The following paper presents the theoretical foundations and selected practical applications of systems engineering. To begin with, the concept and subject of systems engineering is defined and embedded in the family of systems sciences. It also outlines the systems approach methodology applied in the systems engineering and the strong interdependencies that exist between systems theory and the practice of building systems applications. The matter of presenting selected categories of systems engineering, such as requirements engineering, environmental engineering, safety engineering, medical engineering, genetic engineering, management engineering, financial engineering, software engineering and social engineering was pivotal element of the paper. The paper has a form of a synthesis and an overview and contributes to further discussions within the framework of promoting a universal systems approach in the praxeological disciplines of the different categories of technical and non-technical, tangible and intangible, but always innovative and creative engineering.
W pracy przedstawiono podstawy teoretyczne i wybrane aplikacje praktyczne inżynierii systemowej. Na wstępie zdefiniowano pojęcie i przedmiot inżynierii systemowej, którą osadzono w rodzinie nauk systemowych. Nakreślono też metodologię podejścia systemowego, wykorzystywaną w nurcie inżynierii systemowej i silne współzależności, jakie istnieją między teorią systemową a praktyką budowania aplikacji systemowych. Szczególny wysiłek został skupiony na prezentacji wybranych kategorii inżynierii systemowej, takich jak: inżynieria wymagań, środowiska naturalnego, bezpieczeństwa, medyczna, genetyczna, zarządzania, finansowa, oprogramowania i społeczna. Praca ma charakter syntetyczno-przeglądowy i stanowi przyczynek do dalszych dyskusji w ramach propagowania uniwersalnego podejścia systemowego w nurcie prakseologicznych dyscyplin różnych kategorii inżynierii technicznej i nietechnicznej, materialnej i niematerialnej, ale zawsze innowacyjnej i kreatywnej.

The article presents theoretical and practical aspects of the operation of a key engineering category, i.e. technical engineering, and its dominant influence on the level of technical and civilisational development in evolving societies. The introduction discusses the concept, role, and place of technical engineering, and the general methodological framework applied in it. It emphasises the strong links between the scientific theoretical foundations of technical engineering and engineering practice, which stem chiefly from societal needs and utilitarian passions of many researchers involved in the creative art of engineering. The following section presents technical and technological assumptions and practical achievements of selected categories of technical engineering, such as: civil, water, military, mechanical, electrical, process, materials, and extreme engineering. The article is a conceptual review and stresses the synergy between science, knowledge, and technology (mainly technical and applied), as well as competences and skills, against the background of utilitarian societal needs.
W pracy przedstawiono teoretyczne i praktyczne aspekty funkcjonowania kluczowej kategorii inżynierii, tj. inżynierii technicznej i jej dominujący wpływ na poziom rozwoju techniczno-cywilizacyjnego ewolucyjnie kształtowanych społeczeństw. We wstępie omówiono pojęcie, rolę i miejsce oraz ogólny schemat metodologiczny stosowany w inżynierii technicznej. Podkreślono silne związki naukowych podstaw teoretycznych inżynierii technicznej ze sferą praktyki inżynierskiej, wynikające głównie z potrzeb społecznych, a także utylitarnych pasji wielu badaczy zajmujących się kreatywną sztuką inżynierską. W dalszej części zaprezentowano założenia techniczno-technologiczne i praktyczne osiągnięcia wybranych kategorii inżynierii technicznej, takie jak: inżynieria lądowa, wodna, wojskowa, mechaniczna, elektryczna, procesowa, materiałowa i inżynieria ekstremalna. Praca ma charakter konceptualno-przeglądowy i akcentuje synergię nauki, wiedzy i technologii (głównie technicznej i stosowanej) oraz kompetencji, umiejętności na tle utylitarnych potrzeb społecznych.

Opis:
The main purpose of the paper is to present and comment about word interpretation issues in the field of management science. In the first part of the ongoing paper, the authors focus on describing characteristic meanings and classifications of relations within the network concept, at the same time expressing critical views of some common interpretations and misunderstandings. Subsequently they analyze and critique the new classification system of scientific fields and managerial disciplines, implemented on the 1st of October 2018 in Poland.
Głównym celem artykułu jest ukazanie i odniesienie się do obecnie szeroko dyskutowanych problemów interpretacyjnych w nazewnictwie proponowanym w naukach o zarządzaniu. W części pierwszej autorzy skoncentrowali się na scharakteryzowaniu znaczeń i klasyfikacji relacji międzyorganizacyjnych w ramach koncepcji sieciowej, jednocześnie wyrażając krytyczne poglądy dotyczące niektórych interpretacji. W dalszej części rozważania te odniesiono do podstaw teoretycznych, skupiając się na analizie poprawności nowej klasyfikacji dziedzin nauki i dyscyplin naukowych obowiązujących w Polsce od dnia 1 października 2018 roku.

