    Opis:
    The article contains a hybrid structure of checking worked out on the basis of existing solutions: verifications for granting access to classified information and procedures for issuing an industrial security clearance before companies will start to work with foreigners. The hybrid structure of checking illustrates that cooperation of appropriate government agencies with NGOs could give Poland tangible benefits on many fields. But it can be achieved only when there will be no interference to their scope of duties. It is shown that the application of best practices and makes the necessary corrections to errors, will introduce a state of better security against criminal groups.
    Artykuł zawiera hybrydową strukturę sprawdzeniową wypracowaną na podstawie istniejących rozwiązań z zakresu: sprawdzeń udzielania dostępu do informacji niejawnych oraz procedur wydania poświadczenia bezpieczeństwa przemysłowego przed przystąpieniem firm do wykonywania prac z obcokrajowcami. Hybrydowa struktura sprawdzeniowa obrazuje, iż współdziałanie odpowiednich instytucji rządowych i pozarządowych bez wzajemnego ingerowania w zakres swoich obowiązków może dać Polsce w perspektywie bardzo wymierne korzyści na wielu płaszczyznach. Przedstawiono, iż zastosowanie sprawdzonych procedur z wprowadzeniem niezbędnych poprawek do wykazanych błędów wprowadzi również stan lepszego bezpieczeństwa wobec grup przestępczych.

    Opis:
    The formulation of a bending vibration problem of an elastically restrained Bernoulli–Euler beam carrying a finite number of concentrated elements along its length is presented. In this study, the authors exploit the application of the differential evolution optimization technique to identify the torsional stiffness properties of the elastic supports of a Bernoulli–Euler beam. This hybrid strategy allows the determination of the natural frequencies and mode shapes of continuous beams, taking into account the effect of attached concentrated masses and rotational inertias, followed by a reconciliation step between the theoretical model results and the experimental ones. The proposed optimal identification of the elastic support parameters is computationally demanding if the exact eigenproblem solving is considered. Hence, the use of a Gaussian process regression as a meta-model is addressed. An experimental application is used in order to assess the accuracy of the estimated parameters throughout the comparison of the experimentally obtained natural frequency, from impact tests, and the correspondent computed eigenfrequency.

    The Polish public procurement procedure currently includes the following elements: the proceeding in cases for the award of a public contract, the appeal proceeding in cases for the award of a public contract, the grievance proceeding in cases for the award of a public contract, and the amicable proceeding in cases for the award of a public contract. Naturally, the element all these proceedings have in common is their subject-matter, which covers a public procurement case, but they clearly differ as regards the status of the adjudicating entity. Consequently, the public procurement procedure turns out to be a hybrid procedure, since it assumes combining separate proceedings from the point of view of their nature. Moreover, the public procurement procedure must also be regarded as a regulatory procedure, as it is characterised by properties typical of the regulatory function of the public administration. The Polish Supreme Court effectively exercises judicial supervision over adjudication in public procurement matters.
    Procedura zamówień publicznych obejmuje dzisiaj: postępowanie w sprawach o udzielenie zamówienia publicznego, postępowanie odwoławcze w sprawach o udzielenie zamówienia publicznego, postępowanie skargowe w sprawach o udzielenie zamówienia publicznego oraz postępowanie polubowne w sprawach o udzielenie zamówienia publicznego. Te wszystkie postępowania łączy oczywiście wspólny przedmiot, który obejmuje sprawę o udzielenie zamówienia publicznego, natomiast różnią się one wyraźnie statusem podmiotu rozstrzygającego. W konsekwencji procedura zamówień publicznych okazuje się być procedurą hybrydową, ponieważ zakłada mieszanie odrębnych z punktu widzenia charakteru postępowań. Ponadto trzeba procedurę zamówień publicznych uznać zarazem za procedurę regulacyjną, ponieważ można w niej doszukać się cech właściwych dla funkcji regulacyjnej administracji publicznej. Sąd Najwyższy efektywnie sprawuje w niej nadzór judykacyjny nad orzecznictwem w sprawach o udzielenie zamówienia publicznego.

