Let G = (V, E) be a graph without isolated vertices. A dominating set S of G is called a neighbourhood total dominating set (ntd-set) if the induced subgraph ⟨ N(S) ⟩ has no isolated vertices. The minimum cardinality of a ntd-set of G is called the neighbourhood total domination number of G and is denoted by ϒnt(G). The maximum order of a partition of V into ntd-sets is called the neighbourhood total domatic number of G and is denoted by dnt(G). In this paper we initiate a study of these parameters.

Neighbourhood as a Cultural and Social IssueThe neighbourhood is a broad category, which is present throughout sociological and cultural research. Of course, articles of the latest issue of "Colloquia Humanistica" do not exhaust the problem. However, we present crucial texts that relate to rarely undertaken issues, some of which might even be considered pioneering. We hope that they will be inspiring for researchers who are interested in the humanities and cultural studies, and once again we are pleased that we have been able to create an issue that is not merely declaratively, but truly interdisciplinary, and yet consistent. We try to present an understanding of the neighbourhood that emerges from the presented texts. The connotation they are most concerned with is that of exchange and opening, of contact, which is based on upholding the borders of one’s group – and of oneself, one’s own space, but at the same time, on opening to other people and the need for communication during which communities and people define themselves. The neighbourhood and contact are also the basis for the exchange processes, the thwarting of which can lead to the most dangerous phenomena for the functioning of societies. Sąsiedztwo jako problem społeczny i kulturowySąsiedztwo jest szeroką kategorią, obecną w badaniach socjologicznych i kulturowych. Artykuły najnowszego numeru „Colloquia Hmanistica“ oczywiście nie wyczerpują zagadnienia. Przedstawiamy jednak bardzo istotne teksty, które odnoszą się do zagadnień rzadko podejmowanych i czasem wręcz pionierskich, jak w przypadku artykułów Olimpii Dragouni i Kamila Wieleckiego. Mamy nadzieję, że będą one inspirujące dla badaczy związanych z humanistyką i kulturoznawstwem, i po raz kolejny cieszymy się, że udało nam się stworzyć numer nie tylko deklaratywnie, lecz rzeczywiście interdyscyplinarny, a jednocześnie spójny.Spróbujmy przedstawić rozumienie sąsiedztwa wynikające z zaprezentowanych tekstów. Zwróćmy uwagę przede wszystkim na konotację wymiany i otwarcia, kontaktu, który z jednej strony opiera się na zachowaniu granicy grupy – jednostki, jej przestrzeni własnej, z drugiej zaś na otwarciu na innego i konieczności komunikacji, podczas której wspólnoty i osoby definiują się. Sąsiedztwo i kontakt stanowią też podstawę dla procesów wymiany, a ich uniemożliwienie prowadzi do zjawisk najgroźniejszych dla funkcjonowania społeczeństw.

The interest in changing social ties in urban neighbourhoods has generated sociological debate for decades. This paper contributes to this debate by focusing on the relationship between community and neighbourhood formation in the development of an informal settlement. While informal urbanisation is widely researched, the attention is usually placed on urban planning and development rather than a socio-spatial aspect. Drawing on an ethnographic case study, this paper analyses the transformation of agricultural land to urban settlement following residents’ self-organisation in Mexico City. The case study shows how social ties developed alongside collaboration between residents, highlighting a relationship between the social and spatial processes. Collaborative processes from small neighbour groups to broader neighbourhood-wide projects that contributed to the delivery of basic services and urban infrastructure also enabled the formation of community support networks. The findings highlight the intertwined nature of community and neighbourhood formation.

Let T (X ∪ Y, A) be a bipartite tournament with partite sets X, Y and arc set A. For any vertex x ∈ X ∪Y, the second out-neighbourhood N++(x) of x is the set of all vertices with distance 2 from x. In this paper, we prove that T contains at least two vertices x such that |N++(x)| ≥ |N+(x)| unless T is in a special class ℬ1 of bipartite tournaments; show that T contains at least a vertex x such that |N++(x)| ≥ |N−(x)| and characterize the class ℬ2 of bipartite tournaments in which there exists exactly one vertex x with this property; and prove that if |X| = |Y | or |X| ≥ 4|Y |, then the bipartite tournament T contains a vertex x such that |N++(x)|+|N+(x)| ≥ 2|N(x)|.

