This study aims to utilise Climate Hazards Group Infrared Precipitation with Stations (CHIRPS) data and Standardised Precipitation Index (SPI) method to assess agricultural drought in West Papua, Indonesia. The data used in this study is monthly CHIRPS data acquired from 1996 to 2019, daily precipitation data recorded from 1996 to 2019 from the five climatological stations in West Papua, Indonesia located at Sorong, Fakfak, Kaimana, Manokwari, and South Manokwari. 3-month SPI or quarterly SPI are used to assess agricultural drought, i.e., SPI January-March, SPI February-April, SPI March-May, SPI April-June, SPI May-July, SPI June-August, SPI July-September, SPI August-October, SPI September-November, and SPI October-December. The results showed that in 2019 agricultural drought in West Papua was moderately wet to severely dry. The most severely dry occurred in September-December periods. Generally, CHIRPS data and SPI methods have an acceptable accuracy in generating drought information in West Papua with an accuracy of 53% compared with climate data analysis. Besides, the SPI from CHIRPS data processing has a moderate correlation with climate data analysis with an average R2= 0.51.

W artykule przedstawiono charakterystykę zagrożeń aerologicznych wpływających ze wzrostem głębokości prowadzonej eksploatacji na bezpieczeństwo prowadzonych robót górniczych. Szczególną uwagę zwrócono na zagrożenie klimatyczne i metanowe i ich wzajemne powiązania. Współwystępowanie zagrożeń naturalnych przyczynia się do obniżenia bezpieczeństwa prowadzonych robót górniczych. Wzrost występujących zagrożeń naturalnych wiąże się ze wzrostem kosztów prowadzonej eksploatacji wynikających głównie z konieczności ich zwalczania.
The article presents the characteristics of natural hazards occurring with the increase in the depth of exploitation and their impact on the safety of mining operations. Particular attention was paid to climate and methane hazards and their interrelationships. Co-occurrence of natural hazards contributes to a decrease in the safety of mining operations. The increase in natural hazards is associated with an increase in operating costs resulting mainly from the need to combat them.

The purpose of this study was to assess miners’ perceptions about the safety climate of their workplace. To achieve the research aim, the relationship between demographic characteristics and occupational hazards was first determined, and finally, the relationship of safety climate with occupational hazards and health-seeking behavior was discovered. The data was collected through a self-reporting questionnaire. The results revealed that the subjects have to deal with severe occupational hazards, and they possess poor health-seeking behavior. A safety climate assessment showed that only one of the seven dimensions (i.e. safety communication, learning, and trust in co-worker safety competence) was at a satisfactory level. With respect to the first objective, we found that age, education, and experience were statistically significant with occupational hazards, while marital status had no significant impact on occupational hazards. Regarding the second objective, three dimensions (management safety justice, safety communication, learning, and trust in co-worker safety competence, and workers’ trust in the efficacy of safety systems) were significant predictors of occupational hazards. The study reflects that workers’ participation is the main factor in setting up an adequate safety climate within the organization. Suggestions provided in this study could provide useful information to managers and safety practitioners to improve safety performance and promote the safety climate in the organization.

The climate-weather change process for the critical infrastructure operating area is considered and its states are introduced. The semi-Markov process is used to construct a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To build this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. To describe the climate-weather change process conditional sojourn times at the particular climate-weather states the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull distribution, the chimney distribution and the Gamma distribution are suggested and introduced.

In the paper a general safety analytical model of complex technical system related to the climateweather change process in its operating area is defined. First, the system operation at climate-weather variable conditions is given. Additionally, the semi-Markov approach is used. Further, the safety model of the multistate system at climate-weather variable conditions is introduced. The notions of the conditional safety functions at the climate-weather particular states, the unconditional safety function and the risk function of the complex system at changing in time climate-weather conditions are presented. The other safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the climate-weather impact on the critical infrastructure and its components intensities of ageing are defined.

Weather-related hazards are already among the factors most frequently causing disturbances for railways. Flooding and storm are considered major threats to the system. Climate change might in the long run produce new kinds of hazards and threats to the railway system, but the climate change will principally involve a strengthening of the already known threats, in terms of increased frequency as well as increased intensity. Based on examples of natural hazards’ impact on railways, possible approaches of vulnerability assessment are described which could also address potential consequences of climate change. In order to reduce the effects of weather hazards technical countermeasures are necessary, but also an appropriate risk management as, e.g., required for flooding in the European Union.

