nowadays, improving forest management is done by way of amendments to the forest management instructions, silvicultural rules and forest protection instructions. From the point of view of forest management, the most important is the forest management plan, the basic document prepared for a specific object, containing a description and assessment of the state of the forest, as well as the objectives, tasks and ways of forest management. Before each subsequent revision of the forest management guidelines, new instructions are developed in consultation with the public, based on discussions on the proposed changes that are in each case to serve as the best plan for forest management. the forest management plan is vital as it ties together silviculture, conservation, production and non-production purposes as well as social forestry tasks, but only if the primary and operational nature of the objectives considered at the stage of creating the plan are recognized. therefore, the role of forest management in shaping and protecting the environment cannot be overestimated. In this work, we outline the basic principles and rights related to both, forest management under various forms of ownership, as well as detailed guidelines for the content of the forest management plan. We found that the specificity of mountain forests requires the use of different rules and methods. taking into account the exis- ting rich scientific achievements, it is tempting to attempt to develop forest management instructions specifically for mountain forests, whether in the form of a separate chapter or a separate publication. the basic problem with forest management under other forms of ownership (urban, experimental, private forests) is the lack of a detailed legal basis accounting for their specific nature. therefore, appropriate steps should be taken towards intro- ducing appropriate new or supplementary provisions into the forest legislation, which would allow for the development of modern standards. For the state Forests, forest management instructions should be prepared by a team of experts appointed by the Minister of the Environment who will approve the finished document for official use. the forest management plan should include an economic annex focused on the forecast of the expected financial result, inclu- ding costs associated with a deviation from the optimal due to social or protective reasons.

Forest management is carried out based on the economic calculation, taking into account the principles of forest sustainability and protection. For a short period, an attempt to predict the unit’s economic situation on the basis of the analysis of the time series with a trend can be made. Appropriate exponential equalization methods were selected. When forecasting fixed costs in the new economic period, six methods were used (from the last year, from the last three years, Brown simple exponential smoothing model, Holt linear model, Winters model in the additive or multiplicative version) as well as the average value of all forecasts applied was calculated. To evaluate the tested models, among others, mean absolute error, root mean squared error and the predictability of the forecast were assessed. All analyses were performed using the MS EXCEL Solver add−in. Forest districts for which forecasts were made are located in the Regional Directorate of the State Forests in Krakow (A) and Białystok (B). Source data for forecasts came from the State Forests IT System and covered the years 2005−2014. The aim of the research was to evaluate the possibility of using the forecasted economic parameters in forest management planning estimated by various models and techniques of empirical verification. The study attempts to answer the question whether there is an econometric method that allows accurate forecasting of the economic situation of the forest district in the context of the realization of the tasks listed in the forest management plan. Relatively high accuracy of forecasts was achieved using the Holt linear model. Brown model, due to its methodological assumptions, resulted in a reduction in forecast results compared to other forecasting methods and expert knowledge. The method based on calculating the average value from many previously made forecasts gave very good results, which is also reflected in literature. Regardless of the group of costs analyzed, both fixed and unit variables, the lowest values of assessment of the compatibility of forecast were obtained by making the forecast based on the result from the last three years.

The State Forests, National Forest Holding, is increasingly burdened with the costs of nature protection, recreational development and certification. As a consequence, there is an increase in costs and limitations in forest management. The emphasis is also on different social and environmental functions, and as a result, income from the sale of wood becomes smaller. The aim of the study is to verify the concept of an analysis of the past economy in conditions of variable costs of forest administration and production (period of 10 years), which is the basis of looking for solutions to improve the efficiency of financial management at the level of the forest district. The case study was based on the forest district located in Regional Directorate of the State Forests in Krakow (southern Poland). The current forest management plan is valid for 2014−2023 period. The analysis of the past economy covers the years 2005−2014, that was nine years of validity of the previous plan of the forest management plan and the first year of validity of the current plan. Issues discussed include: cost and revenue analysis, timber sales, forest management, employment and wages, side−line activities, infrastructure management, maintenance of supervision over forests of other forms of ownership or cash flows of forest funds. Described forest district is an administrative unit with a small forest area and a large fragmentation of forest complexes. The level of the deficit was not significant, and in recent years has been decreasing. In the period under analysis, the increase in costs was proportional to the increase in revenues. The share of administrative activity costs remained at a similar level. Administrative expenses were higher than the costs of core operations. The low level of primary activity costs resulted mainly from low investment outlays. Investments in road infrastructure may be connected with increasing the attractiveness of the entity in the eyes of wood buyers and, consequently, an increase in the prices of wood raw material. In the period under analysis, the forest district undertook activities aimed at optimizing the employment. These activities led to a significant reduction in the number of employees.

