Opis:
University and business cooperation offers many benefits not only for the parties involved. It translates into innovation and competitiveness of the economy. The relationship encounters many barriers that are related to the environment (both internal and external) in which it is implemented. The aim of the article is to identify the determinants of university-business cooperation (areas of cooperation, barriers, motivations) and to point out recommendations from the perspective of scientists in Poland and the United States (USA). The experience of USA researchers can be used as a background for considerations about cooperation between universities and business in Poland, and as an example of good practices for the purpose of supporting and improving the analyzed relationships. The article focuses on selected determinants of university and business cooperation: areas of cooperation, barriers limiting it, motivations for cooperation and the possible options for its improvement (recommendations of researchers). In order to achieve the assumed goals, an individual, in-depth interview was conducted with the use of a questionnaire as the research tool. The presented results of the research showed significant differences between the models of university and business cooperation in Poland and the USA.

Purpose: The study aims to identify the main directions of intragroup cooperation, along with crucial areas of cooperation in business groups, and develops theoretical models of cooperation in a business group. Methodology: The qualitative approach is applied in the study that is based on the cross-case analysis of four business groups operating in Poland. Findings: Results indicate that business groups cooperate mainly vertically (cooperation between the core company and affiliates) in operations. Horizontal (among affiliates) and vertical cooperation in other areas – marketing, R&D, finance, and human resources – are not so intense. The study enables us to propose a theoretical framework of cooperation models in business groups based on two dimensions – the direction of cooperation and the number of cooperation areas. It leads to the identification of four models: two-sided loose cooperation, two-sided tight cooperation, multi-sided loose cooperation, and multi-sided tight cooperation. Implications: Identification of main directions of cooperation in business groups, along with areas of cooperation have implications for both researchers and managers. Findings of the study and the theoretical framework of cooperation models in business groups can be used as a basis for the further theoretical exploration of the organization and functioning of business groups in the economy and a strategic decision guideline for managers. Originality: The literature focuses mainly on the interorganizational cooperation between dispersedly owned standalone entities. Studies on intraorganizational cooperation in business groups are limited. The study aims to provide a better understanding of cooperation between entities in business groups

The research concerning cross-border cooperation initiative between regions presents international relations that are often formed upwards and have their roots in bilateral relations of the regions. A research hypothesis was positively verified on the basis of the conducted research, according to which the examined subject is a form of cross-border cooperation at the level of regional parliaments: German federal states, Kaliningrad District of the Russian Federation and selected Polish voivodships. Coherently with the purpose of the study, an institutional and legal analysis, analysis of source materials and a questionnaire were conducted. The paper contains an investigation of the genesis, objectives and the scope of substantive works concerning the cross-border cooperation formula within the regional parliaments of the South Baltic Region. A special nature of work within the Forum was also presented; the most important substantive issues introduced by the partners in resolutions adopted by acclamation are discussed, as well as the results of own research are presented.

Enhanced cooperation (originally closer cooperation) was inserted into the EU institutional and legal system by the Amsterdam Treaty in a response to political calls for establishment of a mechanism that would allow for deeper integration of only some Member States (“coalitions of the willing”) in the ever-enlarging EU. As such, this step meant a break with the unity dogma the European integration had been traditionally built upon and provided for institutionalised differentiation in the EU. Redesigned by both the Treaty of Nice and the Treaty of Lisbon, enhanced cooperation has materialized in 5 cases since 2010. Apart from that, possibility of a recourse to enhanced cooperation has played a role in negotiation strategies within the EU decision-making process and in reflections on the future of the EU. While enhanced cooperation is not a magic panacea to divergences of opinions on the European integration between individual Member States, in particular, middle-sized and small Member States including the Czech Republic shall not underestimate the potential this mechanism might have.

The article presents results of critical theoretical and empirical analysis of cooperation between Polish enterprises based on two models: made by T. Ozawa and M.E. Porter, and followed by market research concerning opportunities to support cooperation of Polish enterprises. Polish companies seem to opt for confrontation as the main market strategy, basing on the development of one company while worsening the position of rivals at the same time. The aim of this paper is to show possibilities in supporting Polish companies to build their capabilities, as well as identifying barriers, in transition from confrontation to cooperation. The article is divided into four parts. In the first part, the stages of development of economy and enterprises in Europe are defined with reference to T. Ozawa model. The analysis covers the internationally recognised innovation indicators with regard to cooperation aspects. In the second part, the authors analyse the essence and forms of cooperation between companies. The third part of the paper concentrates on the market research of the support means available for Polish enterprises. In conclusion, a brief summary of the main findings was given, concerning the opportunities and barriers of institutional approach towards cooperation between Polish enterprises. In the paper, two types of research methods were used: methods of data collection and methods of organizing and processing information, especially methods of systems, cause and logical analysis of institutional support.

