Opis:
The subject of this report is effectiveness in the process of management of public funds. The analysis covers the process of purchasing of specialist medical equipment by entities providing therapeutic services. The report takes into account introduction into the issue of public procurement transactions and a short description of the market of medical equipment with reference to associated legal acts. In accordance with the thesis of this report, the level of effectiveness in carrying out of public procurement contracts depends on the purchasing process that should be consistent with and adequate to the ordered product, and results from appropriate making use of all institutions provided by the Public Procurement Law and also from rational decisions made by the ordering institution in the public procurement awarding procedure. Expedient and economical expenditure of public funds, aimed at achieving the maximum utility (best effects and profits for the user), has a direct effect upon country's economy and influences its economic processes. Application of the Public Procurement Law must be associated with rational actions made by the ordering institution during the procedure, making use of all available institutions specified in the Law, and with abidance by the requirements of the purchasing process which should be adapted to the subject of the order. This report presents a purchasing process model for medical equipment and provides examples of incorrect actions by ordering institutions, with results of public procurement awarding procedures regarding specialist medical equipment purchases in the years 2009-2010. Taking into account the data collected in the sector of specialist medical equipment, only the purchasing process, which combines in itself the financial, organizational, ethical, legal and clinical aspects, may be regarded as effective, making use of the purchasing model which is appropriate for a given equipment. Provisions of legal acts are not the goal in itself but must be coordinated with the rational decisions of the orderer so that equal and fair competition between potential contractors may be achieved.

W opracowaniu dokonano identyfikacji najbardziej zbliżonych okresów interglacjalnych w okresie ostatnich 600 000 lat na podstawie analizy krzywej izotopowej tlenu (LR04 δ18O) z użyciem pseudoodległości DTW (dynamic time warping). Analizowane okresy (MIS: 1, 5e, 7e, 9e, 11c, 13a, 15a) wykazują podobieństwa, a równocześnie zaznacza się ich zróżnicowanie na dwa typy. Pierwszy o mniejszych wartościach krzywej δ18O i wyraźnym pojedynczym wierzchołku, a drugi o większych wartościach krzywej δ18O oraz współwystępujących, niekiedy równorzędnych wierzchołkach. Stwierdzone podobieństwo tych okresów może potwierdzać, że w każdym z nich mogły w pełni istnieć warunki interglacjalne, a więc mogło też dochodzić do rozwoju charakterystycznych dla danej strefy klimatycznej formacji roślinnych. Dodatkowo przedstawiono próbę modelowania przebiegu krzywej δ18O z uwzględnieniem wybranych parametrów orbitalnych Ziemi, które są zasadniczymi czynnikami zewnętrznymi cykli glacjalno-interglacjalnych.

Opis:
Kielce is a city situated in the centre of the Holy Cross Mountains, one of the most interesting geological areas in Europe. For this reason, institutions related to mining and geology have been operating here for over 200years. After the establishment of the Polish Geological Institute in 1919 in Warsaw, one of its founders, Jan Czarnocki, took steps to establish a regional branch of the Institute in Kielce, whose aim was to conduct scientific and exploratory research in the Holy Cross Mountains area. These activities were successfully completed in 1937, and since then, with a short break due to the Second World War, a branch of the Polish Geological Institute has been operating in Kielce. Since 1961, its headquarters have been located in a modern building, designed entirely for its needs, which has recently been modernized and expanded. Several dozen people employed in the Holy Cross Branch of the PGI-NRI carry out tasks in the field of applied geology and scientific research, focused on the study of an almost complete succession of Phanerozoic rocks in this region - from the Cambrian the history of the Holy Cross Branch of the PGI-NRI, and to present the most important to the Quaternary. The aim of this article is to provide a brief introduction to data related to the research and accomplishments of the geologists working in Kielce.

The pa per pres ents re sults of petrographic anal y ses of gla cial tills in the west ern part of the Kleszczów Graben and the at tempt of their strati graphic in ter pre ta tion. Petrographic co ef fi cients have al lowed the iden ti fi ca tion of five till lithotypes: T1, T2A, T2 and T2B – as signed to the South Pol ish Com plex (Elsterian) and T4 cor re lated with the Mid dle Pol ish Com plex (Saalian). The well-ex pressed tills that rep re sent the South Pol ish Com plex, oc cur at the bot tom of the sec tion. A new till lithotype, T2B, has been dis tin guished, cor re spond ing to the Kuców For ma tion. It sup ple ments the Pleis to cene lithostratigraphic sec tion of cen tral Po land and cor re sponds to the Sanian 2 Gla ci ation. Among the younger tills, the T4 one (Odranian Gla ci ation) is well de vel oped. The up per most tills of the Wartanian cold stage have been re duced by glaciofluvial and flu vial ero sion. It is, to some ex tent a con se quence of the ex is tence of a de pres sion in this area, called the Szczerców Ba sin. The pa per high lights the in ter pre ta tional dif fi cul ties con cern ing the rank and the num ber of ice sheet ad vances dur ing the Pol ish and Mid dle Pol ish Com plexes in cen tral Poland.
