Poland, as one of the European countries experiencing the most significant economic growth in recent years, permanently relies on coal power. There are plenty of reasons behind this condition, however, wanting to become one of the European leaders Poland ought to diversify its energy sources and lower the share of those harmful to the natural environment. Some changes have already been implemented, nevertheless the Polish government is mostly reluctant to diminish the role of coal mines. Moreover, the current actions taken to diversify sources of natural gas imports are dependent on Polish foreign policy and international alliances. The author analyzes changes in the Polish energy security strategy in recent years and compares them with provisions established during COP24. The article analyzes the Polish energy market with the share of individual sources and examines the possibility to increase the share of those alternative to coal in the near future.

Japan's energy security is one of the most important part of its security policy in general. Small energy resources made the Japa¬nese use imported ones, like oil and LNG more economically. In most part energy resources come form the Persian Gulf (oil) or from South-East Asia (LNG). The result is that the import can be thre¬atened by disturbance of the sea lines of communication. Other challenges, including cut-throat competition from PRC and India and reduced availability to the resources in general, help in developing alternative sources of energy or in promoting energy conservation.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including ?Energy Situation in Poland? covering the years of 2000? 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

During the independence period, the Ukrainian government has published two energy security strategies. The first strategy was adopted in 2006 and the second one in 2016. Both documents provided a similar definition of energy security. The aims of the first strategy, covering the period 2006–2030, were the restructuring of the fuel and energy complex using new technologies, increase of energy efficiency and ensuring market prices of energy generation and sale. The second strategy was much more extensive and envisaged the implementation of changes in three stages until 2035. The changes proposed in the document are reasonable from the point of view of Ukraine’s energy security. The strategy does not take an explicit position on decarbonisation, although it provides for the modernisation of power plants and closure of unprofitable mines. Some of the goals of the Ukrainian energy sector were only roughly outlined and therefore need elaboration and clear indication of how they would be achieved. The aim of this article is to analyse the reforms and measures provided for in Ukraine’s strategies designed to ensure the country’s energy security. The research hypothesis is as follows: The reforms envisaged in the strategies can effectively contribute to ensuring the state’s energy security. To test this hypothesis, the author formulated the following research questions: 1. How did the two energy strategies define security?; 2. Which elements of energy policy were considered to be the most important in the first strategy document?; 3. What energy security components are listed in the second strategy document?; 4. Were the measures specified in the first and second strategies capable of ensuring the energy security of Ukraine? The applied research methods were the following: literature research, comparison method and content analysis.

Opis:
The aim of the article is to present a practical and methodological approach to assessing the energy security of European countries, with particular focus on states with coal-dependent energy systems and on finding balance between ensuring energy security, diversification of energy resources and environmental protection. As energy security means technically reliable, stable, cost-effective and environmentally balanced supply of energy resources to satisfy the needs of the economy and the population, the author proposes an indicator that takes into consideration different components, and can be a helpful tool in designing energy policies. The article also discusses using the energy potential of closed coal mines.

The work focuses on the controversy about technological progress and unlimited access to all kinds of energy acquisition, storage and distribution. It suggests a formula for energy acquisition and usage which embraces issues of peace and war, social conflicts, and stability determined by access to energy conditioned by the state of the climate of our planet. The question is how will an interdisciplinary combination of progress and future implementation of technologies influence energy security of states and social entities, their natural environment, up to 2030 and beyond? The methods used in the work rely on a non – linear approach to disruptive technologies combined with empirical verifiability of scientific progress in the field of energy acquisition and use. They are reinforced with drivers taken from development scenarios gained through technological development in quantum mechanics, molecular biology, and computational techniques. The result is a conceptual approach to energy acquisition and distribution for states, their communities and individuals regardless of whether the technologies are “civil” or “military” in their essence. The recalled disruptive technologies shape factors of social development and create conditions for human existence and the natural environment that influence the security of states and social entities. The development of automation and robotics, digital transformation, bio-technologies and cognitive science creates new energy security for states, social entities and the natural environment. Technologies for the generation, processing and distribution of energy create an almost unlimited perspective of reconfiguration of existing forms of life and their safety.

