The purpose of the article is to establish and research the features of space state information policy, which requires the following research tasks to be revealed: to determine the place and role of information policy in the structure of state policy and to establish the dependence of the state's information policy on the development of the space industry and to determine the features of the information policy of the USA as a space state. The USA forms its information policy based on knowledge of the use of advanced technologies, including information technologies, in the space industry. Knowing about the threats of their use, the state warns the population by regulating information activities. Therefore, the information policy of a space state is more developed than that of non-space states. An analysis of the relationship between the state of information policy and the state of the US space industry indicates that the development of one area aects the other. Therefore, in order to implement an eective information policy, both areas should be developed.

Recent years confirm that new media have become one of the basic elements of creating communication strategies for the EU institutions. Officials and main decision-makers are increasingly involved in the realm of social media. It is even more significant when we observe that they make use of this tools in a fully transparent way. Such activities add new dynamics to European communication policy. This paper discusses the real-time nature of the Internet communication sphere of the EU institutions created within the guidelines of the European Commission’s new communication strategy, which makes social media complementary to conventional informational operations.

The aim of the article is to present the assessment of the EU information policy instruments made by Polish journalists of the mainstream media, as well as their opinion about the instruments and the extent to which they are used. The analysis tries to verify the assumption that the journalists use the instruments of the EU information policy in their editorial work and approve them, as much as they approve the European project. Despite positive opinions, the journalists have some objections to the functioning of some instruments and they propose introducing modifications that would make them function better. The research method that has been applied in the analysis is the semi-structured in-depth interview. The non-probability sampling was used in the research. The key criterion for respondent selection was raising the subject of the EU in editorial work.

The purpose of the article is to explore the basic principles of information policy formation in Ukraine in the context of hybrid information warfare; identification of features and problems of information policy and its impact on the public administration system. The results of the study show that since the beginning of Russia’s armed aggression against Ukraine and the widespread hybrid information war, the state’s information policy has changed its vectors and priorities. Confirmation of this was the adoption of a number of legislative documents, which identified the external enemy of the aggressor and outlined directions for the protection of national interests. It is analyzed that one of the main tasks in the information confrontation of the hybrid war is the formation of appropriate information policy and information security. It was pointed out that in the conditions of a hybrid war, a systematic approach should be devised to adequately respond to the state’s power structures to the challenges related to information confrontation. In order to minimize the spread of manipulative influences in the national information space, the formation of practical mechanisms for implementing the country’s information policy, establishing communication with civil society and raising the overall level of media literacy of society is a necessary question.

Starting from the constitutional legal regulations on the right to gain information the author presents information instruments used by journalists for exercising social control of the authorities. While the Hungarian Socialist Workers’ Party was on the rhetorical level committed to the Soviet agitation and propaganda model, in practice it increasingly deviated from it during the 1980s. As the press reflected upon the events of the day, propaganda could manifestly be at odds with reality, creating a reality gap, that is, one between what people were told to see and what they actually saw. This paper offers a case study on the communication of the Chernobyl nuclear disaster in Hungary and looks into how it was reflected in party communiques, the party newspaper, and opinion polls. It asks the question of whether ‘accuracy’ or ‘partisanship’ prevailed in the official communication of the disaster.

In the risk society, the information society, and this undoubtedly we are, the information policy, especially in crisis situations, has become the boiling issue. It is useful to characterize its essence and impact on the environment, would introduce entities those who are interested in security adjustment recommendations on key issues. It should be remembered that the vast majority of society is assessed on the bases of random information from the mass media rather than on detailed analysis of the public administration.

In 2013, Ukraine’s geopolitical choice was in the centre of attention of the whole world, began to take a significant part of the information space. For the authorities of the neighbouring states, it is important to know what is happening in Ukraine and, if possible, influence on situation. After the Revolution of Dignity, the annexation of the Crimea by the Russian Federation and the initiation armed conflict in the Donetsk and Luhansk regions, Ukrainian society must understand the political stance of Russia towards Ukraine. Also no less important is the position of the Republic of Poland regarding Ukraine, since it was this state until recently was considered the main advocate of Ukraine in the European Union. Information component of the foreign policy of the states in the XXI century has a decisive influence on the formation of public opinion, the position of international institutions, international relations, the image of society and the state in the world. The purpose of this article is to find out the goals of the information policy of the presidents of Russia and Poland concerning Ukraine in the period 2014–2017. The article shows: the essence of the concept of «information policy»; the existing characteristics of the information policy of Russia and Poland concerning Ukraine; the positions of the presidents of Russia and Poland concerning Ukraine, which were published on their official sites; similarities and differences in the positions of the Russian and Polish presidents toward to Ukraine. Having analyzed the public statements of the presidents of Russia and Poland concerning Ukraine in 2014–2017, the author finds some similarities and differences. For example, the Russian president, as a rule, tell about Ukraine and Russia’s role in issues related to Ukraine, while Polish presidents usually speak about Poland and Ukraine, focusing on Polish-Ukrainian relations. The Russian authorities, in the person of its president, divide Ukraine into power and people (the power is bad, the people need help). For the Polish authorities, at least until recently, in the official speeches of the presidents it was about Ukraine as a single whole (the people and the power that this people elected). In addition to the geopolitical interest of Russia and Poland to Ukraine, Russian authorities often tell about their economic interests in Ukraine; Poland authorities – about security issues (the dependence of the security of Poland and Europe as a whole on the situation in Ukraine). Russian authorities call the Ukrainian nationalists guilty of worsening Russian-Ukrainian relations. The Polish authorities also lately actualized the discussion of the activities of Ukrainian nationalists in the first half of the twentieth century. This issue has recently been the basis of modern PolishUkrainian relations. The comparison of the theoretical definitions of the concept of «information policy», which was presented at the beginning of the report and the practical aspects elucidated in the process of analyzing the public statements of the presidents of the two states in 2014–2017, gives possibility to formulate another conclusion. The information policy of the Polish president is more in line with the definition – the promulgation of the official position of the president of the state, informing the society of the goals and plans of activity, and attempts to obtain public support. Instead, the information policy of the Russian president, or rather the information geopolitics, is more oriented towards the use of technologies of information and psychological influence on the individual and mass consciousness in order to form the necessary public opinion, behaviours that will meet the goals defined by the authorities.

