The benefit/cost (B/C) ratio method is utilized in many government and public work projects to determine if the expected benefits provide an acceptable return on the estimated investment and costs. Many authors have studied probabilistic cash flows in recent years. They introduced some analytical methods which determine the probability distribution function of the net present value and internal rate of return of a series of random discrete cash flows. They considered serially correlated cash flows and the uncertainty of future capital investment and reinvestment rates and they presented some formulae for the B/C ratio for probabilistic cash flows. In the paper, the expected value and the variance of a probabilistic cash flow are obtained by means of moments. Then a probabilistic B/C ratio is given. Fuzzy set theory has the capability of representing vague knowledge and allows mathematical operators and programming to be applied to the fuzzy domain. The theory is primarily concerned with quantifying the vagueness in human thoughts and perceptions. The fuzzy B/C ratios are developed for a single investment project and for multiple projects having equal or different lives.

Opis:
Sustainable mining management is increasingly seen as an important issue in achieving a social license to operate for mining companies. This study describes the life cycle cost (LCC) analysis and environmental valuation for several coal mine tailings management scenarios. The economic feasibility of six different options was assessed using the Net Present Value (NPV) and Benefit-Cost Analysis (BCA) methods. These options were belt press (OPT 1), tailings paste (OPT 2), thickened tailings (OPT 3), and OPT 1 with technology improvement and renewable energy sources (OPT 1A-C). The results revealed that OPT 1A (belt press technology with stack cell flotation) was the first preference in terms of LCC while OPT 1C (belt press technology with stack cell flotation and 10% wind energy) generated the highest benefits value (BCA) compared to the other options. The LCC and BCA components and the volume of GHG emissions were used to determine the best option. Normalization of these three elements resulted in the selection of Option 1C as being the most cost-effective option.

Cost-benefit analysis (CBA) is a prescriptive technique that is performed for the purpose of inforaiing policy makers about what they ought to do. Still at the end of the 20th and the beginning of the 21thcentury it was a common belief that the world had just entered a new civilisational paradigm, completely different from all the previous ones in the history of the mankind. The new paradigm was called ‘globalization’ and although it had never been precisely defined, the term stirred up a very animated dispute: there were fervent enthusiasts and fervent opponents of everything that was as inexactly defined as globalization. Both enthusiasts and opponents agreed what phenomena made globalization up, but the assessment of those phenomena was diametrically different; according to the enthusiasts globalization reduced famine in the world, stimulated development and growth, decreased unemployment, improved the quality of natural environment, created new global democracy and was the only reasonable option for the mankind; and according to the opponents globalization increased famine in the world, made development and growth stop or even diminish, aggravated unemployment, lowered the quality of natural environment, destroyed human solidarity, stimulated corruption and was a path to hell. The impact of globalization and deglobalization on different areas of economy and society is a topic of several discussions and publications.

The tendency of demolition has increased to improve economic gains, functional and structural performance, and unloading expenses due to the inaccessibility of an appropriate site in a nearby area. As a result, effective utilization of construction and demolition waste materials in the form of a Recycled Coarse Aggregate of 20 mm & 10 mm is possible while conserving non-renewable natural resources. Even though recycled coarse aggregate (RCA) is a cost-effective material that provides solutions to solid waste management, it is also viewed as second-rate in terms of its basic properties compared to natural coarse aggregate (NCA). This study attempted to design two mix proportions for natural aggregate concrete (NAC) and recycled aggregate concrete (RAC). RAC supplemented with Hooked Steel Fibers at a rate of 0%, 0.25%, 0.5%, and 0.75% per cubic metre. Compressive strength considered a benefit parameter, whereas the state schedule of rates (SSR), 2020-21, was used to estimate cost. The experimental results discovered that RAC with 0.25% steel fibres(SF) per cubic metre found 7.27% less compressive strength results than NAC in Mix-1 of M25 grade, whereas it is 11.64% less compared to NAC of Mix-2 of M40 grade at 28 days, respectively. This related decrease in compressive strength compared to NAC is within the acceptable limit of Indian Standards. At the same time, cost analysis of RAC with 0.25% steel fibres per cubic metre observed 1.26% and 2.16% more than NAC of M25 & M40. It revealed that 0.25% SF per metre cube in RAC provides an economically viable solution in terms of cost and benefits compared to NAC of a similar mixture.