The paper is concerned with an application of the model of critical infrastructure operation process including operating environment threats and extreme weather hazards to identification and prediction of this process for the maritime ferry. There are investigated four processes for the considered maritime ferry operating area. Further, using identified parameters of the operation process including operating environment threats and the climate-weather change processes for the maritime ferry operating area, there are determined the unknown parameters of these processes. Namely, the probabilities of the ferry processes staying at the initial states, the probabilities of the ferry processes transitions between the states and the mean values of the ferry processes conditional sojourn times at particular states. The paper is concerned with an application of the critical infrastructure operation process including operating environment threats and extreme weather hazards model to identification and prediction of this process for the port oil piping transportation system. There are distinguished three processes for the considered piping operating area. Further, using identified parameters of the operation process including operating environment threats and the climate-weather change processes for the piping operating area, there are determined the unknown parameters of these processes. Namely, the probabilities of the piping processes staying at the initial states, the probabilities of the piping processes transitions between the states and the mean values of the piping processes conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the piping operation process including operating environment threats and extreme weather hazards at the distinguished operating area.

Opis:
Weather-related hazards are among the most frequent causes for disturbances of critical infrastructures. Flooding, tsunamis and sea level rise are examples of major threats to all types of nuclear facilities located at the seaside or at rivers. We report about exemplary investigations concerning weather-related hazards for the North Sea and the Baltic Sea. Climate change is expected to increase the already known threats but, in the long term, may also lead to new kinds of hazards. A possible future climate evolution, e.g. from warm (interglacial) to cold (glacial) periods, is not only a topic for seaside industrial facilities but also of concern in the long term safety assessment of deep geological nuclear waste repositories, in particular for high level waste, on the Baltic sea.

Opis:
Uncontrolled methane release from clathrates may intensify global warming, causes deoxygenation and changes of pH of oceanic water, prompt tsunami and other hazards. On the other hand, it can be a great source of unconventional fossil fuels in the future, when conventional sources will be depleted and renewable sources not enough developed. The problem is how to ensure its safe exploitation. Methane clathrate breakdown, environmental impacts and feedback between them are presented and possible commercial methods of methane exploitation are compared. Finally, a selected method of methane clathrate exploitation that minimalizes environmental hazards is proposed. Among possible methods such as thermal stimulation, depressurization, inhibitor injection and gas exchange, only the latter one is ecologically friendly and can diminish climate warming with simultaneous CO2 sequestration.

The National Occupational Exposure Survey (NOES) was used to determine probabilities for 4 potential physical-agent and 10 potential ergonomic-related exposure hazards among a representative sample of U.S. industries. Potential physical-agent hazard exposures, principally whole-body and segmental vibration, were highest among railroad and heavy construction industries. Several construction industries had high probabilities of potential ergonomic-related exposure hazards, especially to the back and upper extremities. Establishments with 100 to 249 employees had the highest probability of potential exposures to the 2 types of hazards. Measures of safety and health climate did not differ consistently between high-hazard and low-hazard establishments. The approach taken in this paper may be used to help identify highrisk industries, evaluate interventions, and develop inspection strategies.

The main objective was to explore the connection between flood and drought hazards and their impact on crop land and human migration. The Flood and Drought effect on Cropland Index (FDCI), hot spot analysis and the Global Regression Analysis method was applied for the identification of the relationship between human migration and flood and drought hazards. The spatial pattern and hot and cold spots of FDCI, spatial autocorrelation and Getis-OrdGi* statistic techniques were used respectively. The FDCI was taken as an explanatory variable and human migration was taken as a dependent variable in the environment of the geographically weighted regression (GWR) model which was applied to measure the impact of flood and drought hazards on human migration. FDCI suggests a z-score of 4.9, which shows that the impact of flood and drought frequency on crop land is highly clustered. In the case of the hot spots analysis, out of seventy districts in Uttar Pradesh twenty-one were classified as hot spot and eight were classified as cold spots with a confidence level of 90 to 99%. Hot spot indicate maximum and cold spots show minimum impact of flood and drought hazards on crop land. The impact of flood and drought hazards on human migration show that there are fourteen districts where migration out is far more than predicted while there are ten districts where migration out is far lower.
