In the article, I present deliberations on the theme of the rhetorical category of appropriateness in the context of its original sources and contemporary media practice. Upon presenting the theory formed in line with the understanding developed in antiquity, I accept as a functional division for the purpose of the discussion the prépon/aptum (decorum) division, i.e. into the historical and literary notion, and appropriateness as a general principle of rhetorical communication to subsequently present a discussion organised on the basis of three theses: 1) The major factor defining the rhetorical model of appropriateness is the mass nature of media communication in the presence of freedom of speech, a democratic system of authority, and economic liberalism; 2) The on-going presence of disputes regarding the appropriateness of public behaviour is a manifestation not as much of its norm-building potential as of the functional approach – of senders, participants of the reported events, and message receivers – towards media communication, which inevitably results in a distinct over-representation of messages the content of which applies to the manifestations of inappropriateness; 3) The appropriateness principle is associated with the difficult task for the receiver to understand her/his role in the world of the media, and its various consequences. I posit that the principle does, in fact, indicate certain criteria which can become a basis for classifying specific messages as those which do or do not meet the requirements of rhetorical tact, yet it does not enable one to define an a priori applicable borderline between appropriateness and inappropriateness in contemporary media. Therefore, it seems that the settlement of any doubts and dilemmas associated with appropriateness ought to be founded on a good upbringing-based social stance and a system of values, i.e. maturity achieved regardless of the influence of the media.

Przedstawiony tu artykuł ma charakter przeglądowy. W wyniku przeprowadzonej analizy treści literatury przedmiotu z zakresu kompetencji komunikacyjnej, stosowności oraz grzeczności usystematyzowano kluczowe dla podjętego tematu pojęcia, określono rolę stosowności w kompetencji komunikacyjnej oraz przedstawiono standardy stosowności, potwierdzające posiadaną kompetencję komunikacyjną.
The main research objective of this study is to define the role and standards of appropriateness in communicative competence. Therefore, the specific objective of this article is to state what determines appropriateness – what is and how to determine that someone behaves appropriately in a specific communication situation. The article contains the review of the current state of research. As a result of the analysis of the content of the literature on the subject of communicative competence, appropriateness and politeness, the key notions for the undertaken subject were systematized, the role of appropriateness in communicative competence was determined and the standards of appropriateness confirming that one has communicative competence were presented.

