Contemporary social and economic development of cities is often challenged by the intensification of extreme weather events caused by climate change. Their occurrence leads to damage in social, economic, environmental, and spatial sphere at multiple layers. Cities that make up the Delta Cities network are areas, which due to their location are exposed to similar climate events. As a result, it is necessary to improve their resilience and prepare society, economy, and the environment to the effects of negative events. In order to achieve it, urban space should be designed and developed in a way that would ensure the continuity of operations of enterprises and critical technical, social, and transport infrastructure. The goal of the paper is to identify threats and directions of adaptation actions undertaken by cities within the Delta Cities network to potentially develop waterfronts as areas especially exposed to sea-borne risks. The paper also draws attention to the fact that in adaptation strategies climate change is treated not only as a threat but also as opportunity for economic development, enhanced innovation, attractiveness, and competitiveness of the city.

Aim: Renewable energy (RE) systems can be effective tools for rural communities for meeting goals for development and climate change mitigation and adaptation. RE systems provide small amounts of electricity fostering community development through improved energy access, livelihood opportunities, and improved quality of life. Communities in rural Guatemala are increasingly vulnerable to climate change impacts, due to increasingly extreme weather events. Distributed RE systems can be more effective than connection to national electric grids in providing power if community members have the agency and skill (technical and in governance) to maintain them. The goal was to evaluate the performance of RE systems used in a rural Guatemalan community and the governance system created around it. Design/Research methods: The specific RE systems were evaluated eight years ago; they had performed well especially after Hurricane Stan. Recommendations were made for further performance improvement. This study evaluates the subsequent performance given more intense rains, and the current state of related community governance on the basis of semi-structured interviews. Conclusions/findings: This research highlights the need for enhanced and continuous monitoring and evaluation methods for both energy projects and their supporting institutional structures. Accountability, mediation mechanisms and transparency tools within these institutions can allow more open communication and equitable treatment with agents of power. Originality/value of the article: The article provides original insights for project implementation and policy information. Strong trust bonds are necessary for community resilience in emergencies, and in the well-being and development of the community, independent of energy sources.

Rice productivity and sustainability are threatened by both biotic and abiotic stresses, the effects of which can be further aggravated by dramatic changes in global climate. The most viable option for rice farmers is to use climate change adaptation practices. This study therefore investigated the determinants of use of climate change adaptation practices among rice farmers in Kebbi State, North-West, Nigeria. Data were collected from a sample of 279 farmers selected using a multistage sampling procedure. The results of the data analysis revealed that the farmers used improved rice varieties, intercropping, recommended rates of fertilizers and other chemicals as climate change adaptation practices among others. Education, climate change awareness, and extension contact significantly influenced the use of climate change adaptation practices among the farmers. Other determinants of use of climate change adaptation practices among the farmers were years of cooperative membership, affordability, farming experience, weather information and farm size. It was concluded that use of climate change adaptation practices was determined by socioeconomic, institutional and technological characteristics. It is recommended among others that government policy should be geared towards encouraging the farmers especially the younger ones to acquire more formal education, larger farmlands and more climate change awareness.

The uncontrolled sprawl of urban development exerts environmental impact in rural areas. The aim of this study is to identify areas vulnerable to climate change in the context of implementation of policies adapting to climate change at the local level. Such areas can be defined as those where the negative implication of flesh flood over-lapping with soil sealing is observed. The study areas composed of municipalities which are influenced by the urban sprawl process of the city of Wroclaw, Poland. The analyses were performed using publicly available spatial data from aerial orthophoto-maps from 2004–2012, the satellite images; archival and current land use maps. The database CORINE 1990, 2000, 2006; Urban Atlas and geodatabase of the European Environment Agency were also of an important usage for this study.

The research covers activities that strengthen the resilience of cities, which have been carried out in European cities in recent years, as well as those planned in Polish cities. The aim of the study is to analyze and evaluate the degree of influence of adaptation activities on the urban landscape.

