In accordance with the report from 2013 of the Cruise Lines International Association Europe “the Baltic Sea is the largest segment in the Northern Europe market, generating capacity of around 4.85 million passenger nights in 2012 and around 5.14 million in 2013”1. In the Baltic Sea region, carriage of passengers on cruise ships take 10,2% share of the EU market.2 For several years, it has begun to detect the role and importance of cruise ship tourism in the Baltic Sea Region, what is seen in a number of initiatives for international cooperation within the framework of the projects of the European Union, such as i.e.: Seaside Project or Enjoy South Baltic, and associations as: Baltic Sea Tourism Commission or Cruise Baltic Northern Europe. The European Commission also supports the activities for development of cruise ship industry, for example thanks to organization of annual celebrity of the European Maritime Day dedicated to maritime and coastal tourism development, or even for creation of the program entitled European Strategy for the Baltic Sea Region. However, in Poland, it has been registered a noticeable decline in the number of cruise ships calling at Polish seaports for several years3. There are lots of reasons of this phenomenon, but the lack of the infrastructure of dedicated terminals to handle cruise ships is one of the most essential. Moreover, a range of services delivered at these ports have also a huge influence upon the development of the cruise ship tourism market. The objective of this article is to evaluate the state of infrastructure of the seaports in Poland to handle of cruise ships and also presentation of investment objectives planned by seaports authorities. A little space was also dedicated to present the tourist offers prepared for cruise passengers visiting Polish seaports. The article also shows the results of surveys made in: Port of Gdansk Authority, Szczecin and Świnoujście Seaports Authority and also Port of Gdynia Authority. In addition, the ongoing and planned investments, having an impact on raising attractiveness and competitiveness of the seaports in Poland on the cruise ship tourist market of the Baltic Sea, have also been analyzed.

Introduction. The increasing development of marine traffic has led to a rise in the incidence of legionellosis among travellers. It occurs in similar environments, especially closed and crowded, and aboard ships Legionella survives and multiplies easily in water pipes, spreading into the environment through air conditioning systems and water distribution points. Although in recent years in the construction of cruise ships preventive measures aimed at curbing the proliferation of Legionella (design, materials, focus on the operation and maintenance of the water system), have been taken account, little or no attention has been paid to small ships which, in many cases, are old and not well maintained. Objective. The aim of the study was to evaluate the frequency and severity of Legionella contamination in ferries and cruise ships in order to adopt more specific control measures. Materials and method. A prevalence study was carried out on 10 ferries and 6 cruise ships docking or in transit across the port of Messina (Sicily, Italy). Water and air samples collected from many critical points were tested for qualitative and quantitative identification of Legionella. Results and conclusions. Legionella pneumophila sg 1 was isolated from the samples of shower and tap water in 7 (70%) of the 10 ferries examined, and in 3 (33%) of the 6 cruise ships examined, and L. pneumophila sg 2–14 in 8 (80%) and 1 (16.7%) of these ships, respectively. No Legionella contamination was found in whirlpool baths, air and ice samples. In conclusion, the data obtained confirm higher levels of Legionella contamination in local ferries and cruise ships, underlining the need to adopt corrective actions more specific for these smaller vessels.

Strong expansion of cruise ships traffic and cruising destinations in the Adriatic makes the region ideal for cruise ships routing analysis. The aim of this paper is to detect real cruise ships traffic movement in order to understand how present cruise ships routes are navigationally and environmentally sustainable and safe. Cruise ships characteristic operational demand and navigational routine in relation with regions indented coast line with high level of environmentally preserved areas in landscape of high national value, emphasise importance of real cruise ships routing awareness. The research is based on one year cruise ships traffic monitoring and routes analysis in the Central Adriatic East coast. The results offer detail insight of cruise ships navigational routines in navigationally less defined area that has not been frequent cruising region before. Cruise ships routes comparison is carried out between North Adriatic region, which is well defined with traffic separation schemes and navigational aids and less defined Central and South Adriatic regions. The results show that principle of cruise ships routing differ from standard maritime practice and that operational demand for attractive cruising and passenger experience bring cruise ships close to shores in various demanding navigational situations. That routing practice does not meet criteria of sustainability as it often present high navigational, safety and environmental risk.