    Opis:
    This paper presents a novel fully differential high-speed and high-resolution Digital to Analog Converter (DAC) based on new reliable hybrid R-C technique. In the proposed idea the four LSB bits and eight MSB bits are implemented as a resistor string and new merged capacitor technique respectively. Applying the suggested method the SNDR and Effective Number of Bits (ENOB) of the proposed DAC achieve 70.22dB and 11.41 bit at the 1.25GS/s sampling rate correspondingly. In the proposed method the total capacitors of the 8 MSB bits are reduced up to 78% compared to the conventional one noticeably. As a result, the power consumption and speed of the suggested DAC are decreased and increased respectively. Moreover, the total power consumption of the proposed DAC is 2.27mW with the power supply of 1.8 volts as well. Meanwhile, for the correctness of the proposed 12bit DAC, 200 iterations in transient Monte-Carlo analysis (parasitic capacitance included ([symbol] mismatch = 1.2%)), and the SNDR simulation results versus different input frequency at fS=1.25GS/s sampling rate are applied too. The maximum Integral Nonlinearity (INL) and the maximum Differential Nonlinearity (DNL) are -0.47/+0.35LSB and -0.42/+0.29 LSB respectively. The proposed DAC structure is simulated in all process corners and performed using the HSPICE BSIM3 model of a 0.18μm CMOS technology.

    This article describes methodology of hybrid electromechanical drive components selection for mobile crane operating mechanisms which contains diesel engine, electrochemical acid battery and DC electric machine. This procedure is basing on energy flow between system components, having efficiency of each single element. As an input data KRUPP 25GMT mobile crane operating mechanisms cycle was used.

    A hybrid ANN-FE solution is presented as a result of two level analysis of soils: a level of a laboratory sample and a level of engineering geotechnical problem. Engineering properties of soils (sands) are represented directly in the form of ANN (this is in contrast with our former paper where ANN approximated constitutive relationships). Initially the ANN is trained with Duncan formula (Duncan and Chang [2]), then it is re-trained (calibrated) with some available experimental data, specific for the soil considered. The obtained approximation of the constitutive parameters is used directly in finite element method at the level of a single element at the scale of the laboratory sample to check the correct representation of the laboratory test. Then, the finite element that was successfully tested at the level of laboratory sample is used at the macro level to solve engineering problems involving the soil for which it was calibrated

    This research contribution instantiates a framework of a hybrid cascade neural network based on the application of a specific sort of neo-fuzzy elements and a new peculiar adaptive training rule. The main trait of the offered system is its competence to continue intensifying its cascades until the required accuracy is gained. A distinctive rapid training procedure is also covered for this case that offers the possibility to operate with non-stationary data streams in an attempt to provide online training of multiple parametric variables. A new training criterion is examined for handling non-stationary objects. Additionally, there is always an occasion to set up (increase) the inference order and the number of membership relations inside the extended neo-fuzzy neuron.

    Building of the hybrid expert system aiding diagnostics of the harvester Z058 was presented in the paper. The essence of diagnosing, software structure and system features were described. The hybrid expert system, presented below, is a static expert system for rule-based knowledge and a dynamic one for procedure-based knowledge. The purpose of this system is identification of non-operational states of self-propelled machines by use of different knowledge representation means (in the form of the rules and diagnosing algorithms) and their identification methods.

    W artykule podjęto próbę identyfikacji czynników mających wpływ na poziom wskaźnika braku odpowiedzi w badaniu polskich gospodarstw domowych zrealizowanym w 2013 r. w ramach projektu Uwarunkowania Decyzji Edukacyjnych. Podstawą analizy były wyniki historii kontaktów z wylosowanymi jednostkami oraz wyniki zrealizowanych wywiadów. Odrębnie przeanalizowano uwarunkowania braku kontaktu oraz odmowy odpowiedzi. W identyfikacji czynników związanych z warunkami realizacji badania istotnie wpływających na prawdopodobieństwo braku odpowiedzi wykorzystano model hybrydowy łączący wielomianowy model regresji logistycznej oraz procedurę drzewa klasyfikacyjnego. Model regresji logistycznej wykorzystano również do identyfikacji cech gospodarstw domowych wpływających na brak odpowiedzi. Wyniki wskazały, że brak kontaktu i brak odpowiedzi stanowią odrębne wymiary, na których lokują się jednostki wybrane do badania, a reguły uczestnictwa w badaniu różnicują się względem cech społeczno-demograficznych. Skuteczna organizacja procesu badawczego powinna uwzględniać zarówno zróżnicowanie regionalne w dostępności i gotowości współpracy jak również w preferencjach respondentów względem sposobu nawiązywania kontaktów.
    Article focuses on the identification of factors affecting the non-response in Polish household surveys. The analyse uses data from the survey realized on a random sample of Polish households in 2013 in project Determinant of Educational Decisions. Logistic regression model and classification tree procedure and hybridization of this approach was used to identify factor affecting probability of non-responds. Noncontact and noncooperation in the study was considered separately. Results confirmed that noncontact and noncooperation are two entirely different processes and rules for participation in the study significantly differentiate into subpopulations of Polish households varied by socio-economic features. Efficient organization of the research process should take into account both regional differences in the availability and willingness of cooperation as well as the respondents’ preferences in regarding the way in making contacts.