The paper analyzes the Kurdistan Regional Government’s (KRG) natural resource strategies, such as how it deals with huge reserves of many trillion cubic feet of its natural gas as significant energy. Because natural gas belongs to the cleanest burning fossil fuels, with 30 percent less carbon than oil, it plays a role in the global fuel economy. As KRG transports its natural gas to international markets, like European countries, via Turkey it means they also participate in energy security as a new actor. Because the KRG is landlocked, strong factors may affect Kurdish natural gas strategies because KRG is surrounded by today’s partners and yesterday’s enemies politically and economically. Turkey, the neighbor of KRG, also buys its gas and has an influence on these strategies after the Ukraine crisis that pushed European countries to make a turn towards Caspian natural gas. Kurdistan is part of the best option for European energy security as it plans to diversify natural gas imports. While the KRG benefits from selling its natural gas directly to international markets, this will come with some struggles. Many of these obstacles can be classified into two types: internal and external obstacles, such as a conflict with the central government regarding how to share gas revenues. Others problems include Iranian neighbor interest on natural resources in Kurdistan and Russia that looks to Kurdish gas as its ally if Kurdistan joins the southern gas corridor pipeline.

The Nordic Dimension of Energy Security aims to problematize the narrow conceptualization, contextualization and fossil fuel-based practices of energy security in the context of climate security. Energy has a key role in political, economic, social, cultural, environmental, ontological and climate security issues. The connection between energy and security contains various concepts, contexts and affects the civilizational development of human societies. The author demonstrates that the Nordic states pursue sustainable energy security policies and energy cooperation strategies with the Baltic states and European Union member states, while actively engaged in peace building activities. In this regard, the Nordic states have been evaluated as reference role models to remedy the narrow and traditional energy security approaches and to internalize renewable energy sources.

This study analyses the role of rare earth elements (REE) as critical resources for the energy security. This research presents the developments in the global REE extraction, i.e. the dominance of the Republic of China, which attempts to maintain and control its monopoly. The typical and novel uses of rare earth metals were presented in various applications, such as in advanced electronic and information technologies utilised in the aerospace and energy industries. Bearing in mind their vital importance to the manufacturing of high-tech products, the REE deposits are of strategic importance for the USA, the Republic of China and for the European Union. Striving to maintain the independence of raw materials, the USA is focused on the search for raw materials on its territory and furthermore on waiving the legal restrictions with respect to their extraction. China is primarily occupied with maintaining the monopoly and control over the global market of critical raw materials, including REE. The activities within the European Union concentrate on the exploration in search for the REE deposits in Europe and ensuring the continuity of supplies by maintaining good diplomatic relations with partners – the USA and Japan. In addition, extensive REE recycling initiatives are being undertaken in the EU. Further rare earth metals extraction is anticipated to extend to the outer space. However, developing the economically viable methods of extraction remains the major challenge faced by space mining, given that it requires establishing an expensive, permanent space infrastructure. What is more, mining and processing of rare earth metals raises serious environmental concerns, as it involves such hazards as radioactive products, toxic chemical compounds and waste generation. With respect to the environmental protection, this study also addresses the issues of REE substitutes and recycling. It is concluded that the environmental protection practices regarding the long-term extraction and use of REE (with a 2030 horizon) will bring substantial long-term financial benefits.

