Opis:
State aid for R&D&I is one of governmental interventions which change companies’ behaviour from market-orientated to driven by government’s orders. Therefore there is an extended dispute between supporters of government interventions and free market economy believers. When seeking a golden solution we come across the concept of market failures, which proves the admissibility of public intervention, such as state aid. One of the exemptions in the field of public aid applies to state aid for research, development and innovation activities, which should assist and encourage the EU entrepreneurs to R&D&I activities. New guidelines on state aid for R&D&I substantially change conditions on admissible public support to entrepreneurs. Therefore, the aim of this article is to evaluate new directions of changes in assumptions, designated benefi ciaries and expected outcomes of state aid for research, development and innovation. On the basis of the research we can conclude that EU prefers to support R&D&I activities, which, at least partially, support the EU2020 goals and are expected to improve the availability of innovation techniques.

Przedmiotem artykułu jest analiza uchwał i postanowień Izby Karnej Sądu Najwyższego, podejmowanych w ramach rozstrzygania zagadnień prawnych z zakresu prawa karnego materialnego w 2015 r. Zostały omówione: obowiązek naprawienia szkody (art. 46 § 1 k.k.), zbrodnia przeciwko ludzkości w kontekście przedawnienia karalności (art. 105 § 1 k.k.), znęcanie się nad członkami rodziny (art. 207 k.k.), przedmiot ochrony płatnej protekcji (art. 230 § 1 k.k.), znaczenie znamiona przestępstwa oszustwa „niekorzystne rozporządzenie mieniem” (art. 286 § 1 k.k.), zaniechanie pobrania podatku należnego w kontekście oszustwa oraz znamiona „które mogą udaremnić lub znacznie utrudnić stwierdzenie przestępnego pochodzenia lub miejsca umieszczenia, ich wykrycie, zajęcie oraz orzeczenie przepadku” przestępstwa prania pieniędzy (art. 299 § 1 k.k.).
The article presents an analysis of resolutions and decisions of the Supreme Court Criminal Chamber made in the course of solving legal issues within the scope of substantive criminal law in 2015. It discusses: obligation to redress damage (Article 46 § 1 CC), homicide in the context of limitation (Article 105 § 1 CC), mistreatment of family members (Article 207 CC), the issue of intercession with the authorities in the settling of a matter in exchange for a material or personal benefit (Article 230 § 1 CC), the importance of the features of the crime of fraud consisting in “disadvantageously disposing of someone else’s property” (Article 286 § 1 CC), tax waiver in the context of fraud and features “that can prevent or make significantly more difficult determination of the criminal origin or place of deposition, detection or forfeiture” of profits from money laundering (Article 299 § 1 CC).

Opis:
Contaminations of industrial metals into the river possess major threat to environment. Chromium is a heavy metal which has the wide applications in tannery and electroplating industries. Above the permitted level of Chromium(VI) into surface water leads to severe health hazards. Therefore, biosorption is a technology used for the sorption of heavy metal. In this present study adsorption isotherm models was studied for the biosorption of chromium by cherry leaves. From the adsorption isotherms it was found that the experimental data fits well with the Langmuir isotherm than the Freundlich isotherm. The monolayer capacity Qm was fond to be 11.98 mg/l and the adsorption affinity was found to be positive which indicates the efficient biosorption of chromium.

Chromium is a heavy metal which has widely used in tannery and electroplating industries. Contaminations of these industrial metals into the river possess major threat to an environment. Therefore, biosorption is a technique which is applied for the sorption of heavy metal by a biomaterial. In the present study reveals that cherry leaves was used as a biomaterial and for that the thermodynamic properties was evaluated for the biosorption of chromium. From the thermodynamic studies it was found that the reaction was feasible, spontaneous and exothermic because the values of ΔG = negative, ΔS = negative and ΔH = positive. So, it was concluded that the experiment was thermodynamically feasible.

Biosorption is an attractive technology which is used for the sorption of substances by a biomaterial. In this present work the heavy metal chromium was subjected to biosorption because of their non-degradability nature and causes water and land pollution. Cherry leaves were used as a biomaterial for the biosorption. Kinetic studies were performed for the biosorption experiment. From the experiment it was found that the reaction follows pseudo first order reaction because of the larger value of regression coefficient R2 and lower value of standard errors (χ2) for pseudo first order reaction than second order reaction.

