Opis:
The satisfaction of the participants tourist or leisure events depend on weather to large extend however weather which is commonly considered as bad may not spoil the event under providing that the organizer is prepared for different weather condition in advance, for instance, if the organizer knows about unfavorable forecast they may change the programme of the event in order to satisfy the participants. Therefore it is very important for the organizers how to use weather forecast. In this paper some Internet portals which include forecasts and information about weather at real time are presented. The majority of the forecasts are based on Global Circulation Models which work in a mezoscale (countries and regions). The results of the application of these models are presented in graphical forms and meteograms that are prepared for a network of points. Furthermore the paper describes the portals which show weather data on main roads in Poland, the portals that present satellite photos as well as portals with information collected from rain radars. The information gathered from different portal allow adjusting tourist events to predicted weather conditions or allow changing their course during the event.

Opis:
The paper presents the concept and deployment of the agro-hydro-meteorological monitoring system (abbrev. AgHMM) created for the purposes of operational planning of regulated drainage and irrigation on the scale of a drainage/irrigation system (INOMEL project). Monitoring system involved regular daily (weekly readings) measurements of agrometeorological and hydrological parameters in water courses at melioration object during vegetation seasons. The measurement results enable an assessment of the meteorological conditions, moisture changes in the 0-60 cm soil profile, fluctuations of groundwater levels at quarters and testing points, also water levels in ditches and at dam structures, and water flow in water courses. These data were supplemended by 7-day meteorological forecast parameter predictions, served as input data for a model of operational planning of drainage and subirrigation at the six melioration systems in Poland. In addition, it was carried out irregular remote sensing observations of plant condition, water consumption by plants and soil moisture levels using imagery taken by unmanned aerial vehicles and Sentinel’s satellites. All the collected data was used for support operational activities aimed at maintaining optimal soil moisture for plant growth and should to provide farmers with high and stable yields. An example of the practical operations using the AgHMM system in 2019 is shown on the basis of the subirrigation object at permanent grasslands located in central Poland called “Czarny Rów B1”.

Opis:
Ship navigation and operational activities at sea need meteorological and hydrographic information to enhance safety and efficiency. Besides observations collected from deployed data buoys, marine meteorological information services rely on weather observation reports from ships to increase the data density and thus service quality. Automatic Identification System (AIS), adopted internationally to facilitate ship-ship and ship-shore data exchange, has developed into communication links between ship/shore and buoys with many potential applications. This paper presents AIS applications designed and implemented for marine meteorological information services in a long-term project initiated by the Central Weather Bureau of Taiwan. Achievements of this initiative include: versatile service delivery via shore-based AIS network to shipborne application platforms such as smart phones, remote controllable moving weather data collection, and assisted sharing of weather observation reports from ships. Typhoon forecast and warning is one of the key applications implemented for this region.

Opis:
The current state of the art and dedicated applications in Early Warning Systems (EWS) of hydrological and meteorological threats are presented herein. Special emphasis is placed on systems based on the post-processing of deterministic numerical weather forecasts in the real-time mode. The importance of climate and weather forecasting models in providing warnings against slow and rapid onset rates e.g. drought and dispersion of atmospheric pollutants respectively, is discussed. It is strongly suggested that there is a need for systems, corresponding to crisis situations in the field of environmental hazards and/or human activities in general, that would be able to provide support and information about further possible scenarios with a projected state of both the environment and the possibility of the negative impact of various factors on the population (human communities). Since there are highly developed plans for the construction of a nuclear power plant in Poland, there is an urgent need to prepare adequate tools that will help avoid crisis situations, or at least to minimize their negative effects. The Early Warning System should be considered one such tool, to be used not only for its economic benefits, but also for pro-social areas of services responsible for the appropriate reaction to crisis events.

Opis:
Introduction and objective. The timings of Fraxinus and Betula flowering and pollen release overlap, which may cause increased allergic reactions in sensitive people. The aim of the present study was to characterize Fraxinus pollen seasons in Lublin (central-eastern Poland) and to identify meteorological factors that most determine the occurrence of airborne pollen of this taxon, as well as obtain forecast models for the basic characteristics of the pollen season. Materials and method. The study was conducted in Lublin during the period 2001–2016, employing the volumetric method. The seasons were compared by PCA (Principal Component Analysis). To determine relationships between meteorological conditions and the pattern of pollen seasons, regression analysis was used. Data for the period 2001–2015 were used to create forecast models by applying regression analysis, while the 2016 data served to verify these models. Results. Season end date and seasonal peak date were characterized by the lowest variation. The biggest differences were found for peak value and total annual pollen sum. The average dates of occurrence of ash pollen grains in the air of Lublin were between 13 April 13 – 3 May 3, whereas, on average, the pollen peak date occurred on 23 April. The factor loading values for the PC1 variable indicate that it is most strongly correlated with peak value and total pollen sum, while the PC2 variable correlated with the pollen season start date and season duration (a negative correlation). Regression models were developed for the following pollen season characteristics: season start, end and duration, seasonal peak date, and total annual pollen sum. Conclusions. The fit of the forecast models was at the level of 62–94%. Analysis of the data showed that weather conditions mainly in February were important factors controlling the Fraxinus pollen season.
