The potential of blockchain causes more researchers to postulate this technology’s use in public governance. Due to the specificity and complexity of emergency management, blockchain may have particular importance in this area. On the other hand, there are many challenges related to the implementation and use of this technology. Therefore, this article aim is to understand blockchain technology’s benefits, challenges, and usefulness in emergency management based on previous research and experience in this field. The perspectives and challenges of using blockchain were analyzed based on the complexity of emergency management. As a result, this article presents how blockchain can contribute to the improvement of emergency management processes.

In the new, post-Cold War reality Polish foreign policy faced challenges stemming from the need to set targets that would reflect the interests of Poland, as well as take into account the changes in the international environment. Gradually, the assumptions and directions of foreign policy were rebuilt, with an aim to ensure the safety of the country in both internal and external dimension, to provide the territorial integrity, strengthen the sovereignty and create optimal conditions for the development of the state and society. After 1989, as a consequence of the concentration of efforts of Polish diplomacy on the implementation of strategic directions of foreign policy, others had a secondary meaning. Polish vital interests were located in the Euro-Atlantic area, in the immediate vicinity, as well as in Central and Eastern Europe, which is why in the first place all strengths and resources were engaged there in order to implement the strategic tasks of foreign policy; the Western Balkans remained on the sidelines, in the territory of former Yugoslavia. Nevertheless, this did not mean the total marginalization of the post- -Yugoslav region, and the perception of the events associated with the disintegration of the Yugoslav federation as not directly, but only indirectly connected with Polish interests.

Cloud computing became recently one of the most popular multi-layer distributed computational and data processing environments with various types of services, distributed data storages and resources. With rapid development of mobile technologies, computational clouds have been transformed into the systems with dynamically changing topology and flexible infrastructure through integration with the mobile devices and mobile users as the whole system nodes and actors. The aim of this paper is to provide a comprehensive study and critical comparative analysis of the recent developments in the Mobile Clouds with a new energy optimization criterion scheduling.

The increasing demand for electrical energy and environmental concerns associated with conventional means of its generation drive the interest in alternative fuels. Biohydrogen, widely considered as fuel of the future, is one of such alternatives. To date, research results suggest that biological routes are the most promising for hydrogen production, especially dark (hydrogen) fermentation. Hydrogen fermentation can be performed with agricultural and food processing wastes as substrates. In this paper the most important factors influencing dark fermentation are reviewed and analyzed. These are: pH, partial pressure, temperature, and retention time. The biohydrogen generation efficiency is also presented with respect to different substrates. It should be also pointed out that many factors are still unknown; thus, the process requires conducting further research.

The currently observed increase in human activity in the Arctic accelerates the negative impact on the environment as well as increases the risk of threats to mankind itself. This paper reviews and summarises a selection of studies on the interaction between humans and the environment in the Arctic coastal zone, which is impacted by a warming climate and associated geohazards. The paper presents a general description of human presence in the Arctic, identifies and describes the processes that are threatening the infrastructure, and the anthropogenic processes that have a negative impact on the Arctic. It considers the possible future economic opportunities, and presents the sustainable requirements for modern human activity in the Arctic. The paper demonstrates the urgent need to develop a common, Arctic-wide strategy based on sustainable development. The time has come to change human perception of the Arctic because, in the near future, it may be considered as a refuge for climate change refugees.

Opis:
The article examines the problem of personal identity construction, expression, and change of model diversity, which reflects the chaotic distraction characteristic of the individual in the modern world, the search for self-realization space, self-defining and self-explanatory categories. These processes call for a closer analysis of what sources of personal identity construction are relevant to the modern media user. The problem is the declining significance of human identity in contemporary contexts, which is becoming just as controversial a symbolic capital as any other type of social identity. Answers are sought as to what factors shape the identity of a modern media user, what values are relevant to him. In modern society, identity is perceived as an open process of self-formation, and symbolic design. The development of global social networks, and their becoming a significant part of the daily lives of modern media users, illustrates the changing narratives of personal identity in modern society.
W artykule podjęto problem konstrukcji, wyrażania i zmiany wzorcowej różnorodności tożsamości osobistej, która odzwierciedla chaotyczną dystrakcję charakterystyczną dla człowieka we współczesnym świecie, poszukiwanie przestrzeni samorealizacji, kategorii samookreślających się i samowyjaśniających. Wymaga bliżej analizy, jakie źródła konstruowania tożsamości osobistej są istotne dla współczesnego użytkownika mediów. Problemem jest malejące znaczenie tożsamości ludzkiej we współczesnych kontekstach, która staje się równie kontrowersyjnym kapitałem symbolicznym, jak każdy inny typ tożsamości społecznej. Poszukuje się odpowiedzi, jakie czynniki kształtują tożsamość współczesnego użytkownika mediów, jakie wartości są dla niego istotne. We współczesnym społeczeństwie tożsamość jest postrzegana jako otwarty proces samokształtowania i symbolicznego projektowania. Rozwój globalnych sieci społecznościowych istawanie się ich istotną częścią codziennego życia współczesnych użytkowników mediów ilustruje zmieniające się narracje dotyczące tożsamości osobistej we współczesnym społeczeństwie.

The development of technology is associated with a strong need for changes in the design and manufacture of new types of materials. Monolithic materials such as ceramics or metals have become insufficient for the needs of the modern market. The combination of several types of materials in one system turned out to be the right solution. Composite materials as multi-phase materials show improved properties compared with individual structural elements and can give the opportunity to design systems with enhanced specific characteristics.The presented work provides a review of actual literature dedicated to composite materials. In this work, the basic terminology, the division of composite systems, the most commonly used methods for composites preparation as well as physicochemical characteristics and potential applications of these types of matter were presented.

W sytuacji powstania pożarów i zdarzeń przemysłowych powiązanych z porażeniem dużych powierzchni w strefach podwyższonego ryzyka, uwarunkowanych obecnością promieniowania, chemicznego i biologicznego skażenia terenu, wybuchowością, w celu likwidacji pożaru, przeprowadzenia akcji ratowniczo-gaśniczych i prac rekonstrukcyjnych, koniecznym jest maksymalne zmniejszenie bezpośredniego przebywania ludzi w niebezpiecznych strefach, wyłączając tym samym możliwość ich porażenia. Do przeprowadzenia działań ratowniczych najbardziej efektywnym jest stosowanie technologii z wykorzystaniem zrobotyzowanych systemów różnego przeznaczenia. Odpowiedni rozdział robotyki otrzymał nazwę "robotyka ekstremalna w sytuacjach nadzwyczajnych". Dziedzina stosowania robotyki ekstremalnej w zakresie Ministerstwa ds. Sytuacji Nadzwyczajnych Rosji obejmować będzie całe środowisko przebywania człowieka - na lądzie, na wodzie i w powietrzu.
Nowadays EMERCOM create multifunction robot group for operation in special conditions such as, reconnaissance, rescue, fire-prevention, urgent recovery, related to radiation, chemical pollution and explosive danger. Within the EMERCOM robotics technology development program has been designed a row of the modern fire-prevention and rescue robotics systems from light to heavy classes, watch facilities and systems for monitoring and communication. One of the primary goals on development of the effective intellectual deserted technology, capable to work in settlement terms of heavy fires and failures is creation of multiple-unit group of the mobile robots operating as uniform interconnected system on the basis of principles of group management. For increase of efficiency and safety of operation robotics systems are equipped with elements of the adaptive intellectual control.
