W ciągu dwudziestu lat prowadzenia gospodarki rynkowej w Polsce zmniejszyło się zróżnicowanie międzyregionalne poziomu rozwoju. Szybki rozwój gospodarczy kraju odczuły głównie obszary określane jako metropolitarne. W literaturze przedmiotu zapisano również prognozy wskazujące na utrzymywanie się tendencji szybszego wzrostu gospodarczego i umacniania się pozycji „centrów” w stosunku do regionów peryferyjnych. Dyskutowany aktualnie polaryzacyjno - dyfuzyjny model kładzie nacisk na wewnętrzne źródła rozwoju w regionach peryferyjnych. Najważniejszym czynnikiem staje się wobec tego miejscowy kapitał ludzki. Dla lokalnej polityki regionalnej wielkim wyzwaniem będzie więc zahamowanie trendów migracyjnych drenujących zasoby wykształconych i przedsiębiorczych młodych ludzi z regionów peryferyjnych. Do takich obszarów należy województwo podlaskie, w którym wyraźnie widać wypłukiwanie zasobów kapitału ludzkiego, a wraz z tym i kapitału finansowego. Województwo podlaskie pod względem poziomu rozwoju społeczno-gospodarczego zajmuje przedostatnie miejsce w kraju. W dokumencie rządowym Raport Polska 2030 – wyzwania rozwojowe, uważanym za podstawę tworzenia Krajowej Strategii Rozwoju Regionalnego zostało zaliczone do kategorii B – obszarów peryferyjnych, gdzie rozwój ma przebiegać na zasadzie procesu dyfuzji efektów wzrostowych w centrach. W tak programowanym rozwoju województwa podlaskiego uwidacznia się bariera w postaci efektów wymywania zasobów ludzkich. W województwie podlaskim proces ten następuje od wielu lat. Zjawisko wymywania przejawia się w spadku liczby mieszkańców w poszczególnych podregionach, powiatach i gminach, a szczególnie w spadku odsetka kobiet w grupie wiekowej 19-29 lat w ogólnej populacji, a także w rosnącym odsetku kobiet z tej grupy wiekowej na migracji wewnętrznej i zewnętrznej.
Podlaskie Province in terms of level of socio-economic development takes place before the last one in the country. For the government document "Report Poland 2030 - Development Challenges", considered the foundation for developing the National Strategy for Regional Development, Podlaskie was assigned to Category B - peripheral areas where development is to proceed on a process of diffusion effects in the growth centers. This means that only the use of endogenous sources of growth in the form of internal resources of the region. And abandoning redistributive practices in regional policy. This development program has its limitations. One of them is the effect of 'leaching' of human resources. The concept of the backwash effect was introduced to the theory of regional development by G. Myrdal in 1957. G. Myrdal by backwash effect means any significant adverse changes in trade, migration, capital movements, which operate centripetally causing recessionary processes in less developed regions and increasing their distance in relation to the growth poles. In the province of Podlaskie the backwash effect is the ongoing process for many years. This phenomenon manifests itself in a fall in the number of inhabitants in the different subregions, counties and municipalities, the decline in the percentage of women in the age group from 19 to 29 in the general population and the growing proportion of women in this age group in the external and internal migration. An additional manifestation of these processes is "sucking" of labor resources through the poles of growth, revealing a balance of internal and external migration - with a large positive value in the centers and a large negative value in remote areas. Among those who emigrate, leaving the Podlaskie Province over 57% are women. Among immigrants aged 20-24 is two times more women than men. At the beginning of the XXI century, the towns and cities of Podlaskie have a greater outflow than inflow of population. But under a polarizing development model of growth cities are its main source. This article aims to identify barriers to the development of Podlaskie based on endogenous sources, as their resources, especially when labor resources and human capital are shrinking due to the backwash effects. Despite the expenditure incurred by residents for education, the effects of this investment goes to the center along with the 'washing' of human resources. That is redistribution of income from poorer regions, with small resource capital to richer with large pools of capital and favorable labor market situation.

