The military conflict in Ukraine and the precarious political situation in the world make the organizations of a pro-defense profile more and more popular. The number of their members is systematically increasing, while the training system increases their potential, which in turn leads to the question of whether it can be used by state authorities in an emergency or in peace. Are pro-bono organizations a real force in a situation of armed conflict or a natural disaster? Is it possible to use them appropriately?

National logistic system consists of military and civilian logistics. The crisis management logistics should be also included. Nowadays, technological development and changes in the security environment lead to integration of logistics in these three areas. The expected effect is an increased interoperability, flexibility, sensitivity, effective response to the external environment and, consequently, enhanced capacity of the national logistic system. The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act “Law on higher education” of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

Th e content of this article constitute a description of the results of studies that relate the theoretical foundations of the science of defense and security sciences, fi rst of all being, genesis, scientifi c apparatus and identifi cation of these disciplines. Furthermore, the considerations were also the views of terminology related with the wider defense and security, it presents the origins of the science of defense and science of safety which were selected from former military sciences, as well as in the whole of the present problems characterized became an object of study of these disciplines and their identifi cation, nature, scope, formal separation in other sciences. Th e article includes content that relate to the explanations describing the identifi cation of security and defense. It presents the current importance of selected basic terms of system and related safety disciplines of science and the science of defense. Th e descriptions and explanations allow you to bring issues of their identity. Th e subject of the investigations presented in this article are primarily diff erences between the teachings of security and defense sciences. Referring to previous work in both areas by indicating their origin and the need to distinguish the subject of research. While both disciplines within the social sciences can use a common methodology, it distinguish their subject knowledge is regarded as a prerequisite for the functioning of these disciplines.
Treść niniejszego artykułu stanowi opis wyników badań, które dotyczą teoretycznych podstaw nauk o obronności i nauk o bezpieczeństwie, przede wszystkim istoty, genezy, aparatu naukowego oraz identyfi kacji tychże dyscyplin naukowych. Ponadto przedmiotem rozważań były poglądy terminologiczne związane z szeroko rozumianą obronnością i bezpieczeństwem, przedstawiona została geneza powstania nauk o obronności i nauk o bezpieczeństwie, które wyłoniono z byłych nauk wojskowych, a także w całokształcie rozpatrywanej problematyki scharakteryzowano przedmiot badań tychże dyscyplin naukowych, ich identyfi kację, istotę, zakres oraz formalne wyodrębnienie w systemie nauk. W artykule zawarto treści, które dotyczą wyjaśnień opisujących identyfi kację bezpieczeństwa i obronności. Przedstawiono w nim aktualne znaczenia wybranych, podstawowych terminów systemowych oraz związanych z dyscyplinami nauk o bezpieczeństwie i nauk o obronności. Przedstawione opisy i wyjaśnienia pozwalają przybliżyć kwestie ich tożsamości. Przedmiotem dociekań prezentowanych w niniejszym artykule są przede wszystkim różnice między naukami o bezpieczeństwie a naukami o obronności. Odnosząc się do dotychczasowych prac w obu dziedzinach, wskazano ich rodowód i konieczność rozróżnienia przedmiotu badań. O ile obie dyscypliny, mieszczące się w dziedzinie nauk społecznych posługiwać się mogą jednolitą metodologią, o tyle rozróżnienie ich przedmiotów poznania jest traktowane jako warunek konieczny funkcjonowania tych dyscyplin.

