Theoretical background: The contemporary approach to public debt is multi-faceted. Debt incurred to finance current expenses is assessed differently than debt financing capital expenditure. This distinction is also important from the point of view of local authorities as part of their budgetary policy. Each decision related to incurring a debt has not only financial consequences, but is also made in the political and image context. It is worth noting that the current research on debt insufficiently emphasizes its direct impact on the socio-economic development of a given local government unit, devoting much more attention to the impact of debt on the condition of public finances. In the case of the first stream of research, significant discrepancies should be noted with regard to the selection of optimal indicators for measuring the impact of debt on local development. Therefore, one should agree that local development is conditioned by a whole group of factors dependent and independent of local authorities. The article attempts to verify several indicators of the development of infrastructure partially financed with debt. Purpose of the article: Against this background, the subject of this study is to identify the policy of incurring debt by local government units in Poland in the longer term, to determine the degree of diversification of this policy, as well as, and perhaps above all, to link this policy with development processes. In order to avoid a superficial approach to such outlined issues, the scope of observation was limited to the communes of the Małopolska Voivodeship. Such an approach also made it possible to take into account a longer period of observation of the surveyed communes (2010–2020). Research methods: Out of the total number of 179 communes existing in Małopolska, 11 urban communes (the whole group due to their limited number), 20 rural communes and 20 urban-rural communes were randomly selected for the study. The basic criterion for assessing the policy of municipalities in relation to local debt was the ratio of total debt per capita to total revenue per capita. This indicator allows to determine the level of debt burden on communes’ revenue. Next, the total impact of variables characterizing the budgetary policy of the commune was examined, such as: a) own revenue per capita, b) investment expenditure per capita, c) non-recoverable property expenditure per capita (mainly from the European Union), d) debt per capita, on selected indicators of the development of municipal infrastructure of the commune, affecting the quality of life of the commune’s inhabitants. Progress in the development of infrastructure improves the conditions for conducting business activity of private enterprises, including the location of new entities, which may result in an increase in the commune’s own revenue. The study used a multiple correlation coefficient, the value of which was calculated in each distinguished cluster of communes. The obtained results allowed to assess how the level of indebtedness of communes influenced the socio-economic development of these units. Main findings: The conducted analysis made it possible to determine the degree of restrictiveness carried out by the authorities of the analyzed municipalities of Małopolska. The level of the multiple correlation coefficient calculated for municipalities between the explanatory variables characterizing the budgetary policy of municipalities (investment expenditure per capita, debt per capita, non-refundable property expenditure per capita and the dependent variable own revenue per capita) proves a fairly strong relationship between the analyzed variables. On the other hand, in rural communes with a low restrictive budget policy (with a high debt ratio), the total impact of the indicated variables on the level of infrastructure development is generally stronger than in communes with a more disciplined budget policy (with a lower debt level). In the case of urban-rural communes with a low-restrictive budget policy (high debt ratio), the total impact of the analyzed variables on the level of infrastructure development in a commune is generally stronger than in communes with a more disciplined budget policy (with a lower level of debt).

