EU law is multilingual and multi-cultural. It is initially drafted in one language, now frequently English, often by non-native speakers and then translated into the other EU languages. Amendments may be proposed that are drafted in a different language. The result is a single multilingual text created in 23 language versions that are authentic within the context of the EU legal order. These circumstances have led EU legal language to develop its own terminology and legislative style as a separate genre.One question is to identify different national cultural drafting styles and traditions that lie behind the creation of EU legislative texts and terminology. The Member State traditions vary, yet they merge in the EU legislative texts. In order to assist in the understanding of EU legislative texts, it is useful to reflect on how they are constructed and the features and requirements lying behind their creation, interpretation and transposition.One approach is to consider a specific piece of EU text in a range of languages and consider how the text is reproduced in each language in terms of structure and terminology. Since the original draft is frequently made by non-native speakers and then translated into the other EU languages, which are bound by the structure of the base version, we obtain little information from it about divergent national linguistic and legislative methods. However, if the EU text is a directive which is transposed into national law, we should be able also to look at the national implementing legislation intended to implement the directive. The implementing texts are produced within the national legal context and, one assumes, aim at similar results, as laid down by the directive. Thus it could be expected that they should provide vehicles for study between the national systems and between each national system and the EU legal order. The paper explores these ideas to see where they lead.

Celem artykułu jest próba oszacowania, w jaki sposób priorytety polityczne Unii Europejskiej są odzwierciedlane w budżecie UE. Pytania na temat celów budżetu oraz zasad, które regulują wykorzystanie finansów publicznych w Unii, są powiązane z szerszymi pytaniami o charakter UE i jej ewolucję. Artykuł jest przyczynkiem do debaty na temat polityk i finansów publicznych Unii Europejskiej oraz pokazuje relacje między procesem kształtowania polityk Unii a jej budżetem. Rozwój wydatków budżetowych następuje wraz z rozwojem polityk unijnych. Istnieje przy tym współzależność między politykami Unii; wszystkie obszary polityki współdziałają ze sobą, co jest szczególnie widoczne w budżecie UE. Wiele obszarów polityki UE ma charakter regulacyjny i małe wymagania dotyczące wydatków budżetowych, z wyjątkiem administracji. Unia Europejska posiada znaczącą odpowiedzialność tylko w stosunku do jednego obszaru istotnego dla wydatków publicznych – spraw gospodarczych. Jednakże wiele programów i funduszy UE realizuje tak wiele różnych ambitnych celów, że często są one nieadekwatne do dostępnego budżetu. Stosunkowo niewielki rozmiar budżetu UE sprawia, że przepisy i zalecenia (sfera regulacyjna) mają większe znaczenie niż wydatki budżetowe w osiąganiu priorytetów politycznych.
The focus of this paper is on the EU budget and the changes in European policies. The basic objective of the paper is to assess how the political priorities of the European Union are reflected in the EU budget, mainly on the expenditure side. Questions about the purpose of the budget and the principles that govern the use of public finances in the Union are linked to wider questions about the nature of the EU and its evolution. The paper contributes to the theoretical debates on European policy and public finances, but also provides policy insights on the relationship between the EU policy process and the budget. The development of budgetary expenditures follows the development of EU policies. Hence this paper detects the interrelationships among the policies of the Union; all policy areas interact with one another, which is particularly visible in EU budget. Many areas of EU policy are regulatory in nature and have few requirements for spending, except for administration. The EU has a significant responsibility in relation to only one area important to public expenditure: economic affairs. However, EU spending programmes pursue a multiplicity of grand objectives, often unrelated to the available funding. The relatively small size of the EU budget makes the EU’s rules (the regulatory sphere) matter more than the EU’s expenditures in attaining political priorities.

In the aftermath of the 2008+ crisis economic protectionism was feared to return. Financial turbulence, trade imbalances, instability of fiscal policies and labour market deterioration made intervention by the state justified. To cushion the blow various measures were launched. Whereas major economic policies such as the fiscal, monetary or labour market policies were adjusted, little is known about possible modifications in other, less popular, areas of government activity such as the policy on foreign direct investment (FDI). By combining available sources – mainly international scoreboards and rankings – this article sought to classify the member states of the European Union (EU MS) according to their policies pursued in respect of outward and inward foreign direct investment (OFDI and IFDI) after 2008. The main value added could be seen in: (i) the selection, compilation and assessment of various indicators proposed as the most suitable approximation of FDI policies; (ii) the coverage of all the EU members without a priori focusing only on some cases; and (iii) touching upon OFDI which is rather rare in FDI literature dominated by studies on IFDI. The major obstacle which may impair the quality of the research outcome was the lack of proper indicators i.e. lack of variables which can stand for genuine FDI policy. The results obtained indicate the dominance of rather more restrictive attitudes in respect of inward and outward FDI amongst the EU member states in the aftermath of the 2008+ crisis.

