    The Philippines and Iran are two important players in the geopolitical transition of Asian and the Pacific region. The geopolitical values that these two countries held over many decades exposes them to rivalries and competition among regional and international powers. In some part of history, they became a closed ally to the United States, while regime change in Iran in the late 1970s had created some sort of difficulty for both countries to improve bilateral relations amidst normalization. This paper therefore seeks to investigate existing domestic and external factors that can help explain the underdeveloped state of their bilateral relations. In doing so, the paper advances the idea that although the Philippines and Iran are sovereign and independent countries, the course and direction of their relation since the post-1979 event was heavily affected by the US policy vis-à-vis the Philippines and Iran.

Jednocześnie jest to temat dość słabo rozpoznany we współczesnej polskiej literaturze przedmiotu. O ile współczesna geopolityka USA jest przedmiotem wielu opracowań, o tyle mniej jest publikacji analizujących historyczne tradycje amerykańskiej geopolityki i geostrategii, która doprowadziła do dominacji Stanów Zjednoczonych w świecie. Artykuł stanowi próbę częściowego wypełnienia tej luki przez wyjaśnienie wpływu warunków geograficznych, kontekstu zewnętrznego oraz myślenia strategicznego elit politycznych na ukształtowanie się pozycji USA na arenie międzynarodowej
    This article is devoted to American geostrategy in historical terms. Its purpose is to identify the key moments that have influenced the American concept of action towards the external environment. Geopolitical history of the USA is a cognitively interesting subject. At the same time it is a subject quite poorly recognized in contemporary Polish literature. While contemporary US geopolitics is the subject of many studies, there is lack of publications analyzing the historical traditions of American geopolitics and geostrategy, which has led to US domination in the world. This article attempts to partially fill this gap by explaining the impact of geographic conditions, external context, and political strategic thinking on US international position.

    Badanie historii terenów, które znalazły się w dawnych granicach Prowincji Poznańskiej (1815–1918) było w okresie rozbiorów narzędziem, przy którego pomocy określano, kreowano i manipulowano samodefiniowanie się tu niemieckojęzycznych przybyszów/migrantów. Szczególnie dużo troski poświęcano ze zrozumiałych względów związkom tych terenów z pruską i niemiecką przeszłością, co miało służyć legitymacji i propagowaniu niemieckiej obecności na tym terenie. W ten sposób budowana i upowszechniana lokalna tożsamość wyrażała się instrumentalnym operowaniem przeszłością Prowincji Poznańskiej. Warto w tym kontekście odpowiedzieć na pytanie, jaką rolę odegrała polityka w przedefiniowaniu historycznego obrazu Prowincji Poznańskiej oraz w jaki sposób te „forsowane na górze“ reinterpretacje historii regionu oraz bieżące działania władzy są odbierane przez zwykłych obywateli. To jest trudne i pozostaje nadal w fazie badań. Jednak już w świetle narracji autobiograficznych można zwrócić uwagę na pewne prawidłowości. Mikrohistorie pomogą odpowiedzieć na pytanie, czy autorzy w swoich osobistych refleksjach identyfikują się z linią polityczną realizowaną przez rządzących, jak doświadczali działań państwa, jak je zapamiętali i jak o nich piszą, czyli jak współistnieją ze sobą: historia faktyczna, doświadczana i zapamiętana. 
    The study of the history of the lands which were within the old borders of the Poznań Province (1815–1918) was, during the partitions, a tool which was used to define, create and manipulate self-defining of German speaking newcomers/migrants. A lot of attention was paid, for obvious reasons, to relations of these lands with the Prussian and German past, which was to legitimize and promote the German presence in this area. The local identity, built and spread in this way was expressed by an instrumental use of the past of the Poznań Province. It is worth answering a question about the role of politics in re-defining a historical view of the Poznan Province and the ways in which the ‘imposed’ reinterpretations of the region’s history and current actions of the authority were perceived by ordinary citizens. It is difficult and still being researched. However, certain regularities can be noticed in the light of autobiographical narration. Micro-stories can help to answer the question whether the authors in their personal reflections identified themselves with the political line of the rulers, how they experienced and remembered the actions of the state, how they remembered and wrote about them, in other words, how actual, experienced and remembered histories coexist.

