Interpretive International Relations (IR) has become a robust and diverse research programme, consolidating across various subfields of the discipline. However, this is a recent phenomenon. While early classical realists and English School scholars clearly drew on interpretive thought, these contributions did not coalesce into a welldefined and specifically interpretive research agenda. The ‘interpretive turn’ in social sciences and humanities in the 1970s and epistemological pluralisation of political science and IR in the 1990s slowly made space for interpretive theory and research. This paper reconstructs, first, what makes interpretive IR distinct, and, second, what it means to engage in interpretive inquiry in this field, conceptually and substantively. It discusses in particular the implications of the monist ontological position that interpretivists tend to occupy and the conditions of knowledge production within the hermeneutical circle. These reject the possibility of transcending the context and bring to bear the researcher’s involvement in knowledge production as inevitable but generative. The paper also explicates the still poorly understood concept of ‘intersubjectivity’ as being defining for the interpretivist sensibility and one which directly contests positivist ideals. Interpretive IR scholarship serves as a veritable showcase for interpretive research practice, and points to the growing significance and volume of such scholarship.

Konceptualne podstawy postwestfalskich stosunków międzynarodowych Konceptualne podejście do zrozumienia obecnego etapu ewolucji stosunków międzynarodowych pojawiło się podczas upadku dwubiegunowego świata zimnej wojny i tworzenia nowych podstaw porządku międzynarodowego. Specyfika tego procesu polega na tym, że upadek systemu powojennego odbył się w warunkach pokojowych. Najczęściej do opisania powiązań i współzależności polityki światowej po upadku żelaznej kurtyny używa się dwóch terminów − postdwubiegunowy (postwestfalski) system międzynarodowy lub stosunki międzynarodowe po zakończeniu zimnej wojny. Oba terminy, postbipolarny system międzynarodowy i stosunki międzynarodowe po zakończeniu zimnej wojny, mają cechy wspólne, co zwykle pozwala na używanie ich jako synonimów i sprawia, że są one najbardziej popularne przy wyborze wspólnej, kompleksowej definicji współczesnych stosunków międzynarodowych. Upadek bloku sowieckiego i globalny system dwubiegunowy postawiły na porządku dziennym kwestie, których nie da się rozwiązać w ramach tradycyjnych terminów: „bieguny”, „równowaga sił”, „konfiguracja równowagi sił” itp. Globalny system międzynarodowy przeżywa głębokie wstrząsy związane z transformacją jego struktury, zmianami w jego interakcji z otoczeniem, co odpowiednio wpływa na jego wymiary − regionalny i peryferyjny. We współczesnych postdwubiegunowych relacjach chwiejnej równowagi istnieje oczywisty nacisk na transformację światowego porządku międzynarodowego w „świat postamerykański”, z krytyczną dynamiką relacji między starymi i nowymi aktorami na poziomie globalnym. Otwarta pozostaje kwestia dalszej ewolucji całego systemu stosunków międzynarodowych w świecie postdwubiegunowym i tendencji do jego transformacji z konfrontacyjnego w system współpracy.
Conceptual approaches to understanding the current stage of the evolution of international relations were put in place during the destruction of the bipolar world of the Cold War and the formation of new foundations of the world and international order. The distinctiveness of this process is that the collapse of the postwar system took place in peaceful conditions. Most often, two terms are used to describe the interconnectedness and interdependence of world politics after the fall of the Iron Curtain: the post-bipolar (post-westphalian) international system or international relations after the end of the Cold War. Two terms, post-bipolar international system and international relations after the end of the Cold War, have common features, which usually allows them to be used as synonyms and makes them  the most popular when choosing a common comprehensive definition for the modern international relations. The collapse of the Soviet bloc and the global bipolar system put on the agenda issues that cannot be resolved within the traditional terms “poles,” “balance of power,” “configuration of the balance of power” etc. The world has entered a period of uncertainty and growing risks. the global international system is experiencing profound shocks associated with the transformation of its structure, changes in its interaction with the environment, which accordingly affects its regional and peripheral dimensions. In modern post-bipolar relations of shaky equilibrium, there is an obvious focus on the transformation of the world international order into a “post-American world” with the critical dynamics of relations between old and new actors at the global level. The question of the further evolution of the entire system of international relations in the post-bipolar world and the tendency of its transformation from a confrontational to a system of cooperation remains open.

Globalization should be treated as a process of spreading, in the world scale, the connections which are typical for the local economic conditions. This phenomenon is associated with the creation of transnational culture and progressively deepening network of social interactions. The mass exchange of people, commodities, services and capitol on the global scale is carried out through modern means of communication and transport technologies. This process includes also long-distance migration of people. The globalization can mean both potential profits and new chances, but on the other hand, it can cause serious threats and huge challenges. A direction of its development and prevention from its negative results, depends on possibilities to influence this process by particular countries and grouping, including societies. It is obvious, that the present shape of the globalization bears injustice, increases inequalities and threats, so is must be corrected to a common favour.

The information war is beginning to play a dominant role in international relations. It is important because it occurs intensively in peacetime and determines the results of international clashes. This article aims to identify offensive elements in Russian theoretical and doctrinal views on the role and content of the information offensive in international relations. To meet this aim, a comparative analysis of research studies, documents and offcial statements was carried out. The study sets out to investigate how Russia assesses the usefulness of the information offensive for conducting international policy. The study revealed that the information war and information warfare in modern conditions in the Russian scientifc debate occupy a prominent place. Regardless of the declared defensive nature of the Russian information offensive, both the scientifc and doctrinal views emphasise the value of the information offensive for conducting international policy. Russia takes the information offensive in international relations very seriously and treats it as one of the main forms of international confrontation. This has serious consequences for countries close to Russia as it creates a new threat to their national security in peacetime.

To argue for the acknowledgment of the importance of historical materialism today when the cold-war and communism have for more than two decades ceased to exist it might create the perception of appearing dejected. Yet such a task which we attempt to take in this work is possible, if only because of the way that our actuality has depicted itself. One can argue for example that the significance of historical materialism as an elucidating method was never reliant on the success of the authoritarian regimes of communism that gave it a face of their own, any more than has traditional conservatism been dependent on social Darwinism, racist or/and aggressive regimes. Beyond this indication we argue of the possibility that historical materialism can be recognised as explanatory system, as one that in derivation and maturity has as its focus of analysis and particularly lays emphasis on what more than ever before governs our social world today, capitalism. The cold war proved the ground or rather the fit for concealing the social and economic divide and made that division namely in competing strategic interest: with the failure of communism and the freeing of historical materialism itself, IR might as well accept the degree to which socio-economic issues determined its agenda and policy of the west.

‘Central Asia’ is a unique and diverse region of the world that landmass distinct from other regions and sedentary civilisation is one of the characteristics. The geography of this region is considered a controversial discourse among scholars in international relations and, Europeans prefer to call them ‘Central Eurasia’, but Asian scholars frequently used the term ‘Central Asia’. However, the history of Asia was not stable and similar in the past. In this regard, this article tries to find the status of the Central Asia in international relations from a historical to empirical discussion in academia. Through the discourse analysis applied here to trace scholars, historians, institutions, governments, and sociologists’ perspective how they treat ‘Central Asia’, whether it is a deeply profound ‘region’ or precise existence. The initial argument says that Central Asia is more significant due to the geostrategic point of view and attracts superpowers in the ground of diplomacy play.
