Zagadnienia podejmowane w projekcie Zewnętrzny egzamin zawodowy. Analiza, diagnoza oraz perspektywy zmian, chociaż dotyczą egzaminów zawodowych zdawanych przez absolwentów wszystkich typów szkół zawodowych, dobrze wpisują się w obszar problemów związanych z potwierdzaniem kwalifikacji. Potwierdzanie - czy uznawanie - kwalifikacji (oba terminy funkcjonują w literaturze i stosowane są zamiennie) znacznie wykracza poza system egzaminów zawodowych i w najbliższej przyszłości będzie dotyczyć osób legitymujących się różnymi poziomami wykształcenia (także wykształceniem wyższym) oraz kwalifikacji. Ponieważ niektóre z omówionych poniżej zagadnień były w naszym projekcie przedmiotem badań (np. grupowanie zawodów, dla których opracowano standardy kwalifikacji zawodowych), omówienie wyników projektu i sformułowane rekomendacje poprzedzę wprowadzeniem, który pozwoli Czytelnikowi umiejscowić analizowany problem w szerszej perspektywie.

The article presents the essence of the Center for Technology Transfer (CTT). It diagnoses the current state and analyzes the tendency in the changes in Poland concerning CTTs during the last decade. Barriers for CTTs’ development in Poland have been presented with the final part of the article being devoted to plans for the future and the prospects for CTTs’ development in Poland in the 21st century.

The growing position of the Polish yacht industry in international markets is the result of many years of innovative activity by enterprises in terms of product, process, organisation and marketing. The competitive advantage achieved has led to a gradual increase in domestic production, in the number of entities involved in construction, as well as in the production and sales of yachting equipment. The following study aims to define the determinants and prospects for the development of the Polish yacht industry against a background of market processes and socio-cultural phenomena. With further exploitation of the market niche, Polish producers can be competitive in international markets thanks to material, technology, design, project, organisation and marketing innovativeness. Having good brands, no need for relocation of production, a favourable price-quality ratio, but above all, the quality and quantity of the products allow for optimism concerning the production and sales of yachts in the future. It is also indicated by demand, including an increasing domestic component which significantly exceeds supply. Its fundamental determinant is the growing wealth level and the fashion for spending free time on the water, and this includes the fashion forwater houses.

In this article, based on the statistical data analysis, we consider the labour market in the contemporary Russia in face of global economic crises. In our opinion, two kinds of programs should be in Russia interest:• coordination of unemployment benefits with vocational training, retraining or additional education;• using the compelled holidays for additional education and retraining.The target programs directed on strengthening employees' positions with a high educational level on the labour market are extremely necessary in the Russian conditions. In order to decide on specific problems special departments should be created in the Ministry of Work and Social Development of the Russian Federation.

W artykule poddano analizie związki między systemem polityczno-gospodarczym a możliwościami rozwojowymi państwa. Zastosowano interdyscyplinarne podejście wykorzystujące narzędzia nauk: ekonomicznych, prawnych i politycznych. Zweryfikowano powszechnie przyjmowane założenie będące podstawą transformacji systemowej w Europie Środkowej i Wschodniej, zgodnie z którym spośród gospodarek doganiających względnie lepsze wyniki osiągają gospodarki otwarte, oparte na systemie demokratycznym i gospodarce rynkowej. Jednocześnie posłużono się podstawowymi wskaźnikami makroekonomicznymi w odniesieniu do: Polski, Chorwacji, Białorusi i Serbii. Porównano zmiany ich: PKB, PKB per capita, eksportu, bilansów handlowych oraz wielkości napływu bezpośrednich inwestycji zagranicznych (BIZ). Badaniem objęto okres 2000-2014 (lub 2013 rok). Weryfikacja założenia o dodatniej korelacji pomiędzy wprowadzeniem w życie zasad społeczeństwa demokratycznego, państwa prawa i gospodarki rynkowej a sukcesem gospodarczym na podstawie wybranych danych makroekonomicznych okazała się niemożliwa. W szczególności, jej nieprawdziwości zdają się dowodzić Białoruś i Chorwacja. Można w tym widzieć dowód zawodności tezy lub efekt czynników zakłócających.
The author analyzes the relationship between the political and economic system and the development possibilities of a country. An interdisciplinary approach is used, including analytical tools from the fields of economics, law and politics. The author verifies the well-known assumption - lying at the roots of the transition in Central and Eastern Europe, that better results are achieved by open, free-market and democratic countries rather than closed and non-democratic ones. Basic macro indicators, such as GDP, GDP per capita, exports, trade balance and FDI inflows, are used to analyze the economic performance of Poland, Croatia, Belarus and Serbia in the years 2000-2014 (or 2000-2013). However, the verification of the abovementioned assumption has proved to be impossible due to the macro data illustrating the economic performance of Belarus and Croatia. Therefore, the popular conviction of a positive correlation between economic success and economic openness, free market policies, and democratic principles is either false, or there are some distorting factors.

BackgroundThe article reveals the problems of organic farming in Ukraine. The research showed that small producers, such as family farms, have the ability to produce organic products with the appropriate requirements. It will give the chance to realize it further by means of such strategic directions as tax incentives for producers of organic products; implementation of the state program of sustainable development of rural areas, "green" tourism and rural cooperation; elimination of political levers of influence on the implementation of state agricultural policy; implementation of the state program to support the development of advisory services in the field of organic production.Material and methodsA SWOT analysis of the process of organic farming by private peasant household was conducted and the main opportunities and threats, strengths and weaknesses of its functioning and development were identified. The strategy of development of the Ukrainian organic agriculture of family farms has been chosen.ResultsThe SWOT analysis revealed the strengths and weaknesses of private farms, as well as external favorable and unfavorable factors for the development of organic farming. A clear and purposeful state policy will contribute to the effective realization of opportunities and elimination of the negative impact of potential threats.ConclusionsThe strategy of development of the Ukrainian organic agriculture of family farms has been chosen. The implementation of the proposed measures will increase the number of organic farming and organic production, improve the living conditions of rural people, rural development, increase the competitiveness of the economy and incomes.

Energy policy is a security policy of the country. It should be well thought out, and consider the access to energy sources. At the same time, recent years show how important a common voice of a world policy on the issue of energy is. In Poland, attempts have been made for several years to define a new energy strategy model. This strategy should consider consumer needs, and on the other hand respond to climate challenges. However, the question is what will be the new development strategy for the power system in the next years. The paper discusses the current state of the National Power System and the German power system, availability of primary energy sources, and possible energy technologies of the future power system development strategy. These technologies have been described with a view to the perspectives of their application in the power system.
Polityka energetyczna to polityka bezpieczeństwa danego kraju. Powinna być przemyślana i uwzględniać dostęp do źródeł energii. Jednocześnie ostatnie lata pokazują, jak ważny jest wspólny głos polityki światowej w kwestii energetyki. W Polsce od kilku lat podejmowane są próby określenia nowego modelu strategii energetycznej. Ta strategia powinna uwzględniać potrzeby odbiorców, a z drugiej strony odpowiadać wyzwaniom klimatycznym. Istotne jest jednak pytanie, jak będzie wyglądała nowa strategia rozwoju systemu elektroenergetycznego w perspektywie kolejnych lat. W artykule przedstawiono stan obecny Krajowego Systemu Elektroenergetycznego oraz systemu energetycznego Niemiec, dostępność źródeł energii pierwotnej oraz możliwe technologie energetyczne przyszłej strategii rozwoju systemu energetycznego. Opisano te technologie ze względu na perspektywy ich wykorzystania w systemie energetycznym.
