From a sample of 75,854 Slovenian firms in the period 1995-2011, we examine the effects of a firm's access to bank credit on its growth. The results suggest that as the external financing constraint relaxes and firm gets access to credit, the reliance on internal funds to finance growth decreases. By exploring the role of available collateral in gaining access to bank credit, we find that collateral only helps larger firms to obtain credit more easily. On the other hand, collateral does not reduce micro firms' dependence on internal funds to finance growth, which suggests that even if they have collateral, banks are still unprepared to finance them, possibly due to the level of risk. It could also be that in approving credit to micro firms, other factors such as liquidity or cash flow are more highly considered by banks than the value of collateral.

The article presents the evolution of cassation complaint in Polish civil procedure. The author describes the nature of this appellate measure and the requirements of its admissibility. Aditionally, the text provides an insight into a preliminary procedure designed to select cassation complaints, which will be subsequently examined by the Supreme Court on the merits. The author depicts the evolution of Polish cassation into an extraordinary appellate measure and analyses how it has affected access to the Supreme Court. He argues that the preliminary acceptance procedure does not constitute a limitation of the admissibility of the cassation complaint. It is an additional, independent instrument regulating access to the Supreme Court. In his view, selection of admissible complaints with regard to preliminary acceptance is a better solution than developing limitations related to the admissibility of cassation complaints. The author concludes that requirements for cassation complaints are high and difficult to fulfil. The special character of cassation complaint, the relevance of the institution of preliminary selection, as well as other limitations, justify the thesis that Polish procedural law provides only a narrow access to the Supreme Court.

The text focuses on the problem of limiting access to the Italian Corte di cassazione. According to the author, the access to cassation court is considered a constitutional right in Italy and should not be subject to restrictions. This point of view is supported by the jurisprudence of the Italian Constitutional Court, which abolished the obligation to file a money deposit in 1977. As a consequence, the access to the Corte di cassazione turns out to be limitless. This state of affairs results in a significant backlog of the Court, which deals with circa 30,000 cases on an annual basis. The requirement of obligatory legal representation does not decrease the number of cassations, given a vast number of specialised attorneys who are authorised to act before Corte di cassazione. In order to deal with the increasing number of cassations, a new chamber of the Court was created in order to assess the admissibility of cassation. Nonetheless, it did not significantly affect the influx of cases, nor did it improve duration of the proceedings.

Public access to the legislative process is one of the principles governing Parliamentary law. This process primarily entails public debates, the public nature of motions and submissions, public voting, the public adoption of resolutions, and the public availability of documents constituting the basis for the work of the Sejm – the Lower House of Parliament. Thanks to modern means of communication and live broadcasts, the public has unrestricted access to Parliamentary debates and the legislative process. While searching for, or generating, information by automated means, recipients can follow the legislative process in the form of video broadcasts. Therefore, all types of Internet attack constitute a clear threat for the validity of the legislative process, and can lead to the disruption of information disclosure as part of the public debate.

Opis:
Issues concerning access to higher education are seen diefrently in various European education systems. In some of them, the paths leading to the desired college or universi can be wide, in others dicfiult to reach or very bumpy. Learners of schools for adults represent a particular group vulnerable to dicfiulties in accessing higher education. F these learners, the accomplishment of the entrance examination requirements is not alw equally achievable as for youth schools students. iThs paper presents the comparison of various approaches to the issue of access to higher education for adult learners in Europ countries. In particular, it indicates two systems of learners' skills evaluation, similar i of organization but opposite in obtained results. eTh rfist one is Finnish and the second one Polish Matriculation Examination system, regarded as the Entrance Exams to universi level education. Both systems are presented from the perspective of learners of schools adults, mostly young people who have dropeed out of the youth system. eTh analyses take into account secondary data from examination sessions 2015-2018, provided by the Polish Central Examination Board and the Finnish Matriculation Examination Board. eTh main goal of this paper is to indicate the dicfiulties faced by learners of upper secondary schoo for adults, especially in Poland. eTh dicfiulties causing that door to higher education are closed in front of these learners.

