    W pracy przedstawiono analizę obecnie obowiązujących przepisów prawnych dotyczących emisji związków szkodliwych spalin dla pojazdów o zastosowaniach pozadrogowych (non-road). Przegląd ten obejmuje Europę i Stany Zjednoczone. Ponadto zaprezentowano charakterystyki gęstości czasowej pracy silników wybranych pojazdów o zastosowaniach pozadrogowych, ładowarek i wodzideł polowych i przeprowadzono ich analizę odniesieniu do obowiązującego testu homologacyjnego.
    The paper presents an analysis of legal regulations in force related to toxic emissions from non-road vehicles. This analysis covers Europe and The U.S. furthermore, time density characteristics of engines of selected non-road vehicles have been presented in the paper (loaders, tractors) and analyzed in reference to the homologation test.

    Opis:
    At the beginning of the twenty-first century, one of the major challenges of humanity was to reduce the negative effects of civilization development. Besides the engines used in road vehicles there is a large group of engines for non-road applications. This group includes motor propelled vehicles not used on the road NRMM (Non-Road Mobile Machinery). Engines of these vehicles, among all of the non-road applications, are characterized by very specific working conditions that do not allow for them to be qualified for propulsion engines. The main problem with these vehicles is the particulate matter and nitrogen oxides emission. Rail vehicles operating conditions these requirements take by the similar way, as having a wide range of rolling stock markedly alters the environmental impact of these vehicles. Thus it becomes necessary to consider the issue of the method of evaluation of engine emissions in rail vehicles in terms of their actual operating conditions. Thus, efforts to assess the actual level of emissivity for rail vehicles and attempts to improve it are necessary and justified.

    The subject of this gloss is the judgement of the Supreme Administrative Court in case of imposing an administrative monetary penalty for movement of non-normative vehicle on public road in which the judgement of Voivodeship Administrative Court in Warsaw was set aside and return the case for re-examination. In this judgement, the formation of the court, in a way going against the previous line of jurisprudence, stated that decoding the meaning of “axle load provided for a given road” may result from the application of a functional interpretation driectives, and thus, the basis for its determination may also be the regulation of the Minister of Infrastructure of 31 December 2002 on the Technical Conditions of Vehicles and the Scope of Their Necessary Equipment. The content of the sentence itself and the reasons for the judgement do not allow for its approval, therefore the gloss has a critical character.
    Przedmiotem niniejszej glosy jest wyrok Naczelnego Sądu Administracyjnego w sprawie o nałożenie administracyjnej kary pieniężnej za przejazd pojazdem nienormatywnym, którym uchylono wyrok Wojewódzkiego Sądu Administracyjnego w Warszawie i przekazano sprawę do ponownego rozpoznania. W orzeczeniu tym skład orzekający, idąc niejako na przekór dotychczasowej linii orzeczniczej, stwierdził, iż odkodowanie znaczenia „nacisku osi przewidzianego dla danej drogi” może być wynikiem zastosowania wykładni funkcjonalnej, a co za tym idzie podstawą do jego ustalenia może być również rozporządzenie Ministra Infrastruktury z dnia 31 grudnia 2002 r. w sprawie warunków technicznych pojazdów oraz zakresu ich niezbędnego wyposażenia. Treść samej sentencji oraz uzasadnienia do orzeczenia nie pozwala na zaaprobowanie tego wyroku, dlatego glosa ma charakter krytyczny.

    Opis:
    Free damped oscillations of a double tracked road vehicle with a nonline- ar response of the suspension are considered. A 7-DOF nonlinear model is used to analyze dynamics of the suspension with smooth characteristics. Vibration modes of the system and the corresponding skeleton curves are obtained. Nonlinear vibrations of the quarter-car model are considered for the case of non-smooth characteristics of the shock absorber.
    W pracy rozważono tłumione i swobodne drgania dwuśladowego pojazdu drogowego o nieliniowej charakterystyce zawieszenia. Pojazd zamodelowano nieliniowym układem o 7 stopniach swobody, a w analizie jego dynamiki przyjęto gładką charak- terystykę zawieszenia. Znaleziono postacie drgań takiego układu i wyznaczono odpowiednie krzywe szkieletowe. Zagadnienie drgań nieliniowych modelu ”ćwiartkowego” (o 2 stopniach swobody) rozważono dla przypadku zawieszenia z niegładką charakterystyką amortyzatora.

    In a few years, autonomous vehicles will slowly become part of traffic flow. This paper evaluated the level of perceived fear of interactions of autonomous vehicles (AVs) with other (vulnerable) road users of different actors in the Czech Republic. Data from the first exploratory project from 2017/2018 are used for the evaluation. A logistic regression model is utilised to evaluate the predictors that influence the fear resulting from interactions of AVs and cyclists or pedestrians. Kilometres driven last year was positively associated with fear of interactions with pedestrians or cyclists (OR = 1,251, p = 0.032). The level of concerns about the risk of AVs is also positively associated with fear of interactions (OR = 1.087, p = 0.000). Out of all socio-demographics and socio-economics, only gender was distinguished regarding the level of fear, with women having a higher chance than men of being fearful (OR = 1.871, p = 0.005). Then, the same model is utilised to evaluate the variables that influence the fear of interactions of Avs and other non-Avs. Only the general level of concerns about the risk of AVs is associated with the level of fear of interactions of AVs and non-AVs (OR = 1.149, p = 0.000). Since these results are only partly in accordance with those obtained in Western countries, our paper concludes that for central European countries, more research is needed to understand the local context and implications of autonomous mobility.
