The 3rd Baltic Sea Region Cultural Heritage Forum on dynamically developing cultural tourism was held in Vilnius during the last week in September 2007. The three-day long forum discussed the socioeconomic potential of tourism, presented examples of its suitable exploitation, and organised four workshops on the folllowing topics: cultural tourism in historical cities, the impact of cultural tourism on the countryside and local traditions, the administration of cultural heritage sites for the needs of the development of tourism, and the role of local, regional and international partnership in cultural tourism. The outcome of the forum are post-conference recommendations intent on rendering the societies and politicians of Baltic Sea Region states aware of the crucial role of a well-preserved and differentiated cultural heritage for cultural tourism and the all-sided growth of the whole region. We present the results of an exploratory analysis of hu‐ man attitudes toward the social robot Vector. The study was conducted on natural language data (2,635 com‐ ments) retrieved from Reddit and YouTube. We describe the tag‐set used and the (manual) annotation procedure. We present and compare attitude structures mined from Reddit and YouTube data. Two main findings are descri‐ bed and discussed: almost 20% of comments from both Reddit and YouTube consist of various manifestations of attitudes toward Vector (mainly attribution of autonomy and declaration of feelings toward Vector); Reddit and YouTube comments differ when it comes to revealed at‐ titude structure – the data source matters for attitudes studies.

In the paper, the author discusses educational interactions focused on a child with autism. The first part of the study presents the characteristics of functioning of an autistic child, taking into account specific needs and difficulties. The research material was used to present the specificity of child’s functioning in certain developmental spheres: socio-emotional sphere, cognitive sphere, self-care, communication, sensory integration and motor integration. Bearing in mind a multi-profile diagnosis of the disorder and including various spheres of child’s functioning, the diagnosis was referenced to programming the process of support. The author concludes by presenting a reflection on dilemmas and challenges in education of autistic children.

In recent decades, forced migration has become a globally salient issue for both developed and developing countries. As a developing country, Turkey is a significant destination for forced migration, with more than 3.6 million Syrian immigrants. This study concentrates on the socio-spatial impacts of forced migration in Turkish cities where Syrian immigrants have been concentrated and aims to answer the question: “Does forced migration produce an urban crisis in such cities?” The study leads to a prescription about new qualities of urban planning for coping with the urban crisis through a resilience strategy.

There is a conflict between through motor vehicles and the left-turn non-motorized vehicles, and the capacity of straight-line motor vehicles decreases. This study analyzes the impacts of left-turn non-motorized vehicles on the capacity of through motor vehicle lanes. A correction coefficient model for calculating the reduced capacity of through motor vehicle lanes has been developed based on analysis of the conflicting points at an intersection and the negative exponential function of traffic flow distribution. With consideration of intersection geometric design, channelization, and traffic characteristics, the cor-rection coefficient model was further enhanced by regression to capture the impacts of left-turn non-motorized vehicles from the same and the opposite directions. A simulation with VISSIM is used to validate the developed model. It shows that the calculated capacity from the correction coefficient model is close to the simulation results. The experiment indicates that the derived model is highly accurate in calculating the capacity of through motor vehicle lanes and has potential application for situations of mixed traffic in China. The study shows that the capacity of a through traffic lane at the permitted phase decreases with the increase of left-turning non-motorized vehicles, and the impact of left-turning non-motorized vehicles from the same direction is more significant. The results show that the traffic capacity of straight-line motor vehicle decreases with the increase of the left-turn non-motorized vehicles flow rate and the influence of the left-turn non-motor vehicle is more obvious. It is suggested that in practice, the correction coefficient of non-motor vehicle on the left turn should be 0.88, and the correction coefficient on the left turn should be 0.95, respectively. The study recommends coefficient values for both non-motorized vehicles from the same and opposite directions for use in real applications.

It is widely known and accepted that the global climate is changing with unprecedented speed. Climate models project increasing temperatures and changes in precipitation regimes which will alter the frequency, magnitude, and geographic distribution of climate-related hazards including flood, drought and heat waves. In the mining industry, climate change impacts are an area of research around the world, mostly in relation to the mining industry in Australia and Canada, where mining policies and mitigation actions based on the results of this research were adopted and applied. In Poland, there is still a lack of research on how climate change, and especially extreme weather events, impacts mining activity. This impact may be of particular importance in Poland, where the mining industry is in the process of intensive transition. The paper presents an overview of hazardous events in mining in Poland that were related to extreme weather phenomena. The needs and recommended actions in the scope of mitigating the impact of future climate change on mining in all stages of its functioning were also indicated. The presented analyses and conclusions are the results of the first activities in the TEXMIN project: The impact of extreme weather events on mining activities, identifying the most important factors resulting from climate change impact on mining.