The problem of overload control in Session Initiation Protocol (SIP) signaling networks gives rise to many questions which attract researchers from theoretical and practical point of view. Any mechanism that is claimed to settle this problem down demands estimation of local (control) parameters on which its performance is greatly dependent. In hysteretic mechanism these parameters are those which define hysteretic loops. In order to find appropriate values for parameters one needs adequate model of SIP traffic flow circulating in the network under consideration. In this paper the attempt is made to address this issue. Analysis of SIP traffic collected from telecommunication operator’s network is presented. Traffic profile is built. It is shown that fitting with Markov Modulated Poisson Process with more than 2 phases is accurate. Estimated values of its parameters are given.

Opis:
This paper is devoted to the problem of road network extraction from raster image. The task of road network extraction is formulated in common view. The approach to the road map extraction has been proposed which can be applied for topographic map updating and is based on image clustering by k-means method and on application of scanning algorithm for extraction of road network fragments. Road map description is formed as set of linear fragments with knowing parameters. These linear fragments are created by merging of smaller parts. Experimental researches were implemented for maps of 10 Iraq cities. Experimental results show in average the extraction precision of 86% (in comparison with human expert).

This paper presents the design and analysis of a polygon connected autotransformer based 36-phase AC-DC converter which supplies direct torque controlled induction motor drives (DTCIMD’s) in order to have better power quality conditions at the point of common coupling. The proposed converter output voltage is accomplished via two paralleled eighteen-pulse AC-DC converters each of them consisting of nine-phase diode bridge rectifier. An autotransformer is designed to supply the rectifier. The design procedure of magnetics is in a way such that makes it suitable for retrofit applications where a six-pulse diode bridge rectifier is being utilized. The proposed structure improves power quality criteria at ac mains and makes them consistent with the IEEE-519 standard requirements for varying loads. Furthermore, near unity power factor is obtained for a wide range of DTCIMD operation. A comparison is made between 6-pulse and proposed converters from view point of power quality indices. Results show that input current total harmonic distortion (THD) is less than 4% for the proposed topology at variable loads. A laboratory prototype of the proposed Polygon-Connected autotransformer-based 36-pulse AC-DC converter is developed and test results are presented to validate the developed design procedure and the simulation models of this AC-DC converter under varying loads.

Design of a delta/polygon-connected autotransformer based 36-pulse ac-dc converter is presented in this paper. The 36-pulse topology is obtained via two paralleled eighteen-pulse ac-dc converters each of them consisting of a nine-phase (nine-leg) diode bridge rectifier. For independent operation of paralleled diode-bridge rectifiers, two interphase transformers (IPT) is designed and implemented. A transformer is designed to supply the rectifier. The proposed structure has been implemented and simulated using Matlab/Simulink software under different load conditions. Simulation results confirmed the significant improvement of the power quality indices (consistent with the IEEE-519 standard requirements) at the point of common coupling. Furthermore, near unity power factor is obtained for a wide range of DTCIMD operation. A comparison is made between 6-pulse and proposed converters from view point of power quality indices. This paper proposes nonlinear operator of extreme doubly stochastic quadratic operator (EDSQO) for convergence algorithm aimed at solving consensus problem (CP) of discrete-time for multi-agent systems (MAS) on n-dimensional simplex. The first part undertakes systematic review of consensus problems. Convergence was generated via extreme doubly stochastic quadratic operators (EDSQOs) in the other part. However, this work was able to formulate convergence algorithms from doubly stochastic matrices, majorization theory, graph theory and stochastic analysis. We develop two algorithms: 1) the nonlinear algorithm of extreme doubly stochastic quadratic operator (NLAEDSQO) to generate all the convergent EDSQOs and 2) the nonlinear convergence algorithm (NLCA) of EDSQOs to investigate the optimal consensus for MAS. Experimental evaluation on convergent of EDSQOs yielded an optimal consensus for MAS. Comparative analysis with the convergence of EDSQOs and DeGroot model were carried out. The comparison was based on the complexity of operators, number of iterations to converge and the time required for convergences. This research proposed algorithm on convergence which is faster than the DeGroot linear model.