The presented methods of navigation take account of hazards that are typical in polar waters. All the considerations are based on the guidelines of the Polar Code.

In recent decades, there has been noticed a continuous growth of passengers on cruise ships. Technical as well as technological development follow this growth side to side as far as construction, transport of passengers and strict legal regulations are concerned. However, recent maritime accidents, such as the Costa Concordia’s accident, question the level of maritime safety on cruise ships. Maritime accidents on cruise ships are almost entirely linked to human factor, directly or indirectly. Apart from the parameters affecting human factor, the literature mentions very frequently the importance of education, training and crew competences in the process of reducing the number of maritime accidents. However, very few researches have been done on competences that can affect strongly the level of maritime safety on cruise ships, i.e., that can reduce the effects of human factor on it. The purpose of this study was to find a connection between reducing the effects of human factor on accidents and the crew competences on cruise ships. The research lasted for two years and consisted of two phases. Qualitative as well as quantitative methods of analysis were used in both phases. Competences that are the essential part of obligatory programmes the crew members on cruise ships have to master, and that are prescribed by the STCW Convention were analysed in the first part of the research. The second part of the research analysed competences that are essential part of programmes resulting from the cruise companies’ demands. Cruise companies have defined and determined additional programmes and competences that seafarers, navigating on their ships, have to complete and develop. The aim of the research was to determine what type of competences the cruise companies look for through additional education programmes and to determine the amount of time needed to develop them.

Climate change provides for improved conditions for maritime navigation and results in increased activity in the Arctic. Those increased activities influence the safety at sea and risk of accidents. A disaster as the Costa Concordia incident would have far more serious consequences in Greenlandic waters than it had in Italy, therefore the question of prevention and disaster-preparedness is crucial. One approach to avoid risks is to create specific legislation. The legal system guiding safe navigation of cruise ships in/around Greenlandic waters is complex: the legal regime for navigation is set in different general and specific international, regional and national legal acts, partly non-binding, therefore issues of effectiveness arise. Safety is also influenced by practical issues, e.g. the lack of sufficient nautical charts for Greenlandic waters and “preparedness” at land to handle potential disasters, such as the SAR-system and preparedness of different actors, for example hospitals.

(3) Jaki jest stan przygotowania infrastruktury portowej w porcie morskim w Gdyni do obsługi morskich statków wycieczkowych? Badania zrealizowano w okresie od lipca 2013 do kwietnia 2014 r. W badaniach wykorzystano metody badań eksploracyjnych oraz desk research materiałów źródłowych i raportów z realizacji inwestycji, ale także wyniki wywiadu przeprowadzonego z przedstawicielami Zarządu ZMPG-A SA. In recent years, the authorities of Polish seaports have been conducted the active investment policy. The main stimulus to undertake these activities was the ability to gain financial support from European funds, mainly from the Cohesion Fund, the European Regional Development Fund and the Norwegian Financial Mechanism. In Poland, the port authorities were able to submit the investment projects to apply for EU support to the Infrastructure and Environment Operational Programme and the Regional Operational Programmes for the Pomeranian regions. The seaport authorities rebuilt quays, deepened and widened the waterways in the port basins, modernized communication accessibility to the ports from the land and the sea, as well as built logistics centers and introduced innovative solutions in the field of navigation and improved the safety of navigation. However, the analysis showed that investment activities in Polish seaports still allocate not enough space to issues of preparation of port infrastructure to support passengers' cruise ships and adaptation of the quays for terminals dedicated for handling of cruise ships. The objective of the study in this article is to assess the investment activities, realized by the Port of Gdynia Authority S.A, in the field of preparation of the port infrastructure in Gdynia to handle cruise ships.

Cruise ships arriving in the port of Koper carry approximately 1000 to 3000 passengers and crew members. Such a concentration of people presents a high degree of risk in the event of a major disaster, because it is difficult to control, due to limited space, the dynamics of people in the event of a general panic, the presence of large amounts of fuel, proximity of the city center and other vessels and cargo at the port. To avoid the possibility of hazard events, a good safety assessment must be done prior to a ship’s arrival. One of the methodologies for systematically assessing the risk is a Formal Safety Assessment, a tool for determing and evaluating the risk of potential hazards at a cruise ship terminal. This paper discusses the diverse aspects of safety analysis.

