The article presents principles of granting state aid for construction or upgrade of standard broadband networks and New Generation Networks. Discussed are the main models of public engagement in the development of broadband networks including the peculiar features of state aid within operational programs in Poland. The grounds and criteria for evaluation of the admissibility of state aid in accordance with European Union law are valuated.

Opis:: Development of networks, specially access networks, is very important and urgent task nowadays. However, it turns out that this segment of telecommunication networks is the most expensive and complicated part of this undertaking. Therefore, the thorough analyses are carried out to determine the best solution under specific circumstances before any decisions are made. This paper presents techno-economic model, which was implemented and used to carry out analyses for one of the biggest city in Poland. To take uncertainty into consideration the stochastic approach was applied providing more robust solution, therefore, improving the safety of investment. Analyses concern FTTH (fibre to the home) technology, type of generic FTTx network architecture. It uses optical fibre in local telecommunication loop, what is becoming more and more popular. Presented results show the usefulness of techno-economic surveys in planning access networks development. The appropriate choice of network parameters, such as the aggregation ratio, is essential and could significantly influence the investment profitability.

Opis:: This paper presents a novel QoS architecture for IEEE 802.11 multihop broadband ad hoc networks integrated with infrastructure. The authors describe its features, including MAC layer measurements, traffic differentiation, and admission control. The modules required by the network elements as well as their integration are also presented. Additionally, the paper presents results which validate its correct operation and prove its superiority over plain IEEE 802.11. The authors are convinced that the proposed solution will provide QoS support for a variety of services in future mobile ad hoc networks.

Opis:: Artykuł prezentuje analizę zużycia energii elektrycznej przez własne urządzenia abonenta przyłączane do szerokopasmowej sieci dostępowej nowej generacji oraz jego konsekwencje dla systemu energetycznego i środowiska naturalnego. Dostęp do usług oferowanych przez sieć szerokopasmową motywuje abonenta do wyposażenia gospodarstwa domowego w nowe urządzenia elektroniczne jak komputery i odbiorniki telewizyjne HD oraz bardziej intensywnej eksploatacji już posiadanych, prowadząc do wzrostu zużycia energii elektrycznej. Problem ten jest zwykle pomijany w literaturze, gdzie dominują analizy ograniczone do zużycia energii w samej sieci telekomunikacyjnej, tworzące złudny niestety obraz "zielonej" technologii. Przedstawiono też analizę ekonomiczną skutków pokrycia kraju siecią szerokopasmową.
The paper presents an analysis of energy consumption by electronic devices in household with access to fast broadband, especially NGA, and its consequences for national power system and natural environment. Access to services provided by fast broadband network motivates households to buy new electronics like PCs or net-enabled TV sets, and to use existing devices more intensively, leading to increase of electricity consumption. This issue is omitted in most studies, limited to analysis of power consumption in the network itself, and creating a false picture of broadband as a "green" technology. Additionally, an analysis of direct and indirect economic effects of nationwide NGA deployment in Poland is included.

Opis:: Long term evolution technologies provide new standards in mobile communications regarding available bandwidth. It is expected that users of one radio cell will share more than 100 Mbit/s in future. To take advantage of the full feature set of next generation mobile networks, transport network design has to face new requirements, caused by the architectural changes of LTE technologies. Especially the newly defined X2 interface impacts on the transport network requirements. X2 enables direct communication between evolved base stations (eNBs) and thus, enforces local solutions. At the same time a tendency of locating network elements at fewer, central sites to reduce operational expenditure can be observed, in particular concerning the transport layer. This leads to the question of how the direct X2 connection of eNBs on the logical layer can be accommodated with a general centralization of transport networks. Our considerations show that for LTE, a centralized transport network is able to realize the local meshing between eNBs. However, for LTE Advanced, the standards currently discussed by the 3GPP initiative could lead to enhanced requirements on the X2 interface latency. Consequently, the implications for the network architecture have to be analyzed in more detail.

Broadband satellite systems are an integral part of communications technology, providing wide range of services. Their importance mainly results from the rapid growth of Internet, PC and interactive services usage. The article provides a review of technologies employed in geostationary (GSO) and non-geostationary (NGSO) satellite networks for provision of broadband services to fixed and portable ground terminals. Different aspects of development of these systems are considered, especially: transmission of multimedia content and fast Internet services using broadband access, sharing between GSO and NGSO satellite networks and effective management of satellite systems.

Opis:: The article intends to discuss the impact of the development of IT and logistics systems on the development of ICT networks in the context of practical application in the area of transport, especially in the area of railway transport in Poland. At present, PKP PLK is involved in the construction of a teletransmission network, to be used mainly with ERTMS. According to the author, development of the network should be planned in such a way that this network is able to satisfy the current and future needs of all railway companies in the area of data transmission, making it possible for such railway companies to extend their range of ICT services to include other forms of transport. Systems of railway traffic control should be established within a physically isolated fibre-optic network (isolated fi bres in fibre-optic cables).