The paper aims to present the issues related to the cooperation between teachers and pupils’ parents. Considering the importance and legitimacy of its occurrence in various forms and manifestations, the author conducted a qualitative study in an attempt to answer the following question: What is the image of this collaboration emerging from the teachers’ narrations as a partof the qualitative interviews conducted with them? The picture reveals teachers’ perspective on their pupils’ parents and cooperation with them, indicating some discrepancy and inadequacy in this area.

W artykule opisano wskaźnik skonstruowany na potrzeby mierzenia przepływów finansowych pomiędzy samorządami w Polsce. Przepływy te uznano za miernik współpracy międzysamorządowej oraz siły powiązań funkcjonalnych przecinających granice administracyjne. Celem artykułu jest przedstawienie skali i przedmiotu transferów finansowych między samorządami oraz analiza czynników wpływających na ich zróżnicowanie. Największe wydatkowe transfery finansowe występują w funkcjonalnych obszarach miejskich, ale tylko w zakresie wydatków bieżących. Transfery w zakresie wydatków inwestycyjnych są większe poza tymi obszarami oraz stanowią cechę charakterystyczną gmin o niższym poziomie zamożności. Najsilniej powiązaną funkcją jest dostarczanie usług transportowych − tak w wymiarze wydatków bieżących, jak i inwestycyjnych.
The paper describes an indicator constructed to measure financial flows between local governments in Poland. These flows are considered as the measure of local governments’ cooperation and of the strength of functional connections crossing administrative boundaries. The purpose of this paper is to present the scale and the subject of financial transfers between local governments and the factors explaining the variation of local governments’ financial cooperation. The biggest financial transfers take place in functional urban areas, but only in terms of current expenditures. Transfers of investments expenditures are higher outside these areas and are characteristic of less affluent municipalities. The strongest associate function is to provide transportation services: both in terms of current expenditures and investments.

EUPOS (European Position Determination System) is a new European initiative of establishment of the multifunctional reference station system in Central and Eastern countries as an international project to establish a uniform groun based GNSS augmentation system of multifunctional permanently operating reference stations creating a satellite positioning infrastructure in Central and Eastern Europe (CEE). The Project EUPOS was initiated by the Berlin Senate Department for Urban Development and European Academy of the Urban Development Berlin. The Project consists in establishment of about 800 multifunctional satellite reference stations in Central and Eastern Europe. Fifteen countries (Bulgaria, Czech republic, Estonia,Germany, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russian Federation, Serbia &Montenegro, Slovakia, Slovenia and Ukraine) intend to participate in the project. On common project standard set wiil be observed by all countries, however the project will include the existing or developed infrastructure in participating countries. Experiences of all participating countries in establishing and operating satellite systems will also be used. The system will be compatible with the German network SAPOS and in future will use as main signal the signal of the European system Galileo. The network of reference stations will provide services for both positioning of the geodetic control points and for land, air and marine navigation. several levels of positioning acuracy will be offered. The participating countries decided to form a Steering Commitee. nine working conferences of the Steering Commitee were help up to now. The conferences were devoted to discussions on practical aspects of realisation of establishment of the network, the standards and possible sources of financial support realisation of the Project. EUPOS is a member of the International Comitee on Global Navigation Satellite Systems (ICG) and the Radio Technical Commision for Maritime Services Special Commitee 104 (RTCM SC 104). In August 2006 the Head Office of Geodesy and Cartography of Poland has signed with the Polish Ministry of Economy the agreement on financial support for establishment of EUPOS reference stations in Poland.

