Opis:
Comparisons of resocialization institutions tend to focus on their effectiveness, understood as the effectiveness of the measures taken to prevent the pupils from violating legal and social norms, assuming that these institutions view their mission and goals in the same way. In reality, these institutions define their activities differently, trying to balance their professed values and vision of their work with the sometimes contradictory, expectations of the entire legal and social environment. Assuming that the mission statement is a kind of identity narrative, a story about how the institutions perceive themselves and how they would like to be perceived by the environment, a systematic comparison of the missions of youth education centers was made. For this purpose, an analysis of the 24 educational and preventive programs on the institutions’ websites was carried out. The results show that the centers differ in the number and type of topics included in their mission statements. The dominant ways of perceiving their missions are as, embedded in the directive model of upbringing, an educational and re-socializing institution, and a care-preventive institution.

W rankingu szanghajskim najbardziej renomowanych 30 szkół wyższych zbadano 20 misji i 30 haseł oraz ujawniono ich różnorodność. Na podstawie analizy treści wyróżnione zostały grupy słów kluczowych, które najbardziej dokładnie charakteryzują misje (15 słów) oraz hasła (8 słów). Liczba i część tych słów w misji pozytywnie korelują z miejscem w rankingu. W drugim przypadku (części) korelacja utrzymuje się nawet dla 4 słów o najwyższej częstotliwości („edukacja”, „badania”, „wiedza”, „tworzyć”), potwierdzając pierwszeństwo jakościowego składu misji. Wprowadzone zostało pojęcie „misji skondensowanej (wzbogaconej)”. Wyróżnione zostały trzy typy sformułowań pojęcia „misja”. Scharakteryzowane zostały również hasła. Tylko dwa słowa kluczowe „wiedza” i „uczoność/nauka” są wspólne dla misji oraz haseł, co potwierdza niezbędność ich rozróżniania.
In this article, 20 missions and 30 mottos of the first 30 higher education institutions in the “Shanghai” ranking are studied and their diversity is revealed. Key words groups which characterize the missions (15 words) and mottos (8 words) in the most definite way have been identified on the basis of content analysis. The number and share of these words in the mission are positively correlated with the ranking positions of institutions. In the second case (share) the corre117V. Lugovyy, O. Slyusarenko Missions and mottos...lation is maintained even for 4 the most frequent words (“education”, “research”, “knowledge”, “create”), indicating the priority of the qualitative composition of the mission. The concept of “concentrated (enriched) mission” is introduced. There are three types of mission formulations. Mottos are characterized as well. Only two key words “knowledge” and “learning” are common for missions and mottos, which confirms the principal need to distinguish between the two.

The oldest civilized societies already knew that the national system of safety required places of isolation for those who committed acts which violated legal order. However, none of the first legal orders considered religion to have educational impact. The most important task of every priest offering their ministry in the isolation of prison is the conversion of those deprived of freedom. The reality in which they have to work may be compared to the Tower of Babel which brings together perpetrators of various offences. A man has always been brave, heroic and courageous but also weak “errare humanum est”. Sometimes a man breaks the law in such a way that they deprive themselves of the most precious thing, i.e. freedom. Every society is subject to political and economic considerations. The teaching of the Church also includes the image and understanding of a man. John Paul II very strongly supported this idea. For him, a man was the most important fundament of social life. According to him, the democratic order could not be based solely on the compliance with the law but it also had to take into account the concept of a man, their welfare and possibilities. Despite their downfall, prisoners do not lose their inborn dignity and they remain human. Their dignity needs to be respected, although it does not mean that their humanity is disrupted. Rehabilitation should make a man rediscover themselves and experience their dignity despite the fact that they had hurt somebody. In many cases the committed crime is irreversible, as no one is able to bring a man back to life or cure somebody who has been badly hurt. However, it does not mean that the improvement and conversion of an individual, a man, is impossible. In his teaching, John Paul II often pointed to the importance of a fundamental goodness which is present in every man. Despite a sin and an internal conflict a man cannot destroy it and, thanks to it, they are capable to differentiate between the good and the bad. The words of John Paul II, said to the convicted in the prison in Plock in 1991 during his 4th Pilgrimage to Poland, were of significant importance: “Each one of you may become a saint with the help of God’s grace”.

This study explores the challenges and prospects of implementing the Third Mission (TM) of Ukrainian higher education institutions (HEIs) amidst the Russian-Ukrainian conflict. Utilising a qualitative research approach, data were collected from eight Ukrainian HEIs participating in the Erasmus+ project “Community Universities: Strengthening Cooperation”. Findings reveal a lack of legislative clarity regarding TM, hindering its uniform implementation across institutions. Despite this, Ukrainian universities strongly commit to community engagement, with collaborative efforts to address societal needs. The study highlights the urgent need for legislative strengthening of TM and enhanced collaboration with communities to bolster the resilience of HEIs in conflict-affected contexts.

