Opis:
This paper aims to examine numerous sustaining factors in the restabilisation of Afghanistan, from legal, logistical and technical perspectives. The significance of logistics and infrastructure for state reconstruction and stability has been recognised by military and engineering practices. However, previous research on Afghanistan has focused on specific areas such as geopolitics, regional studies, bilateral cooperation and international aid. In contrast, this paper examines specialised issues within logistics and infrastructure, i.e., transit rights, access to ports, investors’ codes of conduct and the modus operandi of military and engineering engaged in the construction, operation and protection of infrastructure, which have not yet been fully discussed in the previous research. Furthermore, the importance of logistics of multiple shipping routes will be examined through comparative analysis. Considering a prolonged restabilisation process in land-locked Afghanistan, rights of transit and port access are imperative to achieve safe logistics in energy, water, food and medical supplies. In conclusion, an integrated, comprehensive model agreement for multilateral cooperation would enable international aid to be funnelled via a single scheme. Thus, this paper concludes that the long-term stability and development of Afghanistan will be guaranteed through a comprehensive framework agreement for logistics, which materialises rights of transit and port access.

Dokonujące się w ostatnich latach remonty i otwarcia linii tramwajowych w polskich miastach prowokują do porównań i refleksji z analogiczną praktyką i długą tradycją za granicą. Przedmiotem tego artykułu jest relacja przestrzenna między kompleksami wielorodzinnej zabudowy mieszkaniowej a linią tramwajową. Oczywiście przyjęte rozwiązania różnią się od siebie, tym niemniej widać na Zachodzie wyraźny trend do zbliżania obu elementów do siebie, mimo kosztów środowiskowych, które linie szynowe powodują. W modelowym ujęciu bardzo liczne są przypadki prowadzenia trasy „środkiem struktur”, wskutek czego powstają warunki do symbiozy, w myśl zasad urbanizacji zorientowanej na transport publiczny (transit oriented development – TOD). Występuje ono czasem w klasycznej postaci odpowiednio intensywnej zabudowy sprowokowanej wcześniejszą budową tramwaju, a czasem w postaci odwróconej – z wtórnym wprowadzeniem tramwaju we wcześniej istniejące struktury. Niekiedy zaś mamy przypadki mieszane, w którym dokonuje się uzupełnienia zabudowy towarzyszącej korytarzom tramwajowym – nie zawsze tylko mieszkaniowej, ale często także usługowej, dopełniając program osiedli i dzielnic, korzystając z potencjału ekonomicznego wynikającego z obecności użytkowników tramwaju. Obudowa korytarzy linii tramwajowych sprzyja tworzeniu przyjaznego środowiska urbanistycznego i skraca drogi dojścia. Sposób, w jaki uniknięto przeskalowania przestrzeni i zbyt dominującego ruchu decyduje o dobrym rozwiązaniu problemu. Liczne przykłady mogłyby posłużyć za wzorzec dla miast polskich.
The renovation and opening of tram lines in Polish cities in recent years provoke comparisons with similar practice and long tradition abroad. The subject of this article is the spatial relationship between multi-family residential complexes and a tram line. Of course, the solutions adopted differ from each other, but there is a clear trend in the West to bring both elements closer to each other, despite the environmental costs that rail lines cause. In the model approach, there are numerous cases of planning the route through the "centre of structures", which creates conditions for symbiosis in terms of "transit oriented development" (TOD). Sometimes it appears in the classic form of intensive building up provoked by the earlier construction of the tram, and sometimes in a reversed form - with retrofitting tram into previously existing structures. Sometimes there are mixed cases, with structural infills next to tram corridors – not always just residential, but often with service facilities, complementing the program of housing estates and districts aimed to capitalise on the economic potential which results from the presence of tram users. Infilling the tram line strips fosters the creation of a friendly urban environment and shortens the access routes. How space overscaling and overly dominant traffic are avoided is decisive for a good solution to the problem. Numerous examples could serve as a model for Polish cities.

