    Opis:
    The signal time-frequency structure designing is the important problem of radar system solution optimisation. The radar ambiguity function is the very useful signal characteristic that enables to know the signal potential possibilities. The effective numerical methods of the radar ambiguity function calculation give possibility for synthesis of the radar signal having expected features. The synthesis method concerning the nonlinear frequency modulation radar signal is presented in the paper. For the radar ambiguity function calculation the Zak transform is used in the method. The nonlinear frequency modulation signal model was described in which application limitations were taken into account. Examples of simulation research results are presented as a comment of the considerations.

    Pulse compression with a small sidelobe level is one of challenges in designing of modern radar, sonar or ultrasound imaging systems. It may be performed by means of matched filter, that is by correlating the received sounding signal with a stored replica of the transmitted signal. The advantage of the pulse compression method is the increase of the average transmission power while retaining the range resolution corresponding to a short pulse. Phase coding is one of the early techniques for pulse compression of radar signals. Polyphase sequences, which have low sidelobe levels, ensure an easily detectable peak in the output of a matched filter, in other words an easy detection of a received sounding signal. In this paper, an evolutionary algorithm combined with a local optimizer is used to search for polyphase codes with a small sidelobe level of an aperiodic autocorrelation function. The evolutionary algorithm is based on a floating-point representation and the Gaussian mutation is used to produce offspring for the next generation. The self-adaptation mechanism is used to control the mutation operator during the evolutionary process. This research demonstrates that optimization methods can effectively find polyphase sequences with low autocorrelation and seems to be very promising for the future research in area of computer optimization for polyphase codes synthesis.

    This paper presents the results of the research considering the influence of the initial frequency on linear frequency modulation signal compression. The signal compression has been performed using the digital matched filtration in the time domain. The ratio of peak to side lobe ratio with the width of the main lobe equaling one sampling period is the measure of the quality of compression. In general, a lower value of peak to side lobe ratio is obtained for linear frequency modulation signals with a non-zero initial frequency than with a zero initial frequency. The peak to side lobe ratio is systematically decreasing with the increase of the initial frequency f_1. The existing methods of band signals sampling, where the spectrum of the signals is transferred by means of the carrier signal $f_0$ of a significantly higher frequency than the band B ($f_0$ ≫ B) may be effectively used for sampling signals considered in this study, which do not have a carrier. As a result, for the linear frequency modulation signals with a non-zero initial frequency $f_1$ = nB and a final frequency $f_2$ = (n + 1) B, n = 1, 2, ..., the same peak to side lobe ratio values will be obtained as for linear frequency modulation signals with a zero initial frequency and the identical band and time duration. The results of this research could be implemented in sonar and radiolocation techniques and medicine.

    Health care has benefited immensely with the implementation of fast moving information technology. It is a challenging assignment for the researchers to implement the present day technologies such as wireless mesh networks. Wireless mesh networks are deployed to guarantee a reliable and stable network infrastructure backbone to telemedicine systems. They are preferred to other wireless networks, as the solution which they provide is robust for broadband services. They are robust because if routing is not possible due to some mesh nodes failure, routing can be done by the other mesh nodes present. Wireless mesh network cannot only spread coverage but also save both cabling cost and human resource. However, their performance is degraded due to interference and varying load. Interference is a critical issue in wireless mesh networks. The interference occurs because of the congested unlicensed radio frequency spectrum. This problem can be addressed by applying free space optics technology for transmission instead of radio frequency technology in the unlicensed spectrum. Network capacity issue is addressed by provisioning free space optics links to generate the much needed throughput and to minimize interference. Telemedicine network is a network, which requires a high capacity bandwidth to cater for a large number of remote patients. It is observed that free space optics links provisioning results in a significant performance enhancement for the telemedicine network.