Recombinants of PVY strains predominate among isolates from potato crop in Poland

282 Potato virus Y (PVY) isolates collected from potato crops in northern and central Poland from 1995 to 2009 were characterized by serological and biological assays. From these, 112 isolates collected from 2006 to 2009 were additionally analyzed by one-step triplex Reverse Transcription-Polymeraze Chain Reaction (RT-PCR). Recombinants of PVY strains predominate among the isolates tested. Using one-step triplex RT-PCR most PVYN-Wi isolates were classified as subgroup PVYNWi-P and most PVYN and/or PVYNTN isolates as the recombinant PVYNTN strain. A recombinant PVYNTN isolate (12/94) and two additional PVYN and/or PVYNTN isolates were not detected by one-step triplex RT-PCR. Twelve isolates were identified as the PVYO strain but PVYN, non-recombinant PVYNTN and PVYC strains were not found. Serological and biological assays of 144 isolates of PVYN-Wi strain showed that 100 isolates were the expected PVYO serotype with vein necrosis (VN) symptoms on tobacco. However, 10 isolates of the PVYNWi-P subgroup exhibited vein clearing (VCl) on tobacco and 2 isolates of the PVYNN242 subgroup unexpectedly exhibited as the PVYN serotype. All the isolates of PVYN-Wi strain induced severe local lesions (LL) on Chenopodium amaranticolor. Out of 126 isolates of PVYNTN strain tested, 76 were typical PVYN serotype with VN on tobacco, but their reactions on C. amaranticolor were different: 13 isolates did not show symptoms, 23 isolates induced weak, and 40 isolates induced severe LL. The remaining isolates of PVYN-Wi, PVYN and/or PVYNTN or PVYO were serologically PVYN and PVYO positive or exhibited unpredictable serological and biological reactions.

The main aim of this article is to demonstrate the ability of cooperatives to create internal resources of a region through foreign direct investments and the creation of financial, physical, human, and social capital. It concerns the comparing and emphasizing of the stability of resources created in a region by these forms of action. In order to demonstrate the stability of internal resources of a region, generated through foreign direct investment, a research was conducted involving the analysis of the rankings of the largest foreign investors in Poland, statistical data from the Central Statistical Office and the NBP, showing the inflow and outflow of FDIs, the number of companies with foreign capital participation, and the number of people working in them. In addition, a case study was used for the regions where the investments have been withdrawn, showing the importance of cooperatives for the stabilization of the potential of the regions. The study shows that the transfer of FDIs is always guided by the maximization of profit, tax optimization of a location, and the native currency exchange rate fluctuations. The following consequences of withdrawal have no significance to foreign investors but affect the regions: the increase in the unemployment rate, the reduction in the income of local residents, the increase in debt, the acquisition of real estate purchased on credit. The case study shows that cooperative enterprises can replace foreign capital in the region, ensuring the stability and durability of its internal resources. The concepts and strategies for regional development should focus on cooperatives as a way to create the internal resources of a region, which are seen as the current development source. Co-operatives can prevent the leaching of resources and backwash effects. The economic policy must ensure the equal treatment of all of the entities investing in the region. Currently, Poland gives the priority to foreign investors over the domestic ones. Cooperative enterprises are particularly discriminated against through double taxation. It is worthwhile to examine the scale of the cooperative movement in the economy of the EU and the US and the policy instruments applied to this form of business in those areas.

An overview of long-term, sysiematic observations of trace gas composition of the atmosphere over southern Poland is given. Three major greenhouse gases (CO2, CH4, N2O) and selected halocarbons (freons F-11, F-12 and F-113; chloroform; 1,1,1-trichloroetane; carbon tetrachloride; sulphur hexafluoride and trifluoromethyl sulphur pentafuoride) were monitored. Measurements were performed at two locations of contrasting characteristics: (1) the high-mountain site Kasprowy Wierch, High Tatras, representing atmospheric conditions relatively free of local influences, and (2) two sites located in the Kraków agglomeration, representing a typical urban atmosphere. The data available for Kraków and Kasprowy Wierch were compared with the Mace Head data, representing a marine regional background. The impact of continental sources for some of the measured gases is clearly seen in the Kraków and Kasprowy Wierch records. The mean offset between CH4 concentrations recorded at Kasprowy Wierch and at Mace Head for the period 1998-2012 is 20.7 ppb and stems from continental emissions of this gas originating mainly from anthropogenic activities (leaks of natural gas distribution networks, landfills, livestock). For N2O, a similar offset of ca. 1 ppb for the period 2009-2012 was observed. Although the long-term concentration trends of selected halogenated compounds measured in Kraków coincide in general with the respective trends in Mace Head data, the Kraków records contain numerous spikes and periods of enhanced concentrations, reflecting the impact of local sources of these compounds. The impact of a legislative framework enforced in Poland in July 2002, regulating the trade, storage and disposal of ozone-depleting substances, is visible in the Kraków record of halogenated compounds.
