Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

Clusters have proved to be an important source of competitiveness for the economic development of regions within the European Union. One of the main goals of cluster development is to stimulate cooperation between companies in one or a few related sectors. The stakeholders of a cluster, as well as the local economy, can derive many benefits from such cooperation. However, there are numerous barriers, which make it difficult for the companies within clusters to cooperate. This article addresses the need to develop a cluster-specific approach to inter-company cooperation. The aim of the article, on which this article is based, was to analyse the current co-operation efforts of Polish cluster initiatives and identify the main challenges that arise from organising such cooperation within clusters. The significance of cooperation between companies, for the strategic development of a cluster, is discussed and a set of tools to enhance this cooperation is proposed. Furthermore, reflecting the outcomes of the study, cluster policy actions are recommended.

The aim of this article is to present a case study of the creation and development of the construction of wood cluster − “SIDE-CLUSTER” located in Lower Silesia. The following considerations present a bottom-up process of cluster formation, its’ evolution and the role of the cluster for the regional and sectoral development. The researcher’s goal is to identify the key factors determining cluster development, to show the stages of its growth, the role of both the external environment in the process of incubation and the growth of the cluster and endogenous factors, i.e. thelevel of trust within the cluster. The considerations are based on an analysis of the literature and analysis of empirical research. The article contains a cluster definition, a description of the stages of development and the characteristics of the cluster of SIDE-CLUSTER from the phase of cluster initiative to its form nowadays – the 6-year-old cluster. The author proves that the cluster of SIDE-CLUSTER is a dynamic organization actively operating in the Lower Silesia.

Clusters and links between companies are becoming increasingly important in the dynamically changing global economy. Chinese clusters have been developing for many years, although they are not at a level of development such as the Japanese or American ones. Many of them are powerful entities responsible for a significant percentage of world production and trade. The Chinese authorities support the specialization of regions in specific production, which began with the open door policy and the transfer of the Japanese model “one village, one product” to the Chinese economy. The paper presents a theoretical conceptualization of the cluster idea, taking into account various approaches to this problem and outlines the development policy based on clusters in China. The main aim of this article is to present cluster-based development approach as a part of cluster policy and development in China.

This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

The Cluster Theory raises a lot of interest among scientists and government institutions. Internationally, there have been many studies published and empirical research conducted which help broaden the knowledge of clusters. The analysis of literature presented in this article indicates that the comprehension of the nature of creation and development of clusters requires knowledge of management, economics and economic sociology. The Cluster Theory must be viewed in relation to questions such as: regional development, relations within regional business structures, innovation, competitiveness and social capital.
Teoria klastrów wzbudza duże zainteresowanie zarówno wśród naukowców jak i instytucji rządowych. Na arenie międzynarodowej powstało wiele prac oraz przeprowadzono liczne badania empiryczne, które pozwoliły zgłębić wiedzę o klastrach. Zaprezentowana w niniejszym artykule analiza literaturowa wskazuje, iż zrozumienie istoty tworzenia i rozwoju klastrów wymaga wiedzy w zakresie nauk o zarządzaniu, ekonomii i socjologii gospodarczej. Teorię klastrów należy rozpatrywać w odniesieniu do co najmniej takich kwestii jak: rozwój regionalny, relacje w ramach regionalnych struktur działalności gospodarczej, innowacyjność, konkurencyjność firm oraz kapitał społeczny.

The article investigates cluster approach to arrange economic policy in world countries. Cluster implication is discussed as a formation with its specifics and main characteristics. Cluster policy contents, essence, goals, types and differences are reviewed. Practical implementation of cluster policy in leading European countries is researched; problems and achieved results are determined. The problem of identifying and building up cluster formations is debated. Challenges and prospects for creating territorial clusters are determined together with cluster policy implementation in Ukraine as well as public and regional policy in supporting clusters’ development is reviewed. The article proves that public authority bodies’ activities in the sphere of cluster model implementation for Ukrainian industry development should be directed on activating the government role in cluster formation on the basis of public-private partnership as well as on creating favorable macro-economic, information and legal-regulatory environment to develop cluster-type business networks.

This paper provides an analysis of marketing activities and marketing organization of the Southwest apparel and textile cluster in Bulgaria. The first section of the paper gives an overview of the organization and functioning of the cluster. The purpose of the research report is to present and to analyze the marketing strategy of “Inter Moda Trading Cluster” in the Southwest region of Bulgaria. The sources of data which have been used in the research process are: official trade publications, cluster’s publications (internet site, bulletins, brochures, newsletters etc.), internal documents, depth interviews that were carried out with cluster’s top managers and the Chair of the Commercial Chamber in the city of Kyustendil.