Stan środowiska zbudowanego skłania do zastanowienia się, w jaki sposób etyka wpływa na projektowaną przestrzeń i jej jakość estetyczną. W konsekwencji powstają pytania dotyczące - z jednej strony - zapisów obowiązującej architektów etyki zawodowej, z drugiej - praktycznych wskazówek mających związek z architektonicznym projektowaniem i planowaniem. W czasie, kiedy zagadnienia odporności (firmitas) i użyteczności (utilitas) zostały w dużej mierze opanowane przez inne gałęzie projektowania, nie zapominając o problematyce ekologicznej, uznano piękno (venustas) za najistotniejszy konstytutywny atrybut architektury. Przedstawiono wybrane interpretacje Piękna i jego związków z Dobrem (Witruwiusz, 1954; Tatarkiewicz, 1962, 1982), także w świetle najnowszych ustaleń neurobiologii i neuroestetyki (Zeki, 2011, 2019; Qiuling et al., 2018; Ishizu, Tsukiura, Cabeza, 2011). Przyjęto pojęcie stosowność (Krakowski, 1989) - rozumiane jako pojęcie piękna celowego, uwarunkowanego społecznie - za odpowiednie dla opisu standardu estetycznego projektowanego środowiska zbudowanego. Praca jest próbą znalezienia praktycznych sposobów zapewnienia jakości estetycznej (piękna) w nowo projektowanych i przeprojektowywanych sytuacjach przestrzennych. Wskazano - z jednej strony - dziedzinę prawodawstwa zawodowego (kodeksy etyki zawodowej architektów), gdzie zagadnienia estetyczne są zasadniczo pomijane, z drugiej zaś - konieczność nauczania i wdrażania procesu projektowania jako czułego (Tokarczuk, 2019) i uważnego dialogu (Dominiczak, 2016) w specyficznym rozumieniu spotkania z Innym (Drugim), niezależnie czy to będzie architekt, użytkownik, czy też budowla. Zwrócono uwagę na propozycję estetyki kreacyjnej (Sławińska, 1973) jako potencjalnie możliwej integralnej dziedziny twórczości projektanckiej. W odróżnieniu od etyki zawodowej architektów, która dotyczy osób biorących udział w procesie projektowania i odpowiedzialnych pod względem etycznym za swoje postępowanie w ramach zawodu (działalności projektanckiej), etyka architektury odnosi się do relacji estetycznych, jakie powstają w sytuacjach architektonicznych (Dominiczak, 2016). W takim rozumieniu obiekty zbudowane są personifikowane i - jako mające swoją tożsamość byty (o ile projektant zechce) - wchodzą w dialog z Innymi bytami (Levinas, 1998), które zarówno tworzą, jak i stanowią daną przestrzeń.
The state of the built environment makes one inclined to ponder how ethics affects the space that is designed and its aesthetic quality. As a consequence, there arise questions concerning the provisions of ethical codes of professional conduct that architects must adhere to on the one hand, while on the other, the practical guidelines for architectural design and planning. In a period when matters of durability (firmitas) and utility (utilitas) have been largely dominated by other branches of design, including the matters of ecology, beauty (venustas) has come to be considered as the most essential constituent attribute of architecture. Selected interpretations of Beauty and its relationship with Good (Vitruvius, 1954; Tatarkiewicz, 1962, 1982) have been presented, including in light of the latest findings of neurobiology and neuroaesthetics (Zeki, 2011, 2019; Qiuling et al., 2018; Ishizu, Tsukiura, Cabeza, 2011). The term appropriateness (Krakowski, 1989) is herein accepted, understood as a notion of intentional, socially conditioned beauty and considered proper to describe the aesthetic standard of the built environment under design. This paper is an attempt at finding practical methods of ensuring aesthetic quality (beauty) in newly designed and redesigned spatial situations. It identifies the field of professional law (the ethical code of conduct for architects), wherein aesthetic matters are largely ignored on the one hand, while on the other it points to the necessity to teach and implement a design process that is tender (Tokarczuk, 2019) and mindful (Dominiczak, 2016) dialogue in a specific understanding of encounters with the Other (the Second), whether it’s an architect, a user or a structure. It notes the proposal of creative aesthetics (Sławińska, 1973) as a potentially possible integral branch of design. Contrary to the professional ethics of architects, which pertains to individuals who practice design and are ethically responsible for their professional conduct (design), the ethic of architecture refers to aesthetic relationships that emerge in architectural situations (Dominiczak, 2016). In this understanding, built structures are personified and seen as entities with their own identities (if the designer wills it) that engage in dialogue with Other entities (Levinas, 1998), which both create and define a given space.

Logika stosowności to perspektywa badawcza, zgodnie z którą człowiek podejmuje działania w oparciu o zorganizowane w instytucje reguły dyktujące stosowne lub wzorcowe zachowania. Reguły stosuje się w praktyce, ponieważ są one postrzegane jako naturalne, uprawnione, oczekiwane i usprawiedliwione. Aktorzy starają się wypełniać obowiązki przynależne konkretnym rolom, tożsamościom, wspólnotom politycznym lub grupom, a także urzeczywistniać etos, praktyki i oczekiwania tych instytucji. Ludzie osadzeni w zbiorowości społecznej postępują tak, jak dyktuje im to poczucie stosowności w określonych sytuacjach. Niniejszy artykuł składa się z pięciu części. W pierwszej z nich szkicujemy podstawowe idee działania opartego na regułach, by w drugiej przejść do opisu niektórych cech współczesnych kontekstów demokratycznych. Następnie analizujemy wzajemne relacje między regułami i działaniami, zwracając uwagę na elementy poślizgu (slippage elements) podczas stosowania reguł w praktyce. W części czwartej przyglądamy się bliżej dynamice reguł i standardom stosowności. Na koniec omawiamy możliwość pogodzenia różnych logik działania w ramach przyszłego programu badawczego proponowanego studentom zainteresowanym demokratycznym procesem uprawiania polityki.
The logic of appropriateness is a perspective that sees human action as driven by rules of appropriate or exemplary behavior, organized into institutions. Rules are followed because they are seen as natural, rightful, expected, and legitimate. Actors seek to fulfill the obligations encapsulated in a role, an identity, a membership in a political community or group, and the ethos, practices and expectations of its institutions. Embedded in a social collectivity, they do what they see as appropriate for themselves in a specific type of situation. The paper is divided into five parts. First, we sketch the basic ideas of rule-based action. Second, we describe some characteristics of contemporary democratic settings. Third, we attend to the relations between rules and action, the elements of slippage in executing rules. Fourth, we examine the dynamics of rules and standards of appropriateness. And, fifth, we discuss a possible reconciliation of different logics of action, as part of a future research agenda for students of democratic politics and policy making.