Opis:
Logistics accounts for 14% of total GDP in the European Union countries, which shows the importance of the logistics service and performance of the European Union countries. Logistics market of EU-15 countries is well developed while most of EU-13 countries need to address poor railway infrastructure and other political issues related to corruption and lack of competitiveness. However, EU-13 economies are growing fast and can benefit even more from the improvements in logistics market. Therefor this paper aims to analyze logistics performance in the European Union, distinguishing between EU-15 and EU-13 countries. For our analysis we use Worlds Bank Logistics Performance Index (LPI) which is a tool that measures the quality, velocity, accuracy and simplicity of the logistics processes. The analysis covers the period from 2010 to 2018. The results of our analysis show that some EU-13 countries are lagging behind EU-15 countries in terms of logistics performance, while countries like Poland, Czech Republic and Hungary are the best logistics performers among all EU-13 countries. Results also shows us correlation between logistics performance and economic growth which imply that EU-13 countries must take step forward in their logistics performance in order to integrate in regional and global supply chain and thus enhance their economic position and competitiveness.

Since the Chernobyl disaster, special attention is paid in Ukraine to legislation in the field of nuclear energy and radiation safety. A new stage of enhancing Ukrainian nuclear and radiation safety legislation began with the signing in 2014 of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other. In addition, the Ordinance of the Cabinet of Ministers of Ukraine of 17 September 2014 on the implementation of the Association Agreement on atomic energy between Ukraine from one side and the European Union, the European Community and its member-countries from another side, provided for the development and adoption of new regulations in the energy sector (including nuclear) in order to implement Directives: 1) Council Directive 2014/87/Euratom of 8 July 2014 amending Directive 2009/71/Euratom establishing a Community framework for the nuclear safety of nuclear installations, 2) Council Directive 2006/117/Euratom of 20 November 2006 on the supervision and control of shipments of radioactive waste and spent fuel, 3) Council Directive 2013/59/Euratom of 5 December 2013 laying down basic safety standards for protection against the dangers arising from exposure to ionizing radiation. Implementation of EU legislation in the field of nuclear and radiation safety will reveal major shortcomings of the current state of affairs and, at the same time, mechanisms to improve Ukraine’s national legislation with the aim of preventing another Chernobyl disaster in the future.

The aim of the article is to analyse selected metaphors used by the President of the Republic of Poland, Aleksander Kwaśniewski, in public appearances during his presidency in from 1995 to 2005. The subject of interest are public appearances in which A. Kwaśniewski talked about the preparation and accession of Poland to one of the most prestigious organisations in the world – the North Atlantic Alliance (NATO) in 1999 and the European Union (EU) in 2004. The author analyses selected metaphors (including: HOME, ROAD, FAMILY), regarding Poland’s accession to these structures, which were used by the president in his speeches. The author discusses how A. Kwaśniewski, who was then the head of state, used metaphors to present his attitude towards the issue of Poland’s integration with North Atlantic Alliance and accession to the European Union and what vision of Poland’s presence in these structures he had.

Purpose – The aim of the present research paper is to enrich the achievements of science through a description of a theoretical-methodological approach to measuring the national intellectual capital (NIC) along with its application in the evaluation of the European Union countries (2015). Research method – The synthetic indicator, describing the intellectual capital of the EU countries was quantified by using the TOPSIS method. The year 2015 is the study period. Results – The estimation results confirm the diversity of the intellectual capital level in the 28 countries of the EU. The highest index value applies to Sweden. Romania takes the last – 28th place and belongs to the fourth typological group with a very low potential of intellectual capital. Originality /value / implications /recommendations – The new perspective on defining and taxonomy of intellectual capital (including ecological capital) is a kind of novum in this area. As a result, the elaborated ranking of the EU countries provides a new, wider perspective on the intellectual capital issues.