After the Russian invasion of Ukraine in 2022, Romania faced the imminent threat of an escalation of the armed conflict. The geographical proximity of military operations caused this, as the Black Sea location and the self-proclaimed republic of Transnistria located in neighboring Moldova. For this reason, Romania, like other European countries, faced the consequences of the outbreak of war and met economic, political, and military challenges. After the outbreak of war, the Romanian government had to take appropriate steps to help Ukraine and Ukrainian refugees who crossed the border into Romania. Although Romania adopted a distant attitude towards Ukraine, it did not block any aid projects and acted following NATO’s strategic actions. The outbreak of war in Ukraine contributed to rapid changes in the scope of the Romanian army. Several decisions were made to purchase new equipment and strengthen the armed forces.

W artykule poniżej można wyróżnić dwa tematy: Pierwszy to próba innego spojrzenia na znane fakty z jej biografii: - starania o członkostwo Akademii Nauk (nie antyfeminizm, a raczej ksenofobia), - francuska wojskowa służba radiologiczna (poziom techniczny a zastosowania praktyczne), - cena radu (rola rynku). Drugi temat to przedstawienie nieznanych lub mało znanych, faktów z życiorysu Marii: - jej praca we Włoszech w 1918 r. w poszukiwaniach złóż rud uranu i oznaczaniu zawartości radonu w źródłach wód mineralnych, - podróż do Brazylii, - mniej znane fakty z życia jej przodków (dziadkowie, stryj Zdzisław).
In the paper below one can distinguish two subjects. First is an attempt of another viewpoint in the well known events in the biography of Maria Skłodowska-Curie: - her attempts to enter the Academy of Science (not antifeminism but xenophobia), - French military radiology (technical level and practical application), - the price of radium (variation with time). Other subject is presentation of some unknown or less known facts from Maria biography: - her work in Italy in 1918 in searching the uranium ore and determining of radon content in mineral waters, - her trip to Brasil, - her ancestry (grandparents, uncle Zdzisław).

1 października 2018 roku okazał się kluczową datą dla rozwoju wielu dyscyplin naukowych w Polsce, bowiem na mocy Rozporządzenia Ministra Nauki i Szkolnictwa Wyższego z dnia 20 września 2018 roku wprowadzono dwustopniowy podział na dziedziny i dyscypliny naukowe. Dotychczasowa klasyfikacja obejmująca 8 obszarów, 22 dziedziny i 102 dyscypliny została zastąpiona nową, zawierającą 44 dyscypliny naukowe oraz 3 dyscypliny w zakresie sztuki. Wprowadzone zmiany formalne, wzbudziły w środowisku naukowym dyskusję na temat przyszłości logistyki, w tym jej szczególnej odmiany logistyki wojskowej, która jako specjalność naukowa stanowi obszar poznania szeregu naukowców reprezentujących różne dyscypliny naukowe. W materiale skoncentrowano rozważania na wskazaniu związków i zależności pomiędzy logistyką wojskową a teorią i praktyką nowo utworzonej dyscypliny naukowej – nauki o zarządzaniu i jakości. Celem artykułu jest identyfikacja i ocena oraz wskazanie kierunków rozwoju interdyscyplinarnych płaszczyzn logistyki wojskowej w teorii i praktyce dyscypliny nauki o zarządzaniu i jakości w zakresie dziedziny nauk społecznych.
The 1-st of October 2018 proved to be the key date for developing many scientific disciplines in Poland, because related to the Ordinance of the Minister of Science and Higher Education of 20 September 2018, a two-stage division into disciplines and scientific disciplines was introduced. The previous classification covering 8 areas, 22 disciplines and 102 disciplines has been replaced with a new one containing 44 disciplines and 3 disciplines in the field of art. Introduced formal changes, aroused in the scientific community a discussion about the future of logistics, including its special type of military logistics, which as a scientific specialty is an area of knowledge of a number of scientists representing various scientific disciplines. The material concentrates on the relationship between the military logistics and theory and the practice of the newly created scientific discipline - management and quality science. The aim of the article is to identify, evaluate and indicate the directions of development of interdisciplinary military logistics platforms in the theory and practice of the discipline of management and quality in the field of social sciences.

The use of simulation in training staffs and personnel (primarily military) had already begun in the seventies of the last century, yet only in developed countries. Slovak Republic, even as non-NATO member (year 2000), has fully implemented standard simulation tools for constructive simulation into staffs’ training environment. Training and preparation of personnel is exactly the area where the possibilities for simulation technologies are (and still going to be) endless. Simulations are the important element able to fully contribute to the formation of skills of crisis managers making non-standard decisions in non-standard situations which are in line with the needs of the most effective protection of lives and property of citizens. The civil sector is looking for ways and possibilities of effective preparation due to changes in the security environment and the consequent necessity for active education of crisis managers. The article discusses the use of simulations and simulation technologies in the process of preparation and training from the military to civilian sector. The quality of training of crisis staff at both individual and collective level determines the real ability of action and the standard of coping with crisis and emergency situations. This article also presents actual results and the contributions of experimental crisis management computer assisted exercises and also defines the area of training and points to the fact that simulations are optimal alternative solutions of the training process linked to theoretical as well as practical knowledge.

