Opis:
Through the history Bosnia and Herzegovina, as a territory and as a country, has been very unstable and full of ethnical diversity; nowadays not much has changed. It is a new century, there is a new political ideology and new structures; however, the protagonists still have different ethnical backgrounds. Changing the ideology in the area of the Balkans was very difficult and followed by dispute between the people and by a bloody war. To whom the territory belongs, who was first there, and who has more right to claim that territory – these are the main questions with which nationalists and politicians rule over the whole populations. This contribution is focusing on the process of conflict transformation from violence and total war into the reduction of violence. Bosnia and Herzegovina formally applied for EU membership on 15 February 2016, following years of constitutional reforms and commitments with the Dayton Peace Agreement.

Medical research involving human subjects can enhance the well-being of individual patients and provide enormous social benefits. It enables the acquisition of new scientific knowledge and the development of novel therapeutic and diagnostic procedures but also raises significant ethical and legal issues. This kind of medical research is controversial and implies a clash of values that are not always easy to balance. Particularly contentious is research on subjects who are incapable of giving consent or are in a position of subordination and more susceptible to manipulation and mistreatment. Such subjects are considered vulnerable and under special protection. The paper deals with the legal framework of medical research on vulnerable subjects in Bosnia and Herzegovina (its entities: the Republic of Srpska and the Federation of Bosnia and Herzegovina). In the first part of the paper, the notion and basic forms of medical research will be explored, as well as the concept of vulnerability. Reference will be made to relevant international documents defining the standards of medical research on vulnerable subjects. The paper will also provide a comparative overview of provisions governing vulnerable subjects research adopted in different national legislations. In the second part of the paper, the legal framework of medical research on vulnerable subjects in Bosnia and Herzegovina will be analyzed, and suggestions for possible changes will be made.

Digital surrounding.
Opis:
Growing up in digital surroundings and using the Internet on a daily basis have been some of the most prominent features of the young population today. In fact, where Generation Z is concerned, this has virtually been the only modus vivendi they know. They find online communication natural, feeling comfortable in the digital world, spending most of their time on the Internet sharing photographs and video footage, having fun, and communicating by means of social media and various software applications. In doing so, they prove very skillful and they have no difficulty mastering new digital trends, but they are often unaware of how vulnerable they are in terms of protection of their privacy and personal data. For that reason, the paper aims at determining to what extent the members of Generation Z expose their private lives on the Internet, whether they are concerned about possible the consequences of these actions, and what steps they should take to protect their personal data. The results of the survey, conducted online, reveal that most examinees are unaware of the possible risks of providing their personal data to unknown entities on the Internet, as well as that the similar percentage of them do not take any steps towards protecting their privacy.

Radical Islamic ideas, individuals, movements, organizations, but also states that have greatly contributed to the radicalization of the existing Muslim population of the Balkans and Bosnia and Herzegovina are not new. Ever since the Middle Ages, with the aggression and genocide committed by the Ottomans, the ideas of jihad have been present in various forms, especially in environments that interpret Islam as a great world religion in such a radical way. There is a noticeable connection between the bearers of jihadist ideas from World War II until today. This article not only provides a historical analysis of the preconditions for the widespread jihadist network that today produces jihad warriors who threaten the entire world but also provides an authentic overview of the preconditions of this global terrorist network to better understand elements such as this network – it’s functions, how it recruits new terrorists and how it uses the ideology of radical Islamists as a motive for committing serious crimes around the world. The schematic structure of the mujahedeen unit with command staff is shown, as well as the fact that the terrorists welcomed the authorities of Bosnia and Herzegovina who tried to hide their presence and to relativize all the worst crimes committed by the mujahedin.

Bosnia and Herzegovina is a country with a special geo-civilization position. There are significant antagonisms between the three civilizations present here, completely separate ideologically, culturally and socially. According to Samuel Huntington’s theorem in Bosnia and Herzegovina take place a clash of civilizations that causes a general disagreement in the state, pursuing for completely different purposes by three nationalities, and as a consequence leads to instability in the country. The country, relatively young, has been a battlefield for influence for many centuries, which has shaped contemporary difficult situation. Nowadays, the agreement between Western, Islamic and Orthodox civilization which osculate in this area is impossible to achieve due to the diametric differences and purposes of these circles. Undoubtedly, Bosnia and Herzegovina is struggling with the consequences of such a clash of civilizations, as can be seen in the political, social and economic life of the country. The purpose of this article is to identify the problems arising from the presence of three civilizational circles in one state.

