Pursuant to Art. 28 of the Trade Union Act of 23 May 1991 (TUA), employers are obliged to provide information necessary to conduct trade union activities at the request of work establishment trade union organisations. The paper defines what information can be requested by a trade union from employers. The author specifies the scope in which the employer examines the request, in what circumstances it may refuse the preparation and transfer of requested information, and what risk it involves.

This article is a voice of approval of the decision of the Supreme Administrative Court of 3 January 2012, Ref. Act: I OSK 2157/11. The ruling refers to the scope of public information that is available to the interested party. The court pointed out that public information could be invoices for services performed by private entities on behalf of public administrations. This ruling is part of anti-corruption strategies, based on transparency of the public life, and also supports the well-established case law, which treats public information very broadly. This results in an increase in the potential of the proactive investigation focused on cooperation with the community in the fight against corruption.

The Ombudsman’s Office of public bodies constitutes a strategic and democratic space for communication between the citizen and this Government Institution, aiming at strengthening the mechanisms of social participation. It is essential for its consolidation that the citizen has a space to request information, register suggestions, praise, complaints and denunciations, obtaining an agile and resolute response to his manifestation. For that, it is necessary to improve an Ombudsman with the concept of participative management and democratization of information, which provides an effective service, capable of seeking the solution of the manifestations. In addition, these manifestations must be organized in management reports aimed at informing and subsidizing the managers of public agencies, serving as an instrument for positive changes in the course of the Audits. This article aims to implement proactive actions in order to foster Social Control, through the participation of society and encouraging the exercise of citizenship. In order to carry out this investigation, it was necessary to apply the dogmatic method, as the hermeneutics of the normative texts recommends, but also the need for doctrine and transversality was necessary, since it is an interdisciplinary theme with a high political and sociological content, everything basked by a tradition of egalitarian rationalist thinking and based on international human rights hermeneutics. In conclusion, we identified that the Ombudsman’s Office aims to improve the exercise of Social Control and be another effective tool for institutional management and transformation. Its main task is to promote a dialogue between the public institution and society. For this to happen, citizen participation is essential, representing a strong allied body for the realization of significant changes in Public Administration, which fundamentally cares for the public interest.

Opis:
The article discusses the problem of disrupting access to relevant information on the home pages of selected public institutions. It was presented in the context of the use of the information architect’s workshop by the designers of these websites. It was recognized that information distortions may arise as a result of the conscious operation of the web designer. It can also be a source of unintended distortion of information resulting from lack of competence and professionalism. The aim of the article is to reflect on the problem of information manipulation at the stage of creating electronic sources of information and show the relationship between web designing and shaping the desired image of a public institution and relations with the local community. The article is based on the analysis of selected websites addressed to the inhabitants of the Suski poviat.
W artykule poruszono problem zakłócenia dostępu do relewantnych informacji na stronach domowych wybranych instytucji publicznych. Przedstawiono go w kontekście wykorzystania przez projektantów tych stron warsztatu architekta informacji. Uznano, że zniekształcenia informacji mogą powstawać w wyniku świadomego działania projektanta stron www. Może być on także źródłem niezamierzonego zniekształcania informacji, będącego skutkiem braku kompetencji i profesjonalizmu. Celem artykułu jest refleksja nad problemem manipulacji informacją na etapie tworzenia elektronicznych źródeł informacji i ukazanie związku pomiędzy projektowaniem stron internetowych a kształtowaniem pożądanego wizerunku instytucji publicznej i relacji ze społecznością lokalną. W artykule oparto się na analizie wybranych stron www adresowanych do mieszkańców powiatu suskiego.

The exponential growth and explosion of Information on the Internet has given rise to several questions of socio-economic, political and legal nature, especially as regard to the issue of free access to information and possible limitations to this free use. Since the Internet is a global operating network exceeding therefore national territories, the problem of universal jurisdiction rises. The introduction of filtering techniques has been introduced to deal with this problem. However the use of filtering techniques poses several problems as well and can clearly have a chilling effect on free speech as well.

This scientific article highlights the issue of ensuring the investment component of information security of the state in martial law. Theoretical and practical interest in the study of the problems of legal security of military security is primarily related to the social, economic and geopolitical metamorphoses that have taken place in the world in recent years. In the current realities of Ukraine, it faces a number of issues, the solution of which is directly related to the identification and analysis of sources of real and potential threats to national interests. A significant number of global threats require the creation of special administrative and legal mechanisms for regulating public relations that arise in emergencies of military, social, man-made and natural nature. The purpose of this article is to study some forms of investment support for state information security of Ukraine in martial law. The authors conclude that the business has continued to pay taxes to the state budget and even pays them in advance. In February 2022, the general fund of the state budget received UAH 104.6 billion (overfulfillment of the monthly schedule by 29.3%, or UAH 23.7 billion). With the planned deficit of UAH 66.2 billion in the first two months of 2022, the general fund surplus amounted to UAH 13.1 billion, and the state budget of Ukraine as a whole – UAH 24 billion. The NBU promptly transferred part of the profits for distribution in the amount of almost UAH 19 billion to the state budget of Ukraine to finance the functioning of the state under martial law. International organizations and partner countries have pledged large amounts of funding to strengthen defense capabilities, support Ukraine’s economy and humanitarian issues. According to the NBU, the total international financial, technical and humanitarian support is more than $ 15 billion, of which more than $ 5 billion – immediately to the budget.

The paper refers to providing information about the dangers connected with crisis management. Crisis management is the activity of public administration authorities, which constitutes an element of managing the national security management system and essentially consists of: preventing crisis situations, preparing to take control over them by way of planned activities, responding in case of emergencies, removing their effects and reconstructing resources and critical infrastructure. In the first part, the stages of public administration authorities’ proceedings in crisis management are presented. This part also discusses the regulations incorporating the ways to devolve information in emergencies contained in crisis management plans. The second part of the work applies to the evolution of factual activities as legal forms of public administration activities with reference to operations consisting in informing society in case of emergencies occurring.