Opis:: Artykuł przedstawia główne zmiany wprowadzone do ustawy o wspieraniu rozwoju usług i sieci telekomunikacyjnych. Omówiono w nim zmiany zakresu przedmiotowego i podmiotowego ustawy. Przedstawiona została definicja infrastruktury technicznej – nowego pojęcia, jakim posługuje się ustawa. Opisano także zasady dostępu do infrastruktury technicznej oraz kwestie obowiązków informacyjnych ciążących na operatorach, a także uprawnienie przedsiębiorców telekomunikacyjnych do inspekcji infrastruktury technicznej. Uwzględniono nowe uregulowania dotyczące ochrony infrastruktury ze względów bezpieczeństwa, zdrowia, obronności i porządku publicznego. Zostały również omówione skrótowo przepisy dotyczące punktu informacyjnego do spraw telekomunikacji oraz koordynacji robót budowlanych.
The article presents the main changes to the law on supporting the development of broadband services and networks. Changes in the subject and object scope of the Act were described. Article presents the definition of the technical infrastructure – as a new concept in the law Discussed is the principle of access to technical infrastructure and issues of information obligations imposed on operators, and telecommunications company’s right to inspect the technical infrastructure. Separate paragraph is devoted to the protection of infrastructure because of safety, health, defense and public order. Briefly presented are provisions on the point of information for telecommunications. The article also presents the new rules on coordination of construction works.

Opis:: This paper presents a novel, non-conventional approach to the future optical and wireless hybrid transport network, capable of supporting dominant kinds of trac, i.e., voice/real time, wireless and packet data tracffic in a single transport network. The proposed model combines different technologies as connection and connectionless networks, optical cable and wireless (microwave/millimetre wave or optical wireless), being suitable for a variety of purposes and services in order to achieve global broadband networking features. Our new networking model contains an extension to wireless world in order to achieve mobility and personalisation of connection. From the networking point of view it consists of an upgrade of real-time traffic with the microwave modulated optical wave, in order to carry out conventional mobile wireless signals via optical fibres over long distances and without significant distortion. The whole available bandwidth can be fully exploited in the hybrid network. In the IP part of the network the quality of service (QoS) can be differentiated for various classes of packets and network reliability/survivability can be categorised for the whole hybrid network. This proposal combines complete and revolutionary shift to packet traffic with smooth evolutionary upgrades. We believe the model presented here is a powerful tool to trace the future evolution of telecommunications worldwide for the next 25 years.

Opis:: A review of our today’s understanding of the ultimately broadband photonic Internet is presented. A simple calculation is presented showing the estimate of the throughput of the core photonic network branches. Optoelectronic components, circuits, systems and signals, together with analogous electronic entities and common software layers, are building blocks of the contemporary Internet. Participation of photonics in development of the physical layer in the future Internet will probably increase. The photonics leads now to a better usage of the available bandwidth (increase of the spectral efficiency measured in Bit/s/Hz), increase in the transmission rate (from Gbps, via Tbps up to probably Pbps), increase in the transmission distance without signal regeneration (in distortion compensated active optical cables), increase in energy/power efficiency measured in W/Gbps, etc. Photonics may lead, in the future, to fully transparent optical networks and, thus, to essential increase in bandwidth and network reliability. It is expected that photonics (with biochemistry, electronics and mechatronics) may build psychological and physiological interface for humans to the future global network. The following optical signal multiplexing methods were considered, which are possible without O/E/O conversion: TDM-OTDM, FDM-CO-OFDM, OCDM-OCDMA, WDM-DWDM. The Polish perspective closes the review.

Opis:: Wskazano, że szybki wzrost wymagań dotyczących przepływności łączy abonenckich i jakości usług zmusza do budowy nowej infrastruktury dostępowej, przeważnie z wykorzystaniem włókien światłowodowych jako medium transmisyjnego. The paper highlights that rapidly growing requirements for subscriber access speed and service quality force operators to build a new access infrastructure, preferably based on optical fibers as the transmission medium. A review of factors motivating to build fiber access networks, technical solutions, terminology and problems related to provision of access for competitive operators is presented.

Opis:: Przez ponad 30 lat swojego istnienia, sieć Internet wyewoluowała z klasycznej sieci transmisji danych w największą z sieci wielousługowych. Część usług internetowych tworzona była od podstaw (jak np. poczta elektroniczna), część z nich (np. telewizja, czy telefonia internetowa) stanowi przeniesienie do Internetu usług realizowanych dotychczas w sieciach specjalizowanych (telewizyjnej, telefonicznej). Wdrażanie nowych usług jest zagadnieniem złożonym. Nowe usługi mogą spowodować problemy z funkcjonowaniem aplikacji już istniejących. Problemy mogą wystąpić także z usługami przeniesionymi z sieci specjalizowanych - w sieci Internet mogą one źle funkcjonować, np. ze względu na dużo niższą jakość transmisji niż wymagana. W niniejszym artykule dokonano analizy współczesnych usług, m.in. z punktu widzenia wymagań, jakie stawiają one dla sieci transmisyjnej. Przeanalizowano najistotniejsze elementy heterogenicznych sieci IP pod kątem współpracy z różnego typu usługami. Określono, jakie problemy występują podczas współistnienia wielu różnych aplikacji w sieci heterogenicznej. Wskazano również, jak te problemy rozwiązywać.
For over 30 years of its existence, the Internet has evolved from traditional data networks in the largest multiservice networks. Some Internet service has been created from scratch (like e-mail), some of them (eg. television, or Internet telephony) is the adaptation of services previously implemented in specialized networks (broadcast television network, Plain Old Telephone Service - POTS, etc.). Implementation of new services is a complex issue. New services may interact with existing applications. Problems can also occur with services adapted from specialized networks - for example, due to much lower transmission quality than required. In this paper an analysis of contemporary services and requirements is described. We show problems, which occur due to the heterogeneity of multiservice network, as well as how to solve these problems.