In this study, we empirically analyse intentions to emigrate from Bosnia and Herzegovina (BiH), focusing on individual, household, regional and socio-economic determinants, including specific influences relevant to the post-conflict nature of this society. We rely on a series of annual country-representative survey data collected over the period 2006–2010 and the latest repeated survey from 2019. This gives us the possibility to see whether there are changes in observed determinants with a decade’s difference, all investigated through non-linear econometric models. Moreover, we supplement quantitative research with qualitative in-depth interviews to enrich our results with deeper insights collected from both emigrants and potential emigrants in BiH. Our findings indicate that higher intentions to emigrate are linked to typical individual and household conditions: young, educated and low-income respondents all report high intentions to do so. However, the socio-economic environment characterised by economic – and, even more, by political – instability increases these intentions considerably. Our comparative analysis reports that the socio-economic environment has taken primacy over individual characteristics as drivers of emigrations which dominated a decade ago. Conventional thinking that economic drivers of emigration intentions dominate nowadays have not been confirmed. Policymakers should focus on improving primarily political stability as a measure that will decrease emigration intentions in this post-conflict society.

W ostatnim badaniu przeprowadzonym przez Dyrekcję ds. Integracji Europejskiej w Bośni i Hercegowinie, prawie 43,6% respondentów uważa, że istnieje alternatywa dla członkostwa w Unii Europejskiej (UE). Badanie przeprowadzono metodą wywiadu telefonicznego wspomaganego komputerowo (CATI) na próbie reprezentatywnej dla całego kraju. W związku z tym, w niniejszym artykule zbadana zostanie możliwość prowadzenia polityki zagranicznej ukierunkowanej na kilka centrów geopolitycznych oraz jej implikacje dla kraju. Dotyczy to przede wszystkim alternatywnych modeli rozwoju oferowanych przez takie podmioty areny międzynarodowej, jak Chiny, Rosja, Turcja i Arabia Saudyjska. Chociaż UE często kładzie nacisk na zaangażowanie w regionie Bałkanów Zachodnich, zarówno procesy wewnętrzne, jak i zewnętrzne stają się mocno upolitycznione. W związku z tym, w artykule podjęto również próbę zbadania niektórych z tych procesów oraz głównych zainteresowanych stron (zarówno w Bośni i Hercegowinie, jak i w Unii Europejskiej), które mogłyby opóźnić przyszłą integrację europejską

With gamma spectrometric method 23 samples of mineral and thermal waters of Bosnia and Herzegovina were analyzed. Activity concentrations of the investigated radionuclides were in the range 12–346 mBq·L-1 for 40K, 1.1–791 mBq·L-1 for 226Ra, 0.2–221 mBq·L-1 for 228Ra, 13–367 mBq·L-1 for 238U, and 0.6–17 mBq·L-1 for 235U. For all investigated radionuclides annual effective dose was estimated. The estimated total annual committed effective dose received by population as a result of ingestion of water was in the range 0.11–2.51 μSv·y-1 for thermal water and in the range 0.11–38.8 μSv·y-1 for mineral water. Measurement of activity concentrations of natural radionuclides in the examined samples was carried out with a gamma-spectrometer with high-purity germanium (HPGe) detector, having a relative efficiency of 70%.