Theoretical background: Energy security is one of the most important components of economic security. It is influenced not only by access to energy sources and the economic situation of the state and the individual consumer. The authors adopted the definition of energy security of an individual consumer as included in the UN report. It states that the energy security of an individual consumer is guaranteed when the average consumer has access to energy at all times, in various forms, in sufficient quantity and at a reasonable price, with the simultaneous development of support mechanisms for socially and economically sensitive consumers, and after implementation of independent mechanisms for resolving disputes with the energy company, which eliminate or at least alleviate the economic advantage of the enterprises.Purpose of the article: The main aim of the paper is to present the impact of macroeconomic indicators of the Polish economy on the energy security of Polish consumers with a minimum and average monthly income. Detailed objectives include determining the possibility of purchasing by consumers with such income, diesel oil, Pb95 gasoline, LPG, electricity, heat and present changes in the energy security of individual consumers in the analyzed period (i.e. 2004–2021).Methods: The study covered Poland, country which joined the European Union in 2004. The period of the analysis described the years from 2004 to 2021. The source of the collected information was a review of the literature on the subject and statistical data. Descriptive, tabular and graphical methods, constant dynamic indicators were used for the analysis and presentation of the results.Main findings: The last two decades of the 21st century have brought Poland a number of positive socio-economic changes. The Polish economy noted that inflation remained at the level of National Bank of Poland’s expectations, increased trade, a marked decline in unemployment and rising wages, and thus a general increase in the quality of life as well as energy security of the individual consumer. The authors assumed that in the years of 2004–2021 the consumer had good access to energy, heat and other fuels. The supplies of energy resources were ensured by long-term contracts, including the Yamal contract, and the demand for heating coal was satisfied with the raw material largely mined in Poland. Heat, mainly in large clusters of people, was generated by coal-fired power plants. This raw material was also used by power plants. For heating their houses, individual consumers – mainly in the countryside – used gas or oil.

The energy security is the term for the most part identified with ensuring its availability to different energy carriers and taking care about the continuity of its delivery. According to the authors, for Poland it means – above all – the diversification of the geographical structure of supply sources of crude oil and natural gas. The first part of the paper shows Polish dependence on the import of Russian crude oil and the possible other sources of supply – by realization of the plans of constructing the Odessa-Brody oil pipeline to Płock or using „Naftoport” in Gdańsk for oil unloading. The next part presents problems of the diversification of supply sources of natural gas and propositions alternative to the import from Russia – the delivery of natural gas from Norway or using the supply of liquefied gas (LNG) by sea (which requires infrastructure). In the last part of the paper the main subject is the role of the Polish petrochemical concern, PKN ORLEN in the country’s energy security system. The biggest corporation of Central Europe gained its importance on its own and taken-over refineries in Poland, the Czech Republic and Lithuania, also taking over inefficient logistic infrastructure, storage depots, pipeline network and sea reloading possibilities in Poland and Lithuania. The company interpreted the delivery diversification as the increased number of the crude oil suppliers and limitation of the share of long-standing contracts in the structure of crude oil delivery and the development of its own extraction segment. The authors recapitulate by saying that the idea of energy security and diversification can have different rendition in enterprises and the government. The diversification of the deliveries is possible but can be expensive (more expensive fuels, higher costs of transport, changes in processing technology), which can be a problem to enterprises. Doubts can be raised on the direction of the country’s actions, and promoting companies creating their own fuel base (it is more expensive than other solutions); it cannot be forgotten that Polish refineries have a right to negotiate the prices of crude oil delivery, which can maximise the gain for shareholders (including the Treasure Ministry). The best solution to the problem of the level of energy security would be (besides diversification of sources of supply) a constant increase in crude oil storage capacity and system storage of natural gas.

The article presents the basic factors determining the level of Poland's energy security. The energy mix of our country was analysed, as well as energy security indicators for energy carriers used in Poland. The indicators used allow to determine the level of security, but also indicate whether Poland is pursuing the objectives of the country's energy policy. Indicators such as the Stirling Index, Herfindahl-Hirschman index, import dependency ratio, energy self-sufficiency and the index of the share of renewable energy in the national balance sheet were used. The results of the analysis were presented and the modifications should be indicated in order to be able to implement the provisions of the energy policy until 2030.

