Opis:
The exceptionally high spatial-temporal variability of the river runoff and the significance of its transboundary component considerably worsen the problem of the water supply of the republic. Due to the disadvantageous geographical location in the lower reaches of transboundary river basins, the Republic of Kazakhstan is largely dependent on water economy activities taking place in neighbouring countries. In the article the modern change of the resources of river runoff in Kazakhstan, taking into account climatic and anthropogenic influences is considered. For the assessment of the impact of economic activities on the river runoff and changes in climatic-related runoff, the complex of integral methods was used, and appropriate methodologies were developed. The obtained results of the modern influence of a complex of factors, as well as their significance for the future (till 2030), can be used for the development of scientifically based solutions for sustainable management and protection of water resources. An assessment of the anthropogenic activity of this study shows that the water resources of the river runoff of the Republic of Kazakhstan have decreased by 16.0 km3∙y-1. According to our forecasts, there will be a further decrease in the water resources of the republic due to the expected decrease in transboundary flow to 87.1 km3∙y-1 by 2030, in dry years less than 50.0 km3∙y-1. We propose a set of measures to prevent the negative impact of possible reduction of river runoff resources in the future in the water basins of Kazakhstan.

The consequences of the water resources‟ scarcity are a serious problem in the International Relations. The Atlantic and Amazon Forest‟s deforesta-tion threatens the continental water systems. The near end of the tropical glaciers in the Bolivian, Peruvian, Colombian and equatorial Andes, that have caused floods in the recent past, now induces unexpected droughts that can create serious difficulties to the Brazilian agribusiness. Absurd or not, the hypotheses of conflict about water re-sources have an alarming urgency. Egoisms that move against the equal division of water resources dangerously grow in scarcity scenarios.

Urban water resources are some of the main places where microorganisms can reproduce and where people can get easily infected. For these reasons, pools must be sterilized continuously. This can only be done if the water quality of the pool is in accordance with the standards of the Ministry of Forestry and Water Affairs. Monitoring water quality in real-time gives an instant response opportunity. With the software prepared using the. Net architecture, real-time temperature, pH, and chlorine content values of a pool were transferred to a database. Swimming pool water quality was then evaluated and compared with the Ministry of Forestry and Water Affairs standards via the expert system technique, which is one of the artificial intelligence technologies. In this study, results of instant evaluation of the water quality made for water resources via telemetric systems, are reported. Additionally, a remotely-controlled dosing operation was performed.

The option of using the contingent valuation method (CVM) to assess residents’ willingness to pay (WTP) for upgrading the quality of water resources in their communes is discussed in the article. Surveys were conducted using the direct interview method. The analysis included the application of CVM to examine the potential for financing projects that are focused on reducing the eutrophication process of the Baltic Sea, financing the construction of municipal sewage treatment plants in selected communes in Greece and Poland and financing the upgrade of sewage disposal and treatment standards in Śniadowo in north-eastern Poland. For authorities of a given area, the CVM is an instrument supporting the decision-making process regarding investments in water resources’ protection.

Opis:
Freshwater resources are among the systems that are particularly vulnerable to climate change. Climate change affects freshwater availability, demand and use. In many areas of the Globe, the three categories of water problems (having too little water, too much water, and water pollution) are exacerbated by climate change. Climate change impacts on freshwater resources are discussed in the context of observations and model-based projections for the future. It is projected that the negative impacts of climate change on freshwater resources and related systems will outweigh its benefits. The climate-driven hydrological changes combine with other pressures on water resources, such as population growth, land-use change (e.g. urbanization, especially in coastal areas; deforestation) and changes in life styles increasing water demand and environmental pollution, creating a difficult challenge to water management. In addition, there are serious uncertainties in projections of future changes, restricting the anticipative adaptation. In high latitudes and parts of the tropics, climate models are consistent in projecting increase of precipitation and runoff, while in some subtropical and lower mid-latitude regions, they are consistent in projecting decreases of water resources.

The aim of the paper is analysis of risk and uncertainty in water management in order to include them in a rigorous way in the decision making in water management according to the Integrated Water Resources Management (IWRM) principles. Review of scientific literature as well as case studies analysis of the European Union research on risk with regard to IWRM served for the assessment of challenges related to the risk and uncertainty estimation in water management. A novelty in the paper is a comprehensive presentation of risk analysis methods related to IWRM based on the analysis of case studies. The conclusions indicate the gaps in the current practice of risk estimation, presentation and visualization. Thus, in turn could enhance decision making in water management.

The main target of this paper is to develop the hypothesis that water intake fees can be an efficient tool for the management of water consumption in Poland. The sample used in the research consists of 600 municipal water operators with a market share over 80% in the municipal sector. The analysis comprises several tasks: firstly – the investigation of the relation between water intake fees and the structure of the costs of water provision; secondly – the investigation of the influence of fees on unit prices and a review of their changes over the last decade; and, thirdly – the analysis of demand elasticity in order to estimate demand reaction. The results obtained give an estimation of possible savings in water usage in Poland that would result from changes in the system of water intake. The analysis includes all the mechanisms of fee reductions, or exemptions for certain purposes, of existing water intake in Poland. This analysis compiles, compares and processes incremental results from several pieces of research led by the author over the last 10 years for the Ministry of the Environment the National and Regional Water Boards and also for the Institute for Meteorology and Water Management. Research was focused on the economic analysis of water usage from a more general view, however, water intake fees are taken into account in these papers, although not as separate targets for investigations.