Cost-suitability land modeling is one of the mandatory conditions for the proposal of new transport development projects, in order to achieve optimal costs of design and construction. In the present study, we intend to present a model for assessing land suitability for current and proposed transport infrastructure along the Orient-East Med TEN-T Corridor, in the mountainous region of the Timiș-Cerna Corridor (Romania). The relevant factors for our analysis were outsourced from various thematic data sets and refer to lithology, morphological and morphometrical properties of landforms, soil characteristics and climatic setting of the study area. Conservation of natural environment and human habitat was also taken into consideration by means of analyzing land use patterns and spatial distribution of protected areas. The methodology is based on the principles of cartographic algebra and vector overlay analysis, currently implemented in various GIS applications. The results of our study aim for the identification of critical sectors along the current and proposed transport infrastructure, which intersect areas with high development cost and low suitability. Starting from our observations, specialists in transport networks and spatial planning could make use of dedicated computation algorithms to identify and describe optimal routes for future infrastructure projects that would connect the southern and western parts of the country.

Opis:
The issue of organising efficient transport within Europe is one of the areas of a common policy of the European Union, shaped for over 30 years. Poland has been participating in this creative process since May 1, 2004. The intensity of the development of transport and the economy of individual countries that do not only belong to the Community but also have a significant impact on changes in the European Union's transport policy aimed at improving the course of pan-European transport corridors. In parallel with the creation of an effective European transport network, the rapid economic development of the regions belonging to the Union, including Poland, is becoming increasingly important. This article aims to discuss the issue of the development of the trans-European transport corridors, which also passes through the territory of Poland. In addition, this paper aims to present changes in EU policy concerning the shaping of transport infrastructure in Europe, following which a single transport network is to be created soon, meeting the communication and economic needs of the countries belonging to the Community.

International transport corridors are part of the global transport system and are an important part of the activities of the Organisation for Co-operation of Railways2 . The development activities in the Eurasian space are aimed at modernising and developing rail transport by upgrading the technical and operational parameters of the corridors in order to improve the competitiveness of railways in freight transport in Asia and Europe. These corridors are widely used to plan and organise the routing of container trains in international traffic between the OSJD member states. Today, nearly 300 container trains are in continuous operation. The aim of the article is to present the activities to date in the development of corridors, their role and importance in rail transport in the area of the member states of the Organisation for Co-operation of Railways. The article presents issues related to the development and freight transport on 13 international rail transport corridors from the Eurasian railway area. New corridor solutions were highlighted, as well as the New Silk Road3 which is part of China’s broader so-called One Belt, One Road Initiative concept. It is a global infrastructure plan developed in China and implemented in more than 100 countries, mainly in countries referred to as emerging markets.

Running business activity in the field of transport requires managing people to coordinate many factors at the same time. This paper deals with a Structural Decomposition (SDA) applied to the analysis of the freight traffic demand in an Input Output (IO) modelling context. After reviewing the basic definitions of IO models and some methodological references for their application in the freight transport field, the paper proposes the application of the SDA in the perspective of a freight corridor. This application takes place downstream of an IO model that directly relates the quantities of goods transported along the corridor with the functioning of the reference economic system. Considering the evolution of tons annually trans-ported in a certain time interval, the SDA model allows to isolate the specific effects related to: intensity of freight traffic typical of the corridor; technological structure of the production sectors; characteristics of the final demand in relation to its overall level, sectoral structure and allocation between components. The SDA model is applied to a case study considering the total volumes of goods annually in transit at the Brenner pass between 2000 and 2014. The evaluation of the polar forms of the multiplicative decomposition and their geometric mean allow to quantify the effects of each factor on the variation of the tonnage in terms of indexed value, absolute variation and percentage contribution compared to the base year (2000). The relative influences on freight traffic at the Brenner pass are therefore highlighted, both in terms of total volumes transited and impacts attributable to each of the decomposition factors introduced, with particular evidence also in the event of periods of economic and financial crisis. The SDA specified in the paper and the related case study provide useful elements for studying the traffic demand of goods through a freight corridor, helping in outlining the effects of the different driving forces related to the economic system and affecting freight transport demand trends.

Purpose: The purpose of the article is to analyze the operation of freight transport in the cross-border area of the Silesia Voivodeship in the context of the existence of the Baltic-Adriatic transport corridor. An additional objective is to indicate the priority areas of the corridor under consideration, as well as key actions to improve the functioning of freight transport in the area under consideration. Design/methodology/approach: The article was mainly based on a thorough analysis of quantitative and qualitative data contained in documents made available by the European Union institutions and reports. Findings: Identification of the most significant steps the authors consider to be taken to improve freight transport in the analyzed region, which is considered by the authors to be priority actions. Originality/value: The originality of the article consists in carrying out a qualitative assessment of the condition of the freight transport infrastructure in the context of the functioning of the selected transport corridor and identifying bottlenecks in its functioning.

