Opis:
21st century is said to be the century of migration. Owing to the newest technologies people migrate easier and quicker. They also decide to change their place of residence more often – now not only within their countries but also outside it. Greater European integration and resulting increased facility in travelling within the EU facilitate this process. Yet, the most important cause of migration is the drive to improve living conditions. This is the main reason why foreigners from across the globe come to Europe – better life for them and their families. At present in the old EU countries migrants already constitute ten percent of society or even considerably more (according to UN data 14.1% in Spain, 13.1% in Germany, 10.7% in France, 10.4% in the UK), while in Poland this percentage is only 2.2% (although according to more credible OECD data, in 2008 it was as little as 0.2%). The number of foreigners legally residing in Poland permanently in 2009 was 92,500 (Office for Foreigners data), and the number of foreigners legally working in the country was almost 175,000 (Ministry of Labour and Social Policy data). One should also take into account a considerable number of foreigners residing in Poland illegally, estimated by researchers to be between 50 and 450 thousand. Moreover, the Border Guard data show an increase in the number of visitors to Poland – in 2009 7,2 million foreigners crossed Polish borders (which is a 5% increase compared to 2008). However, there are also threats related to migrations and they are of interest to sociologists and criminologists. Foreigners often remain on the margin of society and, as it happens in all marginalised social groups, some of them can turn to crime. Criminal activity of foreigners can be diverse, majority of it being common crimes committed against other foreigners. Organised crime crossing national borders is also a problem, particularly its most dangerous variety, human trafficking. Migrations involve also a clash of cultures which can lead to many previously unknown crimes (like e.g. honour murders, juvenile marriages, or reappearance of vendetta murders). Foreigners as “aliens” in the society often evoke fears, one of them being fear of serious crime – 2008 opinion poll by CBOS indicated that over 90% of Poles are afraid of such treat from foreigners. Yet fear of immigrants has much more in common with unrest and social instability brought by immigrant to the lives of residents than with actual risk of crime. It is worth to recall that one of first criminological studies carried out already in 1920s by Clifford Shaw indicated that crime is related to environment people live in, not to their race or nationality. Looking at the statistics, one may have an impression that [in Poland] there is no problem with foreign delinquency. Suspected foreigners in the peak moment in 2001 constituted 1.3% of all offenders and in 2008 only 0.41%.

The immigration of refugees since 2014, especially from North African Countries has the last year an increasing critical political discussion in the population, also in Germany, the goal of many migrants. While on the background of political signals at the beginning of the movement refugees were welcome by the majority of the population, meanwhile criticism is more and more expressed in the media and political discussion. In many European Countries right wing parties were established, also in Germany (Alternative für Deutschland-AfD). The last vote for the European Parliament shows for Germany an increasing acceptance of this party, especially in Eastern Germany, the former German Democratic Republic. Very often the public is not very well informed by the media. On one side there are reports of an increasing crime rate, without differenciating the background of, on the other side the German industry needs the immigrants, there are many open positions for workers. The chapter gives a short overview about the discussion about the topic in Germany.

Human trafficking is one of the modern forms of slavery and the most dangerous crime against freedom and human dignity. This practice is often associated with the phenomenon of illegal migration and smuggling of migrants, which are particularly intensified in the period of various types of conflicts (armed, ethnic, etc.). The international scale of the problem forces the cooperation of authorities and services responsible for security and public order in many countries. The article presents activities undertaken by the SELEC organization in combating this type of international organized crime in South-Eastern Europe. The source of the data are annual reports on the organization’s activities, published on its official website.

Głównym elementem przeciwdziałania handlowi ludźmi i przemytowi migrantów oraz zwalczania tego typu przestępstw powinny być czynności wykonywane na rzecz zmniejszenia zysków związanych z tymi procederami. W artykule przedstawiono znaczenie prowadzenia śledztw finansowych zmierzających do wykrycia nielegalnych dochodów pochodzących z handlu ludźmi i przemytu migrantów, a także prowadzonych w celu ograniczenia tych procederów przez wyspecjalizowane jednostki przeciwdziałające procederowi prania pieniędzy. Zgodnie z zaleceniami zawartymi w strategii UE na rzecz wyeliminowania handlu ludźmi na lata 2012–2016 najważniejszym elementem skutecznego przeciwdziałania handlowi ludźmi oraz przemytowi migrantów oraz zwalczania tych zjawisk powinna być współpraca organów ścigania z jednostkami analityki finansowej – zarówno na poziomie krajowym, jak i międzynarodowym. Współpraca ta powinna być oparta na powoływaniu wspólnych wielodyscyplinarnych zespołów dochodzeniowo-śledczych, w których skład wchodziliby specjaliści prowadzący śledztwa finansowe. Przyczyniłoby się to do efektywniejszego ścigania handlarzy ludźmi i organizatorów nielegalnej migracji oraz zwalczania towarzyszących im korupcji i prania pieniędzy.
Measures to increase the costs and risks, and to reduce the profits of human trafficking and smuggling of migrants should be the main element to prevent and combat this crime. The article presents the importance of financial investigations carried out by specialised units to combat money laundering and the detection of illegal profits of trafficking in human beings and smuggling of migrants in order to reduce them. According to the recommendations contained in the EU Strategy for the elimination of trafficking in human beings for the years 2012 – 2016 the key component of effective prevention and combating trafficking in human beings and smuggling of migrants should be law enforcement agencies’ cooperation with financial intelligence units – both at national and international level. This cooperation should be based on the creation of joint multi-disciplinary investigation teams with the participation of skilled financial investigators. This will contribute to the more effective prosecution of human trafficking and illegal migration and the accompanying practices such as corruption and money laundering.

The basis for the current analysis and the case-study method applied herein is provided by press reports, scholarly articles and books, both in the paper and online forms, containing the positions and statements by politicians from Sweden and elsewhere, the media community, public service officials, as well as average residents of Sweden who had encountered problems that resulted from the 2015 refugee crisis and the uncontrolled influx of migrants and refugees, especially those hailing from the Islamic world. Some of the research questions posed by the author are which Swedish political forces and circles supported this influx and which were against it, and how this was reflected in the political and media discourse. Other research questions concern the attitudes towards refugees and migrants presented by the country’s native residents and by persons of other origins who have lived there for a long time, as well as the factors influencing the media portrayal and the existing evaluation of events, in relation to the escalation of violence that occurred in some Swedish cities in the years 2016 and 2017. This issue is examined through an analysis of various statements made by residents of the Kingdom of Sweden: political figures, scholars, and ordinary people. The closing caesura is the year 2018 and the state of affairs after the parliamentary elections, in which the right-wing Sweden Democrats achieved a significant success. The analysis of the events of 2015–2018 as reflected in the media and political discourse, which is presented in the article, indicates how the massive influx of migrants and refugees has changed the sense of social security of the Swedes and what effects this “clash of civilisations” has already had and may have in the future.