Rainfall-runoff is the active agent of soil erosion which often resulted in land degradation and water quality deterioration. Its aggressiveness to induce erosion is usually termed as rainfall erosivity index or factor (R). R-factor is one of the factors to be parameterized in the evaluation of soil loss using the Universal Soil Loss Equation and its reversed versions (USLE/RUSLE). The computation of accurate R-factor for a particular watershed requires high temporal resolution rainfall (pluviograph) data with less than 30-minutes intensities for at least 20 yrs, which is available only in a few regions of the world. As a result, various simplified models have been proposed by researchers to evaluate R-factor using readily available daily, monthly or annual precipitation data. This study is thus aimed at estimating R-factor and to establish an approximate relationship between R-factor and rainfall for subsequent usage in the estimation of soil loss in Cameron highlands watershed. The results of the analysis showed that the least and peak (critical) R-factors occurred in the months of January and April with 660.82 and 2399.18 MJ mm ha-1 h-1year-1 respectively. Also, it was observed that erosivity power starts to increase from the month of January through April before started falling in the month of July. The monthly and annual peaks (critical periods) may be attributed to increased rainfall amount due to climate change which in turn resulted to increased aggressiveness of rains to cause erosion in the study area. The correlation coefficient of 0.985 showed that there was a strong relationship rainfall and R-factor.

Opis:
Thallium-201 is of great interest in nuclear medicine for diagnostic purposes. It is produced by the 203Tl(p,3n)201Pb nuclear reaction. Since the target for 201Tl production is a solid target and the maximum beam current for the irradiation has a direct relation with its temperature surface, therefore, the control of temperature during the irradiation is essential. Designing a proper cooling system is one of the important and determining parameters in radionuclide production efficiency. Non-controlled temperature would cause melting and consequently loss of target materials that could be very costly especially when an isotopically enriched material is used. In this study, the heat transfer and temperature distribution on the target has been simulated based on a computational fluid dynamics (CDF) code for the thermal behavior of the target during the irradiation and under the different beam currents, cooling flow rates and target designing. The results on the routinely used target for the production of 201Tl in AMIRS, showed that there was a good linearity between proton beam currents (in the range of 100–350 mi A) and maximum temperature on the thallium target (345–458 K). The results also showed that the flow rate of the cooling water can be brought down (from routinely used 45 L/min) to 15 L/min without any risk of melting of target material.

In this work we report both experimental and theoretical studies regarding the Cs$\text{}_{2}$NaTmCl$\text{}_{6}$ elpasolite-type system, for which we have an updated database from linear and nonlinear optics. Both the absorption and the emission spectra for this system are rather complicated and a generalized vibronic crystal field-closure-ligand polarization calculation model has been employed to rationalize the observed spectral intensities. The calculation has been carried out by neglecting the interaction among the internal and the external vibrations and theoretical calculations have been performed with reference to both the emissions $\text{}^{3}$H$\text{}_{4}$(Γ$\text{}_{i}$)>$\text{}^{3}$F$\text{}_{4}$(Γ$\text{}_{j}$) and the absorptions $\text{}^{3}$H$\text{}_{6}$(A$\text{}_{1}$)> $\text{}^{3}$F$\text{}_{4}$(Γ$\text{}_{i}$), $\text{}^{1}$G$\text{}_{4}$(Γ$\text{}_{i}$), $\text{}^{3}$H$\text{}_{5}$(Γ$\text{}_{l}$) withΓ$\text{}_{k}$ (k=i,j)=A$\text{}_{1}$,E,T$\text{}_{1}$,T$\text{}_{2}$ andΓ$\text{}_{l}$=E, $\text{}^{a}$T$\text{}_{1}$, $\text{}^{b}$T$\text{}_{1}$,T$\text{}_{2}$. The advantages and disadvantages of our model calculation are discussed in the text, and despite the simplicity of the model it is shown that it has got some utility and flexibility to gain understanding in these complex phenomena.

We report explicit vibronic intensity calculations for the |$\text{}^{4}$S$\text{}_{3}\text{}_{/}\text{}_{2}$ Γ$\text{}_{8}$> → |$\text{}^{4}$I$\text{}_{15}\text{}_{/}\text{}_{2}$ Γ>excitations in the Cs$\text{}_{2}$NaErCl$\text{}_{6}$ elpasolite-type systems, based upon new and updated experimental data, obtained from optical absorption measurements made at 10 K, in the energy range from 6,000 up to 26,000 cm$\text{}^{-1}$. Our calculation model is a generalization of the vibronic crystal field-ligand polarization method and the calculation is performed using a minimum set of adjustable parameters - all and each of them have a clear physical meaning. Our strategy was chosen so as to make a significant distinction with previous calculations, performed by other authors, who have worked out a model originated from a supra-parameterized scheme, within the framework of the superposition model of Newman. Throughout the course of the current work, it is shown that our model is suitable to handle this kind of calculations and also that the numerical results obtained are in fairly good agreement with experiment.