The article presents a method for assessing dynamic resistance of existing reinforced concrete slab road viaducts subjected to mining tremors. For this purpose there are formulated six criteria to determine the maximum permissible value of the component ground vibrations (ax,dop, ay,dop, az,dop).Within each criterion, a reference is made to the most critical components, for which for which the Author has formulated strength and kinematic conditions, reflecting the behaviour of the structure under dynamic excitation caused by mining tremor. The permissible range of structural behaviour was set by comparing the effects of load combinations adopted at the design stage with a seismic combination proposed in [12]. In the field of dynamic analysis the response spectrum method was used, taking into account the guidelines for the adaptation of Eurocode 8 for the calculation the response of construction to the influence of mining tremors. Finally, in accordance with the established procedure calculations were carried out and and results are presented for a sample reinforced concrete slab road viaduct.
W pracy przedstawiono propozycję metody oceny odporności dynamicznej istniejących wiaduktów drogowych o konstrukcji płytowej poddanych wstrząsom górniczym. W tym celu sformułowano sześć kryteriów pozwalających wyznaczyć największe dopuszczalne wartości składowych przyspieszeń drgań gruntu (ax,dop, ay,dop, az,dop). W ramach poszczególnych kryteriów odniesiono się do najbardziej newralgicznych elementów konstrukcyjnych, dla których skonstruowano warunki wytężeniowe i kinematyczne, odzwierciedlające zachowanie się konstrukcji pod wpływem wzbudzenia dynamicznego wywołanego wstrząsem górniczym. Dopuszczalny zakres pracy konstrukcji został ustalony na drodze porównania efektów od kombinacji obciążeń przyjmowanych na etapie projektowania z kombinacją sejsmiczną ujętą w [12]. W zakresie analizy dynamicznej wykorzystano Metodę Spektrum Odpowiedzi z uwzględnieniem wytycznych dotyczących adaptacji Eurokodu 8 do obliczeń obiektów budowlanych na wpływy wstrząsów górniczych [16]. Finalnie, zgodnie z przyjętą procedurą, przeprowadzono obliczenia i zaprezentowano wyniki dla przykładowego wiaduktu drogowego o żelbetowej konstrukcji płytowej.

In developing countries like Ethiopia, the agricultural sector commercialization is the primary objective for smallholder agricultural producers to eradicate food insecurity and depart from subsistence farming to profit maximization in a production system in which households produce market-oriented products based on consumer preferences. However, the participation of smallholder farmers in the agricultural sector commercialization remains low due to various factors. These include high population growth with limited landholding system (land tenure), lack of capital and access to credit (collateral), poorly linked market access, high trans[1]action costs, poor infrastructure, and weak institutions causing transaction costs to rise and considerably alter production and market-participation decisions in the commercialization of smallholder farming. The current government introduced market-oriented policies aimed at poverty reduction to overcome all these constraints in the last five years.

The aim of the paper is to summarize the evidence of health impacts of occupational exposure to wildland fires. The authors searched 3 databases for relevant articles and screened the results. After full-text review, articles were included based on pre-determined criteria. The authors identified 32 relevant articles. Occupational exposure to wildland fires affects lung function in the short term and may increase the risk of hypertension in the long term. Exposure to wildland fires is also associated with post-traumatic stress symptoms. There was insufficient evidence to comment on most longer-term risks, and in particular on respiratory disease or cancer risks. Further research is required to understand whether occupational exposure to wildland fires results in clinically significant impacts on respiratory function, and to further clarify the relationship between occupational exposure and blood pressure, mental health, and cancer outcomes. W artykule omówiono wybrane relacje między rozwojem aglomeracji Nairobi a funkcjonowaniem położonego w jej granicach Parku Narodowego Nairobi. Zwrócono szczególną uwagę na rozwój społeczno-ekonomiczny i przestrzenny Nairobi, który wywiera coraz silniejszą presję na ekosystem parku. Wśród głównych czynników antropopresji wymieniono przestrzenne rozlewanie się (sprawl) miasta oraz blokowanie korytarzy migracji ssaków na tereny poza parkiem. Potrzeby rozwojowe miasta stawiają pod znakiem zapytania przyszłość PN Nairobi, która w znacznym stopniu jest uzależniona od decyzji politycznych władz krajowych.
The article discusses selected relations between the agglomeration of Nairobi and the functioning of the Nairobi National Park located within its borders. The close attention was paid to the socio-economic and spatial development of Nairobi, which exerts pressure on the ecosystem of the park. The spatial development (sprawl) of the city and blocking the migration corridors of mammals leading to the areas outside the park were listed among the main factors of anthropopression. The city development needs raise the question about the future of the Nairobi NP, which in fact is strictly dependent on the political decisions on national level.