    Video on demand technology is a modern wireless communication application which requires a large bandwidth. Optical wireless networks, as a potential alternative to radio frequency, is an emerging technology that is easier to set up and provides a cost effective solution, where a physical network is difficult to deploy. Optical wireless networks can be used as a backbone to provide the much needed bandwidth for video on demand application. In this paper, Wavelength Division Multiplexing modulation scheme is proposed for the optical wireless networks due to its significance of transmitting distinct data channels at different wavelengths. Wavelength Division Multiplexing can be easily integrated with optical wireless networks, consequently resulting in an increased data rate. This paper presents a novel approach of integrating video on demand with the state of art Wavelength Division Multiplexing based optical wireless networks. Furthermore, the paper discusses the challenges and advantages over the convention modulation schemes.

    Opis:
    Modification of the weighting raised cosine with a power n function by time convolution with auxiliary changeable time duration uniform rectangular window is presented in this paper. The analytical form of the modified weighting raised cosine function for fixed power in frequency domain was derived. Proposed method was applied to fine tuning of properties of the nonlinear frequency modulation of radar signals. Synthesis of nonlinear frequency modulation radar signals problem was solved using the well-known principle of stationary phase. The selected testing results are shown and some final conclusions are formulated.

    A phased array antenna is designed for multifunction phased array radar simulation test bed. Effect of element pattern, mutual coupling between elements, phase quantization, amplitude and phase error and elements failure rates on array pattern are discussed. Target angle measurement and side lobe cancelling, in order to reduce jamming power through side lobes, is illustrated in this antenna. Also antenna beam width is broadened with different methods and compared with narrow beam characteristics. It is shown that, for special broadening factors, beam broadening may lead to a better coverage and power efficiency relative to narrow beam antenna.

    The paper presents a novel approach, based on the wavelet decomposition and the learning vector quantisation algorithm, to automatic classification of signals with linear frequency modulation, generated by radar emitters. The goal of radar transmitter classification is to determine the particular transmitter, from which a signal originated, using only the just received waveform. To categorise a current linear frequency modulation signal to the particular transmitter, the discrete wavelet decomposition of the received signal is accomplished in order to get a representative set of features with good classification properties. The learning vector quantisation algorithm with a previously defined set of features as an input of the learning vector quantisation neural net is proposed as the intelligent classification algorithm, which combines competitive learning with supervision. After the learning process, the learning vector quantisation algorithm is ready to perform the classification process for different data than data used in the learning stage. Simulation results show the high classification accuracy for experimentally chosen wavelets and suggested architecture of the learning vector quantisation classifier.

    Opis:
    Building repositories of data relevant for enterprise operations requires harmonization of formats and semantics. OPC UA’s nodes-and-references data model shares basic elements with well-established semantic modeling technologies like RDF. This paper suggests the use of transformed OPC UA information models on the higher level of Enterprise Knowledge Graphs. It proposes good practice to integrate the separate domains by representing OPC UA servers as RDF-graphs and subsequently attaching them to Digital Twins embedded in Enterprise Knowledge Graph structures. The developed practice is implemented, applied to combine a server’s structure with an existing knowledge graph containing an Asset Administration Shell and released open source.

    The optimization of the transmitted signal time-frequency structure is the very important part of the radar system design from the point of view of the radar system effectiveness. In this meaning the radar ambiguity function is the basic tool used for the radar system features testing. The synthesis procedure of the signal with simultaneous amplitude and phase manipulation is presented in the paper. The procedure is based on the Zak transform that is connected with the radar ambiguity function. The Legendre polynomials were applied in the procedure mentioned above. The results of the simulation tests are presented as examples of the consideration main effects.

