Global Navigation Satellite Systems (GNSS) more and more affect many areas of human activity in the world. Every day human activity around the world depends upon satellite systems for positioning, navigation and timing. As these systems are commonly used further efforts must be made to make GNSS more immune to on occurring more and more frequently incidents of jamming and spoofing. It seems that eLoran system is currently the best the technical and scientific solution to allowing for effective protection of the Global Navigation Satellite Systems. Last year the authors presented eLoran system as a potential tool for transmission of the national time signal [Curry et al., 2017]. This time the authors present abilities of additional use of the eLoran as a back-up system for GNSS.
Globalne systemy nawigacji satelitarnej (GNSS) coraz bardziej wpływają na wiele obszarów ludzkiej działalności na świecie. Każdego dnia działalność człowieka na całym świecie zależy od satelitarnych systemów pozycyjnych. Ponieważ systemy te są powszechnie używane, należy podjąć dalsze wysiłki, aby uczynić GNSS bardziej odpornym na coraz częstsze przypadki zagłuszania i podszywania się. Wydaje się, że system eLoran jest obecnie najlepszym technicznym i naukowym rozwiązaniem umożliwiającym skuteczną ochronę globalnych systemów nawigacji satelitarnej. W ubiegłym roku autorzy przedstawili system eLoran jako potencjalne narzędzie do transmisji krajowego sygnału czasu [Curry i in., 2017]. Tym razem autorzy prezentują możliwości dodatkowego wykorzystania systemu eLoran jako systemu rezerwowego dla GNSS.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

In this paper, two indexes for own ship risk collision assessment in the restricted water are proposed. The first one concerns the collision threats for ships. The second one describes threats that are generated by human error. It is carried out dynamically with accordance to changes in time. To realize the main aim of the paper, the definition of the extended domain of the ship is introduced. Furthermore, the rules to determine the indexes and range of their values are developed. Finally, a comprehensive model and its potential application are presented. There are some important things to take into account during the model development: the interface, the levels and type of the output information, the type and accuracy of the information about the position and movement dynamics of the particular ships. It gives the opportunity to consider the different operation levels. In addition, it also allows us to take into account the different levels of measurement and the collision risk warnings. This approach can be helpful for both the VTS operator and OOW, the ship’s navigator, as the tool to support the safe navigation in restricted water.

Opis:
The paper presents a proposal of a method for the computation of ship’s deck elevation at any time and location on-board. The need for such a computation results from an interaction between a ship and cargo being loaded or discharged by a gantry in port, in terms of heeling and rolling of the vessel. The main purpose of such modeling is the need for improvement of gantry control with regard to faster operations thanks to more accurate estimation of level and moment of cargo release from a gantry hook or spreader. The study may be the contribution to the development of gantry control systems in sea ports.
W artykule przedstawiono propozycję metody obliczania chwilowego wzniosu pokładu statku podczas operacji ładunkowych w porcie. Potrzeba prowadzenia takich obliczeń wynika ze wzajemnego oddziaływania ładowanego ładunku na statek i odpowiednio – statku na proces załadunku. Statek doznaje bowiem zmiennego w czasie przechyłu wskutek umieszczenia na pokładzie bądź w ładowni dowolnej masy, np. kontenera. Zasadniczym celem opisywanych obliczeń jest poprawa dokładności sterowania suwnicą kontenerową poprzez wyznaczenie chwilowego poziomu pokładu w miejscu przeznaczenia każdego ładowanego kontenera i dalej – precyzyjne określenie wysokości i momentu ustawienia kontenera. Przeprowadzone badania mogą się przyczynić do rozwoju systemu sterowania suwnicami w portach morskich.

The maritime education challenges are focused on contribution of the University’s representatives in full implementation of the STCW 1978 as amended in 2010 convention, and on the flexible adoption of the academic specializations and programmes to the European and National Qualifications Frameworks, as well as to the needs of a global and local labour market. The research advancements in the maritime universities are basically oriented to marine transport problems, and their main focus is concentrated on the implementation of new technologies, effective and reliable technical and organizational solutions, friendly for users and environment. Part II is dedicated to the Gdynia Maritime University experiencing the 21st century challenges. In this part, firstly the education and research potential of the Gdynia Maritime University, as the one of the world-leading maritime universities, is shortly presented. And next, the GMU’s contribution and good practices concerning the participation in modification of the processes of the IMO STCW 78/2010 convention, adoption of programmes into the international and national qualification frameworks’ standards and procedures, as well as the development of research addressed to a new technological and organizational solution are described and analyzed.

The paper presents the usage of mathematical theory of evidence in maritime and offshore applications. This paper brings together a collection of some research on the Dempster–Shafer theory of belief functions. By bridging fuzzy logic and probabilistic reasoning, the theory of belief functions has become a primary tool for knowledge representation and uncertainty reasoning in expert systems. This paper can serve as the authoritative reference in the field of evidential reasoning and an important archival reference in a wide range of areas including uncertainty reasoning in artificial intelligence and decision making in maritime and offshore applications, in management, engineering and transport, in marine shipping, coastal management, navigation, surveillance, monitoring and observation. In particular the paper describes uncertainty reasoning approaches to decision making in maritime and offshore applications, possible applications in safety-based assessment, Coastal Management Expert System, mathematical theory of evidence in marine navigation, the optimisation problem of monitoring stations distribution and finally the facility location and location science.