Kaliningrad Oblast is a Russian exclave lying by the Baltic Sea. In the best interest of Baltic countries, including Poland, is for the Baltic Sea region to be a stable and trustworthy region benefiting from multifaceted international cooperation. In view of the above, the Kaliningrad Oblast of the Russian Federation and its relations with EU states, and especially the closest neighbours have an important role to play. Trading between Poland and Kaliningrad Oblast is developing relatively well, but capital involvement remains well below the potential capacity. The scope of economic cooperation is relatively small. Work on providing security and services to Polish investors in Kaliningrad also remains unsatisfactory.
Obwód Kaliningradzki to rosyjska eksklawa położona nad Bałtykiem, której najważniejszym miastem jest Kaliningrad, gdzie koncentruje się 46% ludności i 60% potencjału przemysłowego. W obwodzie znajduje się stosunkowo dobrze rozwinięty kompleks transportowy. Region zyskał w 1992 r. status wolnej strefy ekonomicznej, a w 1996 r. specjalnej strefy ekonomicznej. Rozszerzenie Unii Europejskiej w 2004 r. wpłynęło na specyfikę i unikatowe geostrategiczne położenie Obwodu Kaliningradzkiego, stanowiącego część Federacji Rosyjskiej, położonej wewnątrz Zjednoczonej Europy. Od tego czasu zaczęto określać go mianem „bramy do Rosji”. Polska jest trzecim najważniejszym dostawcą towarów do Obwodu Kaliningradzkiego po Niemczech i Chinach. Polskie przedsiębiorstwa zaopatrują eksklawę Rosji przede wszystkim w żywność oraz chemię gospodarczą. Do głównych grup towarów importowanych z Polski do obwodu należą ponadto: wyroby przemysłu maszynowego, inne produkty przemysłu chemicznego: tworzywa sztuczne i pochodne, odzież, obuwie, papier, materiały budowlane oraz meble. Do najczęściej wysyłanego asortymentu należą mieszanki warzywne, warzywa suszone, mrożone truskawki, a także świeże jabłka, wiśnie i śliwki. Z Obwodu Kalinigradzkiego sprowadza się głownie ropę naftową i produkty ropopochodne, wentylacyjne, oświetlenie, drewno, nawozy, miedź i celulozę. Polskie towary widoczne są w kaliningradzkich sklepach, podobnie jak komponenty budowlane i wyposażenie nowych obiektów, takie jak: stolarka okienna i drzwiowa, meble, zabudowy wnętrz, armatura sanitarna, urządzenia elektryczne i klimatyzacyjne. Ponadto artykuły papiernicze, gospodarstwa domowego, wyposażenie domów i ogrodów są towarem, którym zainteresowane są większe sieci sklepów, w tym rosyjski potentat „Wester”. Szacuje się, iż około 30% polskich firm działających w Obwodzie Kaliningradzkim pochodzi z Warmii i Mazur. Większość artykułów rolno-spożywczych eksportowanych do obwodu pochodzi z województwa warmińsko-mazurskiego. Niespełna milionowy rynek Obwodu Kaliningradzkiego, z uwagi na zróżnicowany poziom dochodów ludności, można uznać za stosunkowo mało chłonny, ale okazuje się on bardzo ważny dla polskich przedsiębiorstw. Ich liczebność jest większa niż firm z Niemiec – największego importera w tym regionie. W 2006 r. wśród największych inwestorów w obwodzie było dwóch jego bezpośrednich sąsiadów. Największym inwestorem bezpośrednim są firmy litewskie, które skutecznie konkurują na rynkach obwodu z polskimi firmami. Polskie towary są powszechne w Kaliningradzie, wiele polskich marek jest dobrze znanych i rozpoznawalnych od kilku lat.

W artykule przedstawiono wyniki szczegółowej analizy i oceny transgranicznej współpracy regionów przygranicznych Polski i Ukrainy, w którą zaangażowane są euroregiony. Analiza obejmuje zarówno aspekty teoretyczne, kwestie finansowe współpracy transgranicznej, jak i aspekty społeczno-ekonomiczne rozwoju badanego terytorium. Celem autorów jest porównywanie zasad i tendencji rozwoju terytoriów w polsko-ukraińskich regionach transgranicznych w celu zapewnienia całościowej wizji współpracy transgranicznej między Ukrainą i Polską w ramach Euroregionu Karpackiego i Euroregionu Bug.

This is a review of a book by Sławomir Czech titled Od konfliktu do kooperacji. Instytucjonalizacja konfliktu interesów zbiorowych w szwedzkim modelu gospodarczym [From conflict to cooperation. Institutionalisation of the conflict of collective interests in the Swedish economic model]. The book deals with the so-called 'Swedish model' of the economy. The author claims that while the significance of trade unions is usually magnified in its construction, the role of business organisations is underestimated. He analyses pivotal conflicts between the Swedish Social Democratic Party, the trade unions and the employers' organisation. In the book he puts forward a hypothesis that constructing Swedish economic institutions in concordance with the principles of cooperation and seeking a compromise between the most important pressure groups fostered solutions that were beneficial in terms of economic growth.
Jest to recenzja książki Sławomira Czecha pod tytułem Od konfliktu do kooperacji. Instytucjonalizacja konfliktu interesów zbiorowych w szwedzkim modelu gospodarczym, która ukazała się w 2019 roku nakładem Wydawnictwa Naukowego Scholar. Dotyczy ona tak zwanego "szwedzkiego modelu" gospodarki. Autor twierdzi, że w procesach jego budowy zazwyczaj wyolbrzymiane jest znaczenie związków zawodowych, a zarazem niedoceniana jest rola organizacji biznesowych. Poddaje on analizie kluczowe konflikty między: Szwedzką Socjaldemokratyczną Partią Robotniczą, związkami zawodowymi i organizacją pracodawców. W książce wysuwa hipotezę, że budowanie szwedzkich instytucji gospodarczych zgodnie z zasadami współpracy oraz szukanie kompromisu między najważniejszymi grupami nacisku sprzyjało rozwiązaniom, które przyczyniły się do wzrostu gospodarczego.

