This article explores shifts in participation by artisanal Polish fishermen in management of the Atlantic cod (Gadus morhua) fishery since accession to the European Union. The European Union works to promote the long-term presence and influence of artisanal fishermen throughout Europe, and entering into the European Union system included an enhanced focus on stakeholder participation in Polish fisheries. However, impacts of this on artisanal fishermen have not been clear. For this project, shifts in participation by Polish artisanal fishermen in existing stakeholder forums were explored. A list of stakeholder groups in the Polish fishery was formulated, and stakeholders from multiple groups were interviewed about the fisheries management process. Participation by artisanal fishermen over time was qualitatively analyzed using inductive content analysis. Interview responses did not suggest that artisanal fishermen have experienced a marked increase in participation in the EU CFP system since accession in 2004. Although an increased number of potential spaces for them to participate exist, project participants did not identify artisanal fishermen as consistently or effectively active within them. This research is timely and important, because it addresses potential impacts of EU accession on artisanal fishermen in Poland. At the same time, descriptions of participation outlined in this paper are preliminary, and are meant to guide further inquiry into stakeholder participation in Polish fisheries management.

In his seminal paper, Gordon (1954) argued that, in a situation of open access and competition, the market would not lead to the most efficient solution in resource use. Almost four decades earlier, in 1911, a Danish economist, Jens Warming, put this issue and made a very similar analysis for the fisheries sector. This research makes a reflection on the proposed explanation for the common property problem and asks what went wrong and why the important achievements of Warming had not the justified academic applause and practical impact.

Global fisheries landings have stagnated and are associated with many negative en-vironmental impacts, affecting the economy and food security in many countries around the world. Although many different management policies trying to incorporate a more sustainable and resilient scope have been developed over the years to improve this current fisheries crisis, we are still in the early stages of adopting more adaptive and corrective fisheries management globally, as well as enforcing it, due to the inherent difficulties of managing uncertain natural resources Upon analysis of different management strategies, using Peru and the European Union as case studies, three major recommendations were made for developing more sustainable and resilient management policies: de-centralisation of the management system, ecosystem-based fisheries management and re-allocation of subsidies. Finally, possible management strategies for different scenarios predicting the future of fisheries were described. In the current fisheries crisis situation, developing and implementing sustainable and resilient fisheries management strategies should be seen as a long-term investment in the profitability of the industry, as well as an opportunity to decrease social tensions and improve food security.

Economic development has negative impacts on the environment and spurs an upward trend of environmental degradation and resource depletion. However, as incomes increase, the structure of the economy may change, shifting from a resource-intensive economy to a serviceand knowledge-based technology-intensive economy. Marine Fisheries development is one of the economic’s sector that contribute on regional economic growth in west java province. This paper present the Input Output Analysis to show economic contribution of Marine fisheries of southern west java province. Total contribution (direct and indirect effect) of marine fisheries in the Southern West Java economy range from 12.7%, 13.1% to 14.6% in terms of value added, employment and production value. The direct economic contribution in 2017 for the first two measures is 5.5% and 7.3%. Recommendation as consequences of this finding are investment should be alocated to fish culture on high value fish species. Concerning investment on marine fisheries resources, it needs increasing financial institution supporting.

The most prominent issue in the field of fisheries management is the choice between the wellbeing of the fishermen and the promotion of conservation, either in an ecosystem level or as species−specific approach. However, recently, there has been a general shift towards a more holistic approach, through which both goals may be achieved, without sacrificing one in favour of the other. The ecosystem approach is supported by a large proportion of the academic community as the solution to avoid conflict between livelihoods and conservation. In the Shiretoko World Natural Heritage Site, the local stakeholders have managed to bridge the gaps through extensive consultation and, supported by the Japanese local and national governments and various academic institutions, have established a coordinating network of organisations, in order to build consensus among the stakeholders and adopt the ecosystem approach. As representatives from most stakeholder groups participate in the collaborating institutions, the interests of various sides, including tourism, fisheries, reforestation, agriculture, citizens, scientists and environmental groups, are voiced and supported during the decision−making process. The Shiretoko Natural Heritage Site Management Plan has made significant achievements, by adopting viable trade−offs between conservation, fisheries management and tourism, resulting in a sustainable and largely self−funded conservation scheme. The example of Shiretoko could function as a best case practice for many countries worldwide that face the same problem, especially insular ones, in order to achieve sustainable fisheries without sacrificing marine conservation.

This paper discusses the encouragement of creativity and innovation in creating opportunities for entrepreneurship turning useless materials into valuable resources. It is necessary to know the thought process and planning in the entrepreneurship idea to create a new business at this time. One of the brilliant philosophies about entrepreneurs is that they are those who can “turn garbage into gold”. This concept describes the important character of entrepreneurs who foresee business opportunities and have the intelligence to transform trash into cash. This means that they have the necessary ability to create innovation and value-added products for sale. The analyzed case study involves innovation in using fisheries waste specifically derived from crab industries in Indonesia. The study presents empirical perspectives including (1) potential business of crab shell waste (2) technology in innovative use of shell to added value product (3) business analysis and commercialization. Ultimately, we present the concept of a new business by linking theories of entrepreneurial innovation and technology transfer in order to gain environmental balance.