Planned forest management is carried out based on the forest management planning (PUL) operations prepared for a 10−year economic period. The economic expertise may omit a detailed organizational analysis of the company, as well as indications regarding the search for strategic solutions. The following study aims to present a method for analysing the economic consequences of forest management activities by the forest district in the context of selected forest districts. A new element, in relation to the content of the forest management plan, is the inclusion in the economic expertise (EEN) of the economic analysis of the forest district in the context of other forest districts (benchmarking). Due to the fact that economic data are sensitive data, information about the name of the forest district under analysis and comparator districts are not given in the publication. The most important management and economic indicators for the forest district should be presented against the background of the results of similar and extreme units in the Regional Directorate of the State Forests (RDSF) in the relation to the district inspected. It was assumed that the forest district, for which EEN will be developed, will be compared with the four forest districts of RDSF. Data and the scope of the EEN must provide the possibility of its updating in any period of validity of the PUL, especially in situations when phenomena occur that fundamentally change the planned scope, time, place and size of economic tasks. The forest district, analysed in the context of comparison units, should pay special attention to the proportions between the costs of the core activity, and thus the main part of the activity, and the administrative costs. Analysing the economic efficiency of forest management, apart from the quantitative dimension of obtaining timber, it is necessary to pay attention to the value dimension. Costs incurred by the superintendences for employment of employees constitute the main group of administrative costs. It should be incur in mind that the structure of costs and revenues in the superintendence depends largely on natural conditions. Irrespective of the specific character of the forest district, the main revenue group is revenue from the sales title acquired in the forest district. In turn, a significant group of costs are employment costs of employees and other administrative costs. Revenues do not depend only on the quantity of timber harvested and sold, but also on its quality and species. Administrative costs should be limited by adjusting them to tasks in the field of forest management, sales of timber and local specificity of the unit. The costs of forest management depend mainly on the conditions under which forest management is carried out.

Forest management is a scientific discipline designed to develop methods of maintaining forest areas and to ensure the sustainable development of forest resources in terms and conditions of multifunctional forestry. This is a branch of practical forestry which deals with inventorying and assessing the state of forests, defines economic tasks and draws up a program of nature conservation for forest districts. The paper presents legal conditions related to the concept of forest management plan, as well as issues related to the area division, planning economic indications and their role for the forest environment. Authors present a forecast of impact of a forest management plan on the forest environment and the Natura 2000 sites.
Urządzanie lasu to dyscyplina naukowa mająca za zadanie wypracowanie metod prowadzenia lasu zapewniających realizację zasady trwałego i zrównoważonego rozwoju zasobów leśnych w warunkach leśnictwa wielofunkcyjnego. To dział praktycznego leśnictwa zajmujący się inwentaryzacją i oceną stanu lasu, określeniem zadań hodowlanych i ochronnych oraz sporządzeniem programu ochrony przyrody dla nadleśnictwa, przede wszystkim na najbliższych dziesięć lat, ale także w dłuższym horyzoncie czasowym. Całość zebranych danych wraz z ich analizą stanowi podstawę planu urządzenia lasu. W pracy przedstawiono wybrane aspekty urządzania lasu mające istotne znaczenie z punktu widzenia środowiska leśnego.

Głównym celem opracowania jest ocena zmienności cen wybranych sortymentów drewna w nadleśnictwie Płock. Przeanalizowano ceny ośmiu rodzajów drewna zgodnie z zasadami dekompozycji szeregów czasowych przy użyciu metody CENSUS II X-11. Za pomocą analizy widmowej Fouriera dokonano także oceny długości trwania cykli kształtowania się cen. Dane pochodziły z nadleśnictwa Płock i obejmowały lata 2004—2014 w układzie miesięcznym. Na podstawie badania stwierdzono, że ceny drewna w nadleśnictwie Płock cechują się wyraźną zmiennością o charakterze systematycznym, co oznacza, że można wyodrębnić trend i cykliczność. Wyniki przeprowadzonych obliczeń ukazały również istotną skalę sezonowych i przypadkowych wahań cen drewna. Analiza cen drewna wykazała trend rosnący dla wszystkich sortymentów, natomiast dynamika wahań sezonowych różniła się w zależności od sortymentu. Stwierdzono znaczne natężenie wahań przypadkowych, które odznaczały się wysoką amplitudą odchyleń.
The main aim of the research is to evaluate the variability of prices of selected wood assortments in the Płock Forest District. Prices of eight wood types were analysed according to the rules of time series decomposition using the CENSUS II X-11 method. The cycles length was also evaluated by means of Fourier spectral analysis. Data were obtained from the Płock Forest District and covered the years 2004—2014 on a monthly basis. On the basis of the conducted study, it was found that wood prices in the Płock Forest District are characterised by a clear share systematic variability which means that a trend and cyclicality can be distinguished. The results of this research have also shown considerable scale of seasonal and accidental fluctuations in wood prices. The analysis of wood prices showed a growing trend for all assortments, while the dynamics of seasonal fluctuations differed depending on the assortment. Significant intensity of random fluctuations was found, which were characterised by high amplitude of deviations.

