NAO of the winter season in the years 1976-2010. Correlations of the winter NAO index with monthly, seasonal, maximum, and minimum water stages, and annual water level amplitudes in lakes were calculated. Approximately 20% of the performed tests showed statistical significance. Lakes were recorded where the correlations were significant in a major part of the year, as well as lakes showing no significant correlations in any month. Deviations of mean water stages in the positive and negative phase of NAO from mean water stages were calculated for each of the lakes. This permitted classifying the lakes into two groups by Ward’s method based on deviations of water stages in the positive and negative phase of NAODJFM from average values. This resulted in the designation of 4 and 5 typological classes of lakes, respectively. Deviations of water stages in lakes in various phases of NAODJFM from mean values were determined to even exceed 20 cm. The study results can find practical applications in reference to water retention. In view of the observed environmental changes, it is possible that the hydrotechnical infrastructure on lakes will have to be developed in the future. Such a situation will permit the precise control of water level fluctuations for the purpose of the optimal adaptation of lakes for economic purposes.

The circulation of Atlantic water along the European continental slope, in particular the inflow into the North Sea, influences North Sea water characteristics with consequent changes in the environment affecting plankton community dynamics. The long-term effect of fluctuating oceanographic conditions on the North Sea pelagic ecosystem is assessed. It is shown that (i) there are similar regime shifts in the inflow through the northern North Sea and in Sea Surface Temperature, (ii) long-term phytoplankton trends are influenced by the inflow only in some North Sea regions, and (iii) the spatial variability in chemicophysical and biological parameters highlight the influence of smaller scale processes.

In the first part of the article, being the introduction to further considerations, the author familiarizes the reader with the political history of Georgia, predominantly by focusing on the origins of various conflicts, including those with the Russian Federation, which to a significant extent influence the foreign policy of Georgia even today. Within the scope of the next part of the dissertation, the current economic situation of the country in question is depicted, including its tendency to tightening bonds with the North Atlantic Treaty Organisation and the European Union, regardless of its presidents’ political views and the specificity of the ruling party. Finally, the author attempts to answer the question of what the likelihood that Georgia will join the aforementioned organizations is, especially while taking into account current geopolitical events that may have an impact on the „openness” policy of the European Union, as well as what the direction of further development of NATO will be after the recent change on the position of the president of the United States.

The North Sea and the English Channel are regions with a long tradition of plankton studies, where the colony-forming haptophyte Phaeocystis globosa dominates the spring phytoplankton blooms. Among its predators, we investigated an abundant unarmored dinoflagellate (~3000 cells per liter) in the North Sea in May 2019. It has been reported in the literature as Gymnodinium heterostriatum or G. striatissimum, and often identified as Gyrodinium spirale. Phylogenetic analyses using the small-, large subunit- and Internal Transcriber Spacers of the ribosomal RNA (SSU-, LSU-, ITS rRNA) gene sequences indicate that our isolates clustered within the Gyrodinium clade. The new sequences formed a sister group with sequences of the freshwater taxon Gyrodinium helveticum, being one of the infrequent marine-freshwater transitions in the microbial world. This isolate is the first characterized member of a clade of numerous environmental sequences widely distributed from cold to tropical seas. This common and abundant taxon has received several names due to its morphological plasticity (changes of size and shape, often deformed after engulfing prey) and the difficulty in discerning surface striation. We conclude that the priority is for the species name Gymnodinium heterostriatum Kofoid & Swezy 1921, a new name that was proposed for Gymnodinium spirale var. obtusum sensu Dogiel 1906. The species Gyrodinium striatissimum (Hulburt 1957) Gert Hansen & Moestrup 2000 and Gymnodinium lucidum D. Ballantine in Parke & Dixon 1964 (=G. hyalinum M. Lebour 1925) are posterior synonyms. We propose Gyrodinium heterostriatum comb. nov. for Gymnodinium heterostriatum.