The Category of Neighbourhood in Islamic Modernism of Yugoslavia. "Fetve" of Husein ĐozoDeparting from Carl Schmitt’s assertion that all significant concepts of modern theory of the state are secularized theological concepts, the article tries to recreate the political and ethical theory of the neighbour present in the Qur’ānic commentaries and fatwās (fatāwā) of Husein Đozo as the main representative of Islamic Modernism in former Yugoslavia. Subsequently it seeks to establish connection between the theoretical framework od theological dogmas, and the everyday praxis preserved in the formula of fatwā as a genre of religious Islamic literature which by giving answers to the questions of the faithful Muslims, forms a dialogue of authority and the society, of the theory and the praxis.Using the tools of Critical Discourse Analysis the text extracts the categories of neighbourhood and reveals that they are mainly faith-based. In other words, in the common perception, members of various religious communities: Muslims, Jews, Christians are each other’s neighbours. According to the analysed exegetical and juridical Islamic sources, the neighbourhood category is based on freedom and mutual respect and can be shared by Muslims, atheists and apostates from Islam to atheism.In consequence the text shows that the non-trespassable border of an inherent to each of the neighbour units culture, forms a central neighbourhood-defining category. It is precisely the maintenance of dissimilarities between the neighbours that safeguards tolerance, respect and freedom for the members of particular entities. The internal systems of signs, behaviours, artefacts and lifestyles sustain the preservation of equality between the neighbours, as long as they share the same social capital and thus, retain the symmetrical positionality towards each other.Taking up a position of distance from the common lifestyle values (like in the case of Roma Muslims), or from intellectual legacy of Semitic Abrahamic faiths (like in the case of Baha’i faith which incorporates such figures as Krishna and Buddha), results in exclusion from the category of neighbourhood. Thus, the spatial and social proximity forms the core of neighbourhood classification.The paper is based on rich exemplification of fatwas that reveal the absorption of Judeo-Christian heritage into the Islamic thought, and explains the theoretical and theological framework of this process. It presents the perception of neighbour and neighbourhood in the Islam of socialist Yugoslavia, and – to some extent – the intellectual outcome of Judeo-Christian and Islamic neighbourhood in terms of spatial and theological vicinity.Finally, the article shows that the Yugoslav Islamic stance towards the once classified neighbour is inclusive, welcoming and hospitable. Intellectual background of this attitude is formed by the tradition of Islamic Modernism of early 20th century Egypt, and the influence of such Islamic thinkers as Jamāl ad-Dīn al-Afghānī, Muḥammad ‘Abduh, Muḥammad Rašīd Riḍā, Maḥmūd Šaltūt. Równocześnie stara się ustanowić relację między teoretycznymi ramami dogmatów teologicznych a codzienną praktyką, zachowaną w formule fatwy jako gatunku religijnej literatury islamskiej, która poprzez odpowiedzi na pytania wiernych muzułmanów tworzy dialog o władzy i społeczeństwie, teorii i praktyce. Zastosowano narzędzia krytycznej analizy dyskursu fragmentów tekstów dotyczących kategorii sąsiedztwa, pokazując, że teksty te są głównie oparte na wierze. Innymi słowy, w potocznej percepcji członkowie różnych wspólnot wyznaniowych, muzułmanie, żydzi i chrześcijanie, są sąsiadami. W myśl egzegetycznej i prawnej analizy źródeł islamskich kategoria sąsiedztwa opiera się na wolności i wzajemnym szacunku oraz może być dzielona przez muzułmanów, ateistów i konwertytów z islamu na ateizm.W konsekwencji tekst pokazuje, że nieprzekraczalna granica nieodłącznie wpisana w każdą sąsiedzką jednostkę kulturową tworzy centralną kategorię definiującą sąsiedztwo. To właśnie zachowanie różnic między sąsiadami chroni tolerancję, szacunek i wolność członków poszczególnych jednostek. Wewnętrzny system znaków, zachowań, artefaktów i stylów życia wspiera zachowanie równości między sąsiadami, dopóki dzielą ten sam kapitał społeczny a przez to utrzymują symetryczną pozycję wobec siebie.Tekst opiera się na licznych przykładach fatw odkrywających przyswajanie dziedzictwa judeochrześcijańskiego przez myśl islamu oraz wyjaśnia teoretyczne i teologiczne ramy tego procesu. Przedstawia także postrzeganie sąsiada oraz sąsiedztwa w islamie w socjalistycznej Jugosławii, a do pewnego stopnia również intelektualny wymiar judeochrześcijańskiego i islamskiego sąsiedztwa jako przestrzennej i teologicznej bliskości. Artykuł pokazuje, że stanowisko w jugosłowiańskim islamie wobec sąsiada ma charakter inkluzywny, otwarty i zapraszający. Intelektualne podłoże takiej postawy tworzy tradycja modernizmu islamskiego formującego się we wczesnych latach XX w. w Egipcie oraz wpływ takich islamskich myślicieli, jak Jamāl ad-Dīn al-Afghānī, Muḥammad ‘Abduh, Muḥammad Rašīd Riḍā, Maḥmūd Šaltūt. W ten sposób artykuł stawia też pytanie o intelektualne źródła islamskiej otwartości na sąsiada, nieodłączne dla Titowskiej Bośni.