The article refers to the information policy conducting by the European Commission in 2010–2014. In examined period the European Union faced the Eurozone crisis and substantial drop in trust in itself and its institutions. The paper looks for answers a question „in which way the European Commission information policy has coped with these two problems”. In order to fi nd the answer it was reminded the ways the European Commission in its information policy reacted to crisis situations in 1993–2009 and then it was compared to its response to the last crisis. The analysis has encompassed the structure of institutions responsible for the policy execution, the strategic documents, the main information initiatives and cooperation with the member states. In the results it was established that in examined period the European Commission did not present true plan of information activities which would be able to support the process of overcoming the crisis. The process of minimisation of the information activities was also noticed clearly what proves the unbelief in its effectiveness. This is demonstrated also by institutional solutions in the European Commission. The information policy from the priority position was put on the sidelines of the European Union interests.

Opis:
Information policy analyzed with reference to Islamic extremism is an extremely comprehensive and complex issue. It is therefore appropriate to start by defining what is meant by information policy and fundamentalist propaganda with reference to the contents of this paper. The article covers a wide spectrum of political, cultural and social propaganda, as well as mass persuasion techniques that characterize post-industrial society. It discusses terrorist organizations’ skilful use of images, slogans and symbols relating to the prejudices and emotions of the audience. It identifies the areas of effective communication exercised through various channels, aimed at persuading the audience to “voluntarily” adopt the point of view of the terrorist organizations. These communication channels depend on the target audience, which can be divided in terms of social status, wealth, religious beliefs, social attitudes, conservatism or political options. In this context, the information dimension of Islamic extremism includes the activities of extremist groups referring to the establishment of the Muslim caliphate and the creation of Daesh (Islamic State). Since the history, operation, legal status and direct actions of ISIS are not the subject of this article, only its information policy methods, the ways in which popular mass media are used for the purposes of propaganda or recruitment will be presented. The information dimension will, therefore, primarily refer to political and religious propaganda and the methods of misinforming potential recipients.
Polityka informacyjna w aspekcie ekstremizmu islamskiego jest tematyką niezwykle obszerną oraz skomplikowaną. Dlatego należytym jest, by na samym początku określić, co zgodnie z przyjętym zamierzeniem prezentowanej treści, należy rozumieć pod pojęciem polityki informacyjnej oraz propagandy fundamentalistów. Przedstawiony artykuł obejmuje szerokie spectrum propagandy polityczno, kulturowo, społecznej, jak również techniki masowej perswazji, charakteryzujące społeczeństwo postindustrialne. W tym obszarze obejmuje umiejętne posługiwanie się obrazami, sloganami i symbolami, odwołującymi się do uprzedzeń oraz emocji odbiorców, przez organizacje terrorystyczne. Zidentyfikowane zostały obszary efektywnej komunikacji, oparte na wielorakich płaszczyznach, mające na celu skłonienie odbiorcy do „dobrowolnego” przyjęcia punktu widzenia organizacji terrorystycznych. Płaszczyzny komunikacji, są zależne od grupy docelowej odbiorców, których można podzielić wedle zajmowanego statusu społecznego, majętności, przekonań religijnych, postaw społecznych, konserwatyzmu czy też opcji politycznej. W badanym kontekście, wymiar informacyjny, ekstremizmu islamskiego będzie obejmował działania grup ekstremistów, powołujących się na stworzenie kalifatu muzułmańskiego oraz tworzenie Daesh (ang. Islamic State) Państwa Islamskiego. Z uwagi, iż sama historia oraz tematyka funkcjonowania, legalności oraz działań bezpośrednich ISIS, nie jest tematyką niniejszego artykułu, zostaną przedstawione jedynie metody działania polityki informacyjnej, sposoby wykorzystywania popularnych massmediów, w celach propagandowych, czy też werbunkowych, samej organizacji. Wymiar informacyjny będzie dlatego opierał się głównie na propagandzie politycznej, religijnej oraz metodach dezinformacji potencjalnego odbiorcy.