Zmiany w środowisku zewnętrznym bezpieczeństwa Polski występują gwałtownie i mają niekorzystny charakter. Nowe zagrożenia wymagają nowego podejścia na problemy bezpieczeństwa narodowego. Konieczne jest wprowadzenie nowych rozwiązań. Zagrożenia stały się zbyt liczne, rozległe i skomplikowane, by mogły być skutecznie zwalczane tylko przez służby państwowe. Dlatego od ponad ćwierć wieku stale wzrasta znaczenie sektora prywatnego w działaniach sił zbrojnych oraz innych sił bezpieczeństwa na całym świecie. Sytuacja ta została dostrzeżona również w Polsce. W Strategii Bezpieczeństwa Narodowego z dn. 5 listopada 2014 roku znajdziemy zapis: „rosnący udział sektora prywatnego w zapewnieniu bezpieczeństwa oraz potencjał prywatnych instytucji ochrony jest szansą na wzmacnianie bezpieczeństwa obywateli oraz racjonalizacje wydatków państwa”. W opinii autora artykułu sektor prywatny w Polsce będzie w stanie zaoferować wysokiej jakości współpracę w realizacji zadań służbowych różnych instytucji państwowych, współdziałanie w chronię i ratowaniu ludzi i ich mienia oraz wsparcie działań sił zbrojnych.
Changes in outside environment of polish safety are violent and have negative character. New threats are requiring new approach for national security problem. Implementation of new solutions is necessary. Threats became too much numerous, expansive and complicated, to be successfully combated only by government services. That’s why by over 25 years meaning of private sector of armed forces and other security forces on all over the world is always growing. That situation was recognized also in Poland. In “Strategy of National Security” from 5th November 2014 we can find a note: “growing share of private sector in ensuring safety and potential of private military companies is a chance for improving security of citizens and rationalizing of state expenses”. In opinion of author private sector in Poland will offer high quality cooperation in realization of state institutions jobs, in protection of people and their property and support operations of armed forces.

Rada Ministrów jest konstytucyjnym organem władzy wykonawczej odpowiedzialnym za sprawowanie ogólnego kierownictwa w zakresie wewnętrznego i zewnętrznego bezpieczeństwa państwa i porządku publicznego. Temat kompetencji Rady Ministrów w dziedzinie bezpieczeństwa i obronności został już szeroko omówiony w doktrynie prawa konstytucyjnego. Istotnym jest jednak, że osobne kompetencje w omawianym zakresie, posiadają także prezes Rady Ministrów, minister obrony narodowej oraz minister właściwy do spraw wewnętrznych. Jak zostanie wykazane w toku niniejszego opracowania, kompetencje te mają dwojaki charakter. Z jednej strony są to kompetencje wynikające ze stosunku zależności i kierownictwa nad organami administracji, samorządu czy służb mundurowych. Z drugiej strony, prezes Rady Ministrów, minister obrony narodowej oraz minister właściwy do spraw wewnętrznych zostali wyposażeni w szereg szczegółowych kompetencji umożliwiających im realizację polityki bezpieczeństwa i obronności zarówno w czasie pokoju, jak i w czasie zagrożenia państwa.
Council of Ministers is constitutional body of the executive power in Poland which is responsible for internal and external security of the State and public order. Other than Council of Ministers competences belongs to members of Council of Ministers like Prime Minister, Minister of National Defence and minister proper to internal affairs. What’s important that are two basic areas of competences of Council of Ministers members. First of all there are competences based on dependence relation between described bodies and other public administration bodies, including for example local government and military service. On the other hand there are detailed competences that enable realization of State security and defense politics both in peace and war period.