W artykule podjęto próbę analizy przesłanek współdziałania międzygminnego w Polsce, z uwzględnieniem kontekstu zagranicznego. W pierwszej części przedstawiono najważniejsze przesłanki współdziałania międzygminnego: 1) fragmentację terytorialną, 2) powiązania funkcjonalno-przestrzenne i 3) korzyści skali. W drugiej części artykułu przedstawiono natomiast – przyjmując perspektywę lokalnych liderów politycznych – przesłanki współdziałania w ramach chojnicko-człuchowskiego zespołu miejskiego oraz wyodrębniono podstawowe bariery utrudniające wspólną realizację zadań.
Article attempts to analyze the conditions for inter-communal cooperation in Poland, taking into account the international context. In the first part of the paper presents a discussion on the key for inter-communal cooperation: 1) territorial fragmentation, 2) functional and spatial linkages and 3) economies of scale. In the second part of the paper but – taking into consideration the local political leaders – evidence of cooperation in the framework of the Chojnice-Człuchów urban complex and isolated primary barriers to adoption of the common tasks.

Sustainable tourism development concept defined by World Tourism Organization reveals a need for common network formation as a platform for cooperation between different tourism sectors and stakeholders. Additional reason for the growing interest in cooperation in tourism is the belief that organisations and destinations may be able to gain competitive advantage by bringing together and sharing their combined knowledge, expertise, financial capital and other resources for common goal. Cooperation networks can gain collaborative advantage not only for separate organisation, but the whole destination. Topicality of the problem is based on the global competition, heterogeneous nature of tourism industry, rapidly developing technological innovation, need for sustainable development set additional importance for cooperation in order to keep pace with the latest developments and new possibilities for cooperation networks. The aim of paper will discuss tourism industry sectorial and regional coverage of tourism associations and other formal networks in Latvia from the perspective of sustainable tourism destination development. Conclusions and suggestions are drawn for overall tourism industry as system development, cooperation network gap reduction by sectors as well as by regions and tourism organisation cooperation improvement in Latvia.

The article highlights a vision of complicated economic phenomenon – the cross-border cooperation of enterprises, which combines the two important economic categories – cross-border cooperation and entrepreneurship by its self. There considered the fact that cross-border cooperation is an important tool for economic development and competitiveness increase of enterprises, located in border areas.

In 2021, the Shanghai Cooperation Organisation (SCO) turned 20 years old. With “Shanghai Spirit” as its guiding principle, the scope of SCO’s activity has significantly expanded, recently adding India and Pakistan to its members. As a result, SCO policy has heavily influenced the Central Asia region. In response, in 2019, the EU launched a new strategy for Central Asia, adopting “connectivity” as its core concept. As a result, both SCO and EU strategies in Central Asia tend to conflict with each other, thus leading to uneven and inconsistent development of the region. Therefore, this paper aims to identify contradictions between SCO’s “Shanghai Spirit” guiding principle and the EU’s concept of “connectivity” by comparing the SCO and EU strategies toward Central Asia. The methodology in the paper involves a qualitative comparative method, including two qualitative case studies, represented by the SCO’s “Shanghai Spirit” and the EU’s concept of “connectivity” in their strategies on Central Asia. The article concludes that contestation between the SCO and the EU policies in Central Asia impedes stable development of the region, and therefore, a compromise between both policies in Central Asia is suggested.

Clusters have proved to be an important source of competitiveness for the economic development of regions within the European Union. One of the main goals of cluster development is to stimulate cooperation between companies in one or a few related sectors. The stakeholders of a cluster, as well as the local economy, can derive many benefits from such cooperation. However, there are numerous barriers, which make it difficult for the companies within clusters to cooperate. This article addresses the need to develop a cluster-specific approach to inter-company cooperation. The aim of the article, on which this article is based, was to analyse the current co-operation efforts of Polish cluster initiatives and identify the main challenges that arise from organising such cooperation within clusters. The significance of cooperation between companies, for the strategic development of a cluster, is discussed and a set of tools to enhance this cooperation is proposed. Furthermore, reflecting the outcomes of the study, cluster policy actions are recommended.

Socio-economic situation and development of a particular region, county, municipality depend on many factors. Their location (geographic, geopolitical) is of particular importance. It seems that the role of the factor grows in inverse proportion to the deficit of other developmental factors. In other words, if a certain local government unit is not rich economically (e.g. its budget, taxes, etc.), or otherwise privileged, not only it should but it is obliged to take advantage of its position. The issue is to turn what has been generally a limitation (the state border, peripheral character, the end of communication routes) into an asset. That was the historical and geopolitical challenge faced by the municipalities Bialystok and Grodno. The historically Polish cities became split not only by the Polish - Belarusian border but also by the external border of the European Union. The problem that naturally arises from the fact can be brought to determining whether existing institutions and procedures allow to alleviate cross-border barriers. In addition, it has to be determined whether the current potential in this regard will provide or may ensure effectiveness. Therefore, the paper covers the principles of local cross-border and euroregional cooperation, prospects on the European Grouping of Territorial Cooperation (EGTC), as well as geopolitical determinant factors of relations between Bialystok and Grodno.