Input Output model are of great interest in the transport sector, especially regarding freight transport demand. These models allow to analyze the cross effects of: political, macroeconomic and transport changes; industrial dynamics; exchange flows between different sites within a reference area, more or less divided into subareas. Although very interesting and desirable to be used and disseminated, their use is often hindered by the complexity of the modelling structures that need to describe the interactions with the transport systems and by the difficulty of finding complete and reliable data. In this context, this paper deals with a macro-level Input Output approach for freight demand analysis, which directly relates the quantities of goods transported along a multimodal corridor to the functioning of the economic system. The proposed model is structured on two levels: the first level allows the sectoral production forecasts of the entire economic system based on the exogenous final demand; the second allows the forecast of tons transported, annually and by sector, along the corridor based on the sectoral production estimated at the first level. The two modelling levels are applied to the analysis and forecast of freight traffic demand along the Italian-Austrian cross-border stretch of the Brenner corridor, a fundamental axis of the European transport infrastructure network. The model has been verified and validated on data covering 15 years between 2000 and 2014 using the reclassified time series of Input Output tables and the international trade data for Italy. The model has been used to produce medium-long term forecasts for different economic scenarios. The macro-level point of view and the application for the corridor provide a simple and directly applicable model compared to the complex articulations that characterize the Input Output applications to the transport systems, which can hinder their concrete use as decision support in the planning of transport infrastructures.

Background: Efforts to revive the New Silk Route from Europe to Asia have been on-going since the late 1970s. However, the launch of the Belt and Road Initiative (BRI) of the PR China in 2013 has given new impetus to Europe-Asia connectivity. Between 2014 and 2018 the number of block trains between China and Europe (including Russia) increased from 298 to 4,982 per year. Will this trend continue? Which bottlenecks and challenges appear? What are opportunities for respective countries, policy makers, shippers and logistics operators? The paper contributes to the scientific question of further and sustainable segmentation of intermodal transport markets in the context of global supply chains. Methods: Based on a literature review and interviews with logistics operators and shippers the authors analyze the present design and operational parameters of the intermodal land bridge traffic system, major challenges and bottlenecks and propose measure how to enable further growth and to improve the sustainability of this traffic. Results: Main issues of the further development of the New Silk Road Europe China are technological innovations, digitalization of supply chains, optimizing of intermodal transport and gateway concepts, corridor management and new trading patterns with e-commerce. Conclusions: Although this intermodal land bridge connection will likely continue to be a niche market, it offers considerable transit time and cost savings for specific types of freight where air freight is too expensive and maritime logistics is too slow. At higher freight costs compared with the sea freight and lower fares than air cargo this is especially interesting for high value cargo and the Northern provinces of China; also for opportunities in Central Asia, and the Caucasus. The new transport route promotes not only investments into production sites for export at locations in the Northern provinces but also opens new opportunities for European exports of industrial goods and FMCG for the growing middle class in China. The total logistics costs from the viewpoint of a shipper can be more competitive via land bridge than via sea. Both production and distribution networks of large companies (e.g. BASF, HP, BMW) and small and medium sized companies (here especially through e-commerce) can benefit from a further integration of markets and globalization of supply chains.
Wstęp: Próby stworzenia Nowego Jedwabnego Szlaku z Europy do Azji są podejmowane praktycznie bez przerwy od lat 70-tych XX wieku. Jednak dopiero utworzenie inicjatywy Belt and Road Initiative (BRI) przez Chiny w 2013 zdynamizowały stworzenie połączenia między Europą a Azją. W okresie 2014 do 2018 ilość transportów szynowych pomiędzy Chinami a Europą (włączając Rosję) wzrosła z 298 do 4982 rocznie. Czy trend ten będzie utrzymany? Jakie są ograniczenia i wyzwania? Jakie są możliwości dla współudziałowców (krajów), twórców polityki, przewoźników i operatorów logistycznych? Praca ta jest naukowym pytaniem dotyczącym dalszej segmentacji transportu intermodalnego w kontekście globalnych łańcuchów dostaw. Metody: W oparciu o przegląd literatury naukowej oraz wywiadów przeprowadzonych z operatorami logistycznymi i przewoźnikami, przeanalizowano projektowe i operacyjne parametry system intermodalnych transportów, główne wyzwania i ograniczenia oraz zaproponowano środki umożliwiające przyszłościowy wzrost i zrównoważony rozwój tego typu transportu. Wyniki: Głównymi czynnikami umożliwiającymi dalszy rozwój Nowego Jedwabnego Szlaku Europa Chiny są nowacje technologicznego, cyfryzacja łańcuchów dostaw, optymalizacja transportu intermodalnego i koncepcji bram, zarządzanie korytarzami oraz nowe metody handlu oparte o e-handel. Wnioski: Jakkolwiek intermodalne połączenia lądowe pozostaną na razie zapewne rynkiem niszowym, to oferują one istotną oszczędność czasu tranzytu oraz ponoszonych kosztów w przypadku specyficznych typów ładunków, dla których fracht lotniczy jest zbyt drogi a morski zbyt wolny. Szczególnie północne prowincje Chin są zainteresowane tym typem transportu o aczkolwiek wyższych kosztach w stosunku do transportu morskiego ale niższych niż w przypadku transportu lotniczego. Jest to również wielka możliwość dla Centralnej Azji i Kaukazu. Nowe szlaki transportowe promująinwestycje nie tylko w obszary produkcyjne eksportowe dla lokalizacji w północnych prowincjach ale także otwierają nowe możliwości dla eksporterów europejskich dóbr przemysłowych oraz FMCG skierowanych do konsumentów z rosnącej klasy średniej w Chinach. Całkowite koszty logistyczne z punktu widzenia wysyłającego mogą być bardziej konkurencyjne w przypadku trasy lądowej aniżeli trasy morskiej. Duże korporacje zarówno produkcyjne jak i dystrybucyjne (np. This research paper is about the renewal, improvement and development of railroad transportation industry and planning for its contribution to the national and regional economic development. A theoretical exploration provided a guide for the necessary assessments. A research method based on the case study of almost all elements of the Iran railroad transportation system has been performed. The implementation of the observation by means of some indicators proves that hinders shall be removed to achieve maximum profit of the rail transport industry. Strengths, weaknesses, opportunities and threats (SWOT) analysis aided to evaluate the features of the industry. The analysis revealed that the present system of the railroad transportation is unable to assist the national macro economy. The failure corresponds to scarcely investing, funding, managing, infrastructure, operating conditions, and international/regional trade limitations. However, with the help of the improvement plans the prospects for the rail transport development will be pretty satisfactory due to the strategic Geo-policy, climate, nature, and trade potentials. A linear programming for the rail transport industry (LPRTI) has been provided to suggest the ways for maximizing of the rail transport system’s profits to support the national macro economy. The outcome of this research paper assists the regional/national economies with the help of a successful railroad transportation industry everywhere in the world.