The study examined factors influencing the choice of climate change adaptation strategies among rural farming households in Lokoja Local Government Area, Kogi State, Nigeria. A total of 115 rural farmers constitute the sample size for this study. Descriptive and relevant inferential statistics such as multivariate probit model were used. The perceived effects of climate change in the study area were erosion/flooding, increase in rainfall, scarce of resources, increase in temperature, and increase in pest and disease infestation. The major adaptation strategies adopted by the  farmers in the study area were change in planting date (72.17%), change in harvesting date (67.83%), construction of drainage around homes/farms  (67.83%), income diversification (64.35%), and planting cover crops (58.26%). The result of the factors influencing choice of adaptation showed that gender, age, years of farming experience, access to credit, and training on climate change were the factors that influenced the choice of adaptation strategies in the study area. The major constraints to adoption of adaptation strategies in the study area were identified. The study concluded that selected socio-economic characteristics influenced the choice of rural farmers` adaptation strategies utilized in the study area. Government policies should be sensitive to support of trainings on climate change, education, credit access, farm size and household size

Higher education institutions in the Philippines today are pushed to intensify university-community engagement through extension activities. This is not just for accreditation purposes but more specifically to facilitate sustainable development in poor communities. However, among the fourfold functions of universities in the country (instruction, research, extension, and production), extension is the least acted upon by faculty members probably due to any or all of the following factors: a) lack of the necessary skills in community development, b) lack of time for such endeavors, or c) lack of understanding on what extension really is. In this paper, a model for designing college extension activities is proposed based on previous community engagement projects of the College of Forestry and Environmental Science of Central Mindanao University (CFES-CMU). Based on documentary evidence, interview data, and personal observations supplemented by literature review, essential features/characteristics of prior successful projects were analyzed and developed into an operational framework for designing future university facilitated community development projects for ensuring a higher probability of success. The above analysis also provided a workable definition of community extension which can assist interested faculty members in understanding the objectives of extension work.

The pandemic undoubtedly had a significant impact on local development management processes in municipalities in economic, social, environmental and institutional-political dimensions. The article presents and evaluates various activities of municipal governments in the field of environmental management for climate protection and formulates recommendations for municipalities in this regard. The main purpose of this article is to assess the condition of climate change adaptation in municipalities before and after the pandemic, particularly in Polish municipalities, based on the environmental specific indicators of the Central Statistical Office. The purpose of the paper was realized on the basis of a review of the latest literature on the subject, domestic and foreign, as well as quantitative and qualitative comparative analysis. The study was carried out in thirty Polish urban-rural municipalities, , at the same time district cities (cities of the seat of county government, cities, "micro capitals" of counties), with varying own incomes. In Polish municipalities, climate change adaptation priorities have changed in very positive terms after the pandemic, in particular, this applies to municipal spending on ambient air protection (including renewable energy sources, thermal modernization, etc.), which has increased two or even three times compared to the time before the pandemic, which has not yet been recognized and studied in the conducted review of the recent literature on the subject. At the same time, the pandemic period slowed down the remaining investment and management of environmental activities, and generally did not improve waste management in municipalities.

Monitoring of progress in the implementation of the Paris Agreement as well as the Katowice Climate Package is not possible without conducting observations and measurements of the status of individual elements of the atmosphere and hydrosphere using a uniform methodology. These measurements in Poland are carried out by the Institute of Meteorology and Water Management – National Research Institute, which this year is celebrating its 100th anniversary, playing a role of the national hydrological and meteorological survey. Measurement data collected, processed and made available by IMGW-PIB improve the ability to identify and assess potential threats early by using modern tools to detect extreme weather events, and thus allow public authorities and the public to provide up-to-date data on the state of the atmosphere and hydrosphere, forecasts and warnings in both everyday and threat situations. The data collected and processed by the Institute are the basis for determining the level of achievement of the objectives of the Paris Agreement, but also for monitoring, forecasting and planning necessary actions in the territory of Poland. These activities, in order to ensure consistency and correctness of interpretation as well as planning activities implementing the Paris Agreement by recipients and users of forecasting systems all over the world, are carried out in cooperation with hydrological and meteorological survey and services within the World Meteorological Organization.