Problematyka rozwoju lokalnego była wielokrotnie podejmowana w literaturze przedmiotu. Liczne prace poświęcone mu koncentrują się na jego celach, czynnikach, stymulowaniu go i na jego pomiarze. Mimo to, jak dotąd, niewiele uwagi poświęcono pojęciu polityki rozwoju lokalnego prowadzonej przez władze lokalne. Kategorii polityk rozwoju lokalnego prowadzonych przez władze ponadlokalne w ogóle nie formułowano i nie omawiano. Polityki takie są jednak prowadzone w Polsce i za granicą, a ich znaczenie rośnie. Istnieje zatem potrzeba ich definiowania i charakteryzowania dla budowy aparatu pojęciowego wykorzystywanego w dyskursie naukowym, w praktyce projektowania i aplikacji tych polityk oraz w dydaktyce. Artykuł to próba odpowiedzi na to wyzwanie. Otwiera go prezentacja genezy i istoty lokalizmu oraz koncepcji rozwoju lokalnego. Następnie sformułowano pojęcia rozwoju lokalnego postrzeganego z perspektyw lokalnej i ponadlokalnej oraz omówiono paradygmat rozwoju lokalnego, jego znaczenie i pozycję wobec innych paradygmatów rozwoju. Bazując na lokalnej i ponadlokalnej perspektywach rozwoju lokalnego, sformułowano kategorie lokalnej (gminnej) oraz ponadlokalnych (regionalnej, państwowej i ponadpaństwowej) polityk rozwoju lokalnego i wskazano podmioty, które je prowadzą. Omówiono także cele i cechy tych polityk, sposoby ich prowadzenia oraz ich pozycje wobec innych polityk funkcjonalnych i horyzontalnych. W dalszej kolejności przedstawiono spójności wertykalną i horyzontalną ponadlokalnych polityk rozwoju lokalnego. W artykule wykorzystano metody badawcze krytycznej analizy literatury przedmiotu, indukcji, dedukcji i analogii.
The local development issues were repeatedly discussed in the subject literature. Numerous works devoted to it focus on its objectives, factors and its measurement. Despite this, until now, a little attention has been paid to the category of local development policy pursued by local authorities. The categories of local development policies pursued by the supra-local authorities have not been formulated or discussed at all. Nevertheless, such policies are held in Poland and abroad, and their importance is growing. Thus, there is a need for their definement and characterizing for the construction of nomenclature used in academic discourse and in the practice of design and the application of these policies and in didactics as well. The purpose of this article is to answer this challenge. It opens with the presentation of the origin and the nature of localism and the idea of local development. Then the categories of the local development perceived from the local and supra-local perspectives have been formulated, as well as local development paradigm, its meaning and position in relation to other paradigms of development have been described. Based on local and supra-local perspectives of local development, the categories of local (municipal) and supra-local (regional, national and international) policies of local development have been formulated and the entities who pursue them have been pointed. Also the purpose and features of these policies, ways of their pursuing and their positions in relation to other functional and horizontal policies have been described. Next, the vertical and horizontal cohesion of supra-local policies of local development have been presented. The article uses the research methods of critical analysis of the subject literature, induction, deduction and analogy.

Today, local government must not only create the appropriate conditions and climate for the implementation of the tasks imposed on it, but must also be an economic entity actively participating in managing the local economy. In light of analyses of the average local government’s scope of activities, it is clear that there is an increasing lack of complementarity in strategic decisions, and growing disparities or errors of local authorities, which become barriers to local development. This fact often leads to economic and social stagnation. Frequently the effectiveness of local government structures does not go hand in hand with economic rationality, which attracts social criticism. Under these conditions, the role of local government should change in local economy management with a focus on, among others, creative capital, whose task will be to expand the impact of the local economy on other areas. In addition, local government makes the local development policy more flexible, in particular the social policy towards strengthening local communities.
Samorząd terytorialny musi aktualnie nie tylko stwarzać odpowiednie warunki do wykonywania nałożonych na niego zadań, ale także być podmiotem gospodarczym aktywnie uczestniczącym w zarządzaniu lokalną gospodarką. Z analiz zakresu działań przeciętnego samorządu wynika brak komplementarności w decyzjach strategicznych między poszczególnymi jednostkami (gminami, powiatmi, województwami), a także zwiększające się dysproporcje w poziomie dochodów obywateli lub błędy władz lokalnych, które stają się barierami w rozwoju lokalnym. Często prowadzi to do stagnacji gospodarczej i społecznej. Niejednokrotnie skuteczność struktur samorządowych nie idzie w parze z racjonalnością gospodarczą, co wywołuje krytykę społeczną. W tych warunkach rola samorządu w zarządzaniu lokalną gospodarką powinna się zmienić –– powinna ona uwzględniać m.in. kapitał kreatywny, którego zadaniem będzie zwiększenie wpływu lokalnej gospodarki na inne obszary. Ponadto samorządy powinny prowadzić elastyczną lokalną politykę rozwoju, głównie politykę społeczną, w celu wzmocnienia lokalnych społeczności.