Cechą nowoczesnego budownictwa kolejowego powinna być duża niezawodność budowli liniowych i obiektów inżynieryjnych. Osiągnięcie tej niezawodności zależy głównie od jakości projektu i poprawności procesów technologicznych budowy. Liczne przykłady dowodzą, że warunki te nie zawsze są obecnie spełniane. W projektach budownictwa kolejowego można doszukać się zwłaszcza braku koordynacji rozwiązań należących do różnych specjalności. Artykuł charakteryzuje dwie, spośród kilku częściej stosowanych, metod wykrywania zagrożeń na etapie projektowania, tj. metody HAZOP oraz list kontrolnych. Podano konkretne przykłady, w których zastosowanie tych metod w drogach kolejowych, pozwoliłoby uniknąć grubych błędów.
The feature of modern railway engineering should be considerable reliability of linear structure and engineering objects. An achievement of such reliability depends mostly on the quality of the project and the correctness of the technological processes of construction. Numerous examples prove that these conditions are not nowadays fulfilled. There is an evidence on the lack of coordination of the various solutions that belong to various specialities. The two, among several, more often applied methods for risk detection in designing stage i.e. HAZOP method and checklist have been characterized in the paper. Some examples when the application of these methods in railway lines could help to avoid some gross errors, have been given.

This article reviews markup languages focusing primarily on XML language. This paper concludes that a new language could be created, that is based on XML, which could be suitable for describing fire & rescue analyses in the State Fire Service.
Przedstawiono podział języków komputerowych oraz genezę i rozwój języków znakowania, wspominając o najważniejszych przedstawicielach tej grupy: TEX/LATEX, SGML, HTML. Opisano metajęzyk XML oraz wymieniono języki tworzone na jego bazie: SVG, MathML, ODF, XHTML. Podano także ogólną, techniczną specyfikację języka XML, w tym informacje o typach dokumentów/ schematach. Pokazano, jak w praktyce modelowane są wybrane dziedziny za pomocą XML. Przedstawiono sposoby opisu grafiki za pomocą SVG oraz opisu wyrażeń matematycznych za pomocą MathML. Przedstawiono słabość w sposobie opisu analiz akcji ratowniczo-gaśniczych w PSP oraz zaproponowano język XML, który nadaje się do modelowania dowolnej dziedziny, w tym analiz akcji.

Despite the growing importance of electronic reversed auctions (ERAs) few empirical studies have explored the appropriateness of ERA usage. Most commonly, transaction cost theory has been used for these ERA-studies, relying on arguments that consider asset specificity as the primary explanation for organizational boundaries. We seek a more thorough explanation for perceived Electronic Reverse auctions (ERA) appropriateness, using multiple theoretical perspectives. This study includes insights and variables from the incomplete contract theory and the resource dependence theory. A conceptual model for ERA appropriateness was developed from the buyer perspective. This model was empirically validated using a survey of 176 purchasing professionals. The findings suggest a positive impact of buyer power on ERA appropriateness, while total interdependence does not appear to affect ERA appropriateness. The results further indicate that asset specificity stimulates ERA usage. ERA-minded purchasers consider ERAs as a tool for exploiting buyer power and for imposing relationship investments on suppliers. At the same time, variables related to collaboration do not appear to be important for ERA appropriateness from the perspective of the buyer. Suppliers are required to make relation-specific investments, but are not valued for their relational efforts. The novelty of this article Scholars have taken several approaches to investigate and to explain company’s sourcing decisions that include ERA use. We address an important gap in the literature by using the incomplete contract theory in combination with the resource dependence theory to provide a better understanding of buyers’ perceived ERA appropriateness.

