Opis:
Existence of free media is one of the most important feature of democratic system. Since the collapse of the communist system in 1990s, Central and Eastern European societies have been overtaken by a process of change. Media system change was part of the general process of what may be called systemic social transformation. The main goals of free media in Central and Eastern European were: introduction and legitimization of the concepts of democracy, rule of law and constitutionalism as much as concepts of political pluralism, competition and new political parties and candidates as legitimate competitors. Unfortunately in post-communist countries media have not yet reached a state of full independence from the current interests of political parties. In this study there is case of Poland analyzed. After Polish parliamentary election in 2015 there have been changes in public television. The article presents the results of media content analysis of “Wiadomości” TVP1. In first research there is comparison how “Wiadomości” and “Fakty” coverage the same political events. In second research there is comparison how “Wiadomości” coverage politics in 2015 and after parliamentary election in 2015. The purpose of the research was to evaluate if the politics coverage became more balanced or more biased.

In my paper I will discuss the career of, a director born in 1942 in Nis in Yugoslavia, whose career, spanning over forty years and Yugoslavia, West Germany and Serbia, excellently illustrates the concepts of independent and transnational cinema and their interface. Žilnik’s career well illustrates the advantages and pitfalls of “independent filmmaking”, especially in the context of Eastern Europe. Hence, in my paper, I will use his case to examine this concept, drawing on Marx and Marxist thought, such as the critique of the “culture industry” by Horkheimer and Adorno and the concept of “critical media” by Christian Fuchs, and the history of Eastern Europe and its cinema, with its figure of “artist-dissident” and the specific case of Yugoslavia. My main point is that there is no “independent cinema” in absolute terms; cinema can only be independent from something, hence ‘independent cinema’ means different things in different cultural contexts.

In this paper the author interprets the changing role of mass media in social processes over recent decades. Society’s perception of mass media is also investigated, with a focus on Central and Eastern Europe. The author explores mass media’s position in the societies of the region, asking how these societies interpret media messages. He analyzes the context of people’s reservations about media messages (people’s misgivings, conditioned by social history). One of the key arguments of the paper is that the majority of audiences in the countries concerned have grown more sceptical of mass media messages than have the audiences of Western European countries. According to the author, various social groups consider that the mass media is heavily politicized and that its construction of reality has little in common with their own interpretations.

This paper consists of three parts. First, it suggests that a paradigm shift has taken place in political communication, as the advent of social media allows political elites to assert and frame their agendas in more efficient and economical ways than the capture of legacy media. In consequence, a paradigm shift is taking place in media studies as well: because traditional media capture theory does no longer fully account for contemporary media/politics interactions, media systems scholars now study the effects of disintermediation on media and political landscapes. Then this paper returns to traditional media capture theory and discusses some definitional issues. Finally, it recalls how party colonization of the media, a version of media capture theory, accounted for the deficit of media freedom in the former communist countries a decade ago.

Pre-Brexit media discourse in the UK focused extensively on the end of free movement, the governance of European mobility, and its relationship with state sovereignty. This article, methodologically anchored in Critical Discourse Analysis, discusses how the potential post-Brexit deportee, namely the ‘Vile Eastern European’, is depicted by the leading pro-Leave British press. The Vile Eastern European is juxtaposed with a minority of hard-working and tax-paying migrants from the continent, as well as with unjustly deported Windrush and Commonwealth migrants. As the newspapers explain, the UK has not been able to deport the Vile Eastern European because of the EU free movement rights. The press links the UK’s inability to remove the unwanted citizens of EU countries with its lack of sovereignty, suggesting that only new immigration regulations will permit this deportation and make the UK sovereign again. The article concludes that the media discourse reproduces and co-produces the UK ideology of deportability that has been the basis for the EU Settlement Scheme and new immigration regulations.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

W ninejszym studium mowa o tych filmach, które zostały nakręcone po 1990 r. Przykłady zostały przytoczone z kinematografii polskiej, słowackiej, węgierskiej i słoweńskiej. Studium zadaje następujące pytania: Jakie ślady pozostawił po sobie okres starego systemu? Jak te ślady pojawijają się w filmach? W tekście chodzi o traktowanie przeszłości, działanie pamięci zbiorowości, przy czym film traktujemy jako wyraz pamięci społecznej. W filmach uwidoczniony jest stary system, z tego względu mowa o pozostałościach minionego reżymu. W tekście podawane są uwagi dydaktyczne, więc chodzi o studium o charakterze metodologicznym.
The paper takes a critical look at the ways Central-Eastern European cinema represented the era of socialism. My talk concentrates on how films made in the post-communist era picture the past from country to country. Geographically speaking my talk overviews the region known as Central- Eastern Europe. Apart from the so called Vishegrad group (Poland the Czech Republic, Slovakia and Hungary) I also included the cinema of Slovenia. This variety enables me to overview how cinematic memory is constructed from the Baltic Sea to the Adriatic coast, a memory which despite its similarities cannot be described as singular. My primary aim is to determine those qualities and trends which characterise the so called ‘past-cinema’ of the region. My paper aims to analyze the roles of the historic film in teaching media and film studies subjects. I concentrate on methodological issues related to film materials.