Water is one of natural resources which determine social and economic growth and is an indispensable and equivalent living factor of each organism. The amount of water in Poland per one inhabitant is about 1600 m3, which is only the 22nd place in Europe (Europe’s average is app. 4900 m3). Water resources in Poland mainly come from precipitation which is characterized by considerable variations in time and space. Water loses temperature slowly. Therefore, water reservoir collect significant amounts of heat. The natural environment is made up of interrelated components (natural, atmospheric, hydrological, lithological as well as social, cultural and economic conditions).

Opis:
The paper concerns evaluation of the exploitation of the world’s water resources for irrigating field crops. It was determined that the volume of water used in 2020 in all sectors of the economy in relation to the world’s freshwater resources will amount to 31 to 38% of the available resources. It has been found that globally, in the period 1900–2100, the agricultural sector has the highest consumption of fresh water. Therefore, there is a need for rational use of water, especially when irrigating field crops. Hence, the paper describes the methods of evaluating the effectiveness of irrigation. The indicators from the Water use efficiency group, which consider the yield obtained from a given area and the sum of irrigation doses, were considered the most reliable form of evaluation. Determining the indicator should also be accompanied by a presentation of the scope of work related to irrigation, water quality, cultivation techniques, fertilization and environmental conditions of the growing season. The work characterizes the selected pressure irrigation systems, considering their advantages and disadvantages. On this basis, the paper presents the adaptation of the SWOT analysis for two irrigation systems: a reel sprinkler with a water cannon and a drip tape.

The paper examined water resources insecurity arising from climatic change and variability, coupled with increased population and economic development in in Yewa basin, with a view to understanding the relationship between climatic variables and hydrological parameters operating within the basin. Thus, the study entails assessment of the effects of climate change and variability on water resources and its implication on both the physical environment and the hydrological regime, using the water evaluation and planning (WEAP) system model. Data employed included water supply and demand for Domestic, Commercial, Industrial and Agriculture, as well as climatic data (rainfall and Temperature) and runoff. As revealed by the Scenario fabrication, 45.24% of the annual water requirement within Yewa Basin is not met, with water potentials of Annual mean discharge of 3682.46 m3/s (±830.1) and Annual mean rainfall of 1106.26m (±475.25), and with coefficients of variation of 40.88 and 73.73, respectively. This deficit calls for an appropriate water resources management mechanism to be put into use in Yewa Basin.

Opis:
In recent years, the world, including Europe, has seen a much higher incidence of extreme weather phenomena. The ongoing climatic changes have a direct impact on the condition of surface waters. Groundwater is less affected by anthropogenic pollution than surface water, since groundwater can be used in distribution systems for municipal purposes, for food purposes, sold in unit packages, and for medicinal purposes (in drinking and bathing treatments). In Poland, a country with poor water resources, the problem of water scarcity due to climate change may even increase. One solution to this problem may be the increased use of Polish groundwater resources. Hydrogeological conditions favorable to the construction of drill wells, detailed identification of available groundwater resources throughout the country and the low degree of their usage (25% on average) make it possible to increase the intake of groundwater to cover this water deficit, especially in periods of drought.

The aim of the study was to present the concepts of water reclamation and development of post-mining areas of the Adamów Lignite Mine following the termination of its excavating operation. The reclamation procedures will accelerate the process of restoring the devastated post-mining area to the natural environment and, above all, will contribute to the increase in local water resources. Several water reservoirs with different surface areas and capacities within the final excavations of opencasts were created. The reservoirs are used for water retention, recreation, melioration and flood control purposes, as well as for depositing overburden from other opencast excavations. In total, the construction of 5 water reservoirs will include 4 weirs, 7 monks and 3 culverts with damming as well as a number of kilometres of inflow and outflow channels. The schedule of works and expenditures of the investment amounts to PLN 14,509,512 and is divided into 5 stages, not only covering the construction of the reservoirs, but also the water and drainage infrastructure necessary for their proper operation. All constructed and planned water reservoirs (Przykona, Janiszew, Koźmin, Głowy, Adamów, Koźmin Końcowy and Władysławów) will become new permanent elements of the landscape and the hydrographic network, coupled with the catchment system of the Warta River. They will allow for an increase in the retention capacity of the Adamów Lignite Mine area from the previous 32.3 million m3 to 219.6 million m3 in the perspective of 2023. They will improve the microclimate of post-mining areas and have a positive impact on the lands created as a result of reclamation. They will provide retention for the irrigation of adjacent agricultural areas and help reduce the economic and natural losses caused by flooding. They will open recreational opportunities for the residents of the surrounding areas, characterized by water shortages. The post-mining reservoirs, formed during mining operations, fit perfectly into the Small Retention Program. The existing and planned water bodies are the best proof confirming that the decisions taken in the field of reclamation for water purposes were right. As practice shows, the landscape shaping during the exploitation of lignite is a great opportunity for the post-mining region to create reservoirs in the places where they do not occur in nature.