    This study is based on the comparison of the results of an analysis recommended for the peak-to-average-power-ratio (PAPR) reduction methods. This is one of the most significant problems in the multiple input-multiple output-orthogonal frequency division multiplexing (MIMO-OFDM) systems. The information in the signals of the wireless communication systems can be given in the frequency domain [S.H. Han, J.H. Lee, IEEE Signal Proc. Lett. 11, 887 (2004)]. Of the methods applied for the PAPR reduction, which is one of the problems occurring in the frequency domain of the signals in MIMO-OFDM systems, the selective mapping (SLM) and the partial transmit sequences (PTS) are compared using a different approach. In the MIMO-OFDM systems, Fourier analysis is performed and the values of the signals on the frequency plane are taken although it is not clear which value of the signal at which time is taken [S.H. Han, J.H. Lee, IEEE Signal Proc. Lett. 11, 887 (2004)]. For the constant state of time, Fourier analysis approach is not appropriate for the detection of accurate frequency values. To solve this problem, a new wavelet transform-based (WT) analysis is recommended for the MIMO-OFDM systems with a new approach. It is shown that this analysis will be preferred instead of the Fourier analysis because of the optimization of the frequency-based temporary solutions of the signal. This approach of analysis is used along with the methods used for solving the PAPR problem in the MIMO-OFDM systems. Thereby, a comparison showing at which rate the methods for the solution of the problem contribute to solving the problem with this approach can be carried out. Numerical results show at which rate the methods with this approach can be carried out to contribute for solving the problem.

    In this paper, a binary variant of the teaching learning optimization technique is used to the design and thinning of linear and planar arrays. The purpose of the optimization task is to enhance the ratio directivity/sidelobe level which turns out to be having two conflicting parameters. The binary variant of the teaching learning optimization technique searches the way of exciting some selected elements. The array thinning problem requires some elements to be excited with the others having no current in them. This is a binary (ON-OFF) problem that requires an optimization technique that can handle the binary variables. The teaching learning optimization has been proposed initially to handle real valued variables. The results show good agreement between the desired and calculated radiation patterns with reduction in resource usage in terms of power consumption.

    The aim of this research was to verify if It is possible to solve the synthesis problem of polyphase codes efficiently with an acceptable quality in the context of radar applications - with the greatest possible effectiveness of the recognition of such signals in the presence of the noise and occurrence of the Doppler effect. The received results confirmed that the implemented optimization algorithm can search polyphase sequences successfully with a low level of sidelobes and an enhanced tolerance to the Doppler effect. Applying optimization methods allows to form ambiguity function in a measure in the assumed optimization range which seems to be encouraging for future examinations in the field of the computer optimization for the coded radar signals synthesis.

    The idea of microwave quadrature correlation as well as the block diagram of the microwave broadband correlation receiver and principle of quadrature correlation detection of noise signals using an analog microwave correlator are presented in the paper. Measurement results for the correlation function of noise signals are shown and application of such solution in the noise radar for precise determination of distance changes and velocity of these changes is also presented. Results for short range noise radar operation are presented both for static and moving. Experimental results using 2.6-3.6 GHz noise like waveform for the signal from a breathing human is presented. Conclusions and future plans for the use of presented detection technique in broad-band noise radars close the paper.

    The article concerns the integration of the unmanned aircraft system with EU civil aviation. The paper presents the basic concepts and terminology used by international organizations (such as ICAO, EASA) and in Poland. Described are elements of an unmanned air system and the possibilities of its use. The paper shows also the process of shaping the legal framework of the EU system relating to the functioning of unmanned aerial vehicles and the conditions and prospects of its implementation. The article discusses also the operation of unmanned aircraft in Poland.

    An improved ultra-wideband (UWB) and high gain rectangular microstrip antenna is specifically designed in this paper using planar metamaterial based on double-ring resonators (DRR). The antenna has three double-ring resonators (DRRs) etched on the metal patch, and a partial ground plane so that the impedance matching characteristics of the antenna are much better. The -10 dB impedance bandwidth of the proposed antenna is 2.33-16.96 GHz. The antenna is promising for many applications such as WiMAX (2500-2690 MHz), Bluetooth (2400-2480 MHz) and UWB (3.1-10.7 GHz) applications. In addition, the proposed antenna has an average gain of 4.24 dB and a peak gain of 6.87 dB at 12.2 GHz.

    In this paper, we present a design and analysis of microstrip antenna based on superconducting material for millimeter wave applications. The proposed antenna is simulated using electromagnetic microwave studio computer simulator CST. The structure is made by two materials: the yttrium barium copper oxide (YBCO) thin film superconductor material as the patch and silicon Si as substrate with permittivity of 11.9. The superconductor material is characterized by a conductivity of 1.62×10⁷ S/m and critical high temperature of 89 K. The simulated results concerning the return loss show that our structure has ultra wide band over 27 to 70 GHz. Low return loss of the superconductor antenna compared with his perfect conductor counterpart is achieved. In addition, good radiation pattern characteristics are obtained in the frequency band of operation. The proposed antenna has also overall size of 3×3 mm², which facilitate its integration in architecture of communications systems.

