    The protection of whistle-blowers under the Article 10 of ECHR has faced a lot of com-plex problems, which had been a result from the implications of ICT`s development and change of the media environment. The COE is involved in a worldwide debate about changes taking places in a contemporary legal system in the context of the protection of human rights. Therefore, the review of the latest legal initiatives (resolutions, recommendations, etc.) as well as other activities in the field concerned might be helpful to put the question-able issues.As the article is of the introductory character, further analysis is required. Within the human rights approach, it should concern, in particular the legal status of the whistle-blower and the issues, pertaining to legal and alternative ways of her/his protection.

    Opis:
    The aim of this paper is to present the Report of innovative restoration techniques, technologies and materials used in conservation in the context of natural sciences and heritage science of the RUINS Project. First, the specifics of preservation and maintenance of ruins are briefly described. Subsequently, the context of natural sciences and the new scientific discipline of heritage science, including the link to innovation, are indicated. The paper then presents the structure of the report and an example of one record representing one specific technique. Record structure is ready to be transferred to versatile data set so it could be converted into an updatable online database in the future.
    Celem artykułu jest przedstawienie raportu o innowacyjnych technikach restauratorskich, technologiach i materiałach stosowanych w konserwacji w kontekście nauk przyrodniczych i dziedzictwa przyrodniczego Projektu RUINS. W pierwszej kolejności opisano specyfikę ochrony i konserwacji ruin. Następnie omówione zostały nauki przyrodnicze oraz związane z nimi innowacje w kontekście dziedzictwa. W artykule przedstawiono również strukturę raportu oraz przykładowe badanie. Przedstawione badania mogłaby w przyszłości stać się wirtualną, aktualizowaną na bieżąco bazą danych, która posłuży jako narzędzie wykorzystywane przy ochronie i konserwacji ruin.

    In this paper we present current key challenges with respect to Critical Infrastructure Protection and to their resiliency. As our world becomes more and more interconnected via open networks with the cyberspace, many new challenges arise. Therefore, we frame the problem within three distinctive domains: real world natural events, human (organisational and legal), and cyber one. Within our analysis we present how current technologies, tools and methodologies can be used to address certain problems within those domains. Moreover, we stress the fact that there is a limited number of initiatives that aim at proposing the holistic (all hazard) approach addressing all the domains at once.

    Plastic littering has recently become one of the most highly recognized dangers to the marine environment. The problem of marine plastic pollution is not new and was identified more than half a century ago. Recently, however, with increased media coverage and focusing events such as the discovery of the Great Pacific Garbage Patch, the problem can no longer be ignored. Several legal instruments address this problem. IMO norms aiming to reduce plastic debris were adopted 30 years ago. The MARPOL Convention includes annexes designed to help fight plastic debris. Other maritime legal instruments can also be leveraged to challenge this problem. As with other marine environment problems, the primary source of the problem, and thus the key to addressing it, is located on land. EU directives can serve as an interesting model for reducing marine pollution. The European Commission proposed new EU-wide rules in May, 2018 to target the 10 single-use plastic products most often found in Europe’s coastal habitats, as well as lost and abandoned fishing gear. Together these constitute 70% of all marine litter items. The adoption and implementation of this instrument may represent a game changing approach in the battle against marine pollution.

    Opis:
    The principles of civil aviation safety are considered. At present time, aviation is an ultra-safe system, (i.e. a system that experiences less than one catastrophic safety breakdown every one million production cycles). But, unfortunately, we can never state that aviation activities will be absolutely safe. In current conditions the increase of the civil aviation safety level is one of the principal objectives of the world air transport development. The paper pays special attention to the civil aviation threats and risks in the context of globalization processes. The investigation deals with problems of global implementation of Annex 19 to the Convention of the International Civil Aviation. Present research paper discusses new theoretical approaches to searching for methods to assess the “safety space” of civil aviation activity. Special attention is paid to an effective test, proposed by A. Wald.

    The objective of the article is to present criminal law provisions and also the actual effects of fighting crime in the area of protection of cultural property in Poland since the beginning of the 21st century. A thesis has been formulated, according to which the protection of cultural property arising from the criminal law remains the key determinant of forming the cultural security of the Third Polish Republic. The conducted analysis shows that the effective forming of cultural security of the Third Polish Republic depends on ensuring the appropriate protection for the property of special significance for culture. Actions taken in this area of the cultural security fit with the postulate of protecting the cultural heritage. An important aspect of actions undertaken by the state is to formulate and apply the criminal law provisions. On the basis of the presented arguments it can be stated that at the beginning of the 21st century the practice of counteracting and fighting crime against cultural property in the Third Polish Republic depended to a significant extent on the activity of the Police and the Border Guard.
    W artykule przyjęto za cel przedstawienie przepisów prawno-karnych, a także faktycznych rezultatów walki z przestępczością w dziedzinie ochrony dóbr kultury w Polsce od początku XXI wieku. Postawiono tezę, zgodnie z którą prawno-karna ochrona dóbr kultury pozostaje kluczowym determinantem kształtowania bezpieczeństwa kulturowego III RP. Przeprowadzona analiza dowiodła, że skuteczne kształtowanie bezpieczeństwa kulturowego III RP zależy od zapewnienia właściwej ochrony dóbr o szczególnym znaczeniu dla kultury. Działania w tej sferze bezpieczeństwa kulturowego wpisują się w postulat ochrony dziedzictwa kulturowego. Ważnym aspektem działań państwa jest formułowanie oraz stosowanie przepisów prawa karnego. Zaprezentowane argumenty pozwalają stwierdzić, że praktyka przeciwdziałania i zwalczania przestępczości wymierzonej w dobra kultury w III RP na początku XXI wieku zależała w dużej mierze od aktywności policji i straży granicznej.