W artykule przedstawiono rolę szkół wyższych w rozwoju regionu, ze szczególnym uwzględnieniem koncepcji trzeciej misji uczelni. Celem prowadzonych rozważań jest próba odpowiedzi na pytanie, czy szkoły wyższe w Polsce, formułując i realizując swoje misje i strategie, są zorientowane na wspieranie procesu rozwoju regionalnego. Problem badawczy przeanalizowano zgodnie z zasadą triangulacji metodologicznej, na podstawie przeglądu literatury przedmiotu, wyników badań własnych, analizy treści misji i strategii rozwoju szkół wyższych oraz badania ankietowego przeprowadzonego wśród rektorów. Omówiono w nim również koncepcję trzeciej misji uczelni jako pogląd odzwierciedlający rosnące znaczenie podejmowania przez szkoły wyższe aktywności na rzecz społeczności regionalnych. W świetle analizy treści misji i strategii stwierdzono, że w dokumentach tych problematyka zorientowania regionalnego znajduje pozytywną artykulację. Z wyni‑ kami analizy treści korespondują wyniki badania ankietowego, które wskazują, że działa‑ nia z zakresu trzeciej misji uczelni są wyraźnie wyodrębnione w koncepcjach zarządczych na poziomie misji i strategii rozwoju szkół wyższych.
The article concerns the role of HEIs in regional development, with particular emphasis on the concept of the third mission. The aim of the article is to answer the question whether HEIs, while formulating and carrying out their missions and strategies, are oriented to support the process of regional development. The research problem was analyzed in accordance with the principle of methodological triangulation, based on literature review and the results of the author’s own study: the content analysis of the missions and strategies of HEIs, and a survey conducted among rectors of HEIs. The article discusses the concept of the third mission of HEIs as the view reflecting the growing importance of their activities for the benefit of regional communities. The analysis of HEIs` missions and strategies shows that regional orientation in these documents is articulated in a positive way. The results of the content analysis correspond to the survey results, which show that the activities in the field of third mission are distinctive in the management concepts at the level of HEIs’ missions and development strategies.

In the 1860s it seemed that the evangelical Inner Mission would be recorded as an extremely interesting chapter in Masurian history, owing to Friedrich Salomon Oldenberg’s journey and Johann Hinrich Wichern, who was involved with it. However, a combination of events caused the Masurian issue to vanish rapidly out of the sight of the Mission’s head office in Berlin. Left on its own, the East Prussian department of the Inner Mission was not capable on its own – in spite of the tenuous efforts of individuals – to take steps going beyond its standard work, and neither did it intend to do so. This work, together with the development the Inner Mission in Masuria in general, was also paralysed by a lack of staff. It was not enough to lean on the overworked parish clergy, and lay people did not show much interest in it. The attempts to get through to Masuria’s population with the Mission’s ideas through the use of the press and literature were impeded by controversies concerning the Church’s policy on the German-speaking population and the pushing through of a radical Germanisation programme by some of the clergy connected with the Mission. The activity of the Mission reached other dimensions, aided by other institutions outside East Prussia, for the development of social services, children’s homes and orphanages. Their rapid development in the second half of nineteenth century was on the one hand a reaction to the terrible situation in the years 1867-1868 and on the other hand channeled into the general Prussian and German trend towards the modernization of the country, and was the consequence of economic and social improvement. Socially and industrially neglected Masuria benefited from the situation because on its territory, either in the centre or on the outskirts, many significant social care institutions were placed. It did not solve all the problems but provided protection for people in need. The Inner Mission, with relatively small but notable participation from the clergy, took part in the creation of many social care institutions, providing human resources.

Higher education system in Poland has undergone in the years 1989–2020 the process of profound changes. The logic and the philosophy of the reforms of the Polish HEI have stayed in the broad frame of New Public Management, thus being convergent with the public policies addressed to academic institutions in US and Europe (Ferlie, Musselin, Andresani 2008). The circumstances of implementing the NPM driven reforms were, however, very specific in Poland: on the one hand, the modernization of the HE institutions took place in the context of the profound, wholistic systemic transformation. On the other, Polish academia entered the new era with the resources, habits and traditions that had been shaped by the past experiences. The paper is the case study of the Polish HEI after 1989. I aim to identify the processes and mechanisms that have been put into motion by the solutions and regulations adopted by the public authorities – privatization, performance based funding and decentralization in the first place. In the frame of NPM, public authorities supersede planning by steering via setting the boundary conditions and payoffs matrix in such a way as to encourage – or make rational – to move in a certain, desired direction. I argue this kind of steering resulted in many negative externalities, including instrumentalization of the HEI missions and erosion of the academic ethos.