    The Erwinia species are well-known pathogens of economic importance in Malaysia causing serious damage to high-value fruit crops that include pineapple [Ananas comosus (L.) Merr.] and papaya (Carica papaya L.).The 16S rRNA sequence using eubacteria fD1 and rP2 primers, identified two bacteria species; Dickeya zeae from pineapple heart rot, and Erwinia mallotivora from papaya dieback. Phylogenetic analysis based on the neighbor-joining method indicated that all the bacterial isolates clustered in their own taxa and formed monophyletic clades. From the pathogenicity test, all isolates of D. zeae and E. mallotivora showed pathogenic reactions on their respective host plants. Genetic variability of these isolates was assessed using repetitive sequence-based PCR (rep-PCR) fingerprinting. The results indicated interspecies, and intraspecies variation in both species’ isolates. There were more polymorphic bands shown by rep-PCR fingerprints than enterobacterial repetitive intergenic consensus (ERIC) and BOX- PCRs, however both species’ isolates produced distinguishable banding patterns. Unweighted pair-group method with arithmetic averages (UPGMA) cluster analysis indicated that all Dickeya and Erwinia isolates from the same species were grouped in the same main cluster. Similarity among the isolates ranged from 77 to 99%. Sequencing of 16S rRNA using eubacteria fD1 and rP2 primers, and rep-PCR fingerprinting revealed diversity among Dickeya and Erwinia isolates. But this method appears to be reliable for discriminating isolates from pineapple heart rot and papaya dieback.

    To solve the mismatch between the supply and demand of shared electric vehicles (SEVs) caused by the uneven distribution of SEVs in space and time, an SEV relocating optimization model is designed based on a reward mechanism. The aim of the model is to achieve a cost-minimized rebalancing of the SEV system. Users are guided to attend the relocating SEVs by a reward mechanism, and employees can continuously relocate multiple SEVs before returning to the supply site. The optimization problem is solved by a heuristic column generation algorithm, in which the driving routes of employees are added into a pool by column generation iteratively. In the pricing subproblem of column generation, the Shuffled Complex Evolution–University of Arizona (SCE–UA) is designed to generate a driving route. The proposed model is verified with the actual data of the Dalian city. The results show that our model can reduce the total cost of relocating and improve the service efficiency.

    Problem granic w Afryce nie wiąże się z nieprawdziwym faktem, iż są one „sztuczne” czy „młode” – jako że są w większości starsze niż granice państw europejskich – ale z tym, iż stanowiły dzieło Europejczyków i że nawet do tej pory nie został jeszcze zakończony proces ich delimitacji, a szczególnie demarkacji. O ich trwałości z kolei świadczy zaakceptowana zasada uti possidetis, podkreślana wielokrotnie w wyrokach Międzynarodowego Trybunału Sprawiedliwości i w rezolucjach ONZ. Inne natomiast traktowanie granic w Afryce może prowadzić do rewizjonizmu terytorialnego i konfliktów, a nawet wojen.
    The problem of borders in Africa is not related to the false fact that they are ‘artificial’ or ‘young’, for in their majority they are older than those of European countries, but to the fact that they were created by Europeans and even today the process of their delimitation, and especially demarcation, has not been completed. Their permanence is confirmed by the accepted principle uti possidetis, emphasised many times in the judgments of the International Court of Justice in Hague and resolutions of the United Nations. Treating borders differently in Africa can lead to territorial revisionism and conflicts, ending even in wars.