The Unbearable Lightness of Being

The subject of the article is to present a rhetorical approach in linguistic analysis of functioning of culture idioms (winged words) in the contemporary public discourse. The chosen example of the winged words is the Milan Kundera’s novel title The Unbearable Lightness of Being which turned out to be often rephrased/paraphased and used idiom in Polish media (press titles) and commercials (slogans). The main directions of analysis was based on one of the fundamental rhetorical rules – the principle of appropriateness. The principle was recognized as a useful scientific tool in linguistic research because 1) it allows to deeply interpret intertextual games, 2) enables esthetic verification of idioms modifications in public discourse and, 3) lets to assess a communication act based on idioms as coherent or not in context of sender-recipient relations. Paraphases and rephrases of analyzed winged words showed that they include both rthetorical inventio and dispositio techniques but the inventio strategy is crucial here for appropriateness. The main conclusions of the presented research for the analyzed texts of public discourse are as following: 1) appropriate press tittle based on winged words is clear for recipient, and coherent with the article subject; 2) appropriate slogan based on winged words is adequate to target recipient, and understood not only as persuasive but also informational text; 3) intertextual games in both types of public discourse are focused on intriguing the recipient but keeping the principle of appropriateness has different axiological rank in each of them: in press discourse appropriateness is an autotelic value as a kind of cognitive value, in marketing discourse commercial utility is a priority so appropriateness becomes instrumental value there.

Niniejszy tekst ma za zadanie wprowadzić czytelnika w historyczny i współczesny kontekst toczącej się debaty dotyczącej stopni i tytułów naukowych. Po krótkim wstępie wprowadzającym, pokazującym proces ich tworzenia na przestrzeni wieków, przedstawiam polski system promocji uczonych. Przedstawiam dwa główne stanowiska ideologiczne powstałe w wyniku podniesienia interesującego mnie problemu, dzielące środowisko uczonych na obóz liberalny i konserwatywny. Uzupełniam go wątkiem o Deklaracji Bolońskiej, której zamierzeniem była reforma szkolnictwa wyższego w Europie, w tym interesującego mnie ładu akademickiego. W oparciu o artykuły zamieszczane w Internecie, przybliżam również argumentację dwóch stron jakie wyklarowały się w toku obserwacji i partycypacji w rozpatrywanym niżej problemie. Następnie przedstawiam pokrótce własne stanowisko, które nie tyle przyjmuje wartość arbitralną, co jest jednym z głosów w dyskusji. Celem artykułu jest skłonienie do refl eksji osób wiążących swoją przyszłość ze światem nauki.
This text is designed to introduce the reader to the historical and contemporary contexts of the debate which leads to academic degrees and titles. Aft er a short introduction. which shows the process of the creation of titles over the centuries, I present the Polish scholars’ promotion system. I present two main ideological positions resulting from the problem of sharing the scholars’ environment between liberal and conservative camps, which I fi nd interesting. I supplement the theme with the Bologna Declaration, whose aim was to reform higher education in Europe, including the governance of the academics. Based on articles on the Internet, I also bring the reasonongs of both sides which were clarifi ed in the course of observation and participation in the problem under consideration. I then briefl y present my position, which doesen’t take an arbitrary valuation but is just one of the voices in the discussion. The purpose of this article is to encourage people to think about their future in the world of science.

Opis:
The paper presents results of an analysis of material density distribution in stampings press-moulded in metal dies from raw refractory materials based on alumina-magnesia-carbon aggregate. The stampings, fabricated on LAEIS HPF 1250 pressing machine, are blanks from which refractory precast shapes are manufactured by means of drying and firing. Samples for material density evaluation were cut out from test stampings with the use of diamond-reinforced disc. Density of the material was determined in thirteen layers of stampings denoted with letters A through M.