The forest management plan is the basic document on which the functioning of the forest district in a ten−years−long perspective is based. To maximize the usage, the economic expertise of the forest district administration (EEN) utilises in the large part of the analyses data available in the Information System of the State Forests, which can be obtained at the forest district level. The EEN consists of three basic parts: the general characteristics of the forest district, analysis of the past economy and a prognostic analysis. To preserve the operational character of the information, the most important parameters set for the forest district should be compared with the values for selected forest districts from regional directorates of the State Forests. The quality of the prognostic part of EEN depends primarily on the correctness of the adopted indicators and set values in the part analysing the effects of the past economy. The significance of this part of the EEN means that it should contain the most important elements related to plannable economic events and the related economic consequences. The introductory part of the EEN should start with presenting the background, the period and the principles of forest district functioning. One should remember that this document is not only prepared for the forest environment, but also for the people not related to forestry. In the main part of the expertise the natural, organizational and economic conditions of the forest management implementation in the given forest district are presented in a synthetic form. The economic expertise of the forest district is an expert study. Its primary goal is to determine the economic consequences of the implementation of the forest management plan prepared based on a synthetic assessment of the results of the past economy, taking into account the current conditions in the medium−term planning. The economic expertise for the forest management plan may be an important tool in improving the functioning of forest district and planning at various levels of management. The data contained there also allow to follow the dynamics of economic phenomena in the organizational units of the State Forests.

The provisions of the Act on Forests apply to all forests in Poland, irrespective of their ownership. They impose on owners and administrators the obligation to draw up Forest Management Plans (FMP) or Simplified FMP (SFMP). While the media are loudly protesting the adoption of some FMP for state forests, especially for some urban forests or semi−primeval forests, analogous documents for private forests do not attract such interest. Supervision of forest management in the area of forests owned by natural persons and land communities is carried out by the regional authorities, who also has commissioned the documentation of the equipment. Forest owners are informed about the preparation of SFMP for their sites. As a rule, they do not finance these works and there are no procedures for obtaining their direct approval of the plan. Owners, however, have the opportunity to participate in the creation of management documents and should use this opportunity. Especially because the effect of the management works is also the determination of incompatibility in the land use category. In this way, spontaneous woodlots can be reclassified into forest, which has serious consequences for the future of this property. Removal of trees growing on it and the restoration of agricultural use become very difficult in such a situation. The nature and manner of obtaining direct payments to the owned land will also change. Durable subsidies for agricultural crops are changing into possible and temporary limited payments for young forests silviculture and protection. The SFMP also regulates all economic activities that can be undertaken in the private forest in the next 10 years, including the amount of wood that can be harvested and used for its needs or commercialized. The serious consequences of the adopted plan suggest that social participation in the resulting document should be high. The level of this participation in the process of creating simplified plans in selected municipalities was analyzed. The study analyzed the level of public participation in the process of creating simplified forest management plans in four selected municipalities (Gródek nad Dunajcem, Kotuń, Lipnica and Szamotuły, S, E, N and W Poland respectively), which differ in terms of location, ownership history, the size of lots and other features. The level of interest of owners was characterized, the aspects of interest were identified, and it was shown that they may depend on some features of the area.