    Urbanization directly affects the existing infrastructure, landscape modification, environmental contamination and traffic pollution especially if there is lack of urban planning. Recently, the rapid urban sprawl has resulted in less developed green areas and has devastating environmental consequences. This study was aimed to study the past urban expansion rates and Measure LST from satellite data. The Land use land cover (LULC) maps of years 1996, 2010, 2013, and 2017 were generated using Landsat satellite images. Four main classes i.e. water, urban, bare land and vegetation were identified using unsupervised classification with iterative self-organizing data analysis (isodata) technique. The LST from satellite thermal data can be derived from different procedures:atmospheric, radiometric calibrations and surface emissivity corrections, classification of spatial changeability in land-cover. Different methods and formulas were used in the algorithm that successfully retrieves the land surface temperature to help us study the thermal environment of the ground surface. To verify the algorithm, the land surface temperature and the near-air temperature were compared. The results showed that, From 1996-2017 urban areas increased to about considerable increase of about 48%.few areas of city also shown in reduction in LST from year 1996-2017that actually began their transitional phase from rural to urban LULC.Mean temperature of city increased averagely about 1ºC each year in the month of October. The green and vegetative areas witnessed a decrease in area while higher number of pixels increased in urban class.

    Morocco – one of the main African countries – for 33 years remained outside the most important continental institution, the Organization of African Unity (OAU), and since 2002 outside the African Union (AU). It happened to be detrimental not only for Morocco, but also for regional and continental cooperation. The reason for this was the Western Sahara, which Morocco decided to include in its state as a collective path. The UN, OAA and almost half of the world – and above all Algeria – have opposed this violent act by legally acknowledging the existence of the Sahrawi Arab Democratic Republic (SADR) established by the POLISARIO Front. When this new state was admitted to the OAU in 1984, King Morocco – trying to blackmail this intention – withdrew his country from it. It did not bring the expected results, and another failure of Morocco was also that no country in the world recognized the Western Sahara annexation. However, wanting to have an impact on events in Africa, after more than three decades of absence, he decided to return to AU, seeking a way back that would not only be effective, but also acceptable for most members of the AU. Thus, using the diplomatic skills of King Mohammed VI and the economic resources of the state, the Moroccan authorities – agreed with the presence of the Sahrawi Arab Democratic Republic in AU – asked for re-admission to the continental organization.
    Maroko – jedno z głównych państw Afryki – przez 33 lata pozostawało poza najważniejszą kontynentalną instytucją, Organizacją Jedności Afrykańskiej (OJA), a od 2002 roku poza Unią Afrykańską (UA). Odbywało się to, że szkodą nie tylko dla Maroka, ale i dla współpracy regionalnej i kontynentalnej. Powodem tego stanu rzeczy stała się Zachodnia Sahara, którą Maroko postanowiło na drodze zbrojnej wcielić w skład swego państwa. Sprzeciw wobec tego aktu przemocy zgłosiła ONZ, OJA oraz prawie połowa państw świata – a przede wszystkim Algieria – uznając prawnie istnienie powołanej przez Front POLISARIO Saharyjskiej Arabskiej Demokratycznej Republiki (SADR). Kiedy to nowe państwo zostało w 1984 roku przyjęte do OJA, król Maroka – próbując szantażem udaremnić ten zamiar – wycofał z niej swój kraj. Nie przyniosło to oczekiwanych rezultatów, a dodatkową porażką Maroka było także to, że żadne państwo świata nie uznało formalnie zaboru Sahary Zachodniej. Z tego właśnie powodu kwestia Sahary Zachodniej stała się aktualnym „sercem” marokańskiej polityki oraz głównym problemem niezgody tak w regionie Maghrebu, jak i w całej Afryce oraz w relacjach Rabatu z dużą częścią świata zewnętrznego. Poniższy artykuł – i dwa następne publikowane w kolejnych numerach „Colloquium” – starają się szczegółowo opisać oraz ocenić długi i skomplikowany proces powrotu Maroka do UA, który stał się faktem dopiero w końcu stycznia 2017 roku. Pierwszy analizuje więc poszukiwanie optymalnej dla Rabatu drogi powrotu do Unii Afrykańskiej, drugi zaś metody pozyskiwania sojuszników, a natomiast ostatni omawia konsekwencje tego wydarzenia dla rozwiązania problemu Zachodniej Sahary oraz zapewnienia bezpieczeństwa i współpracy w północnej Afryce.