Immunization is a very effective health intervention. Moreover, the global vaccines market has been growing rapidly and costs of full children immunization are dramatically higher nowadays than 30 years ago. High vaccine prices may limit affordability of vaccination which is why we attempted an evaluation of availability and affordability of 7 and non-reimbursed vaccines mostly used in children in Poland. The study was conducted between October 2016 and October 2017 using a specially designed anonymous questionnaire comprising three closed-ended questions. The study tool was distributed by direct contact or via the Internet. Eventually, answers from 505 pharmacies from the Greater Poland region and 10 primary care clinics were included. 5 out of 7 vaccines were available in all types of facilities. There were some issues, however, with availability of Bexsero® and Nimenrix®. Considering prices, the highest difference (of more than 100%) was found for Infanrix hexa® and the lowest (38.5%), for Infanrix IPV+HIB®. In 88.17% of pharmacies included, patients were informed about a thermo-insulating package. 48.39% of respondents indicated that such package is free of charge, while in other pharmacies an average price for the package was EUR 0.48. Although availability and affordability of medicines are crucial objectives of the public health policy, it seems that access to vaccines in Poland might be an area for improvement. Thus, prices of non-reimbursed vaccines could be regulated in Poland nationwide. Moreover, to provide trustworthy information concerning vaccination, healthcare decision makers should consider social education about immunization as an important issue.

W niniejszym artykule przeanalizowano w świetle literatury przedmiotu bariery osób niewidomych w bezwzrokowym dostępie do druku. Autorka przedstawiła dogłębną retrospekcję badań nad zagadnieniami dotyczącymi czytników ekranu i monitorów brajlowskich. Wyodrębnione przez nią bariery obejmują złożoność związaną z konwersją druku na alternatywne media (dotykowe i słuchowe), szkolenie z zakresu technologii wspomagających i gotowość tyflopedagogów, a także brak badań nad dobrymi praktykami instruktażowymi oraz szereg zagadnień związanych z ograniczeniami technologii w obszarach dostępności, użyteczności i doświadczenia użytkownika. W zakończeniu sformułowano zalecenia dotyczące praktyki i przyszłych badań w dziedzinie czytników ekranu oraz monitorów brajlowskich.
This literature review examines the multiple barriers to non-visual access to print by people who are blind. An in-depth consideration of existing research on specific issues related to screen readers and refreshable braille displays is provided. These barriers include the complexities involved in the conversion of print to alternate media (tactual and auditory), assistive technology instruction and readiness of teachers of students with visual impairments, lack of research on best practices for instruction, and a variety of issues related to technological constraints in the areas of accessibility, usability, and user experience. Recommendations for practice and future research in the areas of screen readers and refreshable braille displays are included.

The United Kingdom Supreme Court (UKSC) is a relatively new supreme court, as it started to sit as recently as 2009. It is the statutory successor to the House of Lords’ judicial powers. The text sets out the following issues: the court’s jurisdiction, standing, permission to appeal requirements, substantive nature of appeals, tied decisions and reopening of appeals. Next, the author proceeds to examine the nature of the remedies avaible to it, and any restrictions that apply to them. The text demonstrates the UKSC’s wide-ranging appellate jurisdiction, which enables it to exercise the full range of powers of the courts from which appeals are made it. However, in the majority of cases, access to the UKSC is limited due to the Court’s focus on legal questions of general public importance. As a result of it, the UKSC deals with a small number of cases on an annual basis. Although the Court is not supposed to carry out a judicial review of legislative action, the author hints at a nascent movement towards establishing a US-style power to strike down legislation.

In Poland, access to certain types of weapons, in particular to firearms, is subject to regulation, which involves requirements and procedures relevant to the weapons and ammunition specified in the law. Individual police authorities, as public administration bodies, are entitled to issue (as part of administrative and law-enforcement activities) administrative decisions, including weapon permits. This activity is of great importance to society because of the control over the users of weapons and the weapons themselves possessed by individuals in the country. In recent years, there has been growing interest in weapons in Poland, as evidenced by police statistics. The aspirations and needs of individuals vary in this respect. The aim of the system of regulating access to weapons is therefore to control the holders of weapons within the framework of the generally understood public safety and order.

Remote controlled laboratories had a great push during the COVID-19 pandemic. In fact, they were already out there but lacking in visibility. This external trigger pushed the academy to face a global challenge to start offering remote experiments more consistently and maturely. Instituto Superior Técnico (IST) has been offering several remote experiments since 2000 but with the need for an update due to technological aging. As such, the framework for remote experiments in education (FREE) was created based on new web technologies. In addition to the most diverse experiments that had already been developed, FREE includes two experiments that aimed at advanced-level physics students: the Langmuir probe and the electromagnetic (EM) cavity. Both allow users to configure the various parameters and to access the results in real time or check back later. All this access is done using a browser (on a PC or mobile phone) without the need to install additional software. The results of an experimental execution are stored in a database and are downloadable, allowing users to do various analyses and to determine the corresponding plasma density and temperature. In this paper, we will introduce how FREE was used in the implementation of both experiments and give an insight into their didactic approach, such as: (i) how to perform an experimental execution, (ii) the typical data set obtained with, and (iii) the corresponding analysis necessary for the user to retrieve information from it.

