W ostatnich latach na rynku wydawniczym pojawiło się wiele wydawnictw zawierających akta sejmikowe z XVI–XVIII w., a nad kolejnymi pracują zespoły badawcze z kilku ośrodków naukowych. Instrukcje poselskie na sejm oraz inne uchwały sejmików ziemskich są jednym z podstawowych źródeł dla badania wielu aspektów życia społeczno-politycznego szlacheckiej Rzeczypospolitej. Wykorzystują je także historycy wojskowości, powstaje jednak pytanie czy wydawcy tego typu źródeł zamieszczają cały interesujący ich materiał, związany z działalnością sejmiku. Z drugiej strony, można zadać pytanie, czy ci pierwsi sięgają do akt sejmikowych i potrafią je wykorzystać w badaniach nad staropolską wojskowością. W tym przypadku chodzi o zaprezentowanie wartości publikowanych akt sejmikowych w badaniach nad rożnymi aspektami funkcjonowania armii koronnej i litewskiej, i życia żołnierskiego. Ich fundamentalne znaczenie dla ukazania mechanizmów funkcjonowania pospolitego ruszenia wydaje się oczywiste, ale czy warto po nie sięgać, badając problemy związane z funkcjonowaniem wojska kwarcianego lub komputowego? Autor artykułu stara się poddać analizie również zakres materiału zamieszczanego w publikowanych zbiorach akt sejmikowych. Chodzi o próbę oceny, czy źródła powiązane z działalnością sejmiku na polu wojskowości są w nich kompletne, czy też badacze opracowujący owe wydawnictwa pomijają pewne materiały, które mogą być ważne dla badaczy staropolskiej wojskowości.
In recent years, many publications presenting the records of sejmiks (regional assemblies in the Polish-Lithuanian Commonwealth) from the sixteenth-eighteenth centuries have appeared on the publishing market, and teams of historians from several research centres are working on new ones. Instructions for deputies to the Sejm and other resolutions of sejmiks are the fundamental sources for studying many aspects of the social and political life of the noble Commonwealth. Also, military historians use this type of source. However, the question arises whether the publishers of such sources include all the material related to the activity of the sejmik that would be of interest to researchers of martial history. On the other hand, a question can be asked whether they reach for sejmik records and can use them in their research into Old-Polish military science. In this case, the aim is to present the value of published sejmik records in studies of various aspects of the functioning of the Crown and Lithuanian armies and soldier life. Their fundamental importance for showing the mechanisms of the functioning of the noble levy (Polish. pospolite ruszenie, i.e. mass national conscription) seems obvious, but is it worth using them when researching problems related to the functioning of the so-called quarter army (Polish: wojsko kwarciane) or the comput army (Polish: wojsko komputowe)? The author also tries to analyse the scope of the material contained in published collections of sejmiks records. The purpose is to assess whether the sources related to the sejmiks’ activities in military matters are complete or whether the researchers compiling and editing these publications omit certain materials which may be important to historians of Old-Polish military science.

W pracy zamieszczono wyniki badań właściwości penetracyjnych spieków 90W-7Ni-3Fe. Materiał do badań wykonano metodą konwencjonalną (przez spiekanie w piecu oporowym) i rezystancyjną. Zastosowano ogółem trzy warianty procesu wytwarzania spieków. Rdzenie osadzono w płaszczu miedzianym pocisku 7,62 mm oraz sabocie stalowym kal. 8,6 mm. Rdzenie spiekane rezystancyjnie wykazywały lepsze właściwości penetracyjne niż spiekane w sposób tradycyjny w takiej samej atmosferze ochronnej.
The study results of penetration properties of missiles with cores made of 90W-7Ni-3Fe sinter are presented. The material for studies has been fabricated using a conventional method (sintering in a resistance oven) and a resistance one. Three variants of the sinter fabrication have been used. The cores have been sited in the copper envelope of the 7.62 mm missile as well as in a steel one of 8.6 mm calibre. The resistance sintered cores showed a better penetration properties than ones traditionally sintered in the same protecting atmosphere.

After the Russian invasion of Ukraine in 2022, Romania faced the imminent threat of an escalation of the armed conflict. The geographical proximity of military operations caused this, as the Black Sea location and the self-proclaimed republic of Transnistria located in neighboring Moldova. For this reason, Romania, like other European countries, faced the consequences of the outbreak of war and met economic, political, and military challenges. After the outbreak of war, the Romanian government had to take appropriate steps to help Ukraine and Ukrainian refugees who crossed the border into Romania. Although Romania adopted a distant attitude towards Ukraine, it did not block any aid projects and acted following NATO’s strategic actions. The outbreak of war in Ukraine contributed to rapid changes in the scope of the Romanian army. Several decisions were made to purchase new equipment and strengthen the armed forces.

Opis:
The use of simulation in training staffs and personnel (primarily military) had already begun in the seventies of the last century, yet only in developed countries. Slovak Republic, even as non-NATO member (year 2000), has fully implemented standard simulation tools for constructive simulation into staffs’ training environment. Training and preparation of personnel is exactly the area where the possibilities for simulation technologies are (and still going to be) endless. Simulations are the important element able to fully contribute to the formation of skills of crisis managers making non-standard decisions in non-standard situations which are in line with the needs of the most effective protection of lives and property of citizens. The civil sector is looking for ways and possibilities of effective preparation due to changes in the security environment and the consequent necessity for active education of crisis managers. The article discusses the use of simulations and simulation technologies in the process of preparation and training from the military to civilian sector. The quality of training of crisis staff at both individual and collective level determines the real ability of action and the standard of coping with crisis and emergency situations. This article also presents actual results and the contributions of experimental crisis management computer assisted exercises and also defines the area of training and points to the fact that simulations are optimal alternative solutions of the training process linked to theoretical as well as practical knowledge.