Poczucie odpowiedzialności za to, co się mówi i pisze, wymaga refleksyjnego stosunku do sformułowanych myśli. Postawa podmiotowego traktowania człowieka w przekazach prasowych w decydującym stopniu wpływa na fortunność wypowiedzi. W kształtowaniu tekstowego świata wartości dużą rolę odgrywają środki systemowe (językowe) i pragmatyczne (kontekstowe). Etyczny aspekt stylu wypowiedzi jest uwarunkowany przestrzeganiem zasad moralnych w komunikacji międzyludzkiej. Wyrazem takiej postawy jest wystrzeganie się nieetycznych zabiegów o charakterze redukującym.
The sense of responsibility for what is said and written requires a reflective relation to the formulated thoughts. The attitude of subjective treatment of a man in the press releases decisively affects the effectiveness of speech. System agents (linguistic) and pragmatic (contextual) play an important role in shaping of the text world. An ethical aspect of the style expression is conditioned by the respect for moral principles in interpersonal communication. An expression of this attitude is avoiding the unethical treatment of a reductive form.

Artykuł zawiera szczegółową analizę syntaktyczno- semantyczną słów stosowny, stosownie w języku polskim. Autorka stawia hipotezę, że analogicznie do jednostek odpowiedni / odpowiednio można wyróżnić homonimiczne jednostki leksykalne o kształcie przymiotnika i przysłówka reprezentujące różne poziomy języka (należące do jego poziomu przedmiotowego i poziomu meta). Jednostki leksykalne o kształcie stosowny i stosownie reprezentują odpowiednio przymiotnik i przysłówek, a także operator metapredykatywny stosowny i operator metapredykatywny stosownie. Stosownie nie może natomiast pełnić funkcji operatora wyliczenia, którą pełni ciąg odpowiednio.
The article presents a detailed syntactic and semantic analysis of the words stosowny [appropriate], stosownie [appropriately] in the Polish language. The author sets a hypothesis that by analogy with the units odpowiedni / odpowiednio one can distinguish homonymous lexical units in the shape of an adjective and an adverb representing different levels of the language (belonging to its subject level and meta level). The lexical units having the shape of stosowny and stosownie represent the adjective and the adverb, respectively, as well as the meta predicative operator stosowny and meta predicative operator stosownie. Accordingly, stosownie cannot perform the function of an enumeration operator, which is performed in turn by the sequence odpowiednio.

The objective of the article is to verify to what extent the European Union Global Strategy (EUGS) keeps up with the main global trends (at the level of international order as well as in relation to the global distribution of power) and the processes shaping the EU member states security environment of a regional scale which are perceptible from the perspective of five years following the EUGS adoption. This is also what the main research question concerns – to what extent do the diagnosis and postulates formulated inside the discussed document follow such processes in relation to the 2016–2021 period? For this reason too, the key research approach employed within the study is a critical analysis of source material. The EU Global Strategy mostly appropriately diagnoses and interprets the realities affecting the member states security – especially when it comes to enduring processes of a global scale regarding the erosion of the liberal international order as well as the roots of possible threats for international security in its military dimension – and formulates the postulates that are pragmatic and detailed. At the same time the document underestimates some of important occurrences or even does not refer to them at all. Examples of such omissions were given in the paper.
Celem niniejszego artykułu jest weryfikacja, w jakim stopniu treść Globalnej Strategii Unii Europejskiej (EUGS) obejmuje najważniejsze trendy globalne (na poziomie układu sił i porządku międzynarodowego) oraz zjawiska kształtujące środowisko bezpieczeństwa państw członkowskich w wymiarze regionalnym, dostrzegalne w perspektywie pięciu lat od jej przyjęcia. Tego dotyczy też główne pytanie badawcze – w jakim stopniu diagnozy i postulaty zawarte w EUGS pokrywają się z tymi procesami w odniesieniu do okresu lat 2016–2021. Z tego też względu kluczowe podejście badawcze zastosowane w ramach studium to krytyczna analiza materiałów źródłowych. Globalna Strategia UE co do zasady prawidłowo diagnozuje i interpretuje realia oddziałujące na bezpieczeństwo państw członkowskich – w szczególności w odniesieniu do niektórych procesów zachodzących w skali globalnej o trwałym charakterze, w tym erozji liberalnego porządku międzynarodowego oraz źródeł potencjalnych zagrożeń bezpieczeństwa militarnego – a zawarte w niej postulaty są pragmatyczne i zniuansowane. Jednocześnie w treści dokumentu pominięto lub potraktowano z niedostateczną uwagą pewne istotne zjawiska i okoliczności, na które wskazano w treści artykułu.
