    Opis:
    This article describes the changes in cultural policies in Poland which were triggered by the introduction of autonomous local self-governments in 1990 and 1998. The paper begins with a short presentation of the history of the decentralization of public authority and public funding of culture. Then competences of the Ministry of Culture and local governments in various cultural areas are compared. In the third part the authors focus on the accessibility of EU funds and its influence on the cultural sector. In next part the budgetary plans of local government units and actual expenditure on culture are compared. The concluding remarks present an overview of the changes which took place between 1990 and 2015. The article includes analysis based on data from the Central Statistical Office of Poland and from the Ministry of Finance.

    Funkcjonowanie jednostek kultury w głównej mierze jest determinowane formą pozyskiwania przez nie źródeł finansowania na prowadzenie bieżącej działalności lub realizację projektów celowych. Wydatki na finansowanie jednostek kultury stanowią niespełna 1% łącznych wydatków budżetu państwa. Brak dostatecznej informacji i wiedzy o sposobach oraz formach pozyskiwania środków przez jednostki kultury sprawia, iż coraz mniej inicjatyw jest podejmowanych w celu upowszechniania kultury w Polsce. Celem opracowania jest wskazanie źródeł finansowania jednostek kultury, a więc sposobów i metod poszukiwania środków na popularyzację kultury i dziedzictwa narodowego, w tym również tradycji i folkloru Polski. W pracy wskazano miejsce środków na finansowanie kultury w budżecie państwa, przedstawiono zmiany, jakie dokonały się w ostatnich latach w zakresie przepisów regulujących przekazywanie dotacji instytucjom kultury, jak również zaprezentowano źródła finansowania jednostek kultury na przykładzie województwa śląskiego.
    The functioning of culture units is mainly determined by the form of obtaining source of funding to conduct current activity or implementation of targeted projects. The expenditure on the financing of culture units are less than 1% of the total state budget. Lack of appropriate information and knowledge about methods and forms of fundraising by culture units makes it less initiatives or events are organized to disseminate culture in Poland. The main aim of the study is to identify the sources of financing of culture units, so that ways and methods of searching for funds to popularize the culture and national heritage, including the Polish tradition and folklore. The study indicated the place of the financing of culture in the state budget, presented the changes that have occurred in recent years in terms of regulations about the transfer of subsidies to cultural institutions, as well as pointed out the sources of financing of culture units on the example of Silesian region.

    Przedmiotem analizy w artykule jest udział administracji jednostek samorządu terytorialnego w prowadzeniu instytucji kultury. Na tle ogólnopolskim przeanalizowana została sytuacja w województwie podlaskim. Główne zagadnienia opracowania to zasady i metody finansowania instytucji kultury przez regionalny samorząd terytorialny oraz różne sposoby pozyskiwania przez instytucje kultury dodatkowego,  pozabudżetowego dofinansowania ich działalności, szczególnie ze środków pochodzących z budżetu Ministerstwa Kultury i Dziedzictwa Narodowego oraz Unii Europejskiej. Autor wskazuje na zróżnicowanie przestrzenne, społeczne i finansowe związane z dostępem do wydarzeń kulturalnych i uczestnictwem w nich na przykładzie województwa podlaskiego. Postuluje większą profesjonalizację zarządzania instytucjami kultury na szczeblu województwa oraz prowadzenie prorozwojowej polityki kulturalnej przez jednostki samorządu terytorialnego. Akcentuje również konieczność aktywizowania lokalnych i regionalnych społeczności w związku z wydarzeniami kulturalnymi i współuczestniczenia mieszkańców w ich organizowaniu. Uczestnictwo w kulturze na poziomie lokalnym i regionalnym oraz rozważna polityka władz w tym zakresie są podstawą budowania silnych więzi społecznych i tożsamości regionalnej mieszkańców.
    The subject of the analysis in the article is the participation of the local government administration in running a cultural institution. The situation in the Podlaskie voivodship has been analyzed on a nationwide basis. The main problems focus on the principles and methods of financing cultural institutions by regional self-government and various ways of obtaining additional, extra-budgetary funding for their activities, especially from Ministry of Culture and National Heritage and the European Union. The author points to spatial, social, and financial diversification related to the access to cultural events and participation in them using the example of Podlaskie voivodship. He propounds greater professionalisation related to running cultural institutions at the level of the voivodship as well as conducting pro-development cultural policy by local government units. He also stresses the need for activating local and regional communities in connection with cultural events and participation in organizing them. Participation in culture at the local and regional level and prudent government policy in this area are the foundation for building a strong social and regional identity.

    Funkcjonowanie instytucji kultury w dużej mierze zależy od stopnia ich dofinansowania ze środków publicznych, a także możliwości pozyskiwania przez nie źródeł finansowania na prowadzenie bieżącej działalności lub realizację projektów. Celem artykułu jest przybliżenie gospodarki finansowej instytucji kultury wraz ze wskazaniem źródeł finansowania ich działalności, a także możliwości pozyskiwania przychodów własnych. Analizą statystyczną objęto instytucje kultury funkcjonujące na szczeblu samorządu województw w Polsce w latach 2013–2015. Wykorzystano materiał źródłowy pochodzący ze sprawozdań poszczególnych instytucji kultury oraz, na podstawie metody indukcji, sformułowano wnioski i rekomendacje.
    The functioning of cultural institutions depends to a large extent on the degree of their public funding and their ability to source funding for ongoing activities or targeted projects. The aim of the paper is to indicate the sources of funding for cultural units, with particular regard to own revenues. The analysis covered cultural institutions operating at the level of regional government.

    Culture is one of the spheres in which human freedom is realized, and, at the same time, it is one of the main areas of public activity. The Constitution of the Republic of Poland recognizes (in Article 6) culture as the source of the identity of the Polish nation, its duration and development. In Poland, public cultural institutions definitely dominate among the entities operating in the field of culture. These are state and local government organizational units whose primary goal is to conduct cultural activity understood as the creation, dissemination and protection of culture. Cultural activity understood in this way, in accordance with the provisions adopted in Polish law, is not a commercial activity. This study deals with the issue of financing cultural institutions from non-returnable domestic funds. This subject has gained particular importance due to the deepening financial difficulties of cultural institutions as a result of the COVID-19 pandemic underway since 2020. An important argument that justifies considering the above-mentioned topic is the lack of sufficient knowledge of practitioners about the methods (sources) of financing cultural institutions. An analysis of the legal regulations regarding the own revenues of cultural institutions, subsidies, sponsorship and finally, aid instruments related to COVID-19 was performed in individual parts of the study. In order to obtain a credible picture of the financial condition of the Polish culture sector, the amount of public funds allocated in our country for its development and protection in 2011–2021 was also examined. The analysis here shows that a characteristic feature of the financing system for Poland’s culture is a large diversification of the possibilities for cultural institutions to obtain non-returnable domestic funds, which can be considered both an advantage and a disadvantage of this system.