    Sukces przyjęcia do Unii Afrykańskiej spowodował, iż Maroko zaczęło być jeszcze bardziej aktywne na arenie międzynarodowej i postanowiło otworzyć się szerzej na Czarną Afrykę, a nawet przystąpić do Wspólnoty Gospodarczej Krajów Afryki Zachodniej (ECO-WAS), co zaskoczyło i zaniepokoiło czołowych liderów tego ugrupowania, którzy jednak ociągają się z podjęciem ostatecznej decyzji. Oczekiwanie trwa do dnia dzisiejszego i jest swoistą porażką – jak na razie – marokańskiej dyplomacji. A poza tym wydaje się, że obec-nie polityka międzynarodowa sprzyja Maroku. Wszyscy wielcy tego świata – USA, Chiny, Rosja, UE – wolą utrzymanie status quo w regionie Maghrebu i nie rozważają możliwości jakiegoś nowego otwarcia. Treści tego artykułu przekonują również, iż w omawianym przy-padku geopolityka i regionalne bezpieczeństwo wykazują swoją wyższość nad prawem międzynarodowym. A ponadto udowadniają, że sprawa Sahary Zachodniej jest najważniejszą kwestią politycz-ną dla dzisiejszego Maroka.
    The success of admission to the African Union meant that Morocco began to be even more active on the international stage and decided to open more widely to Black Afri-ca, and even join the Economic Community of West African Countries (ECOWAS), which surprised and alarmed the leading leaders of this groupings who are however reluctant to make a final decision. The wait continues to this day and is a kind of failure – so far – of Moroccan diplomacy. And besides, it seems that international politics currently favors Mo-rocco. All the greats of this world – the USA, China, Russia, the EU – prefer to maintain the status quo in the Maghreb region and do not consider the possibility of any new opening. The content of this article also argues that in this case geopolitics and regional security show their superiority over international law. In addition, they prove that the issue of Western Sahara is the most important political issue for today's Morocco.

    Artykuł ten przedstawia zabiegi władz w Rabacie, chcących pozyskać jak największą liczbę państw afrykańskich, którzy poparliby w głosowaniu na XVIII Szczycie Przywódców Afryki ideę powrotu Maroka do UA. Stąd też omawia szczegółowo marokańska rządową ofensywę dyplomatyczną w drugiej połowie 2016 roku, podkreślając zarówno jej wymiar polityczny, ekonomiczny, jak i religijny. Jego treści – wykorzystujące oficjalne marokańskie dokumenty oraz analizy zawarte w przeróżnych czasopismach, głównie afrykańskich – mają przekonać czytelnika o zręczności i skuteczności marokańskiej dyplomacji, ale jedynie w wymiarze taktycznym, jakim stało się członkostwo w Unii Afrykańskiej, jako że cel strategiczny, czyli akceptacja przez czołowe państwa świata, ONZ i UA zaboru Zachodniej Sahary – bez dogadania się z liderami POLISARIO – jest jeszcze odległy i walka o to będzie powodować kolejne podziały nie tylko w rejonie Maghrebu, ale i na całym afrykańskim kontynencie.
    This article presents attempt of the Rabat authorities' to win as many African countries as possible, who would vote in favor of the return of Morocco to the UA in the 18th Summit of African Leaders. Therefore, the article discusses in detail the Moroccan government diplomatic offensive in the second half of 2016, underlining both its political, economic and religious dimensions. Its contents – using official Moroccan documents and analysis contained in various magazines, mainly African – are to convince the reader of the skill and effectiveness of Moroccan diplomacy, but only in the tactical dimension of membership in the African Union, as a strategic goal, that is acceptance by leading countries of the world, the UN and the UA of the Western Sahara – without getting along with the leaders of POLISARIO – is still distant and the fight for it will cause further divisions not only in the Maghreb region, but also throughout the African continent.