Aim of this research is to answer if organizational commitment changes according to demografic factors. Inputs gained from 200 person sample group from banking sector. According to the analysis it is found that affective and continuance commitment increases with age and job experience, and all componenets of commitment increase according to time in the last job. With the results derived from analysis, research’s support to organizational theory is discussed and some advices put forward.

  Aim: In the 21st century, energy security is one of the most important elements of contemporary politics and economy. The German turn in energy policy is the first attempt on a global scale to move away from nuclear energy to the use of renewable energy (RES -Renewable Energy Sources), albeit with a temporary increase in the use of conventional energy sources (in particular coal). The authors undertook to analyze the course of the German policy turn as well as new opportunities and threats to the stability of its energy system, notably electricity sector.   Design / Research methods: In order to analyze the course of the German turn in energy policy as comprehensively as possible, the authors recurred to various studies, often presenting divergent points of view on changes in the German energy industry in recent years. The research process was based on the analysis of the content of the materials subject to consideration.   Conclusions / findings: The analysis carried out shows that the efforts to increase the share of renewable energy will be continued in the near future, while limiting the role of traditional energy sources, with the exception of lignite. The policy will also directly lead to a continued importance of natural gas for the global economy. The changes taking place in the German energy balance to a certain extent limit the country’s energy security. This is due to the fact that supplies from wind and solar power plants that are to become dominant in the German energy system are of high volatility and thus constitute a significant threat. Progress in generating energy from renewable sources is not accompanied by similar progress in its storage, and without such storage capacity renewable energy sources will never be stable.   Originality / value of the article: The doctrinal assumptions of Energiewende (German energy transition) are fully consistent with the assumptions of the European climate and energy policy, which is also very important from the point of view of Poland. However, attention should be paid to the fact that too rigorous approach to its implementation may - still for a long time - threaten the economy and energy security of Germany and of other European Union states.   Implications: The conducted analysis unambiguously indicates the direction of the energy policy turn in Germany and in other EU states, as well as a change in the way the energy security system operates. The example of Germany, a highly industrialized country seeking to actively participate in the fulfillment of the commitments regarding the international mechanisms designed to combat the climate change, in particular by the transition of its energy sector towards a near zero emission economy, may provide model solutions which could potentially be adopted in other countries.

Przez wiele lat przyszłość energii była jednym z najważniejszych problemów i wyzwań dla kształtowania polityki krajowej i globalnej. Jest to związane z wysoką odpowiedzialnością sektora energetycznego za zmiany klimatu na Ziemi, ale także z troską o zapewnienie wystarczającej energii dla przyszłych pokoleń. Polityka energetyczna jest zatem ważnym filarem utrzymania szeroko rozumianego bezpieczeństwa wewnętrznego kraju. Największym wyzwaniem związanym z zapewnieniem bezpieczeństwa energetycznego Unii Europejskiej jest dywersyfikacja źródeł energii. Państwa członkowskie próbują radzić sobie z tym wyzwaniem dwutorowo. Po pierwsze poprzez rozwój energetyki odnawialnej, po drugie poszukując nowych kanałów dostaw energii nieodnawialnej. Restrukturyzacja sektora energetycznego, mająca miejsce w ostatnich latach, zgodnie z wytycznymi Unii Europejskiej, ma na celu intensyfikację wykorzystania przyjaznych dla środowiska odnawialnych źródeł energii. Równie istotną kwestią jest trwająca od kilku lat budowa gazociągów Nord Stream 2 oraz Turk Stream, która wzbudza wiele kontrowersji w państwach członkowskich. Artykuł stanowi analizę szans oraz wyzwań stojących przed Unią Europejską związanych z zapewnieniem stałych dostaw energii obywatelom Europy

The article focuses on the energy security of Ukraine as one of the most important priorities of the state. It is proved that the coverage of current volumes of gas imports by the capacity of Ukraine’s own production will allow the state not to depend on the external market conditions and to protect it from Russian Federation’s profiteering. It is stated that it is impossible to achieve energy independence unless a detailed plan has been developed. Such plans are outlined in the Energy Strategy of Ukraine 2030 and 2035. The authors analyze the first steps Ukraine has taken to separate from the energy system shared with Russia and to join European networks.