Although the fossil record of beaked whales (Cetacea, Odontoceti, Ziphiidae) is continuously improving, the geological age of new taxa is often poorly constrained. Based on a partial cranium from deep seafloor deposits off Galicia, Spain, we describe a new species of the stem beaked whale genus Beneziphius, B. cetariensis sp. nov. The latter differs from the type species B. brevirostris in the larger size, the rostrum being proportionally longer, the premaxillae being longer than the maxillae at the apex of the rostrum, the left premaxillary sac fossa being transversely concave, and the ascending process of the premaxilla reaching the vertical. Considering that the stratigraphic context of deep-sea deposits off the Iberian Peninsula is not precisely known, we provisionally propose an extended, middle Miocene to early Pliocene interval for the geological age of B. cetariensis. Nonetheless, the palynological analysis of sediment sampled from cavities in the cranium of the holotype of B. brevirostris, discovered during the second part of the nineteenth century in inland deposits of Antwerp (north of Belgium), yield an early to mid-Serravallian age (13.2–12.8 Ma, late middle Miocene). B. brevirostris is thus the oldest described species of the “Messapicetus clade”, a large clade of stem ziphiids in which most species are dated from the late Miocene. The description of the Galician species B. cetariensis broadens the biogeographic distribution of Beneziphius and confirms the strong ziphiid faunal affinities between the eastern coast of the North Atlantic and the southern margin of the North Sea Basin.

On the one hand, it provides opportunities of economic cooperation and, on the other, as this area of the Russian Federation is involved in the region’s economic processes, it creates possibilities of affecting the EU policies for the region. Undoubtedly, the geographical location of the Oblast defines Russia’s options of exerting political and military influence on Europe – a strategic area essential to Russia’s politics and economy (trade exchange).

North Atlantic Oscillation (NAO), monthly averages of precipitation in the Baghdad station, and petrologic tracer proxy data for ocean properties in the North Atlantic (NA) have been used in an attempt to identify climatic conditions in Iraq during the study period. The study showed that contemporary changes in precipitation in Iraq are associated with NAO, as a negative relationship is found between them. Moreover, the study found that there is a strong negative correlation between NAOI and SST in NA, where drift ice indices explain between 33–36% of the NAOI variability. The prolonged of cold Holocene periods led to a radical oceanography and atmospheric changes in the NA and the Mediterranean Sea, effectively contributing to the prevalence of cold and drought in the EM, including Iraq. The analysis revealed as many as four intervals of significant cool drought phases prevailing over Iraq during the periods 2650–2500, 2200– 1900,1300–1200 and 1000–850 BC.

The current study was based on sunshine duration data from 13 European stations during 1901–2018. It was found that the variability in the annual total sunshine duration (SD) over Europe is related to the variability in the component of the surface thermohaline circulation in the North Atlantic (NA THC). Positive NA THC phases (the condition of the ‘warm’ North Atlantic) correspond to the periods of increased SD (brightening), while negative phases correspond to the periods of decreased SD (dimming). These relationships remain stable and statistically significant. The mechanism of these relationships is based on the influence of weakened or enhanced heat flow from the ocean to the atmosphere on the course of the mid-tropospheric circulation processes. In periods of positive thermohaline circulation in the North Atlantic (NA THC) phases, the share of long waves (macrotype W according to the Wangengejm–Girs classification) increases, with the occurrence of which the frequency of anticyclonic weather over Europe in creases, whereas in the periods of negative NA THC phases, the share of shorter waves (macrotypes E and C) increases, with the occurrence of which the frequency of cyclonic (frontal) weather over Europe increases. It is characterised by increased layer cloud cover, limiting the SD. Thus, along with changes in the thermal condition of the North Atlantic, the structure of cloud cover over Europe changes and becomes a factor regulating long-term changes in the annual total SD.

Pine wood nematode (Bursaphelenchus xylophilus) (Aphelenchida: Parasitaphelencidae) is one of the most harmful agents in coniferous forests. The most important vectors of pine wood nematode are considered to be some Monochamus species (Col.: Cerambycidae), which had been forest insects with secondary importance before the appearance of B. xy- lophilus. However, the continuous spreading of the nematode has changed this status and necessitated detailed biological and climatological investigation of the main European vec- tor, Monochamus galloprovincialis. The potential distribution area of M. galloprovincialis involves those areas where the risk of the appearance of pine wood nematode B. xylophilus is significant. The main objective of our analysis was to obtain information about the in- fluencing effects of North Atlantic Oscillation (NAO) on the potential European range of B. xylophilus and its vector species M. galloprovincialis based on the connection between the mean temperature of July in Europe, the distribution of day-degrees of the vector and the NAO index. Our assessment was based on fundamental biological constants of the nematode and the cerambycid pest as well as the ECMWF ERA5 Global Atmospheric Rea- nalysis dataset. Our hypothesis was built on the fact that the monthly mean temperature had to exceed 20°C in the interest of an efficient expansion of the nematode. In addition, the threshold temperature of the vector involved in the calculations was 12.17°C, while the accumulated day-degree (DD) had to exceed the annual and biennial 370.57°DD for univoltine and semivoltine development, respectively. Our finding that a connection could be found between a mean temperature in July above 20°C and NAO as well as between the accumulated day-degrees and NAO can be the basis for further investigations for a reliable method to forecast the expansion of pine wood nematode and its vector species in a given year.

