The international order, denoting in a very general sense the manner of the organization and functioning of the international environment in a given period of time, is a dynamic construction that evolves. The feature of the present stage is a transition from its earlier form called the Westphalian order to the future form with qualitatively new features, sometimes called the post-Westphalian order. This process does however mean that the “parameters” of the Westphalian international order are to be replaced by the parameters of the post-Westphalian order. The qualitatively new features of the organization and functioning of the international environment “coexist” with those characteristic of the Westphalian system of international relations. This “coexistence” determines the distinctive feature of the present stage of international relations, which is a hybridity or combining of solutions, often opposing in their logic, relating to the organization and functioning of the international environment. Hence it seems appropriate to term the present stage of dynamics of and change in international relations as the late Westphalian order.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

It is not possible to disregard the influence geopolitical factor on transformation of international reality, similarly it should not overestimate. The popularity geopolitical thought favour growing dynamics of changes in international relations, the decomposition of old systems of strengths and shaping the new policentryzm. The relative sense is falling of United States power and growthing a new great powers, shape of international balance system. The realistic optics forces to see the world hierarchy of strengths the objective order, which permits to bring back the individual international roles to occupy by states position. In explaining today's International Order, geopolitics plaits and is supplement with globalization. The Geopolicy take into account the most important objects from the point of the global balance of might, especially with part of a new powers. During when globalization anticipates the growing correlations as well, as the maturation the cooperative and integration processes. The geopolitical structure of international system has three-phase character, despite that happend the total decomposition of cold-war divisions. The „first” world make up the the richest states of the West. In contrast to them determine "third world”, full of regress and instability, in which exists tens of geopolitical individuals menaced with fall. Between world of wealth and poverty is alocated "second” world, which has the same character, typical for both. There are states, which will decide about international balance of strentgh in XXI age among three main sources of power – the United States, European Union and China. Also, belong to them Russia, the Latin states, states of ASEAN, Iran and arabian states. Their position is stable, they can, in dependence of development, to join to „first” world or falling in regress and find in „third” world. Binding this geopolittical division with effects of globalization as profitable visions, in civilization sense, it is possible to accept, that the „first” world is globalizated, the „second” world – partly globalizated and the „third” – where globalization is absence.

The article explores the main mechanisms of the maintenance of international order in a contemporary system of international relations. Within the system of international relations an order status is maintained by mechanisms of two types: organized and elemental. In this context, the mechanisms for maintaining order can be divided according to not only the degree of organization but also the content. From this perspective, the following mechanisms of international order were distinguished: institutional, regulatory-legal, economic, political-military, cultural, ideological and informational. International order is the sum of certain rules and principles established by all countries; those that they observe are built on the interaction of different factors.

У статті досліджується проблеми та перспективи консолідації міжнародного порядку. Обґрунтовано тезу про те, що глобальна системна криза є контрфазою або кризою консолідації міжнародного порядку, яку необхідно подолати спільними зусиллями учасників міжнародних відносин заради збереження стабільності міжнародної системи та запобігання її руйнуванню. Сталий розвиток сучасної міжнародної системи залежить від консолідації учасників міжнародного порядку та поглиблені конструктивного співробітництва між його учасниками. Взаємопов’язаність численних криз зумовлює інтенсифікацію глобальної системної кризи. Її наявність є закономірним підсумком глобального розвитку системи міжнародних відносин. Серед основних елементів глобальної системної кризи виокремлюється, фінансово-економічна, екологічна, демографічна, криза глобального управління, криза безпеки, енергоносіїв, глобальна кліматична криза. Нездатність учасників міжнародної системи регулювати глобальні кризові явища засвідчує наявність кризи глобального управління. Всі ці кризи як найважливіші елементи глобальної системної кризи формують її структуру, відбивають сутність і роблять її цілісною. Сукупність взаємообумовлених криз ускладнює подолання глобальної системної кризи та посилює її. Тому криза глобального управління виявляється водночас і причиною, і наслідком глобальної системної кризи, що своєю чергою свідчить про турбулентний стан міжнародної системи, за якого неможливо чітко визначити її подальший розвиток. Доведено, що неспроможність учасників міжнародної системи консолідуватися відповідно до масштабів глобальних політичних трансформацій є однією з причин виникнення та поглиблення глобальної системної кризи. Наявність комплексу глобальних кризових явищ і відсутність ефективних інституціональних механізмів їх подолання у синергетичній єдності підсилюють дію одна одної, що поглиблює глобальну системну кризу. Її подолання залежить від ступеню консолідації міжнародного порядку, що має на меті вдосконалення механізмів глобального управління міжнародною системою. Основою консолідованого міжнародного порядку може стати реформована ООН з розширеними повноваженнями або інша глобальна міжнародна організація. Глобальна системна криза вимагає пошуку засобів і чинників, що сприятимуть стабілізації соціально-економічних і політичних відносин та переосмислення форм і механізмів ефективного глобального управління.
The article examines the problems and prospects of the consolidation of the international order. The thesis that the global systemic crisis is a counter phase or a crisis of consolidation of the international order, which must be overcome by the joint efforts of participants of international relations in order to maintain the stability of the international system and prevent its destruction, is justified. The sustainable development of the modern international system depends on the consolidation of participants in the international order and the deepening of constructive cooperation between its participants. The interconnectedness of numerous crises leads to the intensification of the global system crisis. Its presence is a logical result of the global development of the system of international relations. Among the main elements of the global system crisis one can distinguish the financial crisis, economic crisis, environmental crisis, demographic crisis, global governance crisis, security crisis, energy crisis, global climate crisis. The inability of participants of the international system to regulate global crisis is evidence of a global governance crisis. All these crises, as the most important elements of the global system crisis, shape its structure, reflect its essence and make it holistic. The combination of interdependent crises complicates the overcoming of the global system crisis and strengthens it. Therefore, the global governance crisis is both the cause and the consequence of the global system crisis, which in turn indicates the turbulent state of the international system, in which it is impossible to clearly determine its further development. It is proved that the inability of the participants of the international system to consolidate themselves in accordance with the scale of global political transformations is one of the reasons for the emergence and deepening of the global systemic crisis. The presence of a complex of global crisis phenomena and the lack of effective institutional mechanisms to overcome them in synergetic unity reinforce the effect of each other, which deepens the global systemic crisis. Overcoming it depends on the degree of consolidation of the international order, which aims to improve the mechanisms of global governance of the international system. The basis of a consolidated international order could be a reformed UN with expanded powers or another global international organization. The global systemic crisis requires the search for tools and factors that will help to stabilize socio-economic and political relations and to rethink the forms and mechanisms of effective global governance.