The research objective of the study is to analyse the essence and specificity of energy security in the light of research on international security. Thus, various theoretical approaches, useful in the analysis of energy security issues, were taken into account. The analysis allows us to conclude that energy security issues take into account long-term development trends as well as unpredictable events related to the functioning of energy market and energy technology. Thus, unexpected, sudden phenomena resulting from the dynamics of the international environment gain in importance. The dilemma related to non-linear thinking often ignores a variety of solutions that, taken together, can cause a radical turn in the energy security concept and its evolution.

The publication concerns the issue of periodic energy supply breaks. The main goal of the paper is to answer the following question: how one can solve the problems of local communities connected with periodic energy supply breaks, for instance: floods, avalanches, windstorms, hurricanes, tornadoes, which result in power cuts lasting for almost a week. Secondly, this article is also dedicated to the investors, who would certainly decrease the use of energy in some urban areas, if they applied the provided solutions with regard to their investments such as huge shopping centres. What is more, the aim of this paper is to present certain legal regulations related to the crisis management concerning the use of the equipment of the Armed Forces in the case of periodic energy supply breaks.

The article performs an analysis of current energy security policy of Japan and points to a geopolitical implications of this policy. At the same time paper presents current energy situation of Japan, emphasizing the importance of oil in the balance of energy in history and the present situation. The paper presents international activity of Japan in the area of the energy security policy, which main objective is to decrease of oil import from the Middle East. Paper discusses cooperation between Japan and the countries from the Persian Gulf, Caspian Sea and the Russian Federation as well as perspectives for changing the disadvantageous structure of import of oil.

Artykuł porusza problematykę form prawnych w zakresie zachowania bez-pieczeństwa energetycznego gospodarstwa domowego na tle zjawiska tzw. ubóstwa energetycznego. Ukazano w nim analizę przepisów dotyczących dodatku energetycznego oraz wsparcia w zakresie wymiany instalacji grzewczej. Celem artykułu jest ukazanie wybranych form wsparcia gospodarstw domowych, które związane są z zapewnieniem odpowiedniej egzystencji w sferze szeroko rozumianej „energetyki”. Głównym pytaniem badawczym jest to, czy formy działania administracji publicznej w tej przestrzeni (energetyka) przystają do aktualnych potrzeb społeczeństwa?
The article presents legal forms with regard to maintaining the household’s energy security against the background of the so-called energy poverty. It presents an analysis of the regulations regarding energy supplement and support for the replacement of a heating installation. The aim of the article is to present selected forms of household support, which are related to ensuring proper existence in the energy area. The main research question is whether the forms of public admini-stration activity in this area fit into the current needs of the society?

The Gas Supply Security Index (GSSI) is used to assess the security of natural gas supply of four gas producing countries in West Africa using five indicators: Gas Intensity, Net Gas Import Dependency, Ratio of Domestic Gas Production to Imports, Gross Inland Consumption and Geopolitical Risk. This study identified that security of natural gas supply in West Africa is a major challenge as some of the major natural gas producers within the region are highly vulnerable to supply disruptions. Most of the countries studied rely solely on domestic production for supply security. Lack of diversification of supply source and the absence of natural gas storage facilities to safeguard the security of supply were identified as the major factors accounting for the high vulnerability among the natural gas producers within the region.
L’Indice de sécurité d’approvisionnement en gaz sert à évaluer la sécurité d’approvisionnement en gaz naturel de quatre pays producteurs de gaz en Afrique de l’Ouest à l’aide de cinq indicateurs: Intensité gazière, dépendance à l’égard des importations nettes de gaz, ratio de la production gazière nationale aux importations, consommation intérieure brute et risque géopolitique. Cette étude a montré que la sécurité de l’approvisionnement en gaz naturel en Afrique de l’Ouest constitue un enjeu essentiel car certains des principaux producteurs de gaz naturel de la région sont des plus exposés aux perturbations de l’approvisionnement. La plupart des pays étudiés comptent uniquement sur la production nationale pour garantir leur sécurité d’approvisionnement. Le manque de diversification des sources d’approvisionnement et l’absence de stockages de gaz naturel pour garantir la sécurité de l’approvisionnement sont les principaux déterminants de la forte vulnérabilité des producteurs de gaz naturel dans la région.