Facing turmoil and continuous stunning, local governing bodies, decision makers and local actors, in most of cases found the most stable solution has been the regional cooperation and particularly that of increasing and strengthening local human resources capacities at a regional level. Trying to increase competiveness, local systems understand more and more the importance of being flexible, on the frame of a sustainable strategic planning. Local infrastructure and interaction of all local factors and actors, at any time, must consider their development following a wider regional prospective. Important evolutions in the education area, mainly in higher education, gave breath to outstanding improvements in the capacities to develop qualified human resources, matching needs from local developments. While achieving standardized didactic tools at a Mediterranean and furthermore, EU level, they become able to deliver internationally recognized knowledge and capacities, improving so at a general level. human resources among countries with different socio-economic level. At the same time, these developments spread quickly the culture of interaction and collaboration among local actors. This also makes possible knowledge and expertise transfer from excellence center and universities toward local public administration and other local stake holders or public, and increases cooperation standardizing practices according to EU requirements. Local issues need local solutions, but this at no case must cause localization or isolation, all those developments must be conceptualized, oriented and managed in a wider prospective, specific needs must have specific answers, and universities are the best in doing this.

In the article two main issues are depicted: the evaluation of activities of voyts, mayors and also the evaluation of local government activities. In a research conducted from the end of 2018 until the beginning of 2019 we decided to verify 3 hypotheses. First one was: confidence towards the local government results from positive evaluations of voyts and mayors activities. The results were compared with the data from previous research. The second hypothesis assumes, that positive evaluation of local government activities is not connected to the activities of single executive body, but is connected to how the whole system of local government works. Third one, however, assumes that local government on the level of voivodeship is rated lower than city (commune) government. Relatively high level of satisfaction about the activities of voyts and mayors, that were recorded in 2012 research not only remained but even increased. This is the factor that strengthens confidence in local government and favors their positive evaluation. Also voivodeship governments are positively evaluated by the surveyed, however, the level of satisfaction is lower than those of other local authorities.

The concept of tax competition has been successfully applied in an analysis conducted in several European countries, but so far it has not been systematically tested either in Poland or in other countries of Central and Eastern Europe. There are two types of competition discussed in the article: classic competition for mobile tax base and ‘yardstick competition’, in which local politicians compete for political capital being related to the comparison of tax rates with neighbouring municipalities. It is expected that in Poland the ‘yardstick competition’ is more important from the classic competition for the mobile tax base.

Of the numerous applications of GIS, administration and public services count among the main fields of application. They are both the users and the owners of the largest amount of spatial data. Portals for higher authorities have been the subject of extensive discussions, but the development and possible use of GIS systems in the form of geoportals at local levels still seems to have been insufficiently discussed. This article presents the process of designing and developing a portal for the lowest authorities - local authorities and the local community. A small town in Poland, Sokółka, was assumed as the study area. The concept development was preceded by, among others: recognition of the needs of an administrative unit in conducting spatial policy; establishment of the objectives, functionalities and assumptions of the designed GIS; a SWOT analysis of the designed geoportal; and an analysis of data resources. Pilot implementation was completed with an evaluation of the geoportal encompassing various groups of potential users.

The purpose of this paper was to present ideas related to the creation of a self-government party in Poland, bringing together representatives of local authorities, community activists and all those for whom the idea of local self-government built „from the bottom up” was close to their hearts. The idea of creating a local government party appeared several times in discussions of members of Liga Krajowa association, which was an active entity on the political scene, a member of Electoral Action Solidarity of the Right, from the list of which League had its parliamentary representation. These concepts first appeared at the basis of the association's formation and then had a close connection with its further presence on the political scene. The local government party was supposed to be an electoral platform with a specific right-wing and centre-right political orientation, as well as to be the most important support for representatives of local authorities, but all efforts in this regard failed.