Australia and Japan were called as two anchors of US political and military presence in West Pacific during Cold War. Despite several decades of indirect alliance between these two countries through hub and spokes system, bilateral relations were lacking in intensity and strategic substance before 1990s. Revival of mutual cooperation was marked in 1990 by visit of commander-in-arms of Australian Defence Force in Tokyo and Japanese Defence Minister in Canberra. Breaking animosities brought to regular and broad political and military partnership which began in 1996. Cooperation through UN peace-keeping missions in Cambodia (1992-1993) and East Timor played crucial role in strengthening Japanese-Australian friendship. Canberra and Tokyo worked out beneficial and complementary cooperation (Australia as military factor, Japan as civilian contributor). War on terror since 11th September 2001 and US led operations in Afghanistan (2001) and Iraq (2003) made a trial of common values and mutual assistance on the battlefield. Trilateral Strategic Dialogue between USA, Japan and Australia established in 2001 has been an attempt to replace hub and spokes system. Some constraints of multilateral relations resulted from different stands on North Korean missile tests, Chinese threats against Taiwan and embargo on arms trade with PRC. Australian „soft" policy towards China which becomes a major trade partner of Canberra weakens trilateral and bilateral partnership. However Japan and Australia stressed the importance of their relations by signing Joint Declaration on Security Cooperation in 2007. For both Tokyo and Canberra this declaration is, next to the treaties with US, first security agreement with foreign country. Future architecture of Asian security is a challenge for both Australia and Japan. This issue developed particularly since Kevin Rudd's presentation of the idea of Asia Pacific Community and Japanese government policy of „Return to Asia" disclosed by new prime minister Yumio Hatoyama in 2009.

The Persian Gulf region is one of the most important areas in current global security system. Vast energy resources located in the region are essential for world’s economic stability and development, which also brought constant foreign penetration of the Persian Gulf system.The Gulf Cooperation Council has been established in 1981 and since then it plays an important role as one of the regional security mechanisms. In the article the reasons behind organization’s formations are described, as well as an evolution of the integration processes is shown in historical perspective. Also, the socio-economic and military positions of the GCC members are analyzed and the main challenges faced by the organization are pointed out. The GCC still serves as coordination agenda rather than strict integration organization but in the last years we may notice growing efforts to strengthen the GCC’s mechanisms.

Anna Iwaszkiewiczowa (1897–1980), a Polish writer and translator, undertook to translate a theoretical text by Albert Gleizes (1881–1953), a French cubist painter. The text was published in a Polish monthly “Droga” in 1932. In the same year, Albert Gleizes came to Poland to give lectures on his concept of art in Warsaw and in Łódź. The visit was also organized by Iwaszkiewiczowa, who translated the speeches and supervised the program.The purpose of this article is to present details of this cooperation between the artist and his translator, as well as to analyze Anna Iwaszkiewiczowa’s work with regard to the abovementioned publication and, additionally, to a preserved manuscript of the French original and a draft version of the Polish translation.

Leaving the UE by the UK has brought a number of consequences for bilateral Polish-British police and justice cooperation. The subject of the article was to present legal regulations, which provide the basis for international cooperation for British law enforcement agencies. The author analyzed and then evaluated the effectiveness of instruments of mutual cooperation. The articles focuses also on the assessment of Brexit consequences and its possible impact on the Polish-British police cooperation. It is worth emphasising that cross-border law enforcement cooperation - which includes police, customs, secret services and other law enforcement agencies, mainly concerns the most serious threats such as terrorism, organised crime, human traffi cking, money laundering, drug traffi cking or cybercrime. The article shows that the most unfavourable changes result from dropping the Schengen acquis by the United Kingdom - is disconnection from the second generation Schengen Information System. The article includes also information about The Agreement on Trade and Economic Cooperation between the European Union and the European Atomic Energy Community and the United Kingdom of Great Britain and Northern Ireland, which has retained a number of important mechanisms for effective police cooperation between EU Member States and the United Kingdom. But although, as mentioned in the article, the Trade and Cooperation Agreement between the European Union and the United Kingdom provides upgrades of the tools of police and judicial cooperation, it is a matter of practise to verify these as sufficient.

