Air transport is currently one of the major branches of transport both in the national – and global – economies. It is one of the fastest, most expensive, but at the same time also most effective types of transportation. It plays a fundamental role in the global economy, particularly in the transcontinental carriage of goods and passengers. Its availability and quality constitute a powerful driving force for a country’s development. Air freight transport, both in Poland and worldwide, is seen mostly from the angle of long-distance passenger flights. Given that, one often tends to forget the role of this transport branch in the case of freight transport. Air cargo transport is a booming branch with great development potential. The development of air freight is the key for gaining a competitive advantage by Polish enterprises. This, however, is related to considerable experience and knowledge on the part of both the carrier and the owner of goods with regards to the technical capacities of a given aircraft, maintenance costs, and rule awareness. The objective of the paper is to present the volumes of air cargo shipments in Poland and to identify the hazards and obstacles to its development. The study authors endeavour to analyse air freight transport in Poland. To this end, details will be presented regarding air cargo transport at Polish airports based on the Civil Aviation Authority (ULC) and Central Statistical Office (GUS) data and air market reports.

Opis:
Modelling of transport systems is a complex issue requiring taking into account many factors that allow for the mapping of the real system and thus allowing decision support. In the era of increasingly higher requirements for services, transport also faces the challenges of sustainable development. Therefore, it is necessary to conduct research both in the sphere of technical and organizational solutions aimed at limiting pollutant emissions. Mapping in the model the negative impact of transport on the environment allows for planning the implementation of the transport service taking into account the pro-ecological criterion. This is particularly important in urban areas where traffic and especially heavy goods vehicles are particularly onerous for inhabitants and require limiting transport work in the city area and the use of environmentally friendly rolling stock. The aim of the article is to present the considerations regarding the modelling of transport systems including pollutant emissions. The article introduces the problem of cargo distribution and a review of the models of estimation of pollution emission in the micro and macro scale was carried out. Next, a mathematical model was proposed which is a variant of the Vehicle Routing Problem of the so-called Green VRP. In the distribution model was used COPERT methodology for estimation of harmful substance emission. In article examples of calculations carried out on the example of the city of Warsaw for the organization of cargo distribution due to the CO emission criterion was presented. The article ended with a short synthesis of the work carried out.

The author pays attention to phenomenal importance of regulation in the sector of rail transport. The sector develops thanks to pro-competition regulation of access to the network (the infrastructure of rail transport), and also in consequence of more frequently used logistic solutions. In the second part of the article main assumptions of European Union's transport policy are discussed, which are orientated towards implementation of logistic mechanisms into the development process of freight transport sector.
Autor zwraca uwagę na fenomenalne znaczenie regulacji w sektorze transportu kolejowego. Sektor ten rozwija się dzięki prokonkurencyjnej regulacji dostępu do sieci (infrastruktury transportu kolejowego), a także wskutek coraz częściej stosowanym rozwiązaniom logistycznym. W drugiej części artykułu omawia główne założenia polityki transportowej Unii Europejskiej, ukierunkowane na wprowadzenie mechanizmów logistycznych w procesie rozwoju sektora przewozów towarowych.

The contribution deals with a problem of road trucks parking sustainability. The road freight transport is presently the most significant mode of transportation in frame of inland freight transport. The White Paper on Transport supposes in-creasing of transport to 80 per cent in 2050 compared to the year 2010. The sup-posal of transport increasing is fulfilling in real practise and is followed by in-creasing number of trucks in road infrastructure. To ensure the safety and sus-tainability of transport it is necessary to built not only higher roads capacity but also the infrastructure for cars parking that is connected with safety breaks and drivers’ rest ensuring. On the other hand, the increasing drivers´ demands on rest causes also the increasing demands on parking places. Authors in the first part introduce a review of available approaches for establishment of the parking places in the world. They analyze problems depending to parking in United States, Japan and Germany. In the next part the authors deals with a parking facilities for freight transport. Drafts are processed on the base of own authors´ research.

The aim of this article is to assess the risk of performance of rail freight transport on the basis of an analysis of identified risk areas based on statistical data on the causes of accidents that occurred on the lines of railway transport in Poland. A critical review of selected scientific studies relating to the risk assessment process for identified areas of the railway system has been undertaken. Based on statistical data, the authors analysed the causes of accidents on railway lines in 2019 in Poland and determined the probability of occurrence of a given cause. In addition, the article calculates the probability of vehicle delays for different emergency situations occurring in the performance of rail freight transport operations. This enabled the authors of the article to carry out a risk assessment of freight train delays on railway lines.

This article describes the links between economic level, investment in Research & development (R&D), and Catalan freight transport between 2006 and 2016. Catalonia is the second most populous area in Spain, northeast of the Iberian Peninsula, whose economy ranks second among the Autonomous Communities, surpassed only by the Community of Madrid, to speak of a significant economic and social region. The study sought to answer the question of what economic contexts exist in the region regarding freight transport. To do all this, it uses mathematical-statistical tools to explore the relationships between real data sets, which were calculated using seven indicators. The analyses suggest a positive increase in the volume of imports and exports of goods in the region. The same is true for GDP per capita. It came as a surprise that virtually no positive correlations existed between R&D and any other indicators. In analysing the indicators, we found that the current economy was pushed back by the 2008 world economic change, similarly to international trends. At the same time, there has been rapid growth since 2010, especially in exports. This also means that Spain, particularly the Catalan region, has serious trade relations, which affect the region’s economic development and the freight transport industry.