Ponadto artykuł uwzględnia udział polskich przedstawicieli w pracach NATO STO, a także wskazuje na rolę Krajowego Centrum Dystrybucji Publikacji NATO STO w Centralnej Bibliotece Wojskowej w zakresie rozpowszechniania dorobku badawczego przedstawionej instytucji.
The NATO Science and Technology Organization is the world’s largest international research forum in the field of defence science and technology. The article focuses on presenting the areas of the STO Technical Panels’ expertise. The activities of the STO Centre for Maritime Research and Experimentation (CMRE), a world-class facility which is the Alliance’s repository of expert knowledge in maritime defence and security, were also described. In addition, the article highlights the participation of Polish representatives in NATO STO activities, as well as the role of the NATO STO National Distribution Centre in the Central Military Library in promoting the research output of the presented institution.

The paper focuses on information dimension in the structure of Information and Communication Technology architecture and searches for better models to describe the structure of blue force information, especially from Enterprise Architecture (EA) approach. Enterprise Architecture has been developed better to communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF, NAF) recognize the layer of information between business and technology. Nevertheless, in practice, the focus tends to turn more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) or Enterprise Resource Management (ERM) programs. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organization and in defining the possible paths of evolution in information management available for military. The outcome is a roadmap that describes the evolution of past and probable future for military information management and explains different drivers and constraints on roads. The roadmap is tested against experiences gained from several C4ISR, and ERM focused military transformations. The overall research approach is following the hypothetico-deductive model, and the roadmap part is applying the theory of evolution in sociotechnical systems. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help the analysing of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers.

Information and Communications Technology (ICT) has made major advances in linking physical dimension through information to cognitive dimension as described by John Perry et al. (2004) in their model for Information Superiority. The information technology linkage between the physical and cognitive dimensions has created new ways of effect both for the red and blue force. The paper focuses on the information dimension and searches for better models to describe the structure of blue force information, especially from the Enterprise Architecture (EA) approach. Enterprise Architecture has been developed to better communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF) recognise the layer of information between business and technology, but in practice, the focus turns more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) and Enterprise Resource Management (ERM) programmes. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organisation and in defining the possible paths of evolution in information management available for the military. The outcome of this paper is a roadmap picturing the evolution of military information management. Enterprise Architects may use the roadmap in analysing and developing both C4ISR and ERM capabilities in military organisations. The primary research question for this paper is: What may cause so many failures in defining Enterprise Architecture at information management level and then in implementing C4ISR and ERM tools? The paper first defines six stages for management of unstructured information from various former studies and information architecture models (Cook, 1996). The basic stages of evolution of unstructured information are defined as print, file, page, social media content, semantic content, and intelligent content. These six stages and a generic military structure are processed through an evolutionary model derived from evolutionary theory for technical development described by Joel Mokyr (1998). The Mokyr model helps to recognise the paths of evolution, the forces that may influence the development and the ways that have been taken in achieving goals. The outcome is a roadmap that describes the evolution of past and possible future for military information management and explains different drivers and constraints on roads. The roadmap is aligned with other similar roadmap tools Enterprise Architects are using. The roadmap is further tested against experiences gained from several C4ISR and ERM focused military transformations. The overall research approach follows the hypothetico- deductive model (Brody, 1993) and the roadmap part applies the theory of evolution in sociotechnical systems (Bertalanffy, 1969). Military organisations have followed the general evolutionary path (print – file – page – social media content – semantic – intelligent content) in developing their management of unstructured information. The general path includes two definite leaps that require more effort: 1) from files to pages, and 2) from unstructured content to more structured content. There have also been more discrete shortcuts together with downgrades defined by cultural and doctrinal powers of the force. Meanwhile, it is possible to accelerate evolution by taking shortcuts. A consistent effort to change technology, processes, and people at the same time is needed when, for example, taking force from publish-pull pages to semantic information management. It might be easier to start with structured information and then, gradually, include unstructured information. Strong forces may also pull back already achieved development if the change has not been made to stick properly. Losing the thin trust for shared information management early in implementation may prevent individuals from sharing for a long time. Not providing the expected level of availability of the service for the knowledge base may lose the confidence of process owners. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help analysis of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers. The research in this paper only covers the approach of evolution. The systems and business strategy approached are studied in other papers. This article does not illustrate the integrated roadmap of business, information, and technology, which can be found in further papers by the writers. The research is based mainly on qualitative data in proving the roadmap. There is room for further assurance when the information sharing cultures of the military are enabling it.

The term operation is in military theory and practice commonly used word. Despite appearances, that its meaning is generally clear and does not need more detailed specification, history has shown that its perception was not always identical. The reason is the fact that this concept must continuously adapt to the current state of warfare, which reflects the social conditions of the historical period. Even in present days, in time of complex security crises appear facts which point to the need to revise the meaning of that term.

W artykule przedstawiono wybrane problemy stojące obecnie przed polskimi bibliotekami naukowymi, w tym wojskowymi. Szczególną uwagę zwrócono na koncepcję tzw. bibliotekarstwa uczestniczącego, udział bibliotek w projektach otwartej nauki, otwartych danych badawczych, otwartego dostępu do publikacji naukowych i fachowych oraz tworzenie repozytoriów cyfrowych.
The article presents selected problems facing Polish research libraries today, including military ones. Particular attention has been paid to the idea of embedded librarianship, participation of libraries in open science, open data and open access projects. The role of libraries in the creation of digital repositories is presented, too.