Gospodarka oparta na sieci jest jednym z zasadniczych wyróżników współcześnie funkcjonujących podmiotów. Cele przedsiębiorstwa, które nie mogą zostać osiągnięte przez indywidualne działania, są niejednokrotnie realizowane w wyniku wytworzenia synergicznego potencjału współpracujących podmiotów. W opracowaniu położono nacisk na omówienie zarówno problematyki współpracy międzyorganizacyjnej, jak i znaczenia sieciowości organizacji w obecnych realiach rynkowych.
The principal aim of the study is analysis of the selected aspects of cooperation between enterprises with network perspective. Network-based economy is one of the basic distinguishing features of contemporary enterprises. The aims of the enterprise which cannot be achieved through individual activities are often accomplished through a synergic effect of cooperating entities. The focus of the study is on discussion of both problems of inter organizational cooperation and importance of network-based organization under present market reality.

The paper compares statistical data on trade between the two countries and bilateral investment in industry, financial services and the energy sector. The main purpose of the paper is to show that bilateral economic relations are stable and testify to the existence of a strategic partnership between Poland and Ukraine. The analysis of bilateral agreements reveals that the existing legal framework is sufficiently developed to encourage further investment and economic cooperation between Poland and Ukraine. Moreover, many Polish investment projects in Ukraine and Ukrainian projects in Poland confirm that there is a high level of mutual interest. Another conclusion is that the limited capacity of the Polish-Ukrainian border poses a major obstacle to the development of bilateral cooperation. To remedy this problem, it is necessary to make better use of all available legal instruments and introduce joint customs and border clearance at all border crossings between the two countries, Kuspys says.

The article highlights basic neuropsychological concepts of linguistic functioning, developmental and evolutional problems of language capacity and the cooperation of hemispheres in man. While the right hemisphere gathers impressions of the notions of things, the left hemisphere forms and uses abstract concepts. Primates can learn to communicate via symbols. Dyslexic children often have problems with ways of teaching that mainly use abstractions. Finally, the specific supply of concepts in both hemispheres is in part responsible for the very personality of a given individual.

The article highlights the main directions of creative cooperation of scientists and educators of the Republic of Poland and Ukraine. Certain directions are analyzed, the dynamism of this process, its expansion and deepening caused by a combination of factors are characterized. A vivid example of such a scholar is Franciszek Szlosek, Doctor Habilitated, Professor, Director of the Institute of Pedagogy of The Maria Grzegorzewska University in Warsaw, Foreign Member of the National Academy of Pedagogical Sciences of Ukraine, Head of the Scientific Society “Poland-Ukraine”. His name, ideas, concrete and fruitful activity, aimed at developing international cooperation, became part of the history of Ukrainian pedagogical science and education at the end of the 20th century - the beginning of the 21st century.

This article seeks to present the scale of inter-municipal cooperation in waste management in Poland in the light of the role of three key factors of cooperation. The first shows spatial regularities in the distribution of inter-municipal bodies involved in waste management in Poland, both in the system of voivodeships and historical-cultural regions. The second is institutional conditions confirming the scale of the Europeanisation of public policies taking place in Poland. It embraces the implementation of the EU legal framework in the Polish legal system and the cooperative behaviour of municipalities as a result of those changes. The third is a negative verification of the assumptions of the economic theory upholding the role of financial motivation in establishing cooperation (looking for savings and economies of scale to reduce unit cost); the presented results do not corroborate this type of motivation.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

University–enterprise cooperation considers an active and efficient cooperation of the scientists, industry and the government. The university is a significant actor in this model as it not only produces knowledge, but also creates new opportunities, protects intellectual property and converts the research outcomes into a market attractive product. This cooperation ensures that educational programs equip students with the relevant competences, and entails research suited to the demand of the market and the government. This implementation helps the university realize its third mission – serve the country and support its economic development. This paper presents our attempt to describe the role of the regional government in the university– enterprise cooperation based on a regional university in Georgia. Despite the various studies regarding university–enterprise cooperation implemented in Georgia mainly dealing with single components of the cooperation, we tried to highlight the significance of the government in this cooperation and its authentic character.

On this basis, the paper presents the scope of cooperation of the above entities, analyzes applied solutions related to the organization of this cooperation and evaluates their efficiency.

Originality/value – as a result of the conducted analysis recommendations were elaborated for the more successful development of inter‑municipal cooperation in Ukraine as an efficient way for the solution of local economic problems and sustain‑able development of communities.