The aim of this chapter is to examine the way in which the EU has differentiated its relations with its Eastern and Southern neighbours, as well as the basis for such differentiation. The analysis shows that differentiation lies at the heart of the EU relations with these countries, and also describes factors that have led to ‘differentiation’ in the context of the ENP. The deepening of the cooperation with the ENP countries is not always and only due to political conditionality; it is linked to ex post rather than ex ante conditionality. The high level of variable geometry in the ENP does not, however, concern EU restrictive measures. The EU has adopted a fairly uniform policy in this area and has imposed restrictive measures vis-à-vis neighbour countries, regardless of their different geopolitical position and specifi c relations with the EU. In the near future, the level of variable geometry in the ENP is likely to grow: new contractual arrangements will be offered to Armenia and Azerbaijan; and differentiation and fl exibility are the hallmarks the 2015 review of the ENP. The question arises: Can the ENP remain a single policy framework, considering the high degree of differentiation? It is submitted herein that the ENP should remain the overall framework for the EU-ENP relations, since this counters the risk of a re-nationalization of this policy. A different issue is whether the EU’s choice of engaging with countries which have rejected EU values, in whole or in part, can be reconciled with a value-based foreign policy.

We introduce a class of neighbourhood frames for graded modal logic embedding Kripke frames into neighbourhood frames. This class of neighbourhood frames is shown to be first-order definable but not modally definable. We also obtain a new definition of graded bisimulation with respect to Kripke frames by modifying the definition of monotonic bisimulation.

Introductory CommentsNeighbourhood as a Cultural and Social Problem, the central theme of the fourth volume of the annual Colloquia Humanistica, seems to be a subject of importance in all cultural contexts. This universality does indeed find its multidimensional exemplification in our current issue, which draws on cases from throughout Europe and the globe. An unexpected context for the theme of Colloquia Humanistica’s fourth issue is the pair of notions, well rooted in the world of Balkan Sephardic Jews, of baška and barabar. Baška is synonymous with maintaining the distinctiveness of one’s community in the face of assimilationist temptations. Barabar denotes integration with the outside world. In the multicultural world of the Balkans, however, both these notions constituted and indivisible pair, the meaning of one completing the sense of the other, so that together, they taught the members of the community a valuable lesson about the strength to be derived from a wise integration that does not sacrifice the group’s identity.What is most interesting in this fourth issue of Colloquia Humanistica are the paths which united, and at times tragically divided neighbours. After all, it is from these paths that the net of cultural influences is woven, influences which inspire us all. Dla tytułowej problematyki czwartego numeru Colloquia Humanistica można odnaleźć nieoczekiwany kontekst w zakorzenionеј w świecie Żydów sefardyjskich na Bałkanach parze pojęć: baška i barabar. Baška jest synonimem zachowania odrębności wspólnoty w obliczu asymilacyjnych pokus. Barabar oznacza integrację ze światem zewnętrznym. The article discusses the role of sub-municipal (neighbourhood, city district) councils as a path to a political career in Polish big cities. The reported research is based on data from six Polish cities. The analysis of social composition of the group of neighbourhood councillors refers to Putnam’s law of increasing disproportionality. Through reference to various theoretical concepts, the process of selection is divided into three stages: self-selection, pre-selection (top-down selection) and bottom-up selection. The role of neighbourhood councils is considered in the context of the concepts of the “incubator” and “respirator” of a political career.