In the EU countries a forest management plan is a common, however not always obligatory, document updated every 10 years. According to the type of the forest property and its area it may differ in terms of the form and specifity. The forest management in Poland has a long history dating back to the end of 18th century. Nowadays, before each new decade, there is a discussion on the changes, which may improve the whole process of forest management and its final document. The aim of the paper is to present current legal determinants and selected problems, which occur in Poland as well as the major threads of the present discussion. The type of the forest property does not affect the principles of protection, extension of forest resources and forest economy. The protective function of forests requires its uniform consideration itself. On the other hand, the social and productive functions allow for different legal regulations within the State and private forests what results in different forms of the forest management plans. A well− −prepared forest management plan allows to maintain all the natural values of the multifunctional forest. It is also a basic source of information for the authorities, society, and other units, which collect data on forestry. The arrangement of the content of the forest management plans needs the consideration because they often include useless information. Moreover, there is also too much specific information. The protection of forest biodiversity causes the increase of costs for the forest economy, however the benefits are incommensurate to expenditure, since well−managed forest ecosystems provide a lot of social services. In order to show this relations the economical appendix (e.g. business plan) to the forest management plan should be prepared. It would enable to describe all the economical determinants of forest area. In view of Polish long tradition of forest management a great importance to the forest management plan is being still attached. On the other hand, some new environmental, climatic, political, social and economical conditions neces− sitate a verification of the rules of the regulation of forest utilization. Social expectations should be considered, especially in case of forest functions and the participation in selected stages of the process of the forest management plan preparation.

In Poland, private forests cover the area of 1,774,698 ha, which constitutes 19.2% of total forest area in the country. It is assumed that their actual share is much bigger, because about 300,000 ha of agricultural grounds covered with secondary succession forests, have not been classified as a forest grounds. In 2013, the complete and actual forest management documentation was prepared by 68.7% of private forests. The stand tending, especially commercial thinnings, cannot be legalized without mentioned documentation. What is more, the update of the Forest Data Bank was made according to the incomplete information on forest description and regulation of forest utilization. Nevertheless, private forests are an important ecological and economical element of Polish land use, and it is supposed that their importance will increase in the future. In Poland, there are some certain problems and expectations related to the private forests. The aim of the paper is to present selected aspects on private forests like their history, legal basis, and problems that occur during the preparation of documentation. The private forests have never been given proper consideration. The owners did not have an organized system of aid and consultancy. In 1991, existed separated legal basis were replaced by a common regulations for all types of the property of the forests. Poland’s accession to the EU caused the growth of expectations of private forests. Unfortunately, previous neglects, resulted mainly from the agricultural reform after 1944, weren’t eliminated, and their effects are still noticeable. Present legal basis is insufficient and sometimes imprecise. Another problem is the lack of supervision in case of the abridged forest management plan or forest inventory. Furthermore, the Forest Act does not precise who is to pay for preparing these documents. Also, the legal character of abridged forest management plan is often discussed. Private owners often treat forests as a source of financial profits by commercial thinnings or conversion of forest land into building land. Owners do not seem to be interested in the forest regeneration or forest tending as these are source of cost. Also non−productive servicing is not their goal. There is a need for elaboration of economical and legal solutions, which would make amends to private forest owners servicing some social or ecological functions. The supervisory authorities should get clear procedures related to the private forests.

The paper presents the assessment of possible impact of climate change on forest ecosystems in Poland and its consequences in the forest management planning. Scenarios of climate change in the twenty first century do not allow unambiguous determination of the rate and direction of these changes. However, it is believed that climate change could have negative economic con− sequences, which directly or indirectly will affect the deterioration of the environment. Analysis of the possible forms of the impact of climate change on forest ecosystems is particularly relevant in terms of growth conditions. The most noticeable consequences of the changes will concern the threat to the stability of forest stands resulting from the increase in the intensity of trees dieback caused by different factors. The phenomenon results, among others, from: the occurrence of new threats from biotic factors, including caused by secondary pests and the occurrence of alien species of flora and fauna, the severity of the impact of abiotic factors and the deterioration of health (especially of conifers). The increase in the intensity of the evolution of trees is directly related to the size of the cuts contingent and will lead to a blurring of the boundary between thinning and health−cutting. It is expected that the planned size of the cuts will be implemented mainly in the thinning and accidental cuts. This requires the modification of the perception of the rela− tionship of each category cuts. We propose the order and urgency in the planning of forest use. May be supposed that the role of the clearcutting system will be limited, with the exception of some forest complexes of predominantly productive functions, dominated by poor coniferous habitats. It is recommended to use the natural regeneration in the forest management. Lack of clear boundary between thinning and final cutting will require flexibility in the accounting for the total size of cuts. The consequences of climate change will probably occur in the long term perspective. It can therefore be assumed that reasonably forest management can help to reduce their negative effects. This requires pre−emptive decisions in forest management planning and verification for silviculture, production and protection targets, and their consistent implemen− tation.