In the face of problems and phenomena that go beyond national boundaries there is a need for joint initiatives, sharing ideas, cross-border approaches and solutions. To meet these new problems, the European Union forwarded to each Member State, their regional and local authorities the legal instruments allowing for more efficient resolution of cross-border problems by using the potential of cooperation within the European Grouping of Territorial Cooperation. The EGTC regulation is a major step forward in providing integration possibilities between regions of different Member States as it gives a solid and simplified frame for cooperation activities. The interested parties-members of an EGTC from different Member States can work on joint initiatives without having to sign international agreements. EGTC members can independently select the subject of its activity in cooperation, as well as determine the decisionmaking process and internal rules of conduct. Notably, they can respond directly to the notice of competition in the EU policy concerning the reporting of project proposals and present them as an organizational entity, without the need to involve government agencies of the entities participating in an EGTC. European Groupings of Territorial Cooperation are finally a clear and strong political signal of the European Council and Parliament that the cooperation with partners from other EU Member States is important and is supported at the highest political level in the European Union. For a positive assessment of the idea of an EGTC is not without significance that wellfunctioning EGTC can contribute to achieving the objective of territorial cohesion, multi-level governance in Europe, the development of macro-regions and the European Neighbourhood Policy.

The goal of the publication is to assess the normative scope of the new form of cooperation with the tax administration, which is the institution of a cooperation agreement. This innovative form of relations between entities of tax law is another and necessary element of modern state policy. The starting point is the location of the institution of the cooperation agreement within the scope of the Cooperation Programme, its basic assumptions and conditions, as well as its reference to the applicable tax law regulations. It has also been shown that horizontal monitoring is being established within the framework of this cooperation, which, unlike tax control, does not constitute direct supervision of the correctness of tax obligations. It is merely a supervision of the taxpayer’s internal procedures implemented in his company. A tax agreement is a supplement and a necessary element of the cooperation agreement, which is a consequence of the cooperation agreement concluded, binding on both parties to the agreement and guaranteeing the observance of the arrangements in the scope of the resulting disputes or doubts. The legal basis for acting in connection with the verification of the taxpayer’s compliance with the conditions of the cooperation agreement is also a tax audit, the basic assumptions of which are presented in part 3 of the study.
Przedmiotem publikacji jest ocena normatywnego zakresu nowej formy współpracy z administracją podatkową, jaką jest instytucja umowy o współpracy. Ta nowatorska forma relacji między podmiotami prawa podatkowego jest kolejnym niezbędnym elementem nowoczesnej polityki państwa. Punktem wyjścia jest umiejscowienie instytucji umowy o współpracy w ramach Programu Współpracy, jej podstawowe założenia i warunki oraz odniesienie do obowiązujących przepisów prawa podatkowego. Wykazano również, że w ramach tej współpracy tworzony jest monitoring horyzontalny, który w odróżnieniu od kontroli podatkowej nie stanowi bezpośredniego nadzoru prawidłowości zobowiązań podatkowych. Jest to jedynie nadzór nad wewnętrznymi procedurami podatnika wdrożonymi w jego firmie. Podstawą prawną do działania w związku z weryfikacją przestrzegania przez podatnika warunków umowy o współpracy jest również audyt podatkowy, którego podstawowe założenia przedstawiono w części 3 opracowania. Uzupełnieniem i niezbędnym elementem umowy o współpracy jest umowa podatkowa, która jest konsekwencją zawartej umowy o współpracy, wiążącej obie strony umowy i gwarantującej dotrzymanie ustaleń w zakresie wynikłych sporów lub wątpliwości.

The social activity of women living in rural areas is highly diversified and includes, for example, Rural Women Associations (RWAs), traditional organisations historically embedded in the Polish countryside. Having served their local rural populations for ages, they have always been in need of a diversified capital. Its acquisition can be facilitated through different entities, with cooperation taking a variety of forms and defi nitions. My analysis focuses on RWAs’ partnerships with local and external organisations located outside their commune (in Polish: gmina). What local entities do RWAs engage in cooperation with most frequently and in what form? Do they cooperate with entities from outside their commune? The RWAs included in my study tended to collaborate mostly with other RWAs and, much less frequently, with non-governmental organisations (NGOs) of the new type, Volunteer Fire Brigades (VFBs), and Local Action Groups (LAGs). They did not engage in collaboration with social cooperatives and only rarely worked with local or external public institutions and NGOs from other areas than their gmina. Joint implementation of projects proved to be the preferred form; however, RWAs were not included in the project preparation. Given their limited potential in establishing cooperation with other entities, the role of RWAs in the creation and implementation of social services in rural areas remains largely limited. With cooperation reduced almost exclusively to the local level, the acquisition of the financial, human, and social capital from institutions and organisations located outside rural areas is diminished, petrifying the local relationships and preventing change in the culture of cooperation.