    PRS (Polish Register of Shipping) is an expert institution acting on the international market, that - by conducting business for the benefit of the community - through the formulation of the requirements, survey and issue of the appropriate documents, assists State Administrations, Underwriters and customers in ensuring the safety of people, floating objects, land undertakings, carried cargo and the natural environment. PRS is a body accredited for certification of management systems, as well as a notified body in the European Commission for conducting product conformity assessment procedures with EU directives and regulations, and certify of personnel and processes. Subject and scope of the Publication The Publication defines requirements and procedures of conformity assessment process of Unmanned Aircraft (UA) and the technical possibilities of their use in the maritime economy segment. Purpose of the publication: Defining technical and formal requirements for design, construction and operation of the Unmanned Aircraft (UA), Determining the scope and methodology of conformity assessment process of Unmanned Aircraft (UA), Determining the technical possibilities of using Unmanned Aircraft (UA) in the maritime economy segment. The publication includes the following issues: basic principles and design requirements as well as technical regulations that ensure the design of the Unmanned Aircraft (UA), as a safe product in operation; the scope and methodology of conformity assessment of Unmanned Aircraft (UA); principles and scope of technical supervision over the Unmanned Aircraft (UA), requirements set by PRS in using Unmanned Aircraft (UA) on sea-going ships. The conclusions of the paper: indication of the way to obtain BSP certification, the basis for launching the procedure for developing the NO defence standard for the certification of ships and naval auxiliary units for cooperation with Unmanned Aircraft (UA).

    The adoption of a binding international treaty on the rights of the child is presented by practitioners and researchers as a “revolution”, marking the transition from the legal status of the child as a subject of the right, to a full actor of rights protection. For the fundamental rights of the child not to remain merely theoretical, but to become concrete and meaningful, it is important to provide them with effective judicial protection. This issue is more than ever topical, with the adoption by the United Nations General Assembly of the Optional Protocol to the Convention on the Rights of the Child establishing a procedure for the submission of communications, which entered into force on 14 April 2014. This new Optional Protocol gives children the right to appeal to the Committee on the Rights of the Child when the rights protected by the Convention and its firsttwo protocols are violated. The purpose of this brief study is to analyze the African Charter on the Rights and Welfare of the Child (African Charter), adopted in 1990, which is the firstregional legal text for children specificallyand as such unique, since no other region in the world has so far developed such a protection mechanism.

    Opis:
    This work presents an original model for detecting machine tool anomalies and emergency states through operation data processing. The paper is focused on an elastic hierarchical system for effective data reduction and classification, which encompasses several modules. Firstly, principal component analysis (PCA) is used to perform data reduction of many input signals from big data tree topology structures into two signals representing all of them. Then the technique for segmentation of operating machine data based on dynamic time distortion and hierarchical clustering is used to calculate signal accident characteristics using classifiers such as the maximum level change, a signal trend, the variance of residuals, and others. Data segmentation and analysis techniques enable effective and robust detection of operating machine tool anomalies and emergency states due to almost real-time data collection from strategically placed sensors and results collected from previous production cycles. The emergency state detection model described in this paper could be beneficial for improving the production process, increasing production efficiency by detecting and minimizing machine tool error conditions, as well as improving product quality and overall equipment productivity. The proposed model was tested on H-630 and H-50 machine tools in a real production environment of the Tajmac-ZPS company.

    Purpose. The aim of the article is to analyse the peculiarities of implementing virtual conception “1 student – 1 computer” at the lessons of Ukrainian literature under conditions of cloud-oriented study environment. Methods. The core methods of material processing were theoretical and analytical, empirical (on the basis of observations and pedagogical experiment), mathematical methods and verification approaches. Results. At all times education remains a sensitive indicator of universal progress. Realities distinguish a vitally important competency among the educational competencies. It is a media competency. Anachronistic pedagogical methods slow down the processes of modernization of lessons causing a number of contradictions and loss of students’ motivation. The actuality of the research consists in overcoming these problems.We see the practical significance of the achieved results in implementing the unique approaches and methods of teaching of Ukrainian literature with the use of the technology “1 student – 1 computer”; in creation and spreading the recommendations about active overcoming the difficulties of virtual education; in forming the preventive measures which would make impossible the destructiveness of the method under study on the marginal educational levels.