The paper argues that there exists a contradiction between access to justice and public interest. It substantiates this claim by reviewing selected arguments for access to justice and by referring to empirical evidence. The contradiction is then interpreted using a sociological theory of law, which enables establishing the structural reasons for such a clash. In order to reconcile access to justice with the public interest, the legal system must develop the semantics allowing for a better understanding of social inclusion conditions. In particular, the legal system must finally do away with pre-modern charity-oriented concept of access to justice, be able to grasp access to justice in its totality and reflect on conditions of legal inclusion. If it fails to do that, it is doomed to reproduce the conflict. The concept of access to justice developed by Cappelletti and others in the 1970s is a good point of departure here, but it is by far insufficient.
Artykuł stawia tezę że między dostępem do prawa i interesem publicznym istnieje sprzeczność. Twierdzenie to uzasadnia przeprowadzając przegląd wybranych argumentów na rzecz dostępu do prawa I odnosząc się do danych empirycznych. Następnie interpretuje sprzeczność przy użyciu socjologicznej teorii prawa, pozwalającej na wskazanie strukturalnych przyczyn tej sprzeczności. Aby pogodzić dostęp do prawa z interesem publicznym, system prawny musi wytworzyć semantykę pozwalającą na lepsze pojmowanie warunków inkluzji społecznej. W szczególności, system prawny powinien w końcu odrzucić przednowoczesną koncepcję dostępu do prawa, zorientowaną na dobroczynność, być w stanie odnieść się do dostępu do prawa jako całości I podejmować kwestię warunków inkluzji prawnej. Jeśli to się nie stanie, konflikt między obydwiema wartościami będzie się reprodukował. Ujęcie dostępu do prawa zaproponowane przez Cappellettiego et al w latach 70 XX wieku jest dobrym punktem wyjścia, ale jest dalece niewystarczające…

Individual’s access to public information has been guaranteed by article 61 of the Constitution of the Republic of Poland. The said provision precisely sets forth the rights with regards to the access to information on the functioning of public figures or the functioning of the organs of public administration. Additionally, the right to obtain the said details has been thoroughly regulated by the act on the access to public information. The access to public information is tightly related to the principle of transparency with regards to the functioning of state organs, including state officers, with special emphasis put over the ones managing public property. The right for public information remains tightly related to the right for privacy and cannot operate separately. In every precise case, one should consider whether providing an applicant with a piece of public information demanded by them will not bring about the infringement on the privacy right for the persons who the said piece of information refers to or for the persons mentioned therein. The demand by an individual for public information encompassing the grounds for a judicial sentence raises controversies, especially when the sentence has been passed in a criminal case involving sexual circumstances. The grounds for the sentence shall contain the details related to an intimate sphere. As a rule, the right for intimacy should receive absolute protection and may be restricted under special circumstances only, e.g. when the public interest so requires. It must be mentioned here that a wronged person may give up their right for privacy. Such a consent may not constitute an absolute positive prerequisite resulting in the applicant been given the grounds for the sentence as it may lead to the infringement of the privacy right with regards to third parties, for example witnesses. Anonymizing procedure does not guarantee, however, a complete inability to identify the people specified in the grounds for the sentence especially when the sentence refers to a controversial case which was held in a small town, where keeping anonymity seems to be more difficult. My dissertation intends to consider whether a motion to be given a court decision lodged by an individual who is not a participant in the proceedings should be accepted due to the individual’s right for the access to public information or it should be dismissed bearing in mind the right for privacy [3].

The perspective of use the Bring Your Own Device (BYOD) model in telematics environment which ensure a reliable access to network resources is presented in the paper. The BYOD model is a future-proof solution which applies in areas related to database systems. It provides the user wireless access with the use of 802.11n/ac/d standard, mobile access via WiMax-2 or LTE-A networks and wired with the use of Gigabit Ethernet technology. The research network which reflects the events representative for the telematics environment was established for the verification of functional capabilities of BYOD model. Services that offer a user the synchronization of files between mobile terminals and data server were implemented in testbed. A detailed set of test scenarios and criteria for assessment of the declared properties model BYOD were also defined. The article presents the results of research that confirm the use of this type of networking solutions for mobile and reliable access to data in a telematics environment.
