The Caspian region is one of the most important regions of the world with its rich hydrocarbon resources, which in turn draws attention from different countries. The purpose of this paper is to underscore the geopolitical importance of the Caspian basin and the impact of its energy resources on the energy security of non-regional countries. The realization of the “Contract of the century” has been specified in the paper. Russian hegemony has been evaluated and the characteristic features of Northern route have been introduced. The authors attempted to delineate the US’ strategy in the Caspian region and to judge the security of the Western route stretching from the Caspian Sea. The status of the Caspian Sea has been clarified based on the most recent information. Threats to the security of the transit routes have been identified and measures have been offered to prevent possible incidents. A formula was suggested for the mathematical evaluation of possible terrorist attacks on the pipelines in the foreseeable future.

Opis:
Contestation remains a significant factor in the EU neighbourhood. The aim of this article is to elaborate on the role of external actors - namely the European Union and the Russian Federation - in managing local and regional contestation. The latter is defined as incompatibilities between two or more competing views about how political, economic, social, and territorial order should be established and/or sustained. Competing interests between the EU and Russia concern many issues; the model of political system in the neighbourhood (democracy vs. authoritarianism), the model and direction of the economic integration of these countries (European or Eurasia integration), and the infrastructure and availability of gas and oil (energy disputes). The common neighbourhood, which concerns EU Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine), has become an area of rivalry rather than cooperation between the EU and Russia. The first seeks to stabilise the post-Soviet area, while Russia exploits local destabilisations and conflicts to maintain its influence there.

Opis:
In the light of the latest IPCC panel reports published in October 2018 and August 2019, it is difficult to deny the fact that a radical collapse of the sustainable development strategy has occurred. Within the several decades of its promotion and implementation attempts, not only did it fail to achieve any of the postulated goals - it was not even able to restrain the negative phenomena threatening the future of the humankind on Earth. Instead of talking about any kind of development, we should rather talk about a desperate struggle for survival. The fundamental question of this reversal is whether the forces that have shattered the hopes associated with sustainable development will make it possible to save the sinking ship of the modern civilization.

Opis:
The mutuality of rights and duties of individual and state, resulting from citizenship, is strengthened by constitutional rule of social solidarity which forms one of the bases of Polish political system. Loss of citizenship entails consequences for individual as well as the state, a citizen of which he is. Therefore, waiving of Polish citizenship depends on both the citizen's decision and President's assent, that is supreme representative of state who represents the state in both foreign and domestic relations. The reason why President assents to waiving of citizenship is that the rule of social solidarity says about the relation between the individual and the society and consequently the state which is formed by the society. If citizenship and social solidarity mean definite bonds between the individual and the state – a citizen of which he is – the President, as the supreme representative (the head of state) should assent to break the bonds. There is not complete freedom of President's assent, though. This is so because making the decision, the President should take into account constitutional regulations concerning both the human freedom (his constitutional right to decide about his own life) and social solidarity (constitutional duties resulting from living in a society). Taking the above into consideration, the President ought to make a decision based on conflicted interests carefully balanced (on the one hand particularistic interest of individual and public interest on the other hand).