Niniejszy artykuł porusza kwestię dotyczącą wpływu statków wycieczkowych i zagrożeń ze strony dronów na komercyjne działanie portu morskiego. Autor przedstawia korelację pomiędzy kwestiami zawartymi w tytule publikacji, przytaczając jednocześnie informacje niezbędne do potwierdzenia stawianej tezy. W związku z tym, zaprezentowano stosowną klasyfikację zagrożeń portów morskich, czynniki wpływające na konkurencyjność oraz przykłady zdarzeń z udziałem dronów mające wpływ na bezpieczeństwo portów.
This article discusses the problem that concerns the impact of cruise ships and drone threats to the commercial operation of the seaport. The author presents the correlation between the issues contained in the title of the publication, while citing information necessary to confirm the thesis. Therefore, an appropriate classification of seaport threats, factors affecting competitiveness and examples of incidents involving drones affecting port security were presented.

Turystyka morska należy do najszybciej rozwijającego się rodzaju turystyki i przynosi znaczne dochody miastom i portom, które ją rozwijają. Rejsy wycieczkowe po Bałtyku stanowią ok. 20% całego morskiego wycieczkowego ruchu turystycznego. Jednak porty polskie, jak pokazuje przykład Gdyni, mają w tym niewielki udział. W artykule przedstawiono wyniki analizy zmian w wielkości ruchu statków wycieczkowych i liczby turystów przybywających na nich do Gdyni. Podjęte badania mają na celu ocenę i wskazanie kierunku zmian w morskim ruchu turystycznym w Gdyni w latach 1997–2016. Przedmiotem badań są zmiany liczby wizyt statków wycieczkowych i turystów w porcie gdyńskim. Dane do analizy wielkości ruchu wycieczkowców pochodzą z raportów i informacji z Zarządu Portu Gdynia S.A. w Gdyni oraz z cytowanej w pracy literatury. W pracy wykorzystano proste, klasyczne metody statystyczne, w tym analizę zmian wielkości ruchu turystycznego w poszczególnych latach. Przeprowadzona analiza pozwala wskazać na zdecydowany spadek liczby wizyt wycieczkowców w Gdyni w badanym okresie przy stabilizacji liczby turystów na poziomie 80–90 tys. w ostatnich czterech latach. Jednak ta liczba wynika z faktu wizyt większych cruiserów w ostatnich latach, niż miało to miejsce wcześniej. Peryferyjne w stosunku do głównych bałtyckich tras turystyki morskiej położenie portu w Gdyni i brak znaczących inwestycji w infrastrukturę portową na potrzeby turystyki morskiej prowadzi do stabilizacji wielkości ruchu turystycznego na obecnym poziomie.
Maritime tourism is one of the fastest growing tourist branches, bringing significant revenue to the cities and ports that develop it. Baltic cruises generates about 20% of all maritime tourist traffic. However, Polish ports, as shown through the example of Gdynia, have a small marketshare. The article presents results of the analysis of changes in the volume of traffic of cruise ships and the number of tourists arriving in Gdynia. The undertaken research is aimed at assessing and indicating the direction of changes in maritime tourist traffic in Gdynia in the years 1997–2016. The subject of the study are changes in the number of visits of cruise ships and tourists in the port of Gdynia. The data for the analysis of the traffic volume of the cruise traffic come from the reports and information from the Port of Gdynia Authority S.A. in Gdynia and cited in the literature. The work used basic statistical methods, including the analysis of changes in the volume of tourist traffic in particular years. It has made it possible to indicate a decisive decrease in the number of visits made by cruisers in Gdynia in the analyzed period, with the number of tourists stabilizing at 80–90 thousand per year in the last four years. However, this number results from the fact that Gdynia had visits of larger cruisers in last years than it was in the previous period. The location of the port in Gdynia and the lack of significant investments in port infrastructure for maritime tourism lead to the stabilization of tourist traffic at the present level.
