Opis:
Sustainable development is now a primary objective of the European Union's policies. Its rules, which require consistency of three areas: economy, society and the environment are the basis of EU guidelines for the use of aid programs. One of them is the CIVITAS program, along with the component RENAISSANCE, in which participated town Szczecinek. The program was implemented in 10 measures, including the purchase of eco minibuses and introduction of ecological car wash, launch of waterbus cruises, the construction of waterside infrastructure, modernization of public bus stops, launch of bike and rickshaws rental, expansion of bike paths, improvement of pedestrians and traffic safety, promotion of environmentally friendly transport behaviour and the creation of sustainable transport development strategy. The project had the positive results in all three areas of sustainable development (but not every activity reached an expected level). As the result of the environment protection action the noise map was produced, which formed the basis for constructing a sustainable transport strategy for the town. Another effect of the implemented environmental program is decreased pollution emission resulting from the use of new minibuses and eco car wash. Further reduction of emissions is expected in the future on account of changes in residents transport habits – by moving away from car use to public transport and bicycles. It is also the social effect of the project. Already towards the end of the project, reduced use of private cars in favor of more environment friendly transport including significant increase in the number of bikes on the bike paths, was noticed. There was also recorded a change in the use of bicycles - increased role of cycling in commuting to work, school and when shopping. The second effect of the project is improvement of life quality in Szczecinek. These is due to reduced pollution levels and also rise in the attractiveness of the town, which is a consequence of the enhanced esthetic of the town, upgraded infrastructure, improved residents perception of security and boosted public entertainment offers providing options for attractive outings. The economic indicators have the lowest grades in the project. The reason for the above is fact that undertaken developments required an increase in operating costs like expansion of the minibuses fleet or launching the waterbus cruises. However, at the same time owing to greater numbers of passengers additional revenues were recorded. As yet, waterbus has not reached break-even due to its seasonality and approach to it as a tourist attraction rather than means of transport. Also, bicycles and rickshaws rental outcome was not fully satisfactory. After the initial high interest, in the third year of the project decline was noted. However, one of the reasons for decline is the management problems within Rental Company. The results of the project have also additional effects: publicity of Szczecinek in Poland and Europe and the impact on local government decisions regarding the further development directions of the town. It goes far beyond the project's goals concerning environmental protection, thereby proving sustainable development of implementation area.

The concept of the city (civitas) does not necessarily have to mean an urban organization. It may mean a collection of localities, or a territory where some ethnic groups live (tribu). First of all, the development of personal structures happened initially in the families and was connected with a domestic cult. With time, several families used to make a separate group called fratria and a collection of them made up a tribu. This article shows how religion and a way of ruling affected the development of personal structures. Examples of this include are colonies and dioceses – personal structures of the Roman Empire.The task which lies before this article is to enlighten the reader that many of the modern personal structures, especially those deep‑rooted in canon law, have had a source in ancient civitas. Present structures of Catholic Church have their basis on that original classification: a family, fratria, tribu. Today there exist: a parish, a vicariate forane, a diocese, and a collection of dioceses called an ecclesiastical province.

Celem niniejszego opracowania jest ukazanie pozytywnego wpływu sprawnego i ekologicznego systemu transportu miejskiego na jakość życia w polskich miastach. Rozwiązanie poważnego problemu, jaki stanowi stale narastająca i negatywna w skutkach kongestia oraz związany z nią obniżony poziom bezpieczeństwa i komfortu mieszkańców, wiąże się z koniecznością powszechnego przeciwdziałania użytkowaniu pojazdów indywidualnych poprzez wprowadzanie ograniczeń ruchu w miastach, a zarazem promowanie, rozwój oraz zwiększanie atrakcyjności publicznego transportu miejskiego, komunikacji rowerowej i pieszej. Przykładem takiej inicjatywy w Polsce, zrealizowanej w czterech wybranych miastach, jest europejski projekt CIVITAS.
This paper aims at achievement of positive influence of effective and ecological municipal transport system on life quality in Polish cities. Solving the serious problem of constantly growing and having negative effects congestion, and connected with it lower safety level and inhabitants comfort level, is connected with necessity of common counter measures against usage of individual vehicles by introduction of traffc limits in cities and simultaneously promoting, developing and increasing attractiveness of public transport, bicycle and pedestrian communication. The european project cIVItaS, realized in four chosen cities, is the example of this initiative in Poland.

This text presents the history of Sundythen from Prussian times to the eighteenth century, indicated the place where probably was a missing village. The name of the village, which is confirmed by sources that Sundythen, Sanditten, Senditten, the other functioning in the literature and folk tales such as Sandyty, Sądyty whether Sędyty not exist in written sources or cartographic and should be considered slang. In documents written Sundythen appear for the first time in 1353. in the privilege of the city of Olsztyn. The village functioned much earlier, as its name indicates, and the content of Olsztyn location privilege. Sundythen be initially located in the urban forest in the vicinity of settlements and settlement. Not far from the early medieval settlement were discovered medieval ceramics, which may indicate existing in this place medieval settlements (XIV–XV.). None, however, by far, of any archaeological evidence the functioning of settlements in modern times, which can, however, bring on the basis of historical conditions. Written sources are silent about the fate of the village and its inhabitants after 1353. Until the nineteenth century. Only the maps of the sixteenth and seventeenth century. Prove that the village functioned in the modern period. Its destruction caused the death of all residents in the eighteenth century. Plague, as noted in the report Olsztyn magistrate from 1854. In the nineteenth century. Remaining after Sundythen ruins and annotations in municipal documents, the name is confirmed m. In. in the terms of roads (Senditter Wege), which once led to the village. The village is preserved in local memory, her name moved to the forest and settlement, which has been preserved in folk tales, written mostly in the twentieth century

The consideration of emancipatory and empowering dimension of civic humanism is the chief concern of the article. In the first part there are recalled classical Protagorean sources of European humanism with a special attention to its civic dimension. In the second part I analyse points 3 and 4 of The Amsterdam Declaration 2002 dedicated to the democratic political system. In the last part I propose and develop a thesis that co-participation of citizens in exercising of all three powers in deliberative democratic system – the legislative power (participation in the law-making processes), the executive (participation in creation and realisation of public policies) and the judicial (participation in the system of exercising justice as lay judges) - constitutes the foundation of contemporary humanism as civic activity.

In his treatise the City of God Augustine intended to show that the pagans anti-Christian charges blaming the Christians for the fall of Rome were unsubstantiated and that it was in Christianity that they could find the solution to many of their own moral and religious problems. The Bishop of Hippo wanted also to equip Christians with the appropriate arguments to refute pagan charges and to make them rejoice in the plan for the Salvation of humankind. In his assessment of the true value of philosophical principles it was essential for Augustine not to renounce the authority of Christ. Augustine claims that the human race is divided into two antagonistic communities, cities, in their pursuit of their respective ‘happiness’ (civitas Dei; civitas terrena). The two loves are mutually antithetical; the love of God, which is a social love and a love of justice, which is the very opposite of self-love, is an espousal of injustice.