Commercial fishers in Poland demonstrate a unique version of “transition fatigue” (Rovelli, Zaiceva 2009). The situation leading to this phenomenon is related to three changes that occurred during the twentieth century. First, communist rule was marked by an orchestrated process of industrialization and a shift toward state-controlled fisheries after WWII. Second, political and organizational changes during the transition from a socialist to a free market economy in the nineties weakened social support and welfare structures in place during communism (and failed to replace them with something else). Third, accession to the European Union in May of 2004 introduced a new fisheries management strategy to the Polish fishing industry and the communities on the Baltic Sea coast. A regulatory vacuum created during the nineties has had negative effects on contemporary management strategies. EU-wide goals to reduce overcapacity since 2004 have significantly altered the composition of the Polish Baltic Sea fleet, while it is unclear that decommissioning schemes in Poland have had the positive results intended (Kuzebski, Marciniak 2009). A fishing closure and subsequent protests throughout the cod fleet in 2006 and 2007 underlined persistent problems in the management of Atlantic cod (Gadus morhua). In light of a potential shift to transferrable fishing concessions in the cod fleet, policy-makers should account for “transition fatigue” during the implementation process.

The traditional approach for managing the fisheries is the acquiring of property rights over the fishery through legislation by the state. The state than parcels out rights and establishes rules (regulations) of use for the fishers. The state regulates the resource. The conventional literature in resource economics provide some insights into how common property resources such as fisheries, can be managed in a sustainable manner. Common property regimes, such as collective resource management systems, develop when a group of individuals are highly dependent on a resource (s) and when the availability of the resource (s) is uncertain or limited. There is a need to empirically evaluate the nature of the transaction costs involved in fisheries co-management institutions as a basis for defending a move away from the more centralised form of fisheries management institutions. The discussion presented in this paper will serve as a basis for further operationalization of the categories of transaction costs and for empirical case study analysis.

Sharks are marine animals that play an important role in marine ecosystems especially as the main predator, thus controlling the dynamics of populations of other organisms at lower trophic levels. Sharks are often caught as a byproduct of capture fisheries in Indonesia, making Indonesia one of the five largest shark contributing countries in the world according to the FAO. A study of shark populations needs to be done to evaluate its stock in nature. The Mayangan Coastal Fishery Port, Probolinggo is one of the largest fishing ports in East Java with the majority of fishing gear used being cantrang. This study will discuss the shark bycatch volume in fishing activities using cantrang fishing gear at PPP Mayangan, Probolinggo. The use of cantrang fishing gear in Mayangan Port Probolinggo has produced around 6242.9 kg of shark production each year for the past 10 years. The highest production was found in 2011 which reached 10980 kg while the lowest was in 2019 with a total production of 412 kg. The pattern of the development of shark catches at PPP Mayangan Probolinggo showed a decrease in the number of catches, indicating the enforcement of law regarding cantrang usage has been well adapted.

This paper summarises the methodological approach and main results of the Coastal project (Employment and Human Resources in the Fisheries Socio-Economic System). This project had as its main aim the search for alternative futures for the fisheries sector in West Java, with particular attention being paid to the human resources situation and the working and living conditions of the fisheries-dependent populations in the coastal areas. This is a particularly interesting case, since fisheries were once an important activity and they are now in deep recession, even though it is generally recognised that the future utilisation of maritime resources offer an immense potential. As part of the research, a Delphi exercise was implemented involving in two successive stages some of the leading actors and experts dealing with the sector in West Java. Other initiatives were held in the context of the Coastal project providing direct and indirect inputs to the scenarios and recommendations that were put forward in the sequence of the Delphi exercise. Overall, the activities described in the paper contribute to the mobilisation of major actors and to discussions that may have practical implication for the future of the sector - if certain conditions are now met in the follow up to the project.

The aims of this research were to analyze the rate of growth of the fisheries sector from year to year in Nabire District and analyze the role of the fisheries sector to regional development in Nabire District. The research method covered Shift Share analysis and competitive analysis region, using Location Quotient (LQ), Localization Index (LI) analysis, and Specialization Index (SI) analysis. Shift Share analysis results indicate that the fisheries sector of Nabire District has a slower growth profile and has a low competitiveness. The results of the analysis of regional advantages by using LQ with the average rate of 1.43; LI with the average rate of 0.01; and SI with the average rate of 0.00 to 0.01 indicate that the fisheries sector is a basis sector, but not the prime mover sector of the economic sector.

One of the most important factors affecting international trade is exchange rate fluctuations. To date, studies that have analyzed the effect of exchange rates have shown that the effect can vary from sector to sector and from country to country. The fact that this relationship has not been extensively studied in the fisheries industry is the motivation for this study. In this regard, the aim of this study is to determine whether changes in the real exchange rates of countries affect their fisheries production levels. Accordingly, we used the causality test developed by Emirmahmutoglu and Kose (2011), which takes into account both cross-sectional dependencies and heterogeneity. The data set used in this study consisted of 27 annual observations from 38 countries from 1990–2016. The results revealed that changes in the real exchange rate affected fisheries production. This situation shows that changes in exchange rates may affect the international demand for fisheries and serve as a source of motivation for producers.

The aim of the paper is to present issues connected with responsibility in the fishery industry. The paper discusses the ‘tragedy of common.’ An attempt was made to formulate proposals for how to increase the efficiency of marine resource management and reduce the problem of declining fisheries. The publication analyses the current Common Fisheries Policy in the context of overfishing. It will take a great deal of serious effort for fishermen, scientists and politicians to solve the problem of the Baltic Sea. The rebirth of fish stocks will create healthier ecosystems and greater reproduction of fish populations. A higher number of fish schools may result in more balanced catch figures. It is expected that profits will increase and thereby result in more jobs and higher salaries, leading to a greater overall profitability of the fishing sector.
