The paper is concerned with the determination of the Mean Time To Failure (MTTF) in configurations where the failure rate is periodical. After solving two configurations exactly, we show that when the period of the failure rate oscillations is small with respect to the average failure rate, the MTTF is essentially given by the inverse of the average failure rate, give or take corrections that can be expressed analytically. This could be helpful in the description of systems the environment of which is subject to changes.

Reproductive failure in lactating dairy cows is a significant limitation to the dairy industry. Fertilization failure, Embryonic or fetal losses are major contributors to that limitation. The objective of this review was to determine cause of fertilization failure and early embryonic mortality in cattle. Fertilization failure and embryo mortality is a major cause of economic loss in dairy production systems. Direct effects of fertilization failure and embryo mortality are reflected in reduced conception rates with consequent effects on efficiency, production and profitability. Embryonic loss can be early or late .The major component of embryo loss occurs before day 16 following breeding with emerging evidence of greater losses before day 8 in high producing dairy cows. Late embryo loss causes serious economic losses because it is often recognized too late to rebreed females. Various factors can be a cause for fertilization failure and embryonic mortality. The major cause includes genetic, environmental, endocrine, infectious nutritional factors. More balanced breeding strategies with greater emphasis on fertility, feed intake and energy must be developed. There is a range of easily adoptable management factors that can either directly increase in embryo survival or ameliorate the consequences of low embryo survival rates. The correction of minor deficits in several areas can have a substantial overall effect on herd reproductive performance.

We show that a unimodal failure rate function can be obtained as a mixture of two increasing failure rate functions. Specifically, we study the failure rate of the mixture of an exponential distribution and an IFR (increasing failure rate) distribution with increasing quadratic failure rate function. At the end of the paper we show a numerical example of the modified unimodal failure rate function.

Opis:
Among the risk assessment methods, failure modes and effects analysis (FMEA) is a popular, widely used engineering technique in many areas. It can be used to identify and eliminate known or potential failure modes to enhance reliability and safety of complex systems. In practice, risk estimations encounter difficulties connected with shortage of data. In such cases, we have to rely on subjective estimations made by persons with practical knowledge in the field of interest, i.e. experts. However, in some realistic situations, the decision makers might be unable to assign the exact values to the evaluation judgments due to his/her limited knowledge. In other words, there is a certain degree of hesitancy in human cognition and his/her judgment, who may have insufficient knowledge of the problem domain or uncertainty in assigning the evaluation values to the objects considered. In order to deal with ambiguity and uncertainty in the imperfect information, there have been recently proposed many various such theories as fuzzy sets, interval-valued fuzzy sets, type-2 fuzzy sets, hesitant sets, grey sets, rough sets and intuitionistic fuzzy sets. They have drawn more and more attention of scholars and been adopted in many applications This article addresses the Atanassov’s interval-valued intuitionistic fuzzy sets and FMEA methods in the risk estimation of the system failures based on the expert judgments.

The aim of this study was to analyze the reasons affecting the failure of innovative business activities in Sanandaj. The population of this research consisted of 150 managers and experts who did not have innovation in their businesses or had some kind of unsuccessful experience in this field. Mostly, the activities of these businesses were in the field of metal industry, packaging, textile, wood and automotive downstream industries. Among this population a sample of 105 people were chosen by using simple random sampling method. The aim of this study is functional and the data collection was descriptive and correlational. The main tools for collecting data were library resources and standard innovation failure factors questionnaire Wyckoff, and innovation questionnaire, on the basis of Likert scale. Data obtained from the questionnaire were analyzed by using descriptive statistics (mean, percentage, and standard deviation), inferential statistics (Pearson correlation and Structural Equation Modeling (SEM)) and SPSS and AMOS software. Results of the conducted analysis showed that all six factors are effective in the failure of innovative business activities in the city of Sanandaj. The results of Structural Equation Modeling indicated that poor management is more effective than other factors in the failure of activities.

Ekonomiczne uzasadnienie interwencji rządu w gospodarkę rynkową wynikało zwykle z teorii niesprawności rynku. Przedmiotem tego artykułu jest przedstawienie paradygmatu niesprawności rynku w sposób ujmowany w najnowszej literaturze poświęconej temu zagadnieniu. W teorii tej zakłada się, że kontraktualistyczne (contractualist) podejście do reformy służby publicznej to najlepsza metoda na poprawę produktywności sektora publicznego. Jednak my w niniejszym tekście postaramy się dowieść, że metoda ta nie pozwala dostrzec kluczowej, w naszym odczuciu, roli przywództwa w instytucjach publicznych i sposobów, dzięki którym zmiana charakteru przywództwa może wpływać na ich produktywność. Dowodzimy, że wspólnotowe koncepcje przywództwa mają także zastosowanie w ramach konwencjonalnego podejścia do gospodarki i mogą oddziaływać na kształtowanie polityki publicznej.
The economic rationale for government intervention in a market economy has traditionally been provided by the theory of market failure. This article reviews the market failure paradigm in the light of the more recent literature on government failure. One implication of the theory of government failure is that the contractualist approach to public service reform is the best method of improving public sector productivity. However, we argue that this view overlooks the potentially crucial role of leadership in public agencies and the ways in which transformational leadership can stimulate efficiency. We argue that communitarian conceptions of leadership can be incorporated into conventional economic approaches, and that this can have significant implications for public policy formulation.

Opis:
A new methodology for the design of filters that permits failure detection and isolation of dynamic systems is presented. Assuming that the normal and the faulty behavior of a process can be modeled by two linear systems subject to inequality bounded perturbations, a method for the on-line implementation of a test signal, guaranteeing failure detection, is proposed. To improve the fault detectability of the dynamic process, appropriate test signals are injected into the system. All the computations required by the proposed method are implemented as the solution of large sparse linear optimization problems. A simple numerical example is given to illustrate the proposed procedure.

Mechanical objects are operated in real world where degradation of material components and variability of processes managed by a man are the main factors influencing its efficiency. Machine degradation is a longlasting process concerning its material structure, components and connections. Loss of machine operations ability is due to failures caused by wear and tear, fatigue, corrosion, overloading, material ageing and many other destructive processes. It is observed close relation between failure modes and reliability models so that knowledge about failures may help analysts creating reliability models and determine the best operational decisions. In the paper it is discussed relation between physical phenomenon and theoretical models as a common platform of decision processes.

Opis:
A water distribution system (WDS) ought to be high reliable continuous operating system. Failure factors in WDS should be identified and prioritised, for example, the causing factors in the most frequent failures in water-pipe network. In this paper, the failure risk analysis of the WDS is presented, and accordingly, a New method consisting the failures index (FI) and the evaluation of risk of failure within the relevant area, based on the assumed categories (tolerable, controlled and unacceptable risk). It is expecting that the methodology for the WDS performance risk analysis would provide the city leadership for decision making support.