Economic efficiency of brownfield regeneration: study of South Moravian projects. The objective of brownfield regeneration is to increase the attractiveness and value of individual sites to a level where they can compete directly with the construction of a greenfield project. The aim of this paper is to examine the economic efficiency of brownfi eld regeneration. By using CBA outputs, the contribution of socio-economic efficiency to the total efficiency of individual projects based on EBCR was investigated on the basis of a sample of 14 projects located in the South Moravian Region. Furthermore, the expected value of EBCR was simulated by using the Monte Carlo method. The results reveal that socio-economic efficiency contributes signifi cantly to the overall efficiency of these projects and therefore cannot be neglected during their evaluation. At the end of the paper, future research directions in this area are outlined.
Efektywność ekonomiczna rewitalizacji terenów poprzemysłowych na przykładzie południowomorawskich projektów. Rewitalizacja terenów poprzemysłowych służy zwiększeniu atrakcyjności i wartości poszczególnych działek do takiego poziomu, aby mogły konkurować z terenami wcześniej niezagospodarowanymi. Celem niniejszej publikacji jest zbadanie efektywności ekonomicznej rewitalizacji terenów poprzemysłowych. Wykorzystując CBA (cost–benefit analysis), obliczono udział efektywności społeczno-ekonomicznej w porównaniu z całkowitą efektywnością poszczególnych projektów z zastosowaniem EBCR na przykładzie 14 projektów zlokalizowanym w kraju południowomorawskim. Ponadto wartość oczekiwaną EBCR symulowano metodą Monte Carlo. Wyniki pokazują, że efektywność społeczno-ekonomiczna w znaczący sposób przyczynia się do ogólnej skuteczności tych projektów, a zatem nie można jej pomijać podczas ich oceny. Na końcu artykułu wskazano kierunku dalszych badań w tej dziedzinie.

The aim of the paper is to examine how university classroom environment changes with the arrival of foreign students, especially those who are participants of international exchange programmes. The learning environment is an important component of higher education, as adult students are often conscious learners, who want to learn and see the purpose in doing so; also, they are often self-conscious, especially in a foreign language class. A multi-cultural classroom can be a beneficial element of university education, for both the students and the teacher, as it provides an opportunity for students to share experiences and bring their insights to the learning process. Conversely, one of the challenges a university teacher faces is to find a way to actively involve all the students in the class, taking into account their various backgrounds, different language skills and learning experiences, styles and preferences. The article is designed specifically to examine the effects of student mobility on the learning environment and the challenges, costs and benefits of education in a multicultural class. It also presents recommendations to make the adult learning environment an effective one, especially when it comes to education in a multicultural environment and learning in a foreign language.

Opis:
Sustainable management of water resources requires leaving in the rivers a flow that ensures biological life. Since 2014, water authorities have been seeking to develop a methodology for determining environmental flows that are to reflect the inherently time-changing environmental water needs. The paper presents economic aspects of the implementation of environmental flows that will bring environmental benefits from providing the necessary amount of water for aquatic ecosystems as well as for water dependent ecosystems. However, on the other hand, they can cause significant costs for existing water users and limitations in economic use of water resources in the future. The cost-benefit approach is developed to estimate costs and benefits from introducing environmental flows in river basins. As the result the unit costs and benefits indicators for different water users are estimated and applied for the economic analysis in six study areas. The outcomes provide new information and methodological approach for decision-making about implementation of environmental flows.

Purpose: This paper critically evaluates the development of the impact assessment instrument in Lithuania’s public administration and suggests improvements to its impact assessment system. Research question: What interesting conceptual imperatives have appeared in Lithuania’s investigation of the impact of regulatory policy? Methodology: This research study uses positivist methodology to analyse the problems that researchers have identified in Lithuania’s impact assessment. This investigation explains why certain problems have appeared, what has changed and what system changes can be identified traced. The study proceeds as follows. First, the research on impact assessment carried out in Lithuania is analysed. Second, regulations on impact assessment in Lithuania are investigated. A substitute for non-existent integrated theory is emphased by the logical structure of the EU administrative system imperatives, principles, and norms, whose modifications have become the basis of impact assessment system design in Lithuania. The present research combines, integrates and consolidates the theoretical and practical information on impact assessment into an explanatory scheme, which could be developed into a model in the future. Information from two qualitative interviews conducted in 2009 and 2010 was also used. Conclusions: The present research reveals that Lithuania’s regulatory impact assessment model is still being constructed and reconstructed towards evidence-based management. A model which revises the old impact stereotype has been designed, based on contemporary methodologies (cost--benefit and cost-effectiveness analyses), consultations with the interested parties, a small but exhaustive legal initiatives impact assessment, and a centralised and institutional coordination of impact assessment. Practical consequences: The present research presents the issues which could be useful for the states that are starting to implement a regulatory impact assessment model. This study described the pitfalls to avoid in order to implement a successful evidence-based management initiative. Originality: In the present research, regulatory impact assessment is emphased as an assessment model and normative of the EU administration effectiveness and optimality, which can be used as a good-practice example for the modernisation of administrative activities in Central and Eastern Europe to the level their European counterparts.