Opis:
The aim of the work is to present (i) the economic issues included in the forest management plans and (ii) the methodical bases of an ex post economic expertise, which may be carried out in order to evaluate the previous economic period, and should be a part of the economic annex to the forest management plan. Such expertise allows to formulate postulates and objectives to achieve in the near future, which are important for the forestry economics. The transformation in Poland occurred when the third revision of the forest management plans and instruction of the 1980 and 1994 were applied and caused significant changes in the Polish forestry. As a result, the concept of sustainable development of forestry appeared and the indicators and criteria for sustainable forest development were elaborated. However, they concerned mainly natural and social aspects, while the economic aspect was marginalized. Gradually, foresters began to appreciate the role of the economic analysis. The first versions of such expertise was already elaborated for the individual forest districts. The experience gained will certainly contribute to their dissemination and appreciation of included analysis and forecasts. The economic annexes should include information on value of the forest with an indication of the value of land and the stands themselves. The knowledge on the value of the forest, except for registration, is also required in determining changes as a result of business (in the income statement). The valuation of timber resources is also necessary in the evaluation of the effectiveness of economic projects in forestry affecting the changes in their value. In practice, the valuation of the forest is also essential in case of a change in the ownership or land use status. This usually applies to the sale, purchase, conversion or liquidation of the co−ownership, and also compensation for expropriation because of the road or residential construction. Furthermore, determination of the forest value is necessary in assessing the share of agriculture in national income. This applies particularly to the integrated economic and environmental national accounts in forestry, conducted in some European Union countries. The presented methodology of economic expertise points out the possibility of application the formula that introduces standardization of analysis of economy in the last economic period. It is also the contribution to the discussion on the elaboration of a single, synthetic parameter, which may influence on objectivity of economic conditions of the functioning of the forest holding.

Opis:
The article is a comparative study of the forests of the city of Poznań and the State Forests in Poland concerning functions of forests and forestry management (recreational development, economic division, harvest cutting, fellings, renewals, afforestation and the type of the forest management plan). The study objective is to demonstrate and analyse the basic differences in the function and management method between urban and state forests. In Poland 77.3% of forests are administrated by the State Forests National Forest Holding, while the urban forests constitute only by 0.2% of all Polish forests. They differ not only in terms of ownership and participation, but also in the species and age structure of the stands, their functions and principles of forest management. There is no appropriate instructions concerning the principles of the management in urban forests, whereas this problem does not appear in the State Forests. However, irrespective to the owner, a common definition of 'forest' is included in the Forest Act. Regulations relating to forest management in the forests of the city of Poznań are a reflection of the expectations of society that urban forests are for residents of the city, primarily a place to satisfy their needs of rest and recreation. It was the reason for adapting the principles of forest management. In contrast, forests managed by the State Forests are governed by completely different rules and perspective on forest. It results in a different structure of forest functions, the occupied area and legal requirements concerning this group of Polish forests. Foresters from the State Forests conducting forest management have clearly defined rules that are missing for other Polish urban forests. Excluding city of Poznań that is a very good example that one can meet the expectations of the foresters of urban forests and offer guidance on forest management, taking into consideration the specificities of urban forests and the expectations of society.

Opis:
The paper analyses the possibilities of using the forest soil descriptions included in the forest management plan to draw up an initial characterization of the area in terms of their usefulness for the forest road building. That kind of data may be used in the planning of forest road network in preliminary location concept of road sections. Knowledge in the subject of the spatial distribution of ground with specific physical properties enables us to offer such options, that are likely to ensure the stability of built facilities and also lower costs of implementation and operating as well as reduce the environmental costs of the investment. The paper shows the possibilities and ways to determine the basic characteristics of the ground, such as: the type of ground, filtration coefficient and vulnerability to frost heave. Forest soil descriptions based on macroscopic studies should be regarded as insufficient. Use of the soil data is possible and gives the desired effect only when the results of the grain size analysis can be used. On the basis of these data, classification of the ground can be performed and one can determine the basic indicators of the suitability of the tested materials. We used twelve soil samples with the diverse texture (10−89% sand, 7−83% silt and 4−29% clay). On the basis of complete pedological data collected in accordance with the recommendations of the Forest Management Instruction, it was possible to classify the material in terms of engineering and calculation of relevant indicators and characteristics. It should be noted that this is the initial characteristics of the soil and as such it is not a substitute for detailed research required for the execution stage of the project of specific road sections.