The paper discusses the ASG EUPOS services. There is presented an assessment of the possibility of using this system selected sites in hydrography and off-shore navigation tasks. Presented and analyzed the experiments were carried out in the port of Gdynia and on the Gulf of Gda?sk. The results obtaining in the work confirm the possibility of the position accuracy guaranteed by ASG EUPOS services. The obtained accuracy greatly exceeds the needs and requirements of coastal navigation and underwater mining and exploration of sea bottom.

Opis:
Navigational charts are essential tools for marine navigation. But how accurate are the navigational charts that we use when going sailing? Do we really know how much faith can be placed in them? All charts, whether paper or electronic, contain data, which varies in quality due to the age and accuracy of individual surveys. In general, remote areas away from shipping routes tend to be less well surveyed, and less frequently, while areas of high commercial traffic are re-surveyed frequently to very high levels of accuracy, particularly where under-keel clearances are small. It is quite accurate to consider a chart as a jigsaw of individual surveys pieced together to form a single image. Having the necessary skills to determine how much confidence should be placed in the surveys, which combine to form a chart, should be a requirement for any sailor venturing into unfamiliar waters. When the International Hydrographic Organization (IHO) developed the S-57 standard for Electronic Navigational Charts (ENCs), this problem was recognized and it was decided that the quality of survey data used to compile ENCs had to be encoded within a composite data quality indicator ‘Category of Zone of Confidence’ (CATZOC) to assist seafarers in assessing hydrographic survey data and the associated level of risk of navigating in a particular area. According to IHO S-67, the accuracy of Electronic Navigational Charts is not impressive and leaves much to be desired. The author discusses these apparent shortcomings of ENCs and present erroneous approaches to this problem, so common in the seafaring community.

In the paper, the author attempts to isolate, clarify, systematize, and classify various types, models and kinds of electronic chart systems, operating nowadays on the shipping market, which are a perfect example of the use of GIS (Geographic Information System) technology in widely comprehended maritime and inland waterway applications, in particular tries to promote internationally standardized system ECDIS (Electronic Chart Display and Information System), its RCDS mode (Raster Chart Display System), as well as Warship ECDIS (WECDIS), and Inland ECDIS (I-ECDIS). In the paper the author presents the general classification of electronic chart systems taking into consideration the following criteria: international standards, certification by classification society, used data base, updating system and certification by maritime administration.

In the article the author attempts to isolate, clarify, systematize, and classify various types and kinds of electronic navigational charts used in electronic chart systems, their specificity, operational status, significance and role they play. In particular he tries to promote internationally standardized vector charts ENCs (Electronic Navigational Charts), and raster charts RNCs (Raster Navigational Chart), as well as military Digital Nautical Charts (DNCs), High Density Bathymetric ENCs (bENCs), Port ENCs (PENCs), Inland ENCs (I-ENCs), Three Dimensional Digital Nautical Charts (3DNCs) and others. He presents general classification of electronic charts data bases taking into account the following criteria: spatial dimension, data types (data format), official status, international standards, consistency, level of detail of bathymetry, data confidence (reliability, accuracy), navigational purpose, and indirectly also the compilation scale of the chart, size and arrangement of cells.

In the paper the Author tries to present the background to e-Navigation and its definition, the key elements which in the vision for e-Navigation were covered and the IMO's strength as the co-ordinator of e-Navigation, including strategy implementation plan. The underlying important principles were stated, together with the need to take user needs into account. Recent presentations and comments showed just how ambiguous the term „users? can be in the context of e-Navigation. This led to a more in depth review of the components of the IMO Strategy Implementation Plan. The author tries to answer the question of whether these assumptions, decisions and actions taken were appropriate and sufficient. The author asks the simple question whether the mere adoption and introduction of the concept of e-Navigation in life will be enough to meet all the challenges of the twenty-first century.

This paper presents draft guidelines on the display of navigation-related information received by communications equipment elaborated by the International Maritime Organization (IMO) [3]. It aims mainly to ensure that information is displayed in an efficient, reliable and consistent format, in a manner that is easily and accurately interpreted to support decision-making process. These guidelines supplement resolution MSC.191(79) Performance standards for the presentation of navigation-related information on shipborne navigational displays [7] in regard to the presentation of navigation information received via communication equipment. The use of these guidelines will ensure that navigation information received via communications equipment is displayed in a harmonized manner on the ships’ navigational bridge. The availability of electronic data that enhances the safe and efficient navigation of ships necessitates that shipborne systems capable of presenting this information to the user should do so in a harmonized and readily assimilated way.

In the paper the authors attempt to present the computational problem related to the navigational algorithm (meridian arc formula) implemented in the software applied in marine navigation electronic devices and systems, such as GNSS (GPS, GLONASS, Galileo), AIS, ECDIS/ECS, and other marine GIS. From the early days of the development of the basic navigational software built into satellite navigational receivers, it has been noted that for the sake of simplicity and a number of other reasons, this navigational software is often based on the simple methods of limited accuracy. It is surprising that even nowadays the use of navigational software is still used in a loose manner, sometimes ignoring basic computational principles and adopting oversimplified assumptions and errors such as the wrong combination of spherical and ellipsoidal calculations in different steps of the solution of a particular sailing problem. The lack of official standardization on both the ‘accuracy required’ and the equivalent ‘methods employed’, in conjunction to the ‘black box solutions’ provided by GNSS navigational receivers and navigational systems (ECDIS and ECS) suggest the necessity of a thorough examination of the issue of sailing calculations for navigational systems and GNSS receivers.
