The paper presents a method making a comparison of acoustic results on schools through the use of omnidirectional sonar (possible). The weakness of such sonar for fisheries acoustics is that there is no practical way to accurately calibrate them, due to the fact that they are not designed specifically for scientific research. The procedure employed is through the use in the field of a reference target allowing to compare the echoes from one beam to the other and to evaluate roughly the operational threshold for school identification. Some results from a calibration achieved on a SIMRAD SR240 in Venezuela, 1998, are detailed.

The shallow water area of the coastal fringes is important to take into consideration in fish stock assessment because a great part of the stock, especially for the small pelagic fish is distributed in this area (20). In shallow water research vessels are prohibited to navigation (usually <20m) and usually only small boats can be used. One of the main source error in acoustics fish sampling is due to the avoidance reaction generated by the three dimensional noise diagram emitted by the boat. In this paper we highlighted the importance of wind direction and strength in the noise diagram emitted by the boat under in situ condition. A comparison of the noise level of two boats (a Research Vessel and a Speedboat equipped of similar echo sounder) has been made before simultaneous records of echo sounder data: the speedboat is more silent as revealed by in situ hydrophone measurement and near the ICES recommendations. The observation of shoal echo sounder descriptors shows an avoidance reaction as expected more important for the noisier boat: there the schools avoid more the research vessel. The avoidance reaction is characterised by a deeper position of the fish school barycentre, in the water column, detected by the research vessel and a shoal minimum depth higher than for the speedboat. The effect of noise diagram difference is clear on the same shoal descriptors, the difference appears for the vertical position of the barycentre and minimum altitude.

Opis:
In fisheries acoustics the bias introduced by a system threshold in the integration of echoes from fish and other marine organisms has long been recognized. Some simple methods for evaluating such a bias uses Rayleigh assumption applied to fish backscattering length distribution. More adequate methods require that the target strength distribution of the fish and directivity pattern of the transducer be known. The method proposed here uses statistical approach for correction of target strength probability density function (PDF). The theory of conditional target strength PDF and conditional beam pattern PDF is derived. It provides correction not only for mean value of target strength but for whole distribution. The data obtained from simulations are presented and compared with those obtained from single-beam inverse processing.

Opis:
Models relating infection intensity with Anisakis simplex larvae to the fish length and weight were developed and applied to estimate the asymptotic size of herring. Generalized linear models (GLM) were used to analyse the prevalence and intensity of infection as dependent on time and area of sampling and the biological parameters of fish. For the characterization of herring populations in the southern Baltic, two complementary approaches were used: morphometric and meristic analyses to quantify the body shape of herring and the presence of parasites as fish migration tags.

The objective of the article is to identify support areas under the European Fisheries Fund (EFF) with a particular focus on ecological measures protecting the marine environment. The introduction provides general information about the EFF and EU measures for fisheries and maritime policy. The first part of the paper discusses the support areas of the Financial Instrument for Fisheries Guidance established in 1992, with a focus on its ecological activity. The second part of the paper concerns the activity of the European Fisheries Fund within the financial strategy for the period 2007–2013 with reference to the priority axes implemented under the sectoral operational programme in Poland. Such an approach is quite logical, as these priorities and measures are compatible across EU member countries. The general conclusion from the analysis is as follows: structural orientation of measures and enhancement of support for a balanced water environment, protection of flora and fauna, reasonable exploitation of resources, and ecology as the top priority.
Celem artykułu było określenie obszarów wsparciowych Europejskiego Funduszu Rybackiego (EFR) ze szczególnym uwzględnieniem działań ekologicznych na rzecz ochrony środowiska morskiego. Wprowadzenie dotyczy ogólnych informacji o EFR i zwrócenia uwagi na działania Unii Europejskiej (UE) w zakresie rybołówstwa i polityki morskiej. W pierwszej części dokonano opisu obszarów wsparciowych powołanego w 1992 roku Europejskiego Instrumentu Wspierania Rybołówstwa z uwzględnieniem jego ekologicznej aktywności. Druga część dotyczy aktywności Europejskiego Funduszu Rybackiego w strategii finansowej 2007–2013 i tu nastąpiło odniesienie informacji do osi priorytetowych realizowanych w sektorowym programie operacyjnym w Polsce. Takie podejście jest uzasadnione, gdyż priorytety i działania są kompatybilne w państwach członkowskich UE. Generalnym wnioskiem analizy jest priorytetowe potraktowanie ekologii, ukierunkowanie działań na strukturalne oraz wzmocnienie aktywności wsparciowej na równowagę w środowisku wodnym, ochrona flory i fauny oraz rozumne korzystanie z zasobów.

Przedstawiono wyniki analizy projektów zrealizowanych przez producentów rybnych oraz sektor B+R w ramach Sektorowego Programu Operacyjnego „Rybołówstwo i przetwórstwo ryb 2004-2006”. Na podstawie przeprowadzonych badań stwierdzono, że poziom absorpcji dostępnych środków unijnych przez wszystkie badane grupy beneficjentów był bardzo wysoki, dzięki czemu udało się osiągnąć założone cele. Zgodnie z oczekiwaniami projekty armatorów rybackich i przetwórców rybnych wpłynęły pozytywnie na restrukturyzację i modernizację branży rybnej, a sektor B+R przyczynił się do rozwoju jej innowacyjności.
The paper presents the results of the analysis ofprojects carried out by fish producers and R&D sector under the Sectoral Operational Programme „Fisheries and Fish Processing 2004-2006”. Based on the survey it was found that the level of absorption of EU funds available for all treatment groups of beneficiaries was very high, managed to achieve their objectives. As expected, the projects in the manufacturing sector contributed positively to the restructuring and modernization of the fishing industry, while the public sector R&D contributed to the development and innovation.

Property rights are in the centre of fisheries management difficulties. In the 90s, Portuguese national fishing fleet lost more than 35% of the tonnage, a third of the fishermen, almost 30% of the production. The segment of distant water fisheries, especially of the cod, is accompanying this crisis. In one decade (1976 to 1986) this segment had to face two new restrictions to the development of fisheries: Extended Fisheries Jurisdiction and the integration in the Common Fisheries Policy. After a profound downsizing process we are still confronted with an overcapacity problem, face to the disposable quotas. Anyway, while the stocks rebuild, Public managers cannot stop defining social and cultural support policies for the affected populations and try to maintain the memory and the important traditions associated. One area mostly affected is Ílhavo. “The Sea for Tradition" is the slogan of the City hall that attests well the strong connection of the municipality to the sea. The guidelines for public management highlight the role of fisheries in the local development (anchored in reasons of geographical and historical nature), and the continuous exaltation of the maritime culture, with its maximum expression in the Maritime Museum and in other cultural manifestations of cod-oriented traditions (as religious festivities). The purpose of our paper is to study the socio-economic and cultural impacts of the institutional change in cod Portuguese fisheries.