Subject and purpose of work: The objective of the study is to characterise the status and nature of local authorities' relations with local communities and to assess the importance of local relations in the process of strengthening local innovation. Materials and methods: The survey method was employed in the research and a questionnaire was sent to heads of communes /mayors via electronic means. The research material consisted of 105 questionnaire forms. Results: There is a perceived imbalance in the development of interactions with social and economic actors to the disadvantage of interactions with economic sector representatives. Increasing local innovation rooted in the economic dimension of the development processes of the analysed local systems has been revealed to be of a relatively lesser importance. Local Action Groups are a major contributor to the development and innovation process, mainly in the social dimension. Local relations are not perceived by the representatives of local authorities as particularly important factors of regional innovation. Conclusions: The analysis of the local systems revealed a need to increase the scale of activity of local government representatives as part of developing relations with the economic sector. Opportunities should be sought arising from building local partnerships aimed at the implementation of pro-innovative, multi-stakeholder projects, which will have a greater capacity to influence local development processes.

The local media market in Poland developed in very particular social conditions, conditions which Nowak (1979, 1981) described as a “social void”. As a result, it might be presumed that it was more likely that the new forms of society (including local media) were formed on the basis of the “bonding” type of social capital rather than the “bridging” type. This might be one of the reasons why tight and complex relationships between the local media and other social actors still exist. On the basis of my own qualitative research (case studies conducted in four small towns in Poland), this article shows how complex the local relations are and describes the involvement of local journalists and local media owners in these networks of relations which might often be a cause of conflicts of interest (individual or institutional) or media bias.

The article presents how local authorities of Polish small towns perceive and form at the strategic level, these supra-local relations of their towns, which are connected with local culture. The article begins with key categories explanation: local system (LS), local development (LD), local culture, supra-local relations of local system, local development strategic governance (LDSG) and its supra-local perspective. The next part presents rationale, objects, goals, questions, methods of research and information sources. It is followed by discussing the research results divided into 4 parts, corresponding to types of supra-local relations of local systems and activities for their pro-developmental formation.
Artykuł prezentuje jak władze Polskich małych miast postrzegają i kształtują na poziomie strategicznym te ponadlokalne relacje ich miast, które związane są z lokalną kulturą. Na początku wyjaśniono kategorie kluczowe: układ lokalny, rozwój lokalny, kultura lokalna, ponadlokalne relacje układu lokalnego, zarządzanie strategiczne rozwojem lokalnym, ponadlokalna perspektywa tego zarządzania. W dalszej części zaprezentowano przesłanki, obiekty, cele, pytania, metody badawcze oraz wykorzystane źródła informacji. Następnie przedstawiono wyniki badań dzieląc je na cztery części odpowiadające czterem rodzajom ponadlokalnych relacji układu lokalnego i działaniom prowadzonym w celu ich prorozwojowego kształtowania.

Opis:
The study presents critical reflections on the course and results of Polish local self-government reforms from March 1990, when after 40 years of the system of territorial soviets (national councils), self-government was reintroduced into communes, until January 2018, when an attempt to improve the systemic institutions of self-government in communes, poviats and voivodships was once again revisited. The author points out significant discrepancies between the basic ethical and political values of local self-government, i.e. democracy, independence and efficiency, and the changing content of self-government systemic laws as well as the practice of local authorities’ operations, and formulates proposals aimed at repairing Polish local self-government by adjusting its organisation and functioning to the principles resulting from the Constitution of the Republic of Poland and the European Charter of Local Self-Government. He considers as the most important the elimination of pathological phenomena of simulated local democracy which include: a drastically low turnout in elections and referenda, the disappearance of democratic responsibility of local self-government bodies, and the autonomy of the directly elected executive body of the commune from the influence of the local representation. From this point of view, he positively assesses the new regulations, strengthening the guarantee of transparency of operations carried out by local self-government bodies and control rights of councillors, as well as expanding the catalogue of initiative, consultative and control powers of citizens. He points out, however, that ensuring real democracy in of the local authorities requires a deeper reconstruction of the principles of self-government, the election process, and strengthening the role of representation in creating and enforcing the responsibility of executive bodies.