The break-up between Russia and Ukraine was rather painful for both sides Though it was not unavoidable, it was prepared by the developments in both countries since the disintegration of the Soviet Union and to a certain extent resulted from the very model of state-building adopted by Ukrainian political elite and based on the opposition of Ukraine to Russia seen as the way to the emancipation from the burden of the imperial/Soviet past. It involved, in particular, a radical revision of Ukrainian territory’s symbolic perception, provoked, on its turn, by the Russian-Ukrainian “battles of memory” initiated well before the crisis of 2014. Recent events deeply transformed public opinion in Ukraine and identity of Ukrainians. The author describes some consequences of the break up between two countries for ordinary citizens, especially living in border regions. He briefly considers the adaptation of economy and population to the new conditions of neighbourhood.

In the paper, we consider a problem of scheduling a set of tasks on a single processor. Each task must be preprocessed before it can be started on a processor. The efficiency of preprocessing is variable, i.e., the rate of the task preprocessing depends on the amount of continuously divisible resource allotted to this task. This dependency is given by concave, continuous, non-negative and strictly increasing function of the resource amount. The total consumption of resource at each moment is upper bounded. The objective is to minimize the maximum task completion time. The considered problem is NP-hard. Such a problem appears, e.g., in steel mill systems, where ingots (before hot rolling on the blooming mill) have to achieve the required temperature in the preheating process in soaking pits. Some new properties of the problem are proved. These properties are used to construct the procedure for evaluation of the neighbourhood. The procedure is proposed to improve the efficiency of algorithms based on the neighbourhood concept, such as metaheuristics. The computational experiment is conducted to examine the efficiency of the proposed procedure. The described approach can be easily used in the other discrete-continuous scheduling problems.

The paper deals with the importance of neighbourhood ties in the social networks of circular migrants. While existing research shows that social networks constitute a crucial element in the process of circular migration, not much is known about the extent to which these networks are territorialised. The paper discusses this issue by analysing the case of Ukrainian migrants in Warsaw and its suburbs, who are close to the receiving society in both cultural and geographic terms and thus make this group a unique case compared to immigrants travelling to Europe from more distant places. The analyses are based on data collected in a survey on Ukrainian migrants carried out in 2010 by the Centre of Migration Research, University of Warsaw, with the help of Respondent Driven Sampling (RDS). The studied sample consists of 342 respondents with different duration of migration from Ukraine to Poland. The paper argues that neighbourhood ties do not play an important role in the social capital and mobility patterns of Ukrainian circular migrants. The social relations of migrants are formed through ethnic and kinship ties, which are not related to a specific local area. The analyses also confirm earlier findings which show that Ukrainian migrants do not tend to concentrate spatially in the Warsaw metropolitan area, but which do point to the existence of small ethnic clusters. However, these seem to be determined by structural factors such as the availability of flats rather than individual preferences to live close to co-ethnics, which altogether suggests that there is a limited potential for local community formation among Ukrainian migrants.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

This paper analyses neighbourhood embeddedness of immigrant and non-immigrant populations in six European cities. We define neighbourhood embeddedness as an individual level concept and distinguish two main dimensions: place and network embeddedness. The neighbourhood embeddedness concept provides us with the possibility to study attitudinal and behavioural aspects of individuals related to the place of living. Using data from the ‘Generating Interethnic Tolerance and Neighbourhood Integration in European Urban Spaces’ (GEITONIES) project, we explore communalities and differences in the degree of embeddedness and its underlyingmechanisms for immigrant and non-immigrant residents across a set of different neighbourhood types. Our findings suggest that neighbourhoods are still important focal points of social life. But immigrants are characterized by higher levels of neighbourhood embeddedness than native residents which are mostly related to the strong link between perceived feelings of attachment to the people in the neighbourhood and the place as such.

Opis:
The dependency of land use and the neighbouring land cover patches is related to the existing neighbourhood or the predominant land use types in a given region, which stimulates further land changes of the lot being observed. Land use changes can be considered a complex and (to an extent) random process. The complexity of interactions means that the conventional deductive models are constrained, particularly in the case of the spatio-temporal phenomena, and implies the application of cellular automata to spatial research. Cellular automata are similar to the map algebra models in GIS. The concept of using neighbourhood coefficients in the analysis of land use changes is based on the combination of map algebra with two-dimensional cellular automata. The aims of this research included formulating the theoretical structure of neighbourhood coefficients, analysing their operationalization and testing their practical application. The verification of research and procedures included maps and statistics of simulations of land use changes in Poland.