High - quality transport infrastructure is one of the key elements of the modern economy. At present, in the context of growing transportations volume, the development of transport infrastructure is of particular importance for all countries. The role of dry ports in constructing cross-border logistics networks attracts more attention to the countries governments. This article discusses the concept of "dry port" as an element of transport and logistics infrastructure for the modern transport system, and the prospects for the development of such facilities in international significance. The paper focused on the modern transportation network, which connects the inland cross-border logistics network through dry ports through concept of smart logistics at the macro level on the scale of continental cooperation in Eurasia. The main goal of this article is to develop a methodology for the formation of integrated infrastructure management of international importance in the concept of "Dry port" and "Smart logistics", taking into account the peculiarities of the use of transport and cross-border infrastructure of countries for the formation of new transport solutions in the East-West-East corridors.

Opis:
International container transport plays an important role in the exchange of goods between China and Europe, and accordingly, the efficiency of the transportation increases with the organization of special container lines (land and sea). Owing to its geographical location, the territory of Kazakhstan has become one of the main international landlines for passage of container cargo in recent years. Priority is given to solution of such problems as reduction of cargo delivery time, simplification of customs operations, setting attractive and competitive tariffs, ensuring a high degree of cargo safety, development of transport infrastructure, assessment of the transit potential of railway network of the country, and predicting future cargo flows. This article shows the use of artificial neural networks (ANN) for predicting container train flows in the direction of China – Europe. For this purpose, a three-layer perceptron with a learning algorithm, based on the back-propagation of the error signal, was used. A concreto example shows how the ANN training process is conducted and how the adjustable parameters are selected.