Posiadanie przez państwo odpowiednio zorganizowanego i funkcjonującego systemu bezpieczeństwa narodowego (dalej - SBN) jest niezbędnym warunkiem jego bezpieczeństwa. Na etapie prac koncepcyjnych oraz wdrożeniowych uzyskiwana jest jakość rozwiązań tworzących SBN i jego części składowych. Koncepcje budowy (rozwoju) systemu, następnie rozwiązania prawne konstytuujące SBN powinny uwzględniać stałą zmienność środowiska bezpieczeństwa, w tym zjawisk, procesów w nim zachodzących. Powyższe stawia inspirujące teoretyków i praktyków wyzwania dotyczące kształtu i zasad działania SBN, w tym jego części składowych. Artykuł w sposób syntetyczny przedstawia główne elementy procesu badawczego, w części dotyczącej wyzwań w zakresie docelowej struktury i powiązań funkcjonalnych SBN.
Having a properly organized and functioning national security system (NSS) by the state is a necessary condition for its security. At the stage of concept and implementation works, the quality of the solutions constituting the NSS and its components is achieved. Concepts for the construction (development) of the system, and then the legal solutions constituting the NSS should take into account the constant variability of the security environment, including phenomena and processes taking place in it. The above challenges inspiring researchers and practitioners regarding the shape and principles of operation of the NSS, including its components. The article describes in a synthetic way the main elements of the research process, in the part concerning the challenges in terms of the target structure and functional connections of the NSS.

Logistykę bezpieczeństwa tak jak logistykę obrony i logistykę Sił Zbrojnych należy postrzegać w ujęciu systemowym. Tak postrzegana logistyka pozwoli zarazem na efektywne zasilanie rzeczowe systemu obronności Państwa.
The contemporary logistics has already recognized and justified widely used in the processes of resource on the market. Contemporaneity perceives logistics also in security systems and national defense. Security logistics combines two areas: the operation of the state, i.e. security system and the national economy. It provides in these systems implementation of material processes and information flow streams. Security logistics as well as defense logistics and Armed Forces logistics should be considered in terms of the system context. Logistics, perceived in such way, allows additionally efficient support for national defense.

The goal of this paper is to show the place the SMU GROM holds within the national security system. It provides a few remarks related to the tasks and capabilities of the Unit in relation to the missions of the Polish armed forces. In the author’s opinion, this approach to the subject offers, in general terms, possibly the clearest picture of how important the SMU GROM is for the security of the state and its people, especially outside the country. The analysis has been based on source materials, subject literature, and observations conducted by the author. This approach allows to answer the key research question: what is the place of SMU GROM in the national security system of the Republic of Poland, and, in more detail, how its tasks and activities fit into the missions of the Polish Armed Forces.
Niniejszy tekst ma na celu ukazanie miejsca JW GROM w systemie bezpieczeństwa narodowego. Zawarte zostały w nim uwagi związane z zadaniami i zdolnościami posiadanymi przez Jednostkę w odniesieniu do misji sił zbrojnych RP. W ocenie autora takie podejście do tematu daje, w ogólnym ujęciu, najbardziej czytelny obraz, jak ważnym elementem dla bezpieczeństwa państwa i jego obywateli, szczególnie poza granicami kraju, jest JW GROM. Analiza została oparta na materiałach źródłowych, literaturze przedmiotu oraz obserwacji prowadzonej przez autora. Pozwoliło to odpowiedzieć na kluczowe pytanie: jakie jest miejsce JW GROM w systemie bezpieczeństwa narodowego RP? Szczegółowo zaś – jak jej zadania i działania wpisują się w misję Sił Zbrojnych RP.

The author attempts to organize the subject matter of military law and to specify its elements divided into subject-specific blocks. At the same time, in order to ensure a better understanding of the nature of military law, the article discusses the role of the Armed Forces of the Republic of Poland in times of peace, crisis, and war.The author used critical analysis of literature on legal science and security sciences, and source materials: mainly acts of universally binding law (the Constitution, acts, and regulations), as well as acts of internally binding law (instructions, ordinances, resolutions, decisions, guidelines, and agreements of various state authorities).

Opis:
National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Artykuł dotyczy planowania strategicznego w zakresie obronności państwa polskiego w XXI wieku. Przeanalizowano dokumenty normatywne państwa oraz jego strategię i doktryny. Wykazano, że przyszła pozycja naszego kraju w regionie zależy od rozwoju potencjału i systemu obronnego. Jednak najważniejszym elementem jest strategia obronna i stabilny system jej planowania przez ekspertów niezależnych od zmian politycznych.