    Celem niniejszego artykułu jest ukazanie ewolucji obszarów przygranicznych między Polską a obwodem kaliningradzkim w Federacji Rosyjskiej oraz wstępnej analizy społeczno-ekonomicznej pogranicza polsko-rosyjskiego w latach 1945-2022, która posłuży do dalszych dociekań naukowych. Granica ta na początku swojego funkcjonowania stanowiła zamknięty, a nawet wręcz wrogi obszar. Rozpad Związku Radzieckiego pozwolił na nawiązywanie i rozwijanie wzajemnych relacji. Ich apogeum stanowiło wprowadzenie w 2012 r. zasad małego ruchu granicznego. Pandemia, a później wojna w Ukrainie zmieniły granicę w trudną do przekroczenia barierę. To dla powiatów przygranicznych spore wyzwanie. Od początku przemian ustrojowych znajdują się w krajowej czołówce stopy bezrobocia, a granica przez dwadzieścia lat była motorem rozwoju społeczno-gospodarczego. Była też nieformalnym, ale największym zakładem pracy mieszkańców pogranicza. Zupełne zamknięcie granicy pokazało, jak jej otwartość była ważna dla mieszkańców polskiego i rosyjskiego pogranicza.
    The purpose of this article is to show the evolution of border areas between Poland and the Kaliningrad District and the initial socio-economic analysis of the Polish-Russian border in 1945-2022, which will be used for further scientific research. The Polish-Russian border at the beginning of its functioning was closed or even a hostile area. The breakup of the Soviet Union allowed to establish and develop mutual relations. Their apogee was the introduction of the principles of small border traffic in 2012. The pandemic and later the war in Ukraine changed the border into a barrier that is difficult to cross. This is a big challenge for border poviats. From the beginning of political changes, they have been at the national lead of the unemployment rate, and the border has been the driving force of socio-economic development for twenty years. It was also an informal, but the largest workplace of the borderland residents. The complete closure of the border showed how important its openness was for the inhabitants of the Polish and Russian borderland.

    Stosunki międzynarodowe nie były zazwyczaj oparte na równości praw poszczególnych państw. Co więcej, w historii politycznej i gospodarczej można nawet stwierdzić określone następstwo dominujących mocarstw. Przy tym mocarstwowość była wyznaczona przez różnorodne czynniki, chociaż dominowały: władza ekonomiczna, władza militarna oraz tak zwana miękka władza. W XX wieku pojawiła się koncepcja globalnej regulacji (global governance), a także koncepcja zrównoważonego rozwoju. Obie wskazane koncepcje wywierają duży wpływ także na współczesne międzynarodowe stosunki polityczne i społeczno-ekonomiczne. Współczesna geopolityka odbywa się w warunkach dominacji Stanów Zjednoczonych, chociaż ich przywództwo bywa coraz częściej kwestionowane. Koncepcja globalnej regulacji wydaje się lepiej wskazywać na współczesne zależności pomiędzy państwami niż jednostronna próba narzucenia im własnej woli przez poszczególne mocarstwa w postaci geopolityki.
    Over the centuries of international relations, there has been noticed globally or regionally a succession of powers (the hegemony of states). The hegemony status is usually determined by diverse factors such as: economic or military powers; and so-called soft power. There can be specified the following countries and their resources: Spain, the Netherlands, France, the United Kingdom, and the United States. In the twentieth century have been developed both the concept of global regulation (global governance) and sustainable development, which provide the possibility of the regulation of the global economy and its social and environmental impacts. Both of these concepts have an enormous impact on the contemporary international political and socio-economic relationships. The concepts seem to better influence the contemporary relationships between states than an attempt to impose the hegemony of selected states. In the twentieth century the dominant role of the United States was distinctive; for this purpose, a specific set of multi- and unilateral actions have been implemented. However, the present position of the United States is challenged not only by the rogue states, but also by so-called BRICS and Islamic states. Both the concepts of global regulation and sustainable development are the exceptional alternative to the current geopolitics, its effects and abuses.

    Polska Odrodzona stanęła w 1918 r. w obliczu wielu zadań - budowy nowej tożsamości, statusu i pozycji względem bliższych i dalszych uczestników gry międzynarodowej. Wroga polityka mocarstw rozbiorowych, zwłaszcza Rosji bolszewickiej, a potem hitlerowskich Niemiec, wymagała od Polski determinacji w obronie swojej raison d'être. Szczególnym wyzwaniem było określenie za pomocą środków dyplomatycznych i wojskowych kształtu terytorialnego państwa i obrona jego granic. Odbudowa państwowości wymagała konsolidacji wewnętrznej i mobilizacji sił. Trzeba było dokonać przewartościowań czynników warunkujących niepodległość, o charakterze historycznym i geograficznym. W nowych układach geopolitycznych Polska dokonywała wyborów strategicznych, nie mając jednak możliwości samodzielnego określenia się, zwłaszcza po II wojnie światowej. Odzyskanie niepodległości po 1989 r. spowodowało nie tylko zmianę położenia geopolitycznego, odwrócenie afiliacji sojuszniczych i ideowych. Przyniosło także nowe uzależnienia i determinizmy, które w związku z obchodami 100. rocznicy niepodległości Polski powinny stać się przedmiotem pogłębionej refleksji intelektualnej i analizy politycznej.(abstrakt oryginalny)
    Back in 1918, Poland Reborn faced a diversity of challenges, i.e. building from scratch its statehood, and boosting its status and position with regard to the closest and more distant players on the international political scene. The hostile policy pursued toward Poland by the former partitioning powers, especially Bolshevik Russia, and later on also by Nazi Germany, called for staunch determination in defending the country's reason d'etre. A particular challenge consisted in determining, with the aid of both diplomatic and military means, the territorial shape of the state, and defending its borders. The reconstruction of statehood required internal consolidation and well concerted efforts. It proved necessary to rethink the factors actually determining the country's independence, both in historical and geographical terms. Within this brand-new geopolitical order, Poland had to make strategic choices, even though it was not availed of an opportunity of self-determination, especially after World War II. Not only did the fact of regaining independence after 1989 cause a major change in the country's geopolitical situation, reversal of strategic alliances and ideological affiliations, but it also brought about a number of brand-new interrelationships and types of determinism. In view of the forthcoming celebrations of the 100th anniversary of Poland's independence, all the above-referenced issues should become the subject of prudent reflection, as well as an in-depth political assessment.(original abstract)