Performing a difficult past in a museum: The History Museum of Bosnia and HerzegovinaThis paper examines the case of the History Museum of Bosnia and Herzegovina in Sarajevo to explore the entanglements of the somewhat contradictory concept of a history museum as a research institution that aims to educate visitors about the past, as opposed to an artistic performativity that provides sensory engagement and a reliving of past moments. Drawing on the performative paradigm, it focuses on the ways in which a past is made into a present to facilitate experience and bodily re-enactments. The History Museum of Bosnia and Herzegovina has recently embraced new museology approaches that stem from the performative turn. For providing a platform where people can meet and talk about the past, museums have been viewed as promising places for dealing with difficult memories. Artistic performativity has also been valued for opening ways to reconciliation. However, given historical exhibitions’ and artistic installations’ different approaches towards the past, this paper seeks to address some questions that arise from performing difficult pasts in a museum. How do narratives conveyed by exhibitions and artworks interact and influence the overall narratives offered by museums? Does their entanglement open up ways for reconciliation and more inclusive narratives about a difficult past? This paper examines how Brian Eno’s multimedia piece “77 Million Paintings” and the sound installation “Bedtime Stories” interact with the narrative of the permanent exhibition “Besieged Sarajevo” and influence the overall experience of visitors. It suggests that artistic performativity enhances visitors’ attentiveness and sensibility and contributes to their understanding of museum exhibitions in universalistic terms, not necessarily leading to reconciliation but instead opening up ways for the multidirectionality of memories. Performowanie trudnej przeszłości w muzeum. Muzeum Historyczne Bośni i HercegowinyAutorka analizuje Muzeum Historyczne Bośni i Hercegowiny, badając powiązania w pewnym stopniu sprzecznej koncepcji muzeum historycznego, rozumianego jako instytucja badawcza, której celem jest edukowanie odwiedzających na temat przeszłości, oraz koncepcji performatywności sztuki, której zadaniem jest zaangażowanie zmysłów i umożliwienia ponownego przeżycia przeszłości. Korzystając z paradygmatu performatywnego, autorka koncentruje się na sposobach, w jakie przeszłość przekształcana jest w teraźniejszość, by umożliwić doświadczenie i cielesne odtworzenie tego, co minione. Muzeum Historyczne Bośni i Hercegowiny przyjęło niedawno nowe podejście do muzealnictwa, wynikające ze zwrotu performatywnego. Muzea uznano za właściwe miejsca do radzenia sobie z trudnymi pamięciami, zapewniające przestrzeń do spotkań i rozmów o przeszłości. Z kolei performatywność sztuki uznano z kolei za czynnik otwierający drogę do pojednania. Mimo to, biorąc pod uwagę różne podejścia do przeszłości, pojawiają się pytania dotyczące performowania trudnej przeszłości w muzeum, do których niniejszy artykuł próbuje się odnieść. W jaki sposób narracje przekazywane przez ekspozycje i działa sztuki korespondują i wpływają na ogólne narracje tworzone przez muzeum? Czy ich powiązanie otwiera drogę do pojednania i bardziej integrujących narracji o trudnej przeszłości? Autorka analizuje, w jaki sposób instalacje artystyczne, w szczególności multimedialna praca „77 Million Paintings” autorstwa Briana Eno, instalacja dźwiękowa „Opowieści na dobranoc” oraz wystawy czasowe korespondują z narracją stałej ekspozycji „Sarajewo oblężone” oraz w jaki sposób wpływają na ogólne doświadczenie zwiedzającego. Autorka konkluduje, że performatywność sztuki zwiększa uważność i wrażliwość zwiedzających oraz wpływa na ich rozumienie wystaw muzealnych w kategoriach uniwersalnych, niekoniecznie zaś prowadzi do pojednania, zamiast tego zaś toruje drogę do wielokierunkowości pamięci.

Sweet chestnut forests in Bosnia and Herzegovina are underrepresented in the total forest fund, and their area is declining today. The research aims to determine the correlation relations of morphological traits of chestnut leaves, fruit and cupule in the population of Bosnian Krajina (northwestern Bosnia and Herzegovina) to undertake selection and breeding activities. Eleven traits of fruits, leaves and cupules were measured, seven assessed and six calculated. A mutual correlation for the researched traits was calculated using the Pearson correlation coefficient r. When the fruit traits and cupule traits were compared, the needle length showed a statistically significant correlation with most of the fruit traits. The traits of the number of fruits in the cupule and needle length had a statistically significant correlation coefficient with leaf blade width and leaf petiole length. The correlated traits can be distinguished as important for further selection and breeding of sweet chestnuts. The research results indicate that the genetic material of sweet chestnut is a rich source of genetic diversity and can be used in selection to obtain new varieties and cultivars in Bosnia and Herzegovina and for the protection of the indigenous gene pool.

Despite the fact that Bosnia and Herzegovina have been going through a deep and thorough Europeanisation process since the late 1990s it is interesting and puzzling as well that the country still has not achieved the expected level of democratic consolidation. Especially, it is of utmost importance to pay attention the increasing political domination of ethnic-nationalist political forces in the post-war Bosnia which tend to institutionally marginalize citizens of the minority groups and those who declare themselves as non-nationalists. Such a discriminatory process clearly opposes the country’s aspirations towards European Union membership. Thus, in this article I investigate the process of the post-war ethno-nationalist paradigm which has brought about deep discrimination against the so-called Others as they are defined in the Constitution of Bosnia and Herzegovina. The article comes with the conclusion that post-war Bosnian democracy has included a number of institutional shortcomings and serious deficiencies thus resulting in an ethnocratic regime which excludes everyone who does not feel part of such a regime. Thus, the current process of an ethno-nationalisation has clearly blocked further progress of the country towards the future European Union membership.