This article is aimed at developing a proposal of indicators to integrate climate change adaptation into the process of designing legislation and assessing the effectiveness of this legislation in adapting the society, the economy and the environment to climate change. Based on a review of climate change adaptation monitoring indicators used in selected European countries, an assessment of potential indicators according to the proposed criteria was carried out and a proposed list of indicators for monitoring climate change adaptation in selected economic sectors was developed for use in the ex-ante assessment of legislation. The proposed set of indicators can be used for ex-ante assessment of legal acts in terms of implementation of climate change adaptation requirements - both to determine the values of indicators selected for a given sector that are relevant to climate change adaptation, and then to monitor changes in these indicators to assess the effects of implementing legal regulations in terms of supporting the state's climate change adaptation policy.
Celem artykułu jest opracowanie propozycji wskaźników mających na celu uwzględnienie problematyki adaptacji do zmian klimatu w procesie projektowania przepisów prawnych i oceny efektywności tych przepisów w zakresie dostosowania społeczeństwa, gospodarki oraz środowiska naturalnego do zmian klimatu. Na podstawie przeglądu wskaźników w zakresie monitorowania adaptacji do zmian klimatu stosowanych w wybranych krajach europejskich, przeprowadzono ocenę potencjalnych wskaźników według zaproponowanych kryteriów oraz opracowano proponowaną listę wskaźników monitorowania adaptacji do zmian klimatu w wybranych sektorach gospodarki, do wykorzystania w ocenie ex-ante aktów prawnych. Zaproponowany zestaw wskaźników może zostać wykorzystany do oceny ex-ante aktów prawnych pod kątem realizacji wymagań adaptacji do zmian klimatu — zarówno w celu ustalenia wartości wybranych dla danego sektora wskaźników istotnych z punktu widzenia adaptacji do zmian klimatu, a następnie monitorowania zmian tych wskaźników, co ma służyć ocenie efektów wdrażania regulacji prawnych pod kątem wspierania przez państwo adaptacji do zmian klimatu.

The Drentsche Aa catchment in The Netherlands, which has nearly untouched natural river valleys, is a designated Natura 2000 area. Agriculture is practiced on the adjacent higher-lying ground. A set of measures was drafted to achieve climate-proof solutions in the short term by reducing the effects of a drier climate on nature and agriculture. These measures must have no adverse effects. In order to check this, the Hunze and Aa’s Water Board investigated the feasibility of using groundwater for sprinkler irrigation in parts of the catchment. In the study, the SIMulation of GROundwater and surface water levels (SIMGRO) hydrological model was used in order to model future scenarios with different water level strategies and climate scenarios. The modelling examined various measures in the nature and agricultural areas to optimise the hydrological situation for both land use functions. In addition, the effect on the nature areas of abstracting groundwater for irrigation was determined for buffer zones of different widths. The findings have indicated the policy direction to be taken by both the water board and the province, as well as offer them opportunities to deal with the requests for withdrawals in the near future by the means of future-proof general rules.

Climate change and its negative consequences represent a common problem for all the people on Earth and are likely to become one of the most serious challenges that humankind faces. As such, mitigation measures and adaptation actions are of particular importance. Although often thought as the two sides of the same coin, the climate change mitigation and adaptation differ from each other, especially in the context of indigenous peoples. Therefore, the first part of the paper centres on the relation between climate change mitigation and adaptation and their consequences for indigenous communities. The newest international treaty on climate change, the Paris Agreement, establishes the global goal on adaptation, which should take into consideration vulnerable groups, communities and ecosystems, and more importantly, should be based on and guided by the best available science and knowledge of indigenous peoples, often referred to as ‘traditional knowledge’. As such, the second part of the paper focuses on the adaptation methods guided by the traditional knowledge. Although examples include indigenous peoples’ traditional knowledge from all over the globe, much attention is given to the Arctic Indigenous Peoples as, due to current speed of climate change, the Arctic is recognized as a global climate change hotspot. Although indigenous peoples have been living in their territories since the time immemorial, adapting their ways of life to the difficult weather and environmental conditions, with the current climate change happening so rapidly, their possibilities of adaptation are weakening and climate change renders them more vulnerable, altering their economic and cultural activities and threatening their very existence. However, the current rate of climate change is not the only factor impairing the indigenous peoples’ adaptive capacities. Therefore, the final part of the paper is aimed at presenting what the obstacles to the successful adaptation to climate change are and whether migration should be considered an adaptive action.