The paper examines the efforts to enhance regional cooperation in the Western Balkans and how this has increased engagement between the EU and the Western Balkans. The regional initiatives are more present when the European Union (EU) shows little interest in the Western Balkans region. However, these efforts have yet to address all the concerns adequately and have not brought to life tangible results despite many political declarations. One of the most commented initiatives, like the Open Balkans, has caused concern in the region and caused tension between Kosovo and Albania over the past few years. The paper enlightens the challenges of regional cooperation during the last years, the contribution of this process in the integration process, and the role played by Albania. Also, the paper tries to analyze the success and failures of the "Open Balkan" initiative and the Regional Common Market. Furthermore, the paper framework examined the progress of regional cooperation initiatives and the region's attention to the European integration process. Additionally, the paper seeks to determine whether regional cooperation is a viable alternative for the region or merely an external-driven initiative and the role of the EU in promoting regional cooperation

The aim of the paper is the idea of cooperation as an undervalued element of the system of market economy. The system has been dominated by competition despite the wishes of its founding father, Adam Smith. Several other authors have also pointed to the fact and proposed to focus more on cooperation in order to keep economy in balance with society. Excessive reliance on the competition hurt people’s relationships and undermined their place in the economic system. The significance of cooperation rises when combined with the idea of culture and shared values. Chosen methods of assessing values as related to economic development are mentioned. The World Values Survey (WVS) results are used to assess the proximity of the values of the neighbouring countries of Poland. Despite changes in the composition of the values in Poland and the countries, the analysis shows that a great deal of these values are common which may potentially enhance potential international cooperation among these countries.

Aim The subject of this work are contemporary methods of designing public space based on cooperation with city users. Currently, much attention is paid to key competences, with particular emphasis on the role and competences of humans. Therefore, the purpose of this paper is to overview the competence definitions and key competences related thereto. Moreover the paper will focus on the role of communication competences along with up to date communication technology. The typologies of competence currently appearing in Polish and international literature will also be presented. The role of cultural dimensions in the formation of relationships with international partners will be highlighted as well. The final element will include the stress put on the role of communication as one of the key competences influencing corporate cooperation and indicating the innovative forms of communication between business partners.

Celem artykułu jest analiza politologiczna tworzonych obecnie Europejskich Ugrupowań Współpracy Terytorialnej (EUWT) na pograniczu polsko-słowackim. Na wstępie wyjaśniona została istota i podstawy prawne nowego instrumentu prawnego Unii Europejskiej. Przedstawiono również genezę i specyfikę EUWT w Europie. W zasadniczej części tekstu poddane analizie zostały tworzone obecnie dwa polsko-słowackie EUWT: Tatry i TRITIA. Szczegółowo omówiono ich dokumenty założycielskie, organizację wewnętrzną, planowany zakres działalności. Tekst uzupełniono analizą porównawczą EUWT z dotychczas działającymi euroregionami. W podsumowaniu znalazły się wnioski i rekomendacje dotyczącej dalszej formalizacji polsko-słowackiej współpracy transgranicznej.
The purpose of the article is to provide political analysis of European Groupings of Territorial Cooperation (EGTC), which are being currently established on the Polish-Slovak borderland. First, the author presents the essence and legal basis of this new instrument of the European Union, and describes the origin of the first EGTCs. Second, in the main body of the text, he discusses two Polish-Slovak EGTCs, i.e. Tatra and TRITIA, focusing in particular on their documents of incorporation, internal organization and the planned scope of activities. The article is supplemented with a comparative analysis of previously active euroregions. In the summary, the author offers some conclusions and recommendations regarding further formalization of Polish-Slovak trans-frontier cooperation.

Upadek świata dwubiegunowego może zostać uznany za nowe otwarcie w stosunkach chińsko- rosyjskich. Sytuacja międzynarodowa na początku lat 90. umożliwiła odnowienie i normalizację stosunków politycznych między tymi państwami oraz zapoczątkowanie współpracy na kilku płaszczyznach. Rozwijanie kontaktów zarówno politycznych, jak i gospodarczych okazało się być procesem długotrwałym, warunkowanym przez liczne wewnętrzne i zewnętrzne czynniki. Celem artykułu jest analiza ewolucji wzajemnych relacji, motywacji działania, źródeł współpracy oraz jej znaczenia. Biorąc pod uwagę rosnące strategiczne znaczenie regionu eurazjatyckiego, szczególnym aspektem w kontekście współpracy Federacji Rosyjskiej i Chińskiej Republiki Ludowej jest jej istota dla bezpieczeństwa międzynarodowego. Przeprowadzana analiza będzie uwzględniała zwłaszcza współpracę rozwijaną z wykorzystaniem Szanghajskiej Organizacji Współpracy.
The fall of the bipolar world can be perceived as a new opening in Sino-Russian mutual relations. International reality at the beginning of the 1990s enabled renewal and normalization of political relations between them and an establishment of broader cooperation in several areas. Th e process of widening their contacts, both political and economic, can be perceived as long-lasting and determined by many internal and external conditions. Th e aim of this article is to analyze the evolution of mutual relations, motivation, reasons and roots of such cooperation as well as its sense. Th e most significant aspect is the meaning of Sino-Russian cooperation, especially in the field of Shanghai Cooperation Organization, which in many aspects can be perceived as a threat to international security, mostly due to strategic significance of Eurasian region.