W celu efektywnej eksploatacji rozproszonych źródeł energii i ich kompleksowego wykorzystania w złożonych sieciach elektroenergetycznych przeprowadzono badanie ich właściwości, powstałych w wyniku współdziałania w systemie elektroenergetycznym. Algorytm oceniania wskaźników systemu niezawodności zapewnia wyznaczenie stanu ustalonego. Wyniki obliczeń stanu ustalonego pozwalają na analizę wartości napięć w węzłach sieci oraz odchylenia strat mocy czynnej względem wartości ustalonych normami. Przeprowadzono zaawansowaną analizę dziennych wykresów na podstawie informacji otrzymanej z systemu zdalnego odczytu (АСКОЕ).
З метою ефективної експлуатації розосереджених джерел електроенергії та їх комплексного використання в електричних мережах енергосистем проведені дослідження їх особливостей, які виникають в результаті сумісної роботи в складі електроенеретичної системи. Алгоритм оцінювання показників режимної надійності передбачає розрахунок усталеного режиму. За результатами розрахунків усталеного режиму аналізуються значення рівнів напруги у вузлах мережі та відхилення втрат активної потужності по відношенню до нормативного значення. Розширені можливості аналізу добових графіків шляхом використання інформації отриманої з АСКОЕ.
For the effective operation of distributed energy sources and their use in complex electrical power networks, studies their properties, resulting from joint work in the electric power system. Algorithm of performance assessment regime provides reliability normal mode calculation. The calculations steady mode analyzes the significance of voltage levels at the nodes of the network and the deviation of active power losses in relation to the required value. Advanced analysis of daily schedules by using information obtained from automated system of commercial accounting of electric power.

This article discusses the causes of the damage to a road viaduct localized in a mining area. Due to the location of the structure, it was suspected that the damage resulted from impacts associated with mining exploitation. An analysis demonstrated no causal relationship between the occurring damage and the mining exploitation in the viaduct area, as well as probable causes of damage were identified.
Artykuł zawiera analizę przyczyn uszkodzeń wiaduktu drogowego znajdującego się na terenie górniczym. Ze względu na usytuowanie obiektu zaistniało podejrzenie, że uszkodzenia powstały na skutek oddziaływań związanych z eksploatacją górniczą. W wyniku przeprowadzonej analizy wykazano brak więzi przyczynowo-skutkowej między powstałymi uszkodzeniami a eksploatacją górniczą oraz wskazano prawdopodobne przyczyny uszkodzeń.

This article describes the results of tribological research into epoxy-based composites reinforced with carbon fiber. The composites were subjected to accelerated tests simulating asemi-annual influence of environmental conditions of an elevated temperature, precipitation in combination with an influence of UV-A radiation of 0.83 W/m2 as well as cyclic thermal shocks causing a leap temperature difference of 116.5°C. The process of friction was conducted in conditions of dry friction and wet friction in the presence of water. The authors found apositive influence of a two-month impact of environmental conditions upon increasing wear resistance. They found a reduction in weight in conditions of friction with water. At the same time, a reliability analysis for the same boundary conditions showed an increased risk of critical composite damage. The article indicates areas of safe exploitation of composites and areas of the necessity of withdrawing composites from further exploitation under the assumed environmental and tribological loads.

Opis:
This paper reviews the reasons for and impacts of quantitative easing by the Bank of England.  It analyses the macroeconomic impacts of this policy tool on the UK economy across the period 2008-16.  It compares the impacts of each round of quantitative easing to assess how the impacts changed over time. The authors implemented econometric analysis based on the VAR model. This analysis indicated that the Bank of England’s monetary policy influenced GDP growth by a relatively small degree during the period studied. The impact of changes in the monetary base (M3) explained a bigger part of GDP growth than the decreases in interest rates and exchange rates.  Over time the impact of this policy response diminished.
