The article analyses the content and structure of postgraduate courses in internal auditing to compare them with Polish employers’ expectations about internal auditors’ competencies. It was prepared based on a review of the literature and analysis of 43 online job ads for internal auditors and 19 postgraduate internal auditing courses available from 17 higher schools in Poland. The comparative analysis of postgraduate courses for internal auditors and employers’ expectations regarding the professionals’ characteristics revealed the weaknesses of the former and their limited ability to provide public and private organizations with the right types of specialists. Educational institutions were found to underestimate the importance of internal auditors’ soft skills.

Purpose: The paper examines auditors’ experiences with corporate governance (CG) in general and audit committees (ACs) in particular in the setting of a Polish two-tier board system and a capital market characterized by high ownership concentration, which therefore extends the research on CG practices of an economy beyond the well-researched Anglo-American model. Methodology: This study adopts a qualitative research approach by using interview data from fifteen interviews with auditors working with large publicly-listed companies in Poland to examine the relationships among auditors, Audit Committees, and CG. Findings: The auditors indicate that the CG environment has changed. However, the institution alization of an AC in Poland generally is the subject of coercive isomorphic pressures, which lead to its decoupling and transition toward a ritualistic role. Moreover, auditors report only some reliance on CG information in the planning phase and none in the field-testing or review phases. Originality: The findings differ from those of prior studies conducted predominantly in the USA and the UK, in which auditors reported far greater reliance on CG in all phases of the audit process. The two possible reasons for this difference in findings could be the different development stages between capital markets and different CG systems.

W artykule przedstawiono wyniki badania opinii polskich audytorów wewnętrznych na temat funkcji audytu wewnętrznego. Badanie zostało przeprowadzone metodą sondażową z wykorzystaniem kwestionariusza ankiety. Poglądy ankietowanych zostały skonfrontowane z rolą, jaką współcześnie wyznaczają audytowi wewnętrznemu Instytut Audytorów Wewnętrznych, badacze na świecie, a także polska ustawa o finansach publicznych. Badanie wykazało dość dużą zbieżność tego, jak rolę audytu wewnętrznego widzą badani audytorzy z funkcją, jaką powinien on pełnić współcześnie w organizacji.
The aim of this article is to present the results of a survey conducted among Polish internal auditors. The survey deals with the function of internal audit. Auditors’ views on the role of internal audit were compared to the role of internal audit as defined by the Institute of Internal Auditors, researchers across the world and the Polish Public Finance Act. The survey revealed that the role internal audit as perceived by Polish auditors is close to the function that internal audit should perform in contemporary organizations.

Purpose: The purpose of this study is to identify ethical threats faced by Polish statutory auditors in their professional work and the methods of counteracting these threats, i.e., safeguards ensuring compliance with ethical principles of statutory auditors. Methodology/Approach: Survey research was conducted among 45 statutory auditors from the Regional Branch of the Polish Chamber of Statutory Auditors in Gdansk with the aim of identifying the types of ethical threats and safeguards in the practice of Polish statutory auditors. Findings: Based on the research, it was found that among all types of ethical threats indicated in the survey, statutory auditors indicated the risk of familiarity as the type with which they most often deal. The risk of intimidation was ranked second on the list of threats. When it comes to safeguards used by the audited auditors, they primarily indicated two types, i.e., principles and procedures that enable the identification of interest and business relationship between the firm, the personnel and the client, as well as rotating senior assurance team personnel. Originality/Value: Our study fills the gap in the Polish literature in the field of research on the types of ethical threats in the work of statutory auditors and the safeguards they use. We have audited the occurrence of individual types of ethical threats and assessed which of them appear most often in the practice of statutory auditors, threatening the ethical attitudes of statutory auditors. Our study also enriches the literature by presenting the types of security used by Polish statutory auditors to comply with ethical principles

W japońskich korporacjach audytorzy mają specyficzną pozycję i uprawnienia zależne od struktury nadzorczej wybranej przez spółkę. Duże spółki mogą adaptować jedną z trzech takich struktur, a mianowicie radę audytorów statutowych kooperującą z radą dyrektorów, radę dyrektorów z trzema komitetami (audytu, nominacji i wynagrodzeń) oraz spółkę z komitetem nadzoru. Celem artykułu jest pokazanie roli audytorów w każdej z tych trzech struktur nadzoru korporacyjnego przy uwzględnieniu hierarchiczności typowej dla japońskiej kultury korporacyjnej i kierunku ich zmian. Problemem badawczym jest porównanie pozycji i uprawnień audytorów w każdej z tych trzech struktur nadzorczych. Dla jego eksploracji zastosowano analizę zapisów adekwatnych regulacji (metodę dogmatyczno-prawną) oraz literatury dotyczącej japońskiego nadzoru korporacyjnego i audytorów (analizę porównawczą). Artykuł rozpoczyna krótki opis etapów rozwoju japońskiego nadzoru korporacyjnego. Następnie przedstawiono trzy struktury nadzorcze, które mogą być wybierane przez japońskie korporacje omawiając pozycję i uprawnienia audytorów w każdej z nich, jak też zwrócono uwagę na trudności, jakie napotyka implementacja amerykańskich wzorców w tym obszarze. Analiza pokazuje, że kolejne nowelizacje prawa wpływają na wzmacnianie statusu i pozyskiwanie profesjonalnych kwalifikacji przez audytorów powodując, że stają się oni coraz ważniejszym ogniwem japońskiego nadzoru korporacyjnego. Artykuł przyczynia się do pomniejszenia luki poznawczej istniejącej w polskim piśmiennictwie dotyczącej japońskich audytorów.
Japanese auditors have a unique position and power that varies depending on the governance structure chosen by corporations. In Japan, large corporations can have one of three governance structures: a board of statutory auditors that cooperates with the board of directors, a board of directors that has three committees (audit, nomination and remuneration) and a board of directors with a supervisory committee. The research problem assessed in this paper is how the relative position, power and obligations of auditors varies in each of the three corporate governance structures, taking account of the hierarchical nature of corporate culture in Japan. The paper begins by explaining how the introduction of new laws led to auditors acquiring specialist qualifications and playing a more important role in corporations. It then analyses the provisions of relevant legal acts and the literature on Japanese corporate governance and auditors. The position and power of auditors in each structure is assessed, and attention is paid to the difficulties encountered by the adoption of U.S.-style regulations in this area. The comparative analysis shows that in each of these structures there has been a strengthening of the status of auditors, which has increased their influence. The paper contributes to a reduction of the cognitive gap existing in the Polish literature concerning Japanese auditors.