This article argues that in the 21st century, international order has not only become unstable but also shortterm in nature and issue-based, which has led to the emergence of a number of alliances whose functionality can be questioned. A number of alliances are being formed and are in existence but without any clear goals and objectives. This hypothesis is applied to understand the nature of the recently formed AUKUS—Australia, the United Kingdom and the United States’ alliance in the Indo-Pacific region. The paper, taking the framework of international order, argues that AUKUS would be one such alliance that has started with a lot of promises but its fundamental proposition to counter the rise of China in the Indo-Pacific region—although it does not mention the name of the country—is impractical. Given the economic rise of China as well as the example of the Five Eyes (FVEY) of intelligence sharing mechanism of the Anglophone countries formed during the early years of the Cold War, the AUKUS may survive the test of time but it also may exist as an example of the patterns of the current international order—that is another alliance without a clear path. This article also takes into account of the reaction of the Southeast Asian nations and criticisms against AUKUS in Australia. It points out how Australia’s security should be viewed more comprehensively.

Increased geopolitical competition and growing economic nationalism after 2014 have gradually started to slow the trend of liberalization of international trade. Relations among certain national states have turned into trade wars – a hybrid phenomenon shaped at the intersection of geopolitics and geoeconomics. The paper explores global and regional trends in trade regulations introduced by the world’s largest economies and, at the same time, its major military powers. The G20 countries’ role in these processes was illustrated through references to empirical data on the dynamics of the introduced trade regulations in 2009–2018. The effectiveness of the regulations index is proposed. Apart from the harm that deepening such negative trends in the global geostrategic balance does to broader bilateral relations, the role of trade wars in re-shaping globalization’s established conditions is also discussed.

From the fact that the aims the state is tending at are different from those the individual is serving, many people draw the conclusion that the State is not bound in its doings by any moral norms but only by the reason of state (raison d'etat). All state activities, however, are finally accomplished by individuals. Therefore, there is no reason why their moral responsibility should be absorbed by the alleged moral sovereignty of the state, in other words by the raison d’etat independent of all morality. In view of the exclusively temporal aims of the state individuals acting as its organs may be subject to other norms than those which bind them when they are acting on their own behalf. This does not mean, however, that the state and its organs stand „jenseits von Gut und Böse” (beyond good and wrong). There were periods in history, and the XlXth century is among them, when the raison d’etat ordered the states to act in accordance with the law. But the basis of a law are weak, if it is obeyed only as long as one ’ s interest requires such an obedience Attempts to enforce the law by means provided for in the Covenant of the League of Nations and the Charter of the U. N. O. could strengthen the law only, if the international force would prove really effective and if such organisations could exercise their influence for a sufficiently long time. More important, however, than the reform of the structure of the international community is the reform of human souls and human minds. Man must get used to seeing in the organs of the state human beings who bear a full moral responsibility for their acts even when accomplished on behalf of the State. This would mean to humanise the state and to bring a more humane note into the international relations. The Catholic Church has always put forward these demands and Catholics in all countries should be the first to grasp their meaning and to give them real force.

To what extent are we justified in speaking of Soviet/Russian and US political leaders, qua sentient beings, as 'conscious of certain common interests and common values, [thereby] form[ing] [international] society in the sense that they conceive themselves to be bound by a common set of [principles, norms and] rules in their relations with one another, and share in the workings of common institutions'? To what extent have the respective political leaderships conceived of their states as great powers encumbered with the burden of maintaining international order and the very existence of the international society? Building on English School theorizing and constructivist methodology, I answer these questions by advance two principal claims: first, the historical record demonstrates that the two states' political leaderships are presently - and were in the past - 'conscious of certain common interests[,] common values', common principles, norms and rules, and 'share in the workings of common institutions' so as to maintain the 'pattern or disposition of international activity that sustains [the] goals of the society of states'. And second, the political leaderships have conceived of their respective states as great powers indispensable to the maintenance of international order, stability, and the very existence of international society.(original abstract)

Currently, when the world is no longer divided into two political-military blocks, local conflicts have ceased to be a surrogate training ground of rivalry between two superpowers. In most cases, they do not therefore constitute a direct threat to the world peace. Although, after the collapse of the Eastern bloc, local conflicts have lost their strategic dimension, we still have to deal with increasing number of new trends among the conflicts in the world. They cause political instability in various regions and bring substantial suffering to the people, and death, famine and epidemics. Their development brings new challenges, and thus the new visions of the future of the world around us.