    The article aims at identifying key elements of Russia’s strategic culture and drivers for its change. It starts with a short theoretical overview of the strategic culture concept and different approaches within various theoretical frameworks (liberal, constructive, and post-modern). It focuses on most important determinants of Russian strategic culture, namely history, ideology, geopolitics, systemic issues, and religion. It examines the extent to which Russian policy reflects these determinants.
    Artykuł ma na celu wskazanie kluczowych elementów kultury strategicznej Rosji i czynników powodujących jej zmiany. W pierwszej części dokonano krótkiego przeglądu koncepcji kultury strategicznej i różnych podejść w ramach kilku ram teoretycznych (liberalizmu, konstruktywizmu oraz postmodernizmu). Artykuł koncentruje się na najważniejszych determinantach rosyjskiej kultury strategicznej, a mianowicie: historii, ideologii, geopolityce, kwestiach systemowych i religii, a także wskazuje, w jakim stopniu rosyjska polityka odzwierciedla te determinanty.

While looking at the archaeological trace, the historiography and other dimensions, this article would unfold how the nostalgia on the ‘Silk Routes’ have been rejuvenated for an ambitious geopolitical project. Taking both land and maritime silk routes into the consideration, this paper would further consider the position of historical narratives for the geopolitical ambitions of the 21st century.

    The Return of History (Welsh 2016) shows that the European refugee crisis has its historical predecessor in mass flight and analyses this episode by looking at the vulnerabilities this crisis revealed in the European Asylum system, with the UNHCR as its main body. Upon evidence of this modern return of mass flight, as well as of the contemporary reincarnations of barbarism, Cold War and inequality, the book reevaluates Fukuyama’s seminal thesis about the end of history, i.e., about the irremediable victory of the liberal democracy. It shows that the principles of international humanitarian law and the value of fairness are currently challenged on various fronts, by both state and non-state actors, and from within and abroad the democratic regimes. The book builds on this tension between the thesis of the end of history and the practice and experience of return of history. It discusses topics such as the resilience of liberal democracy, the potential to cope with and recover from crises, the possibility to predict problems and downturns etc.

    Stosunki polsko-węgierskie pozostają czymś niezwykłym na skalę europejską. Choć w świadomości społeczeństw obu narodów dominuje pozytywne postrzeganie wzajemnych relacji, nie było to zjawisko stale występujące w historii. Najintensywniej zachodziło, gdy oba kraje opierały się dominacji pierwiastka germańskiego. Węgry jako pierwsze utraciły niepodległość, ulegając naciskom ze Wschodu. Również Polska podzieliła los Węgier, ulegając presji zarówno ze Wschodu, jak i Zachodu. Doświadczenia historyczne obu krajów pokazały konieczność współdziałania wobec zagrożeń płynących z obu kierunków. Warunki po 1886 roku nie sprzyjały realizacji tego założenia, choć w XIX i XX wieku Polacy i Węgrzy snuli wizje geopolityczne określające skalę możliwych przemian w Europie Środkowej. Zmiana nastąpiła po zakończeniu II wojny światowej. Niezależnie od naturalnie występujących rozbieżności w postrzeganiu własnego otoczenia, w XXI wieku trudno wskazać polską koncepcję geopolityczną, która nie uwzględnia regionalnej roli Węgier, czy też węgierską, ignorującą Rzeczpospolitą Polską.
    The Polish-Hungarian relationship remains something extraordinary on a European scale. Although the consciousness of the societies of both nations is dominated by a positive perception of mutual relations, it was not a constant phenomenon in history. It was most intense when both countries resisted the domination of the Germanic element. Hungary was the first to lose its independence, succumbing to the Eastern factor. Also Poland shared the fate of Hungary, succumbing to pressure from both the east and the west. Historical experience of both countries showed the necessity to cooperate against threats coming from both directions. However, the conditions after 1886 were not conducive to the implementation of this assumption, although in the nineteenth and twentieth centuries Poles and Hungarians had geopolitical visions defining the scale of possible transformations in Central Europe. The change came after the end of World War II. Regardless of the naturally existing discrepancies in the perception of one’s surroundings, in the 21st century it is difficult to indicate any Polish geopolitical concept that does not take into account the regional role of Hungary, or the Hungarian one that ignores the Republic of Poland.