Miejsce wykonywania pracy jako element treści stosunku pracy ma doniosłe znaczenie dla ochrony praw pracownika. Prawidłowe jego określenie odgrywa istotną rolę w interpretacji przepisów regulujących na przykład przebywanie w podróży służbowej. Jest to zagadnienie skomplikowane, przede wszystkim ze względu na brak definicji miejsca pracy. Przepisy ustawy o Najwyższej Izbie Kontroli, podobnie jak innych pragmatyk, nie regulują jednoznacznie wszystkich kwestii z tym związanych. Artykuł przybliża dorobek orzecznictwa i doktryny dotyczący miejsca wykonywania pracy w znaczeniu prawnym. Prezentuje też poglądy na temat możliwych sposobów jego określenia w stosunku do mianowanych kontrolerów NIK, w zależności od rodzaju wykonywanej przez nich pracy. Jest próbą autorskiego ujęcia problemu, uwzględniającego wewnętrzne regulacje Izby.
Workplace –as an element of employment relationship –is of great importance to the protection of employees’ rights. Its appropriate definition plays a significant role in the interpretation of the regulations setting out, e.g. business trips. It is a complex issue, mostly due to the lack of a definition of the notion of ‘workplace’. The provisions of the Law on the Supreme Audit Office, as well as those of the other labour regulations, do not regulate the issue precisely. In his article, the author presents the existing judicature and doctrine related toworkplace in its legal sense. He also refers tothe views on potential ways todefine it with regard tothe NIK nominated auditors, depending on the type of the work they do. It is an attempt on an original discussion on the issue, which takes into account the internal regulations of NIK.

Credit risk assessment is an inherent component of banking activity and it is crucial to analyse time aspect of credit risk. During that assessment banks ought to use only reliable documents to achieve reasonable results. Financial statements should not be the one and only data source support loan decision but they are indispensable. This study is a part of research trend assessing auditors’ independence. The purpose of it was twofold. Firstly, to determine if there exists significant dependence between business continuity evidenced by bankruptcies and going-concern warnings paragraphs (GCW) in auditors’ opinion. Secondly, to examine possible interrelation of existence GCW in auditors’ opinion and non-audit fees earned by these auditors. The research question for this paper is whether banks and other creditors may still base on financial statements and auditor’s opinions. To the limitation that the aim of this paper was not to give clear answer which measure of going-concern risk is most appropriate, it presents outcomes of an investigation of a sample of companies quoted on Warsaw Stock Exchange (Poland) main market, that submitted request for bankruptcy to the court register between January 1, 2009 and December 31, 2013.

Celem artykułu jest przedstawienie teoretycznych modeli relacji biegłego rewidenta z audytorami wewnętrznymi w jednostkach oraz warunków doskonalenia współpracy między nimi. W artykule podjęto próbę uporządkowania zagadnień teoretycznych dotyczących relacji i doskonalenia współpracy między biegłym rewidentem a audytem wewnętrznym w jednostkach. Na podstawie przeprowadzonych badań w jednostkach sektora finansów publicznych oraz jednostkach sektora finansowego opisano cztery teoretyczne modele relacji biegłego rewidenta z audytorami wewnętrznymi oraz wnioski na temat praktyki ich stosowania w badanych jednostkach. Przestawiono autorską listę pytań kontrolnych. Pytania te uwzględniają nowe wytyczne Międzynarodowych Standardów Rewizji Finansowej w kontekście wielu wymagań, które wynikają ze stosowania Międzynarodowych Standardów Praktyki Zawodowej Audytorów Wewnętrznych. Przedstawiono warunki usprawnienia współpracy obu grup zawodowych. Jako metody badawcze zastosowano analizę krytyczną literatury przedmiotowej, standardów i przepisów prawnych, metodę dedukcyjną oraz syntezę wniosków z analizy.
Purpose: presentation of theoretical models of relations between the statutory auditor and internal auditors in Polish entities and conditions for improving the cooperation between them. The study attempts to organize theoretical issues related to the improvement of the relations and cooperation between the statutory auditor and the internal auditors in the studied units. Based on research conducted in public finance and financial sector entities, four theoretical models of relations between the statutory auditor and internal auditors are described, and conclusions about the practice of using these models in entities are presented. The original list of control questions is also presented in the article. These questions take into account the new guidelines of the International Auditing Standards in the context of many of the requirements that result from the application of the International Standards for the Professional Practice of Internal Auditors. The article sets out conditions to improve cooperation between the two auditor groups. Methodology: preparing the paper involved a review of literature, current law and regulations, and a critical analysis of internal documents and surveys carried out in the studied public finance sector units and public interest entities.