The sector of transport, on the one hand, contributes to the socio-economic development; on the other hand, it is the source of multiple external effects with a significant and adverse impact on the society and economy. In spite of many years' experiences in the study of external costs of transport, there are still large discrepancies in research approaches and methods. This article reviewed available studies in the scope of the estimation of external costs in transport and presented own estimations of the level of costs of climate change and air pollution generated by road freight transport in Poland. The estimation of external costs was conducted based on a method developed by Martinio et al. The obtained results of the study confirm the significant adverse effect of road freight transport on the environment. The results may be useful in the selection of appropriate transport policy instruments.

The article presents a selection of topics concerning inland freight transport. It is part of the European transport system that holds different places in the transport system of every country. At the same time it is an element of their water management system. Therefore, the development of inland shipping is influenced by two key factors. The first one is the adjusted natural water system, which as a linear system, enables freight transport. The second factor is water management policy, which takes into account inland shipping in the water resources management. In many European countries, especially in the Netherlands, Belgium, Germany and Rumania, barge freight transport is a part of these two systems. Inland shipping in the European overland transport engages in approximately 6.5% of the transport activity by carrying dry, liquid, general and containerized bulk cargo. It is of significant importance to the international cargo transport in many European countries – adjusting techniques and organization of transport to constantly changing requirements of the shippers, which results from the shift in the industry structure in Europe. It is no longer associated with transport of coal and iron are only, although they still make the primary freight in inland shipping. The ro-ro barges carry containerized and palletized cargo and are components of the multimodal transport chains.

This paper aims to analyse the planning of chemical transports shift from road to the more complex multimodal freight transport, and presents a toolbox developed to support the participants in the process. In literature the research problem of multimodal freight transport planning is analysed mainly from mathematical models’ perspective. There is a lack of studies focused on multimodal transport chain collaboration and the tools supporting it. Within the framework of research conducted during the ChemMultimodal „Promotion of Multimodal Transport in Chemical Logistics” project, within INTERREG Central Europe Programme, the research team identified challenges related to modal shifts in the chemical industry, and next developed the toolbox addressing these challenges and supporting participants’ collaboration on multimodal chemical freight transport planning. The toolbox embraces: (1) consulting services, (2) planning guidelines, (3) the Intermodal Links platform, which suggests intermodal connections between two points, and (4) a CO2 calculator. Conclusions from the first pilot tests showed the necessity of a complex approach to the process of modal shift planning. Transport managers testing the toolbox the most appreciated the consulting services, which include a marketing platform integrating chemical producers and distributors, logistics companies, carriers, terminal operators, rail network operators and others. This platform is used to share information on current transport patterns, existing potentials, and possible actions to establish and promote modal shift.

Road freight transport is one of the main modes of transporting goods in the European Union. This reality puts pressure on carriers to make every transport of goods fast, safe, cheap, and efficient. Based on these requirements, lorry drivers are often forced by their employers to break the current social legislation in the European Union and the rules of the road. Compared to the current social legislation in force in different parts of the world, the European Union rules on driving times, breaks and rest periods for drivers engaged in road haulage and passenger transport are the strictest. An important factor and reason of serious and fatal traffic accidents, extensive damage to goods or property in road freight transport is a driver. This article presents three different types of experiments that were carried out, and the results may help to improve the current situation. The main aim of this study was to verify whether the actual regulations are safe and suitable and compare the results of daily work of professional drivers in two different measurements. Last measurement was conducted with using Eye-tacking technology, which aimed to verify impact of experiences on the reaction times of drivers. The authors believe that the results of individual measurements can contribute to increasing safety in road freight transport with preparing future extended studies and proposing the possible changes of current regulation.

Purpose: This article discusses the current trends in transport in the European Union, paying special attention to the plan to create a single European transport area, striving to achieve a competitive and resource-efficient transport system. Design/methodology/approach: Using the methods of literature analysis and document analysis, the assumptions of the common transport policy, sustainable development of European transport, applicable legal regulations were analyzed. White Paper on transport in the European Union. Findings: It was agreed that a single European transport area should facilitate the movement of citizens and goods, reduce its costs and ensure the sustainable development of European transport, the main directions of transport policy include revitalization of the railway sector. Research limitations/implications: It has been shown that focusing on the following problems: increasing the competitiveness of railways, including modern technologies in the transport system, introducing a port policy, producing more biofuels, reducing urban traffic and introducing charges for the use of infrastructure are factors for achieving the competitiveness of the European transport system. Practical implications: The practical implications of the presented and analyzed issues are related to IT support for transport, logistics companies, internet technology, internet exchanges and support for IT systems of railway carriers. Trends in the transport of general cargo, road and bulk materials occurring in the EU were pointed out. Advantages and disadvantages of general cargo in transport were pointed out. Social implications: This article considers original that transport enables economic growth and job creation. The development of transport must be sustainable. As a global sector, effective action in this area requires close international cooperation. The Single European Transport Area should facilitate the movement of citizens and goods, reduce its costs and ensure the sustainable development of European transport. Originality/value: The article is addressed primarily to logistics and transport organizers