Opis:
The operational measures in which a ship needs to avoid specified areas to escape ship stability failures were discussed at the International Maritime Organization as a part of the second generation intact stability criteria. It is necessary that the rationality and practicality of the operational measures are carefully investigated. In this study, master’s route decision-making criteria of trans-ocean vehicle carriers have been clarified by comparing the Pacific and the Atlantic data, derived from Satellite AIS and ocean wave data. Features of voyage routes of each ocean were discussed, followed by analysis of the encountered wave direction and height during a voyage. The master’s route selection criteria were defined by comparing the probability densities of the wave heights that occurred in the navigable area and that of the actual encountered waves. The navigation hours in a stormy area were also studied.

Opis:
The aim of the article is to analyse selected metaphors used by the President of the Republic of Poland, Aleksander Kwaśniewski, in public appearances during his presidency in from 1995 to 2005. The subject of interest are public appearances in which A. Kwaśniewski talked about the preparation and accession of Poland to one of the most prestigious organisations in the world – the North Atlantic Alliance (NATO) in 1999 and the European Union (EU) in 2004. The author analyses selected metaphors (including: HOME, ROAD, FAMILY), regarding Poland’s accession to these structures, which were used by the president in his speeches. The author discusses how A. Kwaśniewski, who was then the head of state, used metaphors to present his attitude towards the issue of Poland’s integration with North Atlantic Alliance and accession to the European Union and what vision of Poland’s presence in these structures he had.

The extinct North Atlantic walrus Ontocetus emmonsi is widely reported from Pliocene marine deposits in the eastern USA (New Jersey, Florida), Belgium, Netherlands, Great Britain, and Morocco. Ontocetus was slightly larger than the modern walrus Odobenus rosmarus, may have had wider climatic tolerances (subtropical), and likely originated in the western North Pacific before dispersing through the Arctic. Owing to geochronologic uncertainties in the North Atlantic Plio-Pleistocene walrus record, it is unclear whether Ontocetus and Odobenus overlapped in time and thus may have competed, or whether the two were temporally separate invasions of the North Atlantic. A new specimen of Ontocetus emmonsi (CCNHM-1144) from the Austin Sand Pit (Ridgeville, South Carolina, USA) is a complete, well-preserved left tusk that is proximally inflated and oval in cross-section, relatively short (maximum length: 369 mm) and markedly curved (radius of arc of curvature 197 mm). Globular dentine is present, confirming assignment to Odobenini; proportions and curvature identify the specimen as Ontocetus emmonsi rather than Odobenus. Hitherto unstudied deposits in the Austin Sand Pit lack calcareous macro and microinvertebrates, but vertebrate biochronology provides some temporal resolution. The co-occurrence of a giant beaver (Castoroides sp.) and a snaggletooth shark (Hemipristis serra) indicate an age of 1.1–1.8 Ma (Early Pleistocene) and correlation with the Lower Pleistocene Waccamaw Formation. The vertebrate assemblage is named the Ridgeville Local Fauna. The composition of the marine mammal assemblage from the Austin Sand Pit is intermediate between that of the lower Pliocene Yorktown Formation (North Carolina, USA) and the modern North Atlantic fauna. This record reported here is the youngest of Ontocetus emmonsi from the Atlantic Coastal Plain. A review of North Atlantic Plio-Pleistocene walrus records reveals no overlap between extinct Ontocetus and extant Odobenus—suggesting independent dispersal to the North Atlantic and a lack of competition.