Artykuł omawia problematykę koncepcji systemów rolno-leśnych w Polsce w kontekście Wspólnej Polityki Rolnej Unii Europejskiej oraz reguł ustalonych przez Ministerstwo Rolnictwo i Rozwoju Wsi. Pomimo rozbieżności zapisów w zakresie prawodawstwa zadrzewień w UE jak i w Polsce, które w obliczu pogłębiających się problemów środowiskowych i procesów globalizacyjnych zagrażają racjonalnemu rozwojowi obszarów wiejskich, właściwie zaplanowane zadrzewienia (w tym systemy rolno-leśne) są kluczowym elementem zintegrowanego i zrównoważonego zarządzania gruntami zgodnie z koncepcją biogospodarki, wprowadzają eko-innowacyjne rozwiązania oraz dostarczają drewna i biomasy energetycznej przez co wspierają lokalny rozwój a także wzmacniają poczucie lokalnej społeczności.
The paper is an attempt to discuss problems of trees outside forest in the light of agroforestry, Common Agricultural Policy and the rules established by the Ministry of Agriculture and Rural Development in Poland. Among other things, it looks at the opportunities and threats for agroforestry development in Polish agriculture. Given wide discrepancies between legal definitions concerning agroforestry, trees outside forest and woodlands within EU CAP policy as well as within Polish legislation, this fact threatens the sustainable development of rural areas, in particular where environmental and globalization problems are increasing. In view of these challenges, trees outside forest are the key element of integrated and sustainable land management and fully conform with the concept of bio-economy. This approach implements eco-innovative solutions and can be used in order to produce timber or wood for bioenergy. This supports also local development and reinforce the sense of belonging to the community.

Opis:
Postępujące zmiany klimatyczne negatywnie wpływają na środowisko życiowe człowieka. W przestrzeniach miejskich szczególnie uciążliwy jest wzrost temperatury powietrza, który prowadzi do coraz częstszych i intensywniejszych fal upałów. W celu dostosowania przestrzeni miejskich do nowych warunków klimatycznych konieczne jest badanie oraz realizacja działań o charakterze adaptacyjnym, takich jak rozwiązania oparte na przyrodzie (NBS – nature based solutions) – inspirowane naturą, zrównoważone oraz wydajne ekologicznie, społecznie i finansowo. W niniejszym artykule przedstawiono zastosowanie pnączy na ścianach budynków jako przykład rozwiązania opartego na przyrodzie, które prowadzi do obniżenia emperatury powietrza oraz wzrostu komfortu termicznego. Przeprowadzone badania dowodzą, że dla analizowanej przestrzeni osiedlowej w dzielnicy Warszawa-Bemowo istnieje możliwość wprowadzenia proponowanego rozwiązania oraz że jest ono akceptowane przez większość mieszkańców.
The ongoing climate changes result in numerous negative effects on the human living environment. For cities it is especially challenging to address the problem of rising air temperatures that lead to stronger and more frequent heat waves. In order to readjust city space to new climate conditions, it is of key importance to research and implement adaptation strategies like nature based solutions (NBS) – actions inspired by nature which are sustainable and effective from the ecological, social and economic perspective. In this article, vines implemented on building walls are presented as an example of a nature based solution that ensures lower air temperature and higher thermal comfort. Studies conducted in a housing area in Warsaw – Bemowo district indicate that there is potential space for implementing the proposed idea and the majority of residents are supportive of it.

Reports of Intergovernmental Panel on Climate Change raised the issue of adaptation to impacts caused by climate change. Mitigation efforts appeared difficult and their effects are delayed. In this respect adaptation is required as it helps to reduce losses and adjust economies to actual challenges. In the paper the concept of adaptation is reviewed and related terms such as vulnerability and adaptive capacity are introduced. Typologies of adaptation are presented as well as the institutional dimension of the efforts. Further, several examples of adaptation options are described, with emphasis on the role of policies. Also difficulties in the introduction of the adaptation options are discussed. Finally, the issue of adaptation assessment is raised. It is argued that difficulties with precise assessment of adaptation costs and benefits are to a certain extent unavoidable. This constitutes, however, one of the constraints to successful adaptation.