This paper briefly looks at the history of military higher education in Russia from the times of Tsar Peter the Great, through the reforms launched in 19th-century Russia, up to the changes that took place in the aftermath of the October Revolution, and once the Bolshevik party came to power. It sheds light on the creation of a new system of military education that had survived until the beginning of the reform of the Armed Forces of the Russian Federation in 2008. The overriding goal of the reform was to adapt Russia’s military education to the changes that had taken place in the manners, means and methods of conducting military and non-military operations by the armed forces so as to make it more compatible with the syllabi that civil colleges and academies apply for educational purposes. The reform aims to allow officers who are transferred to a reserve status to move more smoothly into civil life. The paper offers an insight into selected military academies in the Russian Federation. It ends with an overview of the conclusions drawn from the research conducted, as well as the author’s individual remarks that highlight the relevance of delving into this sphere of activity and growth of the Armed Forces of the Russian Federation.
Artykuł ma charakter przeglądowy. Autor w zarysie omawia historię szkolnictwa wojskowego Rosji od czasów cara Piotra I Wielkiego, poprzez reformy w dziewiętnastowiecznej Rosji po zmiany, które nastąpiły w wyniku rewolucji październikowej i po objęciu władzy przez partię bolszewików. Pokazane zostało budowanie nowego systemu szkolnictwa wojskowego, które przetrwało do początku reformy Sił Zbrojnych FR w 2008 r. Zasadniczym celem reformy jest dostosowanie systemu szkolnictwa wojskowego Rosji do zmian, które następują w sposobach, środkach i metodach prowadzenia działań militarnych i niemilitarnych przez siły zbrojne, aby w większym stopniu był kompatybilny z nauczaniem w uczelniach cywilnych. Ma ona umożliwiać odchodzącym do rezerwy kadrom oficerskim sprawne przejście do funkcjonowania w warunkach cywilnych. Autor zaprezentował kilka wybranych uczelni wojskowych Federacji Rosyjskiej. W podsumowaniu zawarte zostały wnioski badawcze oraz autorskie oceny, które podkreślają celowość zajmowania się tą sferą aktywności i rozwoju Sił Zbrojnych Federacji Rosyjskiej.

W ostatnich latach na rynku wydawniczym pojawiło się wiele wydawnictw zawierających akta sejmikowe z XVI–XVIII w., a nad kolejnymi pracują zespoły badawcze z kilku ośrodków naukowych. Instrukcje poselskie na sejm oraz inne uchwały sejmików ziemskich są jednym z podstawowych źródeł dla badania wielu aspektów życia społeczno-politycznego szlacheckiej Rzeczypospolitej. Wykorzystują je także historycy wojskowości, powstaje jednak pytanie czy wydawcy tego typu źródeł zamieszczają cały interesujący ich materiał, związany z działalnością sejmiku. Z drugiej strony, można zadać pytanie, czy ci pierwsi sięgają do akt sejmikowych i potrafią je wykorzystać w badaniach nad staropolską wojskowością. W tym przypadku chodzi o zaprezentowanie wartości publikowanych akt sejmikowych w badaniach nad rożnymi aspektami funkcjonowania armii koronnej i litewskiej, i życia żołnierskiego. Ich fundamentalne znaczenie dla ukazania mechanizmów funkcjonowania pospolitego ruszenia wydaje się oczywiste, ale czy warto po nie sięgać, badając problemy związane z funkcjonowaniem wojska kwarcianego lub komputowego? Autor artykułu stara się poddać analizie również zakres materiału zamieszczanego w publikowanych zbiorach akt sejmikowych. Chodzi o próbę oceny, czy źródła powiązane z działalnością sejmiku na polu wojskowości są w nich kompletne, czy też badacze opracowujący owe wydawnictwa pomijają pewne materiały, które mogą być ważne dla badaczy staropolskiej wojskowości.
In recent years, many publications presenting the records of sejmiks (regional assemblies in the Polish-Lithuanian Commonwealth) from the sixteenth-eighteenth centuries have appeared on the publishing market, and teams of historians from several research centres are working on new ones. Instructions for deputies to the Sejm and other resolutions of sejmiks are the fundamental sources for studying many aspects of the social and political life of the noble Commonwealth. Also, military historians use this type of source. However, the question arises whether the publishers of such sources include all the material related to the activity of the sejmik that would be of interest to researchers of martial history. On the other hand, a question can be asked whether they reach for sejmik records and can use them in their research into Old-Polish military science. In this case, the aim is to present the value of published sejmik records in studies of various aspects of the functioning of the Crown and Lithuanian armies and soldier life. Their fundamental importance for showing the mechanisms of the functioning of the noble levy (Polish. pospolite ruszenie, i.e. mass national conscription) seems obvious, but is it worth using them when researching problems related to the functioning of the so-called quarter army (Polish: wojsko kwarciane) or the comput army (Polish: wojsko komputowe)? The author also tries to analyse the scope of the material contained in published collections of sejmiks records. The purpose is to assess whether the sources related to the sejmiks’ activities in military matters are complete or whether the researchers compiling and editing these publications omit certain materials which may be important to historians of Old-Polish military science.