Türkiye is dependent on imports of energy resources from abroad, but its current economic strategy is based on the diversification of supply sources, which will make it less susceptible to possible manipulation by suppliers. The government’s energy policy focuses on increasing the share of renewable energy resources and domestic energy. Despite the ongoing armed conflict in Ukraine, Türkiye has not given up on energy cooperation with Russia, trying to balance between East and West. The main reason was the Covid-19 pandemic, which forced Ankara to intensify economic and energy contacts with Moscow again. The aim of the article is to present the challenges that Türkiye is currently facing in the sphere of energy security. The authors of the article will try to answer the following research questions: What is the primary objective of Ankara’s economic strategy? Does Türkiye have alternatives to energy cooperation with Russia? The role of Ankara in the NATO Alliance is crucial as well as its position in the international arena. For this reason the research on Türkiye must be carried out.
Турция зависит от импорта энергоресурсов из-за рубежа, но ее текущая экономи- ческая стратегия основана на диверсификации источников поставок, что сделает ее менее подверженной возможным манипуляциям со стороны поставщиков. Энергетическая политика правительства направлена на увеличение доли возобновляемых источников энергии и внутреннего рынка энергоресурсов. Несмотря на продолжающийся вооруженный конфликт на Украине, Турция не отказывается от энергетического сотрудничества с Россией, пытаясь балансировать между Востоком и Западом. Главной причиной стала пандемия Covid-19, вынудившая Анкару активизировать экономические и энергетические контакты с Москвой. Цель статьи – представить вызовы, с которыми в настоящее время сталкивается Турция в сфере энергетической безопасности. Авторы статьи попытаются ответить на следующие исследовательские вопросы: Какова основная цель экономической стратегии Анкары? Есть ли у Турции альтернативы энергетическому сотрудничеству с Россией? Роль Анкары в Альянсе НАТО имеет решающее значение, как и ее положение на международной арене. По этой причине необходимо провести исследование Türkiye.

Artykuł stanowi próbę zaprezentowania w sposób syntetyczny problematyki bezpieczeństwa energetycznego w aspekcie ochrony środowiska. Zważywszy na fakt, że w myśl ustawowej definicji bezpieczeństwo energetyczne oznacza taki stan gospodarki, który umożliwia pokrycie bieżącego i perspektywicznego zapotrzebowania odbiorców na paliwa i energię w sposób technicznie i ekonomicznie uzasadniony, przy zachowaniu wymagań ochrony środowiska, zaś ochrona środowiska z definicji polega w szczególności na racjonalnym kształtowaniu środowiska i gospodarowaniu zasobami środowiska zgodnie z zasadą zrównoważonego rozwoju, przeciwdziałaniu zanieczyszczeniom, przywracaniu elementów przyrodniczych do stanu właściwego, toteż ukazanie w pogłębionym zakresie przedmiotowych zagadnień wydaje się być uzasadnione przede wszystkim z naukowego punktu widzenia.
This article attempts to present in a synthetic manner the issue of energy security in terms of environmental protection. Given the fact that under the statutory definition of energy security means the state of the economy, which covers the current and prospective demand for fuels and energy in a technically and economically justified by the requirements of environmental protection and the protection of the environment with its definition is particularly on rational management of the environment and management of environmental resources in accordance with the principle of sustainable development, pollution prevention, restoration of natural elements to the proper state, so to show in-depth range of these issues appear to be justified primarily from a scientific point of view.