W artykule przedstawiono analizę postulowanych i zidentyfikowanych postaw moralnych decydentów z krajowych instytucji administracji rządowej i samorządowej w aspekcie oddziaływania tych postaw na poziom rozwoju klimatu moralnego badanych instytucji publicznych. Siłę i kierunek oddziaływania moralnych postaw kierowników w ww. kontekście określono za pomocą statystyki Spearmana. W niniejszym opracowaniu opisano także postawy urzędników odnośnie do wykonywania społecznej misji związanej z administracją publiczną, funkcjonujących w warunkach określonego poziomu kompetencji moralnych decydentów i rozwoju klimatu moralnego.
The paper presents an analysis of the postulated and identified moral attitudes of decision makers from national state administration and local government institutions and the impact of these attitudes on the development of the moral climate in the public institutions surveyed. The strength and direction of the impact of moral attitudes of these managers on moral climate was described using Spearman's statistics. The present study also shows the attitudes of officials in the performance of their social mission related to public administration, where a certain level of moral competence of decision makers is expected, and moral climate is supposed to develop.

The Missionary Procuration of the Missionary Oblates of Mary Immaculate (1969-2022) is a national institution supporting Oblate, but not only, missionary activity ad gentes. Its structure also includes: Public Association of the Faithful “Friends of the Oblate Missions” (since 1969), Association Oblacka Pomoc Misjom “Lumen Caritatis” (since 2009), the Missionary Roads magazine and website (since 2014), and the Mazenodianum Institute Foundation (since 2021). These institutions, apart from the association of “Friends of the Oblate Missions”, previously operated separately. From the very beginning, the Missionary Procuration has been associated with the basic areas of its activity: providing spiritual and material assistance to missionaries and the works they carry out; supporting the awakening of missionary vocations; propagating the missionary idea both among the clergy and lay people, also through: the activities of the Friends of the Mission, the activities of the “Lumen Caritatis” association, the publishing of the “Missionary Roads” magazine, the www.misacyjne.pl website, books and ephemeral publications, presence in other social media, parish animations and mission retreats, conducting social campaigns, other evangelistic, cultural and scientific events related to the promotion of Oblate missions. The conducted research shows, among others, that: this activity in many of its aspects may be paradigmatic for other national mission institutions (eg WYD or the missionary secretariat of the Divine Word Missionaries work in a similar way). The realities of missionary activity and research have also shown that the centralization of missionary activities in one institutional entity within the religious or diocesan jurisdiction is a better solution than their atomization. The purpose of missionary institutions is not only spiritual and material help for the mission, but also a much wider multifaceted activity; in the activities of ecclesial missionary institutions, both proven and modern missionary tools should be used, and in-depth mission formation, as well as the creation of communities, groups of people engaged in mission is a condition of permanent missionary assistance.

This article refers to the ongoing discussion among researchers and persons discharging managerial functions in the institutions of higher education on the relationship between universities and external stakeholders. The author, based on study of literature, existing legislation and own researches (analysis of documents), tries to answer the question – whether the convent – collegial body in structures of universities in Poland – can fulfill the role of, so called, bridging organization between university and the regional socio-economic environment.

The Diocese of Rzeszow, an administrative unit of the Roman Catholic Church, located in south-eastern Poland, was founded on March 25th, 1992 under the bull of John Paul II Totus tuus Poloniae populus. As a suffragan diocese, it entered the metropolis of Przemysl. Her patrons were announced: Bl. Bishop Joseph Sebastian Pelczar and Bl. Karolina Kózka, and to the rank of the cathedral church – the elevated church. The Sacred Heart of Jesus in Rzeszow. The territory covered by two dioceses - Przemysl (fourteen deanates) and Tarnow (the deanate of Kolbuszowa and 37 parishes separated from the five deanates); The total of 202 parishes and 4 rectors. Over the past quarter century several decanter network corrections have been made and many new parishes have been created. As a result of these actions - according to the data from 2016 - the territory of the diocese was divided into 25 deanates, 244 parishes and one rectorate. They lived mainly the faithful of the Roman Catholic Church. Representatives of other religions or denominations were a little percent. The diocese's administration was in the hands of the diocesan bishop. The office was performed by Bishop Kazimierz Górny (1992-2013) and Bishop Jan Wątroba (from 2013). On this mission was assisted by auxiliary bishop Edward Białogłowski. In the diocese there were also various offices, councils and diocesan institutions, such as the Diocesan Curia, the Bishop's Court, the Levitical Council, the chapters of the canons, the cultural and educational institutions (such as the Higher Seminary, the Diocesan Museum Diocesan media (eg Catholic Radio Via) and the Synod of the Diocese of Rzeszow were organized. Pastoral work in the diocese is mainly undertaken by diocesan priests. They are supported by lay people and religious catechists. The Church's mission is to give a priority to pastoral care, that is, the concern for the sanctification of the faithful. In the Diocese of Rzeszow, such as its ordinary and extraordinary forms were realized. The latter manifested above all in the functioning of pastoral and ecclesiastical organizations and in cyclic and occasional pastoral activities, such as pilgrimages, coronations with the graces of famous paintings, and celebrations of the Jubilee Year. The last time he enrolled in the permanent history of the diocese of Rzeszów; It was not only a strong foundation for its functioning, but also a faithful pastoral program, both in its ordinary and extraordinary forms. This resulted in a great religious commitment, both priests and lay people.
